Cherokee High School senior Garrett Starks will represent Oklahoma at the National Forensic League (NFL) National Tournament in June. Starks earned a position in Oklahoma’s delegation on April 2nd when he placed first in humorous interpretation at the NFL West Oklahoma District Tournament in Norman.

The West Oklahoma District comprises all Oklahoma schools west of I-35, and all of the Oklahoma City area schools. Starks will compete against the top high school actors from all US states and territories.

“I couldn’t be prouder of Garrett,” CHS Forensic Coach Jason Paris said, “Districts is a three day trial by fire. It’s tough. It’s open class, so we’re going up against 6A schools; and, it’s double elimination, so you just keep going until enough people have been eliminated by

Mr. and Mrs. Rob and Patricia Nida of Alva, are pleased to announce the engagement and upcoming marriage of their daughter, Heidi Marie Nida, to Wesley Ryan Huff, son of Scott and Penny Huff of Scottsdale, Arizona.

Heidi is the 2002 graduate of Alva High School and a 2008 graduate from Northwestern Oklahoma State University with a Bachelor’s degree in Nursing (BSN). She is currently attending graduate school at Boise State University to obtain a Master’s of Science in Nursing (MSN) with a focus in acute post-operative pain management, in 2012. Heidi works as a registered nurse at Barrow’s Neurological Institute in Phoenix, Arizona.

Wesley graduated from Horizon High School, Scottsdale, Arizona in 2001. He graduated from Scottsdale Community College, where he played baseball, with an Associates Degree in general studies and Northwestern Oklahoma State University in 2006 with a Bachelor’s Degree in Business Administration. Wesley went on to obtain a Construction Management degree through the school of engineering at Boise State University. He is currently employed with Huff and Sons Construction in Scottsdale, Arizona.

The couple will be married in a double ceremony on May 21, 2011 in Alva, and they will reside in Phoenix following their honeymoon.

submitted a letter to the Alva Board of Education requesting an early release from his contract, effective April 30, 2011. He wrote, “This will allow the incoming superintendent to make the decisions necessary to get things ready for the next school year.”

Board President Brian Gaddy said he had visited with new-hire Superintendent Vickie Johnson and she is willing to start her job in Alva two months early. So the board took a look at the contract they approved at the last meeting, did the math, and will pay Supt. Johnson for the extra two months at the same rate the she would have been paid each month beginning July 1.

In two other personnel matters, JoDonna Barton submitted her retirement/resignation effective at the end of this semester. She expressed her appreciation and enjoyment of her career in Alva.

In one other resignation, the board “paused” for awhile. AHS Basketball Coach Lucien Bliss submitted his resignation as head boys’ basketball coach, but did not resign from his teacher job or track coach job. That is legal . . . but the board expressed worry about the increasing practice of individuals being brought into the Alva system to fulfill a coaching vacancy, and then quitting the coaching portion of the job while wanting to stay in the Alva system as a classroom teacher.

This is making it more difficult to find a coach, which is an extra-duty job, when no primary teaching position is available. The board entered into executive session to evaluate the entire teaching staff and

made it clear they were planning to discuss the problem.

Another notice was received from teacher Marsha Smith telling the board that as chairman of the Alva Education Association, she would like to establish win-win bargaining discussions between the administration and the teacher’s union.

Trailer BidsEarlier, the school board advertised

two agricultural trailers for sale. Several bids were received, but in the meantime a gift from the Wisdom Family Foundation of $31,000 to purchase new trailers and other equipment changed the situation. The FFA leaders no longer needed to take a fire-sale offer on the older trailers in order to purchase new trailers. As it turned out, very low bids were received on a 1981 bumper-pull hog trailer with the high bid coming in at $400. Upon advice from Vo-Ag adviser Randy Nation, these bids were rejected.

In other action, the board was pleased with a bid of $9,000 from Gary Parks for a 2004 gooseneck trailer. This was accepted.Student Transfers from Other Schools

The Alva schools educate several students who transferred into the district under an “emergency” provision of State law. Students attending the schools under this provision must re-apply for the transfer again each year. If these same students apply right now, they can meet non-emergency transfer requirements. This eliminates the need of reapplying every year. The board approved “open transfer” status for all students except one. Those receiving approval included Maecen Loya, Taya Pierce, Tim Pierce, Tristen Pierce, McKennzie Pitts, Jaden

Hall and Jada Retka. The board said Isaiah Hall will need to continue to apply for emergency transfer privileges each year.

One change of routine for the school board meeting was a presentation by 4th grade teacher Camille Dark on the “Study Island” project. This is a computer/software specialty program that contains over 365,000 “proprietary” questions that are chosen to match the academic requirements of each individual state. Students can answer Study Island practice questions by computer at school or home. The end result is the students do much better when they take the real tests required by the State Board of Education.

Superintendent to leave at end of April

has been called out of retirement. The truck was retired when the new, larger unit was dedicated last July.

It had become unreliable and wasn’t big enough for Alva’s growing needs and larger structures.

“But Carmen doesn’t have any ladder truck,” Alva Fire Chief Kirk Trekell told the city council Monday night. He recommended donating it to the Carmen Fire Department.

In a way, the truck will be there to help Alva again, Trekell reasoned, because Carmen often works fires with Alva and other fire departments in the region.

“We worked a big grass fire last week down by Greensburg with Carmen, Cleo Springs, Dacoma and others,” Trekell reported.

Carmen had been saving money for a new fire truck, Trekell told the council. Those funds could make the necessary repairs to get the old firehorse back in the fight.

Since the council voted unanimously to make the donation, Mayor Arden Chaffee didn’t need to vote, but after the action he said he was very happy to see the truck put back in service.

“After all of the faithful service to our city, it was hard for me to see it rusting away in the public works yard.”

Housing shortage killing Alva’s growthBy Lynn L. Martin

When I first moved to Alva in 1969, a building contractor by the name of Robert R. Brown was feverishly creating new street after new street south of Highway 281 on Noble. He was building

sub-divisions of affordable homes as quickly as he could. In fact, the house my wife and I live in was one of those.

As I recall, many of these homes were purchased by Panhandle Eastern and Cities Services

families. They were oil and gas people of the day.

These folks operated the compressor stations and manned a regional office. These were solid middle class families who often stayed in Alva long after their companies reduced force here.

With the rural population decline all over the plains states, community leaders in nearly every town are trying to stop the trend of boarded-up shops on Main Street. Many have gone to considerable effort to attract new industry.

More jobs equal more population.

More population halts school enrollment decline. More population means that more stores stay open on Main Street.

Alva community leaders have been far more innovative than most in Northwest Oklahoma. After I moved here, the movers and shakers created a vo-tech district of Major and Woods counties and both Fairview and Alva landed new facilities to attract population: beautiful vo-tech campuses.

I’m going to miss some things here, but we passed several bond-issues to keep the public school system first rate. First rate schools can attract population.

Then an impressive effort was launched to land the drug-offender work camp prison: Bill Johnson Correctional Center. This facility was going to provide 100 or so jobs. It did. But, many of these new employees commute to Alva because we don’t have enough decent and affordable housing.

The VAP idea was hatched. The vision was to create consumer products from the wheat we grow so abundantly and cut out a lot of middle men. The automated plant was likely to provide 100 jobs or so.

Still no new houses.A wonderful recreational park was

built to provide quality activities for the youth. It works very well. Except when events are held to draw out-of-town teams to town, participation is handicapped because of insufficient motel space.

Now, we’ve got a major oil field

drilling boom-time developing in Woods County and to the east. Every motel room is semi-permanently filled . . . because we have no housing available.

With insufficient motel space, dozens of tourist attraction events in Alva are less successful such as the Nescatunga Arts Festival, the big car show in September, along with rodeo and sports events at NWOSU.

So while Alva leaders work their hearts out to develop all of these job-creating entities over the years, the population is declining and public school enrollment is barely hanging on.

Community leaders in Cherokee are very wisely on a drive to create quick additional housing in their town to serve the people that Alva isn’t accommodating. They’ve moved in more substantial temporary buildings in their city owned travel-trailer park. Plus they are constructing more sites with all utilities on the south side of town.

So while we rejoice it the triumph to see SandRidge and other oil field oriented folks building facilities here, nearby communities like Cherokee could possibly benefit more than Alva because no one is stepping to the plate to develop housing.

Yes, there are a few new high-dollar homes going up north and west of town. What we need is the Robert R. Brown style of sub-divison of dozens of $80k -125k homes that middle class citizens might be able to afford. Will anyone step up to the plate?

Hillary is the 2004 graduate of Alva High School and a 2009 graduate from Northwestern Oklahoma State University with a, Bachelor’s degree of Science, in Mass Communications with minor in Health and Sports Science. Hillary is also a licensed Cosmetologist and further obtained her Master Instructor’s license in 2010. Over the past 4 years, she has worked in Ambitions and Salon 180 in Alva.

Ryan graduated from Garber High School in Garber, in 2000. He graduated in 2005 from the University of Central Oklahoma, where he played football and graduated with honors. Ryan obtained a Bachelor’s of Science Degree in Physical Education and Health. He began his teaching and coaching career at Guymon High School. At Guymon, Ryan was the Defensive Coordinator and Linebacker Coach for the football team, assistant basketball coach, and assistant soccer coach. He taught elementary physical education and strength and conditioning at the High School.

Ryan moved to Garber to help his father with the family farm and ranch. At Garber he was the football defensive coordinator and linebacker coach in 2009 and 2010. He is currently farming and ranching in Garber.

The couple will be married in a double ceremony on May 21, 2011

By Steve WardAt its regular monthly meeting Monday, April 4, the Waynoka

Board of Education took no action on an agenda item to name a new superintendent of schools for the 2011-2012 school year.

The Board had two special meetings since the regular March 7 meeting to interview candidates for the Waynoka Superintendent’s job. They may have a couple more yet to talk to. The Board also took no action on the employment of a custodian/bus driver. Both decisions came after executive sessions.

All members were present for the meeting, including President Rick George, Vice President A.J. Ferguson, Clerk Mindy Zook and members Clint Olson and Donnie Miller.

Adopts calendar for 2011-2012The Board approved one of three options for the school

calendar for next year. Teacher in-service begins August 9, and students report on Thursday, August 11th. The schedule includes some Fridays with no school, and the first semester will end on December 21st. Second semester begins on Monday, January 2nd and has a spring break which includes March 14-16 and

then 22-23. The schedule has Fridays off for the entire 4th nine weeks and finishes the second semester on May 17th.

Superintendent Dale Ross presented the financial reports which were very favorable for the school district. The General Fund has spent about $62,000 less than at the same time last year. The Building Fund has spent about $124,000 more than at the same time period this year but still contains approximately $561,000.

Ad valorem revenues are about $147,000 higher than the comparable time period last year. State aid is about $71,000 less than last year, but all the local revenues are higher this year. Gross production revenues are about $44,000 higher than at this time a year ago.

The report showed sufficient revenue projections that the Board voted unanimously to authorize Mr. Ross to solicit bids for the purchase of a new mini-bus. Ross estimates that the carry-over for this fiscal year will be close to last year’s.

Encumbrances approved were $3,412.08 for the General Fund and $6,218.88 from the Building Fund. The Board adjourned at 8:41 p.m..

Waynoka Board of Education still Considering Superintendent applicants

Conservation Reserve Program-CRP signup ends April 15, according to Jake Kelln, Executive Director for the Woods County Farm Service Agency. During the sign-up period, farmers and ranchers interested in offering land under the competitive general sign-up are encouraged to contact their local FSA office.

CRP is a voluntary program that assists farmers and other agricultural producers to use their environmentally sensitive land for conserving benefits.

Producers enrolling in CRP plant long-term elective covers in exchange for rental payments, cost-share in establishing the cover, and technical assistance to do so. Participants voluntarily remove environmentally sensitive land from agricultural production by entering into long-term contract for 10-15 years depending on the practice that the IV choose.

Cropland currently not enrolled in CRP and previously expired CRP contracts may be offered in this sign-

up provided all eligibility requirements are met. Additionally, current CRP participants with contracts set to expire this fall may make new contract offers. Contracts awarded under this sign-up are scheduled to become effective Oct. 1, 2011.

glad I can be a part of it. Now we’ve got to start working on the national performance.

“Once you make it to nationals, you’re not just on your school’s forensic team, you’re on the state team, so you have a bunch more coaches, and your teammates are literally the best in the state at what they do. It’s pretty cool, and I’m really honored to be a part of it.”

Starks entered the district tournament with 849 NFL points, and holds the degree of Superior Distinction. In addition to being the 2011 NFL District Champion in humorous interpretation, and a top sixty national competitor, Starks is a four-time state speech and debate champion. He enters this year’s state tournament as the regional champion in humorous interpretation, dramatic interpretation, and monologue.

“He’s had quite a career in the forensic world,” Paris said, “Kids like Garrett don’t come along too often, and you really have to appreciate them while they’re competing for you. He’s set the bar pretty high, and I just don’t think you can recognize that enough. What he’s accomplished is really remarkable, and I think he’s got some more tricks up his sleeve for state and nationals.”

The CHS forensic team will travel to Norman for the state tournament April 14-16.

By Jim StoutWhen OHP Trooper Brock Morgan was dispatched to the

Waynoka EMS building around 7 p.m. on Feb. 11, he was directed to an ambulance where Spencer Austin Lyon was being treated by the EMT’s, according to court papers filed Tuesday.

Deputy Adam Honeyman and Waynoka PD Officer Mathew Durkee advised Morgan that Lyon had been brought into town by an individual and that he had been involved in a collision on the Freedom Blacktop just west of State Highway 14. The court document stated that from inside the ambulance, Morgan could tell Lyon was highly intoxicated.

While Honeyman escorted the ambulance to Share Hospital, the document states Morgan went to the accident scene. Between 8 and 10 inches of snow was on the ground and Morgan observed the pickup had left the road to the right and had struck a culvert. Morgan could see a single set of footprints was in the snow.

Registration papers showed the pickup was owned by Lyon’s mother, Tracy Lyon. Morgan went to her residence, the court documents state, and she advised that her son had taken the pickup without her permission. Subsequent records check showed Lyon’s driver’s license had been revoked.

Charges requested by Morgan were operating a motor vehicle while license is revoked and while under the influence of intoxicating substances.

Funeral services for Ruth Marie Caldwell will be at 1:30 p.m. on

Wednesday, April 6, 2011, at the First Christian Church in Waynoka with Rev. Mike Paddy officiating. Burial will be in the Waynoka Municipal Cemetery under the

direction of Marshall Funeral Home of Waynoka LLC.

Ruth Marie, daughter of the late Wesley and Maggie (McDonald) Vaughn was born on October 10, 1912, on a farm near Sharon, Oklahoma, and went to be with her Lord and Savior on April 2, 2011, at Waynoka at the age of 98.

She attended Lively Country School and attended Sharon High School. In 1933, she was united in marriage to George Caldwell at Buffalo, Oklahoma. He died in 1972.

Ruth was a waitress and cook during her working career in Waynoka. Those of you who came of age in Waynoka in the ‘50’s, ‘60’s, and ‘70’s may remember her limeades from the Corner Drug, or her veal cutlets from Coulter’s Café, or

her sweetbreads from Mae Diel’s, or her hamburgers and malts from the Dairy Maid.

She was a member of the Waynoka First Christian Church, the Rebekah Lodge, and the Women’s Auxiliary of the American Legion. She enjoyed crocheting and sewing.

Besides her parents and her husband, she was preceded in death by one brother, Clyde Vaughn and a daughter-in-law, Karen.

Ruth is survived by her three sons; Vaughn Caldwell of Alva, Max Caldwell and wife, Laurie of Cleveland, Oklahoma, and Ron Caldwell and wife, Linda of Woodward, eight grandchildren, Kelly Caldwell of Alva, Kimberly Burger and husband, Larry, of Bend, Oregon, Timothy Caldwell and wife, Teresa, of Owasso, Terri Yee and husband, John, of Tulsa, Kerry Crown and husband, Charlie, of Cleveland, Max Caldwell, Jr. of Sapulpa, Casey Caldwell and wife, Summer, of Blanchard, and Carrie Rothell and husband, Chris, of Dallas, Texas, eight great grandchildren and two great-great grandchildren, other relatives and friends.

In lieu of flowers, memorial contributions may be made through the

Karen Kaye (Clemence) Ferguson was born on December 31, 1941, on the family farm Northwest of Waynoka, Oklahoma, and peacefully went to be with the Lord on April 4, 2011, while at her home in Waynoka at the age of 69 years, 3 months, and 4 days.

Karen attended Liberty School, Centerview School, and Waynoka High School. On January 25, 1958, she was united in Marriage to James (Jim) Francis Ferguson at the First Church of God in Waynoka. Karen began a life of work in the cafeteria at Waukomis Public School before she and Jim moved back to Waynoka in 1973. Karen held jobs ranging from being a sales clerk at Frank’s Department Store, to working at the local grocery store, to managing

reduction,” Kiowa District Hospital Administrator Alden “Van” Vandeveer said of the revised plan for hospital construction.

“I’m very excited about our meeting. Everyone was willing to cut,” Van told his board about a recent committee meeting with builders and architects.

The hospital board met last Thursday night for the regular March meeting with all members present including: President Zack Odell, Dan Lukins, Lori Schrock, Robert Stark and Robert Armbruster.

At the February board meeting (held March 3), builders/architects presented an original plan for new hospital construction and/or remodeling that both had about a $9 million price tag. The board told them to start cutting because the proposed costs were too high.

The hospital has $4 million dollars of taxpayers money approved by the Barber County Commissioners for the facility improvement project. Any other funds will have to come from an increase in

mill levy, grants, foundation-raised funds, private donations, etc.

Van showed a handout of the new building proposal. The cost is reduced to $6.5 to $7 million. The square footage reduction totaled 6,720. The cuts reduced the new facility size from 32,000 square feet to 25,280. Van said this reduces the number of beds to six. The two beds designated for recovery could be used as overflow, he said.

Board members commended the staff for working on the reduction.

The reduced plan calls for some departments such as most administrative functions and physical therapy to remain at the existing facility. Leaving PT at the existing site would save 1600 feet the summary shows. Originally 2100 square feet was allowed for administration. Cuts reduce it by 1350 square feet to 750.

Stark reported on the hospital-district-owned ground south of town earlier reported as the kind that keeps settling and would not be good for building. Stark said some research finds that problem can be remedied at a “reasonable cost.”

Annual Meeting in May, Two Board Seats Open

Board originally set the annual meeting date of the hospital district. However since the meeting that date is still pending sometime in May. Two board

Currently those seats are held by Robert Stark and Dan Lukins. Both men expressed interest in retaining their seats.

Hospital Finances and StatisticsHospital CEO Robin Lewis reported

that February was a busy month like January. However only having 28 days caused revenue figures to be down, she said.

Lewis reported total admissions were 14 with 53 days of care. Percent of swing bed occupancy was 5.38 percent up from 2.82 percent in January.

Total outpatient visits were 561 which was down 48 from January. Total clinic visits were down 30 from January, but up 81 from 2010. She said the therapy department (PT, OT, ST, RT), was down 11 from January, but up five from the previous year.

The hospital’s net from operations was $5,856.91. With the addition of $61,715.57 tax money, the hospital’s revenue was $67,572.48. Lewis noted that supply purchase decreased approximately$12,500 with other expenses down approximately $16,000.

Betty was born on September 5, 1928 in Isabella, the daughter of Daniel Baker and Mildred Wahl Baker and departed this life at her home in Cleo Springs on April 1, 2011. Betty and Lloyd Robinson were married June 30, 1950 in Wichita, Kansas.

Those surviving are her two sons, two daughters, ten grandchildren, twenty-four great grandchildren, one great great grandchild, and one brother.

In Karen’s later years she became the coordinator of Waynoka Mobile Meals, a non-profit food delivery service for the elderly. Throughout Karen’s life she was a very active member of the First Church of God of Waynoka.

Spending time with family and taking care of others were very important parts of Karen’s life. Her devotion and prayers helped keep those that were closest to her comforted until the day of her passing. Karen had a passion for sewing, arranging flowers, and doing crafts with her grandchildren.

Preceding Karen in death were her parents, Paul and Hazel Clemence, and her husband Jim Ferguson. She is survived by two daughters, Sch’ree Ward and her husband, Tom, of Edmond, and Kama Kruckenberg and her husband, Wesley, of Waynoka, six grandchildren, Trent Ward and his wife Kim, of Edmond, LaChez’ English and her husband Calvin, of Ponca City, Romi Price and her husband Kirby, of Edmond, James Ward and girlfriend Lauren Wright of Moore, Bryndal Ballard and her husband Brandon of Waynoka, and Frank Alberson and his wife Tatum of Edmond, nine great-grandchildren, one brother, Merle Clemence and his wife Dixie, of Waynoka, a niece, Merla Sims, and one nephew, Mark Clemence and his wife Debbie.

Dixie Carole, daughter of Vera Mae

(Coss) and Ralph Leslie White was born in Cherokee, Oklahoma on November 13, 1939. She passed away at the Alva Share Medical Center on the 3rd day of April at the age of 71 years, 4 months and 21 days.

She attended the Lambert school system and then graduated from Dacoma with the class of 1957. Following graduation she attended the Enid Business College.

On September 6, 1959 Dixie married Billy Wayne Mahoney in Dacoma, Oklahoma. To this marriage three sons, Leslie, Carroll and Shawn, were born. Billy passed away on August 2, 1971.

Dixie was married to Wayne Smith on June 8, 1973. Following their marriage they made their home in Alva.

She was a member of the Friends Church where she was very active, teaching Sunday school and working in other parts of the church

She worked at the Alva Share Medical Center from May, 1976 – November, 2004.

Mrs. Smith was preceded in death by two sons Shawn, and Carroll; a great grandson, Bryse Johnson; her parents and a nephew, Danny Gordon.

Dixie is survived by her husband Wayne and her son Leslie of the home eight grandchildren; twenty great grandchildren; two sisters, Glenda Trekell, of Wichita, Kansas and Geraldine Jane Jones of Okmulgee; a number of nieces, nephews, other relatives and friends.

February 2010. Manor Finances and Statistics The manor had a loss of $21,688.55.

That was curbed to $16,686.89 with the addition of $5,001.96 tax revenue. Total net from operations increased $8,843.40 from January.

As of March 25 the manor’s patient census was 25. Van said one resident went to a VA home; one was able to go home; another passed away. He said one resident who earlier left the manor is transferring back to Kiowa.

Good financial news for the manor regards previous Medicaid 10 percent cuts. Van said that amounted to about $60,000 from July to February. The manor will receive that money back in March, he said.

However, after attending a Rural Health Care Symposium, Van said Medicaid Funding is not looking good in the future.

Van said the manor is implementing respite care assistance which is a community service.

A new LPN has been hired at the manor.

More Hospital BusinessThe board approved a contract

renewal for a chemistry analyzer for the lab at a cost of $55,732.

Purchase of a Beckman/Coagulation Analyzer for the lab not to exceed $19,000 was approved. The annual maintenance contract is $2,173.22.

A new gas range from U.S. Foods for $3,468 was approved for the manor.

An eight foot range hood with exhaust fan was purchased for the manor at a total of $6,876.

Board is researching a phone system that connects the manor and hospital.

Board held a near hour and a half executive session to discuss non-elected personnel and Risk Management/Quality Assurance reports. Upon returning to open session, the RM/QA report was approved. No other action was taken,
