The University will serve as consultant with regard to curriculum development in community work and community development. Professor Vishanthie Sewpaul will lend an international perspective to the curriculum development; will play a role in quality assurance and facilitate links with the global community of social workers. Sewpaul has written the Global standards for Social Work Education and Training in her capacity as Chair of the International Association of School of Social Work/ International Federation of Social Workers (IASSW/IFSW) Joint Committee.Dr. PhD Raniga is teaching modules on Community Development & Social Policy in the School of Social Work at UKZN, supervising community based students field practice; has conducted an extensive community based research project on an informal settlement, and done research in the area of HIV/AIDS with a focus on Schools based policy. She will contribute with her expertise gained from participation in the International Digital Publications project which has given free access to e-books for social work students, and has experience from getting students to do pod casts on their practical or fieldwork experience in social work. General description of the organisation: [Limit: 1000 characters] scope of work, areas of specific expertise and competence in relation to the project / network proposedHøgskolen i Bergen (HiB) is a state institution of higher education, established in August 1994 by the merging of six former independent colleges in Bergen, Norway. Currently 6000 students are enrolled at HiB and around 600 teaching and administrative staff. The University College is organized in three faculties; Faculty of Education, Faculty of Engineering and Faculty of Health and Social Sciences (AHS). In addition to the faculties four Competence and Research Centres, which functions as cross-thematic knowledge clusters and producers, have been established the resent years.

Internationalisation is one of HiBs strategic priority areas and through its partners in 35 countries worldwide the institution has extensive international cooperation.

Institute of Social Work and Social Education (IVS) has over more than 15 years been involved in international exchange and IP programmes in Europe and was one of the co-founders of EUSW and the founder of the VIRCLASS project which has been strongly supported by all levels in the HiB organisation. AHS held a Master programme in Community Work and is building a research programme in Community Work and Social Disruption.

The Media Centre (MC) at HiB is a contract based centre with high expertise in development and training in Open Distance Learning (ODL) courses and development of multimedia material for educational purposes. MC has been a strong support to development of the VIRCLASS project and courses and will continue to support the new Virtual Campus.

Application identification: document.docAHS has for several years developed competence and experience in the use of ODL support to both campus students and students in e-learning classes, like VIRCLASS. Role of the participant organisation in the proposed project / network [Limit: 1000 characters] Bergen University College is the coordinating institution and will take the leadership and the responsibility by monitoring the project. HiB will contribute with expertise in e-learning pedagogy, staff for teaching in the e-learning courses; participate in new curriculum development in community work and community development, research development and dissemination of results. Anne Karin Larsen Mrs. Larsen is assistant professor, lecturer in social work theories and methods and professional competences, and project leader for the VIRCLASS project she initiated in 2003. HiB represented by her is one of the founders of the EUSW –TN, and she was leader of the “school group” that developed curriculum plan for e-learning courses and summer school programme in Parma in 2005. She is representative in the Board of EUSW. Larsen has special competence in project development and in e-learning pedagogy and has organised and led the international e-learning courses in “Social Work in Europe – Commonalities and Differences” and been teacher in two of the modules in this educational programme of 15 ECTS credits. She is responsible for development of the VIRCLASS website: www.VIRCLASS.net.Her research focus is on learning communities and she has published several papers in international journals related to ICT and social work education. Larsen will be the leader of the Virtual Campus project and monitor the project and be an active partner in dissemination of results and coordination of work package 3 (WP3) together with the Media Centre.

Kjell Henriksbø Mr. Henriksbø is assistant professor, lecturer in social work theories and methods, especially community work. He has taken part in developing the first master programme in community work in Norway, started at Bergen University College in January 2007. Henriksbø is responsible for a module of 20 ECTS in this programme. Henriksbø has taken part in the e-learning courses in “Social Work in Europe – Commonalities and Differences” from the planning started, especially in developing and teaching in the module Poverty and welfare systems, Anti oppressive approaches to social work (10 ECTS credits). Henriksbø is involved in a Nordic network in community work and his research and development focus is on community work. Henriksbø will participate in developing the new curriculum plan and new learning material and be a teacher in the pilot.

Grete Oline Hole Mrs. Hole is associate professor and research fellow at the Centre for Evidence Based Practice at HiB. First educated and working as nurse, she has, after studying Sociology and Pedagogy, for several years worked with issues concerning development of professional competencies, the growth and sharing of knowledge and the rise of learning communities within situated learning. Hole has special interest in the use of Information and Computer Technology in learning. Her research focus is on learning communities through virtual learning spaces, and she published several papers in international journals related to ICT and social work education, as well as papers addressing issues concerning professional development, storage of information and knowledge-building within health- and social work education. Hole will take an active part in dissemination of results and papers for conferences and write report in WP2.

design and development of courses in online learningThe Media Centre is a creative melting pot, where a number of different academic and technical groups come together to create new and exciting, original solutions. Working alongside our skilled programmers are several persons with backgrounds related to the arts. This allows us to provide not only complete productions but also supply assistance with parts of productions related to graphic design, illustrations, photos and animations. The Media Centre has the equipment and expertise required for advanced video productions. The results of these can be supplied on tape, DVD or streamed via the Internet. The Media Centre will be an active partner in delivery of WP 3.1 and 3.2.

General description of the organisation: INHOLLAND University is one of the largest universities of applied sciences in NL. It consists of 16 Schools, providing programs in a wide range, including social work. Each School focuses on programs for a specific sector of society/economy and/or related professions. Within INH there are 2 Schools of Social Work (in Haarlem and Rotterdam).

Application identification: document.docOver 3,000 staff members serve approximately 40,000 students in full time, part time courses and on the basis of continuous education. INH has branches in six major cities in the West of the Netherlands; Amsterdam, Rotterdam, The Hague (headquarters), Delft, Haarlem and Alkmaar.The overall INH strategy implies a.o. following important priorities:

1. All programs are competence based, aimed at professional practice;2. International and cross-cultural competences are an integral part of all curricula; international student mobility is stimulated, if not

physically easible than by means of virtual international classes (e-learning, videoconferencing etc.); INH is aligning its programs with the Bologna Declaration; INH is providing more than 10 international programs (some of them double or multiple degree), fully in English language, in which students from more than 50 countries study. INH has bilateral agreements with more than 250 universities from allover the world;

INH School of Social Work in Haarlem (project partner, app. 1000 students and 45 staff members) implements this overall strategy in its School. It has a competence based program and participates in the EU Social Work network and actively contributes to VIRCLASS. INH School of Social work has created the curricular and facilitary means for its students to participate in the international and cross cultural development of their (future) profession as social workers. INH Social Work courses have been accredited very well in the national ranking.

Role of the participant organisation in the proposed project / network:      INHOLLAND School of Social Work will provide its expertise in 6 out of the 7 work packages (WP) as described in Section 5. INH will be the work package leader (WPL) of WP1 (From virtual classroom to Virtual Campus) and as a WPL support HiB in the overall project management (WP4), including hosting a WPL meeting in November 2009. INH experts will contribute to WP2 (curriculum development/with two teachers) and actively participate in the pilot execution of the developed course with one teacher, WP3 (Virtual Campus materials) and actively participate in WP6 (quality assurance) and WP7 (dissemination).

Mr. Remmelt Veenkamp, BA

Mr. R. Veenkamp is lecturer in methodology of social work, international coordinator at INHOLLAND School of Social Work in Haarlem. Since 2002, course coordinator, responsible for the of international curriculum development and involved in the development of blended learning. He is representing INHOLLAND in the international project VIRCLASS. In VIRCLASS 9 European partners cooperate and have developed a course based on comparative learning. Veenkamp has been a teacher in two of the modules in this educational programme of 15 ECTS credits (www.VIRCLASS.net). Moreover, he is INHOLLAND’s representative in the EUSW thematic network, responsible for the Open Distance Learning group, responsible for the forum on the EUSW website http://www.eusw.unipr.it/ and member of the board of the network. Mr. Veenkamp will be the WPL for WP1 and contribute to WP2, WP4, WP6 and WP7.

Ms. Ingrid Wegman

Ms I. Wegman is program director at INHOLLAND School of Social Work in Haarlem. Implying she is responsible for the program management & organisation, as well as the curricular contents of all programs of the School of Social Work. This includes the responsibility for international cooperation and international curriculum development. She is INH’s representative in the VIRCLASS Consortium Management Group, of which she is the chairlady. Ms. Wegman will directly be engaged in WP1 and WP4.

Ms. Rina J. Visser-Rotgans, MA

Ms. R. Visser studied craft, art education and art history. She is educated at the Academies of Rotterdam (Nutsacademie), Amersfoort (Academie voor Beeldende Vorming) and the University of Leiden (MA). Since 1989 she works at INHOLLAND University in the Social Work profile CMV (Community work). Topics of teaching are art and culture policy, cultural participation and cultural competences. She set up different courses on these subjects. In 2001 she led a project on The Community School, cooperation between lecturers and students of the School of Social Work and the School of Education. In 2005 she wrote (together with Prof. Karen A. Ford from JMU) an article about a Blackboard Project : Internationalizing Social Work Education Using Blackboard 6: INHOLLAND University, NL and James Madison University, USA. (Published in Journal of Technology in Human Services, vol. 23, p. 147-165, 2005). Ms. Visser will contribute to WP2.

Mr. Dr. Tjerk J. Busstra, MA

Mr. T. Busstra is the director of INH International Projects Department. He is an expert in management & organization of international projects and a specialist in international curricular cooperation and aligning this cooperation with the relevant national and international regulatory frameworks (incl. Bologna). Mr Busstra graduated as a political scientist (MA) and has a doctorate degree in business administration. Accordingly he will contribute to WP1 and WP4.

ICTOICTO is INH’s specialized department for information and communication technology in education. It is a.o. an expertise and support center for INH media- and e-learning applications in education, also in international cooperation. An ICTO specialist will be selected to participate in WP3.

It is one of the oldest universities in the world, as well as the largest and the most prestigious in Spain. Its academic offer includes the Social Work BA and a Master Degree in Community Work. The PhD program in Social Work will start next 2008-2009 academic year. At present, EUTS is immersed in the adaptation process of the social work studies necessary to merge with the European Higher Education Area, having a leading role in this sense in Spain. Studies internationalization, improvement of the ICT skills and competences among its students, teachers and staff, and the widespread of the use of ICT in the process of learning and teaching are in the short and middle term two of the strategic objectives of the School of Social Work.

Role of the participant organisation in the proposed project / network [Limit: 1000 characters] UCM will have an active role in 6 of the 7 work packages of this project. The School of Social Work will lead and be responsible for organizing and coordinating the work of the Quality Assurance (WP6) and the Dissemination Work (WP7). As member of the work package leaders group (WPL), UCM will support actively HiB in the management of the project, participating in meetings and hosting the one to be celebrated in May 2009 (WP4). Its activity will also be central supporting INH and the rest of the partners for the successful development of the Virtual Campus (WP1) since UCM will be responsible for the report that will be the base for the Shared Framework Agreement among the partners. 2 teachers from UCM will discuss and deliver content for the curriculum plan and the pilot (WP2); and 2 media staff will participate in the course for media and technical staff. This will support UCM teachers in the production of virtual learning materials (WP3).

He is the main responsible of the 62 currently in force OMS and TS Mobility Erasmus bilateral Agreements in the School of Social Work. He will be in charge of the part of the report “From Virtual Class to Virtual Campus” related to the comparison of physical and virtual mobility.

It was founded in 1937 as a school of Social Work and nowadays it has 92 Teachers and 1348 students. ISMT offer several degrees in social sciences and technologies, among them master and PhD programmes. Throughout the last years it has worked in the promotion of the research in Social Work through, not only by its formal education, but also, for the contact that keeps with the professionals through the field placements that is developed in the curricular period of training course in Social Work. ISMT is a cofounder partner of EUSW (http://www.eusw.unipr.it) and an active partner in the development of VIRCLASS (www.VIRCLASS.net). ISMT had already adapted its Curriculum plan to Bologna cycle and is working now for the implementation of 3ª Circle. ISMT will be involved again in the new EUSW project and will develop a Grundtvig project called SOCIAL WORKER SKILLS EVOLUTION.

Prof. Dr. Ulla Törnig Professor of law at Hochschule Mannheim since 2003, Prof. Toernig has always supported international exchange at the Department of Social Work, starting out with her own participation in international teacher exchange with partner universities in Poland (2003) and Norway (2005). Since 2007 she is a member of the Consortium Management Group of the e-learning programme VIRCLASS. Prof. Toernig is also responsible for acquiring VIRCLASS students and for recruiting new e-teachers at Hochschule Mannheim. She is active member of the research network `Biographical Perspectives on European Societies´/ESA. Prof. Lang started with e-learning projects in 2006 using the e-learning platform WebCT of the Virtual Campus' Rheinland-Pfalz (VCRP)/Germany. General description of the organisation: [Limit: 1000 characters] scope of work, areas of specific expertise and competence in relation to the project / network proposed The Swansea University Social Work programme is located within the newly established School of Human Sciences which aims to provide synergy in research and teaching across disciplines. Within the school there is considerable expertise in the areas of psychology, social policy, criminology, gerontology, and child welfare to draw upon in delivering social work training. The Social Work programme itself is provided in partnership with 6 local authorities who together with university staff aim to ensure that the curriculum delivers the kind of knowledge and skill development that students will need when completing the programme. The programme has an intake of 50 full time and 5 part-time students per year. With such a strong vocational orientation, nearly 100% of students are employed in social work upon completion of the programme. With a recently appointed head of the social work programme that comes from Croatia there are strong possibilities to extend our links further into Eastern Europe.

Role of the participant organisation in the proposed project / network [Limit: 1000 characters] The Swansea Social Work programme has been an active contributor to the EUSW activities in the previous two thematic networks, and until several years ago was also involved actively in Intensive Programmes. Originally involved in the Education group, Swansea contributed to the delivery of the first Summer School project, and the initiatives that led to the development of VIRCLASS. Swansea led the development of the material for the module on discrimination and oppression. Swansea also has active involvement in the Research subgroup, and has contributed to two books being produced, and a third that is being contemplated, a compilation of papers on poverty in Europe that was used as a basis for the Summer School in 2007 in Austria. From this expertise and experience Swansea will mainly contribute in this project to WP2, WP3, WP6 and WP7.

Dr. Robert Sanders Dr. Sanders has 15 years of experience in higher education and in that time has developed a strong portfolio of modules delivered in a wide range of areas in both social work and work with children and families. He is an active researcher in work with children, and has published articles and books on child abuse, child and family support, child development (sibling relationships in particular), and working with children. He spent one study period researching sibling relationships in Italy, and has developed particularly close links with colleagues in Spain, Portugal and Norway through participation in the social work e-learning programme. He has competence in developing curriculum plans for e-learning courses and is a skilled e-pedagogue.

Currently 5500 students are enrolled, among them 20 per cent from abroad. 32 courses of studies offered at the University leading to the academic degrees Bachelor, Master and German Diploma. Students have excellent modern teaching and research facilities at their disposal. Each student is obliged to do an internship during his studies. All study programmes are strictly practical oriented. Hochschule Mittweida co-operates with nearly 100 universities worldwide (Erasmus, Leonardo, Tempus, national DAAD programmes) or on the basis of bilateral agreements. Students have an opportunity to complete a practical or study semester abroad. The social work diploma courses of the department of social work have been assessed very well in the national ranking, the BA/MA programme has started very successfully in 2007. The department offers part-time courses for social work practitioners and has expertise in adult education and life long learning.

It will contribute with its resources and knowledge in curriculum development in the development of an international specialisation in the Virtual Campus of social work. It will offer facilities for conferences and meetings. HSM will specifically contribute to WP 2, WP3, WP4 and WP7.

Prof. Dr. Gudrun Ehlert is professor in social work sciences at the department since 1996. She is the course coordinator at the department since 1998. She is doing research on professionalisation of social work and publishing about issues of gender and social work. She is also involved in a research project about right wing extremism in East Germany. Gudrun Ehlert represented the department since 2002 in the two Thematic Networks “European Social Work” (EUSW).

In the beginning the higher school trained teachers mainly for primary schools (grades 1-4) and for nurseries, however, essential changes have taken place in all the fields of activity during the 45 years of its existence - in 1990 the Academy successfully started a transition to a regional higher education institution of a wider profile, and now alongside with teacher training programmes applicants are also offered a comparatively wide spectrum of programmes in other specialties, including studies in Social Work and Social Pedagogy (Social Work also on Master’s level). Those programs operate under the Department of Pedagogy.In June 14, 2006 the Constituent Assembly of the academy voted for changes in the status and name of the academy – Liepaja University. This still has to be approved in Ministry. Student body in the academic year 2007/2008: Full-time students 1400; Part – time students 1934; Staff: 280.

General description of the organisation: Bodø University College (HIBO) is a place for learning, experience and research for approximately 450 staff and 5.000 students. With learning facilities across Nordland County, HIBO is an important institution of teaching and research in the region. The campus was established in 1985, and has since then been expanded as HIBO has grown. HIBO is one of a few university colleges in Norway aspiring for the status of university in the near future. This requires highly qualified academic staff. Our main task in this process is to evolve HIBO into a strong centre for higher education and research, both nationally and regionally. HIBO also aims to contribute to raising the low level of education in the region.HIBO is hosting "The Network in Social Work" within the University of the Artic, and is also main partner in the North of the NUFU project: Gender, Child and Welfare within Comparative Social Work (2007-2011) – whereas The University of Malawi is the main partner in the South. Within this network there is a partly online master course planned within the area of Community based work. Other partners in the NUFU project are Cuba, Guatemala and South Africa. HIBO is now also starting up collaboration on master level with universities in North West Russia (Arkhangelsk and Murmansk). Key staff involved in this project has written books on models for social work and community work.

Ms. Oltedal has a PhD (2000) in Social Work from NTNU and a master in Sociology(1983) from the University of Trondheim (NTNU) and a Bachelor in Social Work (1980) from the Social Work Programme at Diakonhjemmet, Oslo. She is therefore a qualified social worker and has also studied Christianity. In her PhD (2000) the central research work is concentrated round long term client- social worker relationships at social welfare offices. The research analyses interviews and authentic conversations in order to study their form and content. She has been partner in the research project “Legitimisation of professional social work, studied in a comparative perspective (Australia, USA, Canada, Russia and Norway)” Funded by Norwegian Research Council (2000-2003).

Mr. Horverak is lecturer at HIBO and his main teaching subject is child welfare. He has been working as a child welfare social worker for many years and was project leader in implementing Family group conference in a local Municipality. He has written a book about Family group conference and has been the teacher in the national project of implementing Family group conference in Norway. In his PHD he interviewed 20 teenagers about their participation in Family group conference.He has participated in the development and the running of the joint deegree Master in “Family related service in Europe”, administrated by Parma University and organised as a task-force group in EUSW.

Ms. Hutchinson is a professional Social Worker and cand.polit. in Health and Social Politics from the University of Bergen in 1992. She has worked as a social worker from 1978 to 1991 and from then employed at Bodø Regional University dept. of Social Science since 1991. She gives lectures in social work, particularly introduction courses, social work theory and community work. In her research and development work she has worked with theories in social work, combining micro and macro level in social work, international comparative social work and domestic violence. She has been involved in three international research projects and written books on community work.

The University name comes from the word “Lusofonia” which names all the Portuguese speaking countries and their common linguistic and cultural background. The university assumes itself as the leading institution responsible for the development of this geographical and cultural space with more than 200 million inhabitants. With a student body of more than 9.000 students and 1000 teachers, the University offers a very rich environment, both in scientific as in social and cultural terms.

In compliance with the requirements of the Bologna Declaration, the Faculty of Social and Human Sciences has adjusted all its courses while continuing to promote a first-rate education. The degree course in social work offered by ULHT was created in 1999/2000 and has proved to be an innovative course. It provides students with a spectrum of knowledge, skills and values for effective professional practice. Alongside compulsory modules, students are given practice learning opportunities throughout the course that fits with their special interests, in collaboration with social organisations.

In 1998 a Co-operation programme between Lusófona University and the Portuguese Speaking Countries in Africa was set up.

Since 1998 it has been actively involved in the Leonardo da Vinci programme and Erasmus. In 2003 KHKEMPEN developed a module Social work in an international perspective. Right now, our department is changing to a complete modularisation of its education. We try to create strong learning environments for our students, starting from a competence approach. We want our students to grow to the level of “beginning professionals”, i.e. one who is competent to function as an independent Social Worker in professional situations and who will do this from attitudes that are connected to the profession of Social Worker. We are actively involved in the EASSW and in the IASSW and in ENSACT (European Network for Social Action) We coordinate international Social work education in Flanders, and are actively involved in EUSW in the working group Networking and International Development since more the 3 years.

SECTION 3 : SUMMARY OF THE PROPOSED PROJECT

Europe has the ambition to develop into a competitive knowledge based society and economy of which social cohesiveness is a dominant feature. Social cohesion, though, is not self evident. Social exclusion and ethnocentrism are challenges the EU has to deal with in realizing its ambition. These challenges in their international context are affecting the social work profession and as a result education preparing future social workers needs to change. Until recently this education was not engaged in developing a truly internationally oriented curriculum. The Social Work Virtual Campus (SW-VirCamp) project is addressing these needs by developing an international specialization social work in an international Virtual Campus setting.The international specialization will deal with the aforementioned challenges and by doing so better prepare future social workers for their job. The virtual campus will provide opportunities to social work students and staff to work and cooperate internationally, while physical student mobility also has proven to be problematic. The main planned output/results are:

VIRCLASS was grounded by partners involved in the EUSW and the development of summer school and the e-learning courses started as a parallel process. From 2004 – 2008 VIRCLASS has been state funded by the Norway Opening Universities and with support from partner institution. EUSW has given support to travel costs for partners not able to raise the money from their home university, as well as supported the development of virtual learning material. Since 2005 VIRCLASS became a Task-Force Group in the EUSW- platform for worldwide social work. Section 4: Detailed Description of the proposed project

Why does the consortium wish to undertake this project?Explain the rationale of and background to the project / network by defining the needs or constraints that it seeks to address (current situation in the countries involved, previous or preparatory work in the domain, the results of any needs analysis undertaken, methodologies selected, target languages etc.). Outline the main (published) indicators that illustrate these needs. Include references to any declared national or international political priority in this area.

The EU wants to develop into a competitive, knowledge based community of which social cohesiveness is a dominant feature. Realization is challenged a.o. by growing global interdependencies, the changing world after 9-11 and the growth of the EU itself. The labor migration within the EU and the immigration to EU is increasing. The resulting cultural diversity is challenging Europeans to create a new intercultural cooperative reality. Here social cohesiveness is not self evident and threatened by f.i. social exclusion and ethnocentrism. These developments affect the professional work of social workers in Europe and consequently education needs to change and adapt their curricula. This project aims at addressing that need.‘National’ curricula on social work (sw) address intercultural diversity and dialogue; however, international cooperation and international curriculum development in this field are only in their early stages. In 2003 the EU facilitated the foundation of the European Social Work Thematic network (EUSW), one of its results being the VIRCLASS task force (The Virtual Classroom for Social Work in Europe), consisting of 9 European universities. Mainly by its own funding (from other national, non-EU funds and own university funds) VIRCLASS started an international virtual classroom in social work. See www.VIRCLASS.net . Though a start was made by EUSW and VIRCLASS, fundamental needs still have to be addressed to better prepare future European social workers:1. international curriculum development adequately aligned with challenges described (social cohesion, intercultural dialogue), resulting in

an international social work bachelor specialization, according to Bologna requirements as well as meeting relevant (national) quality assurance standards;

2. from a virtual international classroom to a virtual international campus, which is a multifunctional learning (on-line) community of social work professionals/teachers and students; this also increases international orientation opportunities for sw students, while VIRCLASS partners’ figures show that sw students’ physical international mobility is comparatively low;

3. previous needs require increasing the international competences of the teaching staff, the Virtual Campus competences of technical staff as well as improving the necessary facilities.

All partners in this project are committed to realize the necessary results to deal with the described needs.

Aims and objectivesDefine the concrete aims and objectives of the project / network and describe the ways in which the situation set out under the previous point will be changed and the specific needs will be addressed by the project / network.

The overall project objective is that social work students (future sw professionals) will be more competent to meet the needs of a knowledge based, intercultural, social cohesive European society, by means of an international bachelor social work specialization realized via a Virtual Campus, an international sw learning community. The specific objectives are:1. International bachelor specialization in social work, implying

- realization of a shared/tuned framework for this specialization; Bologna aligned and tuned with relevant national quality standards;

- developing module on community work/ development); - pilot execution of new cw/d module, in the Virtual Campus setting, with 55 students.

2. A Virtual Campus intermediating/serving this specialization as an international learning community, implying- functional and technical upgrading of the existing VIRCLASS system and facilities into a Virtual Campus;- upgrading the competences of the technical/media staff involved;- developing Virtual Campus learning materials (for community work/development as a pilot);

3. To assure the quality of 1 and 2 by a quality guide (applying relevant national and international quality standards), internal quality reports, the assessment of the cw/d pilot and a programme evaluation by an external evaluator.4. To disseminate, promote and create public awareness in a planned way (dissemination plan) about the project results by means of contributions to conferences, articles in relevant journals, magazines etc., within the partner’s countries as well as via the EUSW and other relevant networks, including those of other professional sectors for which the developed Virtual Campus concept can be relevant.A conditional specific objective is an adequate project organization which can obtain the planned results. This is done by a dedicated consortium of partners (which to a great extent already cooperates), an experienced contractor, a team of 5 work package leaders (WPL) and the active involvement of all partners arranged by working agreements (working plan, framework agreement etc.), managed and monitored.

What will this project produce?Provide a summary of all the outputs / products / results that will be produced in the proposed project. Where relevant, describe the specific pedagogical methodologies / beliefs that this project will exploit.

The most important result aimed at is that major steps forward will have been made in the realization of an international specialization in social work, which is really addressing European issues of social cohesion and intercultural dialogue, being issues of major importance for (future) professional social workers in Europe. International cooperation between (future) professional social workers is a necessity for this and an international Virtual Campus an excellent tool to realize that objective, also because physical international mobility often is problematic. A Virtual Campus then, as an international multifunctional learning/communicating community, is a major step beyond an international virtual classroom, in which many partners already have some experience by their VIRCLASS cooperation.Consequently, specific project output/products and results related to the defined work packages (section 5) are:

What is the approach adopted by the consortium to develop the work of this proposed project?Provide an overview of the work of the consortium during the lifetime of the project that summarises the key activities, milestones, management, monitoring and quality assurance

A major feature of the project is the team approach, which is a necessity to obtain shared, common results applicable for all participating partner universities, their students and staff and leading to increasing international cooperation in the field of social work. The team approach of 12 direct partners is reflected in all the work packages, also influencing meeting/communication costs (including traveling and subsistence / see overview presented in excel sheet).The team approach goes with clearly defined responsibilities allocated to the different partners according to their specific professional qualities and also includes the project management and coordination and related monitoring. This is described more detailed in the final paragraph of this section 4.The key project activities can be summarized in the following project stages

1. Regulatory stage Developing and implementing an international social work specialization by means of an international Virtual Campus requires an adequate alignment with the relevant national and international regulatory frameworks (internal regulations of participating universities, national legislation in the partner countries, national standards of accreditation, Bologna requirements etc.).These frameworks must be analyzed, obstacles be defined and commonly dealt with in a feasible development plan for the international specialization sw for all partners. This requires managerial, administrative and legislative qualities and input. (mainly WP1)

2. Development stage This stage includes:

o Development of a curriculum plan, including the pilot cw/d (15 ECTS credits);o Development of Virtual Campus audiovisual learning materials (including upgrading staff competences).

Mainly WP 2, 3 and 4 (meetings of experts).3. Testing stage

This stage includes:o Pilot execution of cw/d module (55 students from partner universities, 5 teachers from different partners) using the new

audiovisual learning material;o Pilot evaluation

This stage regards mainly WP2, WP3 & WP6.4. Dissemination & promotion

The promotion activities are aimed at raising awareness amongst sw students about the importance/impact of this specialization for their future profession. Dissemination activities are aimed at sharing the project results with colleagues at sw faculties and inviting them

Quality assurance is an ongoing process during the whole project, as described in WP6.

Impact and Sustainability:(a) Who will use these outputs / products / results and how will the consortium reach them? Please describe the intended users who will benefit from the project during the lifetime of the project, and after the project has finished. Explain how these users will be reached.

Short term target-groups: Describe the target group(s) that will be reached during the life of the projectThe short term target groups are:

1. students 2. teaching staff3. technical/media staff4. social work university networks and non-social work university networks5. social work professionals

ad. 1) A select group of 55 students who will participate in the international social work specialization and more particular in the pilot community work/development module (15 ECTS) by means of an international Virtual Campus..The existing modules in VIRCLASS will continue to run the following years and will be included in the Virtual Campus ad. 2) The teaching staff from the 12 partner universities which is directly involved in the development of the international specialization and in particular of the pilot module. Besides this group there is the special group of 6 teachers who will actually execute the pilot course.ad. 3) The technical staff which will be specially trained in developing Virtual Campus learning materials and who will actually do that for the pilot module.ad. 4) The social work university networks (like EUSW, the International/ European Association of Schools of Social Work (IASSW/EASSW)) which will be informed about the results of the international social work specialization development and to whom the results will be disseminated. Non-social work university networks (so others academic/professional disciplines) will be informed about the concept development of an international Virtual Campus. ad. 5) Social work professionals will be informed about the international specialization and its impact for upgrading the quality of their profession by aligning it to European challenges related to social cohesion and intercultural dialogue. How will this group / these groups be reached and involved during the lifetime of the project?1) The students will be recruited through the regular recruiting procedures at the partner universities and additionally be selected by a special intake which is the responsibility of P1.2) The teaching staff is selected by the partner universities according to their professional qualities and those required in the project. Cv’s of these staff members are included in this project proposal. Their involvement is secured by clear working appointments as well as by the international teamwork character of the project.3) The technical staff is selected also by the partner universities. Involvement is secured also by providing them with a special training to upgrade their competences to produce international Virtual Campus learning materials, what they actually will do for the pilot module.4) Mostly of the 12 project partners in this project mostly are also member of the EUSW, so there is a clear connection. EUSW as well as other relevant university networks and professional associations will be informed by the VIRCLASS- and EUSW website, as well as via EUSW network meetings. Non-social work university networks will be reached via colleague faculties at the partner universities, international websites, etc.5) Social work professionals will be reached via articles in journals/magazines, presentations on conferences etc.Long term target groups: Describe the target group(s) that will be reached after the project is finishedLong term target groups after projectThe project objective is that the international social work specialization via an international Virtual Campus is regularly embedded in the educational programs of the partner universities, which implies that it is a regular specialization for which social work students can opt. So, primarily the social work students of the partner universities will be the future target groups, moreover the partners want to disseminate the specialization to other interested social work faculties/universities whose students then also can participate in this international social work specialization.The international specialization is not a one time development event; it is a permanent process of renewing materials, adjusting and aligning it with recent relevant developments. This requires an active international community of teaching staff. The Virtual Campus itself is an excellent tool for that. So the continuing commitment of the teaching staff is both a necessity and an objective/target for the existing consortium of partners. This is relevant too for the technical staff.The social work professionals remain an important target group, for after all, the international specialization will be developed to assist them in ‘doing a better social work job’. Input from these practical professionals in the continuing process of curriculum development is a necessity as well as providing them with opportunities for re-training and upgrading in the future.How will this group / these groups be reached?Reaching long term target groupsStudents will be reached by the regular university information and communication means, with of course, a special link to the www.VIRCLASS.net, showing and informing them about the opportunities of a choice for an international social work specialization by means of a Virtual Campus. Teaching and technical staff will be engaged in the international specialization because it is a challenging part of their professional job of which international cooperation on a high professional level is a special requirement. It will provide them with opportunities for their own professional development as well.Social work professionals (individually as well as via their professional organizations) will be invited to provide examples, best practices, worst case scenarios, case studies and assignments to the international specialization. This will create commitment and involvement. Special attention must be paid to the alumni from the international specialization who has become professional social workers.

Application identification: document.docThe VIRCLASS consortium, of which many actual partners in this project are members, already has a kind of proven record in sustainability. Since 2003 the consortium has begun to develop and execute an international virtual classroom, consisting now of two e-learning modules, a virtual book, experienced teachers embedded in an internationally cooperating network. It also include an e-pedagogy course for teachers in HEI to secure recruiting more and skilled e-teachers. This project now is aiming at making considerable steps forward in this process by developing an existing set of ‘incidental educational modules’ into a true international specialization in social work, eventually possibly leading to an international bachelor and by developing the existing virtual classroom into a Virtual Campus, which is a multifunctional learning and communicating professional community.The university management of the project partners has committed themselves to embedding an international specialization in social work via a Virtual Campus in the regular supply of university programs. These, beyond any doubt, are formal university commitments to sustainability. Sustainability is also related to continuous efforts to renew the contents of the program and keep it aligned with actual developments. The VIRCLASS record since 2003 shows that this consortium has constantly considered this to be one of its major professional responsibilities and has acted accordingly, as is shown by the progress made during the years it is in existence.Sustainability is also related to disseminating project results, engaging more universities in the international specialization. This is shown by the increase of participating universities compared to the number of VIRCLASS partners as well as the dissemination activities planned (also through the EUSW). Dissemination of results and research has been highly prioritiezed already in the VIRCLASS project and can be proven by a long list of conference presentations and papers and chapters in international books and journals (see www.VIRCLASS.net)

Who will produce these outputs?Describe the consortium, demonstrating that all the skills required to undertake this proposed project are available. Identify also, where relevant, specific tasks that will be sub-contracted to bodies outside the formal consortium.

The products and output described in a previous paragraph of this section organized in the different project stages (regulatory, development, testing and dissemination/promotion, including permanent process of quality assurance) will be produced by the project partners, in different combinations based on qualities needed. The qualities are summarized in section 2.As referred to before, many of the project partners already have a joint history of cooperation; bilateral, within the EUSW network and within the VIRCLASS consortium.Taking into account the project objectives and the number of project partners, it is clear that in order to produce the planned results; an effective and efficient project management is a necessity. The partners have agreed upon the following project management structure:

Description of workpackage The WP2 will start with preparatory work for the curriculum plan (CP) of Community work/Community Development (Cw/CD) of 15 ECTS, within the framework of the international specialization agreed upon (WP1). A special working group will do that by cooperating in a virtual environment. The preparations will be presented, discussed and elaborated during the meeting for all partners in October 2008. The working group will continue to prepare the CP content and make assurances for quality (including the tuning) and finish their work by May 2009. The associated partners will be consultants as a quality assurance. The CP will be approved by the partners. During the project period we will run this course as a pilot for social work students in the partner institutions and to external partners, and promote it from June till October 2009. Application date will be 1. November 2009. 55 students will be accepted for the pilot programme and an estimated starting time will be in February 2010. Teachers involved in the course will be internal assessors. In addition to this external assessors will be recruited among the partners not having teachers in the course.During the autumn 2009 the weekly programme will be prepared and high quality virtual learning materials will be produced (see WP3). Working group WP2 will meet 3 times during the project (see travel & subsistence sheet).An evaluation of the pilot will be included in the final project report.

Description: A competence based curriculum plan for an e-learning course in community work and community development in a comparative world wide perspective will be made. Number of ECTS credits will be 15. The course with be based on a task centred approach and student activity based pedagogy. The programme will promote intercultural exchange and sharing of knowledge by small group cooperation for students with specific tasks and through online synchronic and asynchronic chats. A well structured course plan, including weekly programme, lectures, tasks, e-portfolio assignment will be made. The curriculum plan will be announced on the public webpage www.VIRCLASS.net and the study programme will be accessible for students on the chosen Learning Management System.

E-learning module

Description: The 15 ECTS credits Cw/CD course in the Virtual Campus setting will be organized and executed. There will be an intake of 55 students, recruited from the partner universities. These students will have to meet defined enrolment requirements. Assuming that all students will fulfil the course obligations, the course will allocate 825 ECTS credits. The students’ certificate will be marked with the scale A-F. The pilot will start in February 2010. The course will be 16 weeks. Three student groups will be formed. Six teachers (2 per group) will be their coaches, tutors etc. for 5 hours per week each. This number of working hours is the minimum quantity required estimated from earlier e-learning courses. The pilot will be assessed by internal assessors (teachers) as well as external assessors (3 partners which are not directly involved in the teaching process). One of the teachers will have the special responsibility for presenting the weekly programmes on the platform (LMS) and be the head teacher in the course.

Because Community Work is a well developed method in social work in other continents subcontractors with special competences in this area are invited to give their input to the curriculum plan.

Description of workpackage VIRCLASS has already made a Virtual Book (A K. Larsen, 2006) including electronic learning material for the already existing modules. These learning materials, from students’ evaluations, have turned out a success and made the studies more interesting and interactive (Larsen et al. 2007, www.seminar.net). When developing a new module in community work the new material will be in line with the already existing. This means developing and producing new screen lectures, triggers and video case for community work. Besides this additional functions (like f.i. online community) will be introduced to realize a real Virtual Campus.The first virtual book was designed and produced by the Media Centre at HiB in cooperation with all partners who delivered the material. For the new modules we want to exploit the expertise of the Media Centre in Bergen to the other partner institutions. For this reason the production of the new learning material will be a joint venture inviting media staff/educational technologists from different partner institution to a staff training course in Bergen during spring 2009. As a result of this the next virtual book will be a co-production of the media centres within the partner institutions, coordinated and edited by the Media Centre at HiB. Besides the training WP3 working group will meet once to prepare the material for a video case and triggers (see travelling and subsistence sheet).

Description of workpackage The project management is about running the project, realizing its objectives and results/products/output planned. This implies:

- Organization of internal communication; 12 partners are cooperating, which requires communication (via website, by consortium meetings etc.);

- Sustainability management; a post project administrative and financial model for cooperation must be developed.

The overall responsibility for the project management will be at HiB. It will be assisted in this job by 5 work package leaders (WPL). Workpackage title: Exploitation of results towards decision makers and students

Description of workpackage WP5 include development of two strategic plans for exploitation of results; one for decision makers and another for students, to ensure that the results from developing an international specialisation in social work will be known and implemented by decision makers in social work partner institutions.Underlying the aim for exploitation of results to students is the awareness of the importance of increasing the number of students that see the value in participation in international collaboration and through this increase the number of students that will participate in the e-learning courses, and as a result of this also increase the interests and the resources coming from the decision makers to the Virtual Campus.We intend to find a strategy for implementation of an international specialisation in social work that will build the ground for a future international BA in comparative social work. Delivery 5.1 should start in September 2008 and the plan should be ready in January 2009. After an evaluation of the promotion strategy in spring 2009 the plan will be refined if necessary. Delivery 5.2 should start in September 2008 – making a strategy for how to reach the professionals, the other faculties and the professional organisations/associations. Results of the strategic work with this workpackage will be presented as part of the final project report in august 2010. Depending on the content of the strategic plans promotional material will be made. The costs are presented in the budget sheet for other costs.

For different reasons physical mobility can not be reached for a substantial number of students, for these a virtual mobility and a Virtual Campus of social work is a good solution. As the number of days indicates as well as the role and task, some partners are expected to participate in the dissemination of the project also by writing articles for journals and these are allocated more time. Other partners will be expected to present the project as part of their work and is given one day for contribution to dissemination at conferences and other meetings. Travel costs to conferences are not included in this budget, because these expenses normally are covered by the Universities when professors make presentations. Dissemination of the Virtual Campus will be held as part of the partners’ regular conference programmes.Subcontractors will not be paid for dissemination of the results of the project, but will have access to dissemination material that they can use for free.

Describe briefly how your project addresses this Priority Dissemination of the realized/implemented Virtual Campus concept as a replicable approach for other disciplines is planned in the project (1). Partners want to develop from virtual classroom into a Virtual Campus and have proven their willingness to share contents and results in the VIRCLASS cooperation. Through dissemination strategies, exploitation of results, production of virtual learning material and publishing on the public webpage www.VIRCLASS.net they will continue to do so (2). These elements as well as increasing the amount of partners, is also a strategy towards sustainability, which is highly emphasised in the project. The international sw specialization is a first step towards an integrated cycle of study (3).

Part 2: Justification of the proposal according to the Award Criteria

This section provides applicants with an opportunity to provide experts with statements in support of their application, as described in the previous sections of this form, according to the award criteria against which they will be judged. More details on these criteria can be found in the Call for Proposals and on the Agency website.

1 - Quality of the Work ProgrammeThe Virtual Campus for International Social work aims to build on the VIRCLASS project, expanding from a virtual class to a Virtual Campus (VC), by international collaboration of HEI. Bringing into the Virtual Campus skilled e-pedagogues, e-learning course in e-pedagogy that can be run over years recruiting skilled staff to meet future needs, reusable virtual learning material and competence in developing these. By developing a framework partner agreement sustainability will be secured. A pilot will be carried out (15 ECTS, 55 students, 5 trainers from different partners); virtual learning material is produced as an outcome of staff course in multimedia educational productions according to the project quality plan. Quality is internally and externally monitored and assessed; national and international (Bologna) quality standards applied.The commitment among partners involved in the existing VIRCLASS will continue, strengthened with new partners (12 totally). The project is organised by an experienced project leader administrating and monitoring the work where the WPL collaborate with colleagues to deliver the planned outcomes according to schedule and budget. Documents, curriculum plan, produced ECTS credits, events, will be important indicators for the fulfilment of the project and presented in a transparent way at the www.VIRCLASS.net.2 - Innovative characterThe pioneering character of this project is to develop an international Virtual Campus for Social Work Education that will include different new virtual opportunities. The most important will be an international specialisation in Comparative Social Work at a BA level with different options of modules, which will be a part of an international specialisation within the partners’ national curricula. Moreover, the specialization will deal with actual European challenges regarding social cohesion and intercultural dialogue affecting the social work profession.This Virtual Campus has a skilled and trained international multimedia staff that will contribute to new digital learning materials and innovative learning objectives defined for e-learning courses in Social Work. Skilled international e-pedagogues and recruitment of new e-teachers are secured through the e-pedagogue courses, with hands-on training resulting in production of new modules/learning materials. Experiences have shown a huge demand for both these competences, while there are few opportunities which bring together professions from the technical and pedagogical area.3 - Quality of the consortiumThe consortium builds on the partners’ skills achieved through the collaboration in the VIRCLASS project, since 2003. New partners contribute with competences needed to develop a module in community work, and will enrich the Virtual Campus with experiences from other international projects. By offering their competences new partners are an important surplus with their own perspectives of social work as well as cultural and historical background. This is of great importance in relation to comparative studies and research. They also bring in other international network relations which are important for dissemination of the project. All 12 partners together provide the necessary expertise in the fields of educational/quality regulations, curriculum development/testing, quality assurance, dissemination and promotion. Where of added value external experts are sub-contracted. Distribution of tasks and responsibility are done according to the competences and skills available in the different partner institutions. The WPL are partners from the existing VIRCLASS consortium providing continuation of experience and knowledge. New partners have important roles in competence based curriculum development, content delivery, development of virtual learning material, exploitation and dissemination. Most partners have included key staff experts and managers, including media staff, to contribute to the realisation of the project objectives, which also underlines their commitment.4 - European added valueA Virtual Campus addresses the need of international sw cooperation in HEI all over Europe. Previous experiences with e-learning courses show that the 150 students from 15 European countries addressed similar problems in social work as a profession within different contexts and learned a lot from discussing commonalities and differences with a task-solving approach. Knowledge, language skills, and their European perspective on social work increased. They joined the course wishing to understand other social systems and increase future labour mobility. Students and teachers participating in the courses improved their digital literacy. Their positive experiences make them the best ambassadors for exploitation of results. The Virtual Campus builds upon former experience and continues the process of meeting challenges of European societies. By offering courses to media staff collaborating with academics interdisciplinary skills will increase. A new public framework for international specialisation and reports from achievements and evaluated experiences aims towards effective generalisation and customisation of results.5 - The cost-benefit ratio

Application identification: document.docThe project’s outputs/benefits (detailed described in section 5) generally are: an international specialization comparative social work in a Virtual Campus setting (including a newly developed/tested module), which is a shared professional, quality assessed product of 12 European HEI with the potential of wider dissemination, which is aligned with actual social work issues in Europe and consequently better preparing future sw professionals. Project costs are all clearly related to these innovative benefits. The main costs are related to development costs (WP1-3) and related processes (quality, dissemination etc.). Realization of benefits is organized from a bottom up, team approach, involving the different qualities of all partners as much as possible, which regards both contents as well as managing/organizing the project working processes. This implies costs for the overall project management and work package management (7WP’s) and an intensive communication, as is reflected in WP4 and the travelling/subsistence costs. An increasing project revenue can be that virtual internationalisation replaces to a certain extent physical student mobility, thus reducing travelling costs etc., while preserving the benefits of international cooperation6 - RelevanceThe development of the international Virtual Campus for sw is clearly addressing the specific, operational and broader objectives of ERA & ERA-MP-VC (1-4). In the field of sw it realizes a non-existent, so innovative shared international specialization in a Virtual Campus setting, contributing to EHEA, in which European students from different backgrounds/nationalities virtually but factually cooperate on their future sw profession and so does the staff involved. The 12 HEI’s management is committed, which is a substantial sustainability condition as well as a platform for further strategic cooperation and a means for tuning regulatory frameworks. The project will provide its Virtual Campus concept as a replicable approach by disseminating it. The shared international specialization is a first step to a full swing joint international bachelor.7 - ImpactThe short term target group is HEI of social work and professional social workers in Europe. Students, staff and HEI will benefit from all the deliverables in the project. Professional knowledge in comparative community work/development as part of the international specialization gives the social work students important competences to meet future professional challenges in European societies. Language skills, cross cultural competences and digital literacy are highly demanded in a modern work force, while multimedia learning is an effective way of providing students and staff with necessary competences for upgrading their knowledge, which are all in the deliverables if the Virtual Campus. Moreover, the international specialization will have a structural impact because it will be embedded in the regular university social work programs. For the long term target groups the project will give important contributions. A rapidly changing European Society demands new competences among the social workers and the Virtual Campus gives future social workers necessary knowledge to meet the demands from a pan European workforce according to the Lisbon process. Important issues raised by the European Social Work Community like labour mobility; immigration and cultural diversity are all addressed in the project.8 - Quality of the valorisation plan (dissemination and exploitation of results)The project will make careful and structured plans for dissemination and exploitation of results. Through VIRCLASS, project partners are experienced in disseminating results to a broad audience in different ways; pamphlets, posters, project websites, HEI websites as well as presentations and written papers in/for different forum. In the same way students and social work professional organisations will be involved in dissemination of deliverables during and after the Virtual Campus project. Each project member will exploit and present the project in local and national arenas making sure the HEI and social work professionals benefit from the results. In the same way all the learning material and the knowledge gained will be useful for HEI and social workers in Europe after the project lifetime has expired. By fulfilling its short/long term goals the Virtual Campus’ international specialization is an important step towards a full swing international BA in comparative social work. The Virtual Campus concept will also be disseminated to colleagues from other disciplines/professional education programs.
