John Niss opened the meeting stating that there was a quorum present, and he welcomed everyone. Karen asked if she could interject something prior to moving to the agenda items. She said that she would like to take a moment and thank John for his past two years of service as faculty co-chair for the College Curriculum Committee. She said that it is the time of year for his “tour of duty” to be over. He has graciously agreed to serve for a third year, if no one else is interested.

1. Review of Minutes – March 17, 2010

John asked if anyone had any comments or revisions for the March 17, 2010 Minutes. There were none, and the Minutes were approved by consensus.

2. Consent Agenda – Course modifications or deletions involving minor editing of course descriptions or level changes which do not impact other departments are eligible for placement on the consent agenda. Any members of the committee may request to remove a proposal from the consent agenda for the purpose of discussion.

The Consent Agenda was approved by consensus.

Prior to beginning the Discussion Item, Karen said that she would like to give the Committee an update on Course Outline Builder (COB). She told them that the general education component is up and running with no apparent bugs. We are now waiting for the Credit Course Deletion forms to be completed with regard to the voting component; this should be done shortly.

3. Discussion Items - for the April Agenda the Discussion Item was moved back, prior to the Regular Agenda; this is being done due to the relationship of the Discussion Item to the Regular Agenda items.

Baccalaureate Degree Approval Process – Falecia Williams will explain the process required for approval of baccalaureate degrees at Valencia. She will describe the process from inception, IAC, Curriculum Committee, State, and SACS approvals.

Karen began the discussion, since Falecia Williams was detained. She explained the process up to this point; last September, a letter was sent to the State regarding Valencia’s desire/intent to offer bachelor degree programs. Any programs submitted will need to be taken to the Curriculum Committee for approval, then the Board of Trustees, and finally back to the State for their review and approval. After that, the SACS approval process begins.

Louise, who was deeply involved in the process, spoke at this point. She said that in June, 2009, she, Nasser Hedayat, Jared Graber, Kaye Walter, and others attended a meeting at the Downtown Center regarding new B.A./B.S. programs. At approximately that same point in time, UCF decided to sunset several of their programs. After the meeting, Louise went back to her department to begin conversations about developing bachelor degree programs in the Allied Health area.

Two of the programs that UCF is dropping are Radiologic Sciences and Cardiology. Their Radiologic Sciences program is the only one of its kind at a Florida public college. Valencia has been chosen as the preferred college to pick up this program; the cardiology program will go to either Valencia or Seminole County College.

Karen asked if her understanding that the Catalog Transfer Plan for Radiologic Sciences will be removed from the Catalog is correct. Louise confirmed that it will be removed since there is no longer a university for the students to transfer to.

Nasser Hedayat’s department created a B.S. degree program in Electrical and Computer Engineering Technology, which is being presented at today’s meeting. He said that Direct Connect determined that Valencia was the best equipped to take over the engineering program being dropped by UCF.

Louise said one of the things that Falecia wanted to do today was to give the Curriculum Committee an opportunity to ask questions regarding the process. Since she had not yet arrived, Jared Graber took a moment to review the timeline for the process (which was also

provided on a document for Committee members to review). He said that SACS will be involved and that they require for programs to be submitted to them at least one year prior to offering them. This has created some urgency in moving the programs through the process at Valencia and the State. He also said that Valencia is moving forward with plans to hire addition faculty and library positions to support the new baccalaureate programs.

John Niss asked if the College Learning Council needs to be involved. Cheryl Robinson said that yes, they do need to give their approval once the Curriculum Committee has finished looking at the programs. She said that they are willing to do an electronic vote, if necessary, so that the report is ready to be presented to the Board of Trustees on April 20.

Falecia arrived at this time, and provided a little bit of additional history so that the Committee members could better understand why offering these B.S. degree programs is so important, and why there is a sense of urgency to offer them quickly.

She said that prior to any public announcement, UCF disclosed to all of the “Direct Connect” colleges that certain programs would be dropped. The Direct Connect colleges then worked together, as well as within their own institutions, to determine which colleges would be the best ones to take over these programs. Due to the needs of industry, as well as to accommodate students who need these programs, the process needs to be completed and the programs up and running quickly.

Falecia noted that there will not need to be any changes to Valencia’s general education curriculum to accommodate these programs.

All of the Radiologic and Imaging Sciences courses were originally brought to Committee with a prerequisite stating, “A.S. Degree in Radiography, Diagnostic Medical Sonography, Nuclear Medicine Technology or Radiation Therapy and credentialed by ARRT, NMTCB, or ARDMS.” Louise Pitts said that she would like to request removal of this as a prerequisite for the courses, since it is a program requirement, not a prerequisite. The Committee agreed, and the prerequisites will be removed.

The Committee requested that each remaining prerequisite be prefaced with “A minimum grade of C in . . .;” and, each course description will have as the last sentence, “Minimum grade of C required if used to satisfy Radiologic and Imaging Sciences B.S. degree requirement.”

With the modifications noted above and directly beneath several of the courses, all of the courses for the Radiologic and Imaging Sciences B.S. Degree Program were approved.

For CET 4333, Nasser Hedayat and the voting faculty members recommended a prerequisite change, from CET 3049C to “A minimum grade of C in CET 2123C and CET 3049C. This change was approved.

For CET 4367C, Nasser Hedayat and the voting faculty members recommended a prerequisite change, from CET 2123C and CET 3049C to “A minimum grade of C in EET 1141C and EET 3086C.” This change was approved.

0910-154 CET 4427 Data Structure, CCA...................................................Nasser HedayatPurpose: New program; Catalog Course Description: This course covers the design and analysis of algorithms, basic data types, trees, basic operations on sets, advanced set representation methods, directed and undirected graphs, sorting, data structures and algorithms for external storage, and memory management; Prerequisites: COP 3000 (C/C++ Programming for Engineers); Co-requisites: None; Credit/Class/Lab Hours: 3/3/0; Effective Date: Fall 2010 (201110).

The Committee felt, after input from the Information Technology department, that this course is not necessary to the program. Since it is not a core course in the program, but an elective, Nasser Hedayat agreed to remove the course and review it to see if it can be changed to become a course that would be more beneficial to the students.

0910-155 CET 4488 Data Communication and Networking, CCA...............Nasser HedayatPurpose: New program; Catalog Course Description: An in-depth study of different layers in a computer network and processes related to each one of them. Topics includes Physical, Data link, Network, Transport and Application layers and their roles in communication of data in networking. Design and performance of a network will be analyzed through mathematical techniques; Prerequisites: CET 3049C; Co-requisites: None; Credit/Class/Lab Hours: 3/3/0; Effective Date: Fall 2010 (201110).

It was again noted that a number was assigned by the State that should be appealed. This number (488) is used by a number of other colleges at the 1000 and 2000 levels for courses like Novell (2000 level at Seminole College) and networking (1000 level at various colleges in Florida). A student could conceivably come to Valencia and have the expectation of one of those courses satisfying the requirement, when they are very different courses.

The above program was approved, with the course modifications for each noted. In addition, a number of recommendations were made for changes to the program sheets. Nasser Hedayat will make the recommended changes, which will be incorporated into the program sheets as the program moves forward in the approval process.

5. Information Items

Sound and Music Technology, A.S. Degree – The original program sheets submitted created some discrepancies in the total program hours. The program sheet being submitted today addresses those issues and is now correct.

The meeting was closed with a thank you to everyone who diligently worked on these programs to get them to this point, as well as to the Committee for their commitment to review the programs carefully. Karen told the Committee that May will most likely be an electronic meeting.

The next meeting of the College Curriculum Committee is scheduled for May 12, 2010, and will be held either electronically or on the West Campus, Room 6-202. Deadline for submission of materials for the May agenda is April 28, 2010.
