Section 1 – Submission guide
1. About FMANZ Professional Competency Framework:
FMANZ has developed this competency framework to gain consistent recognition of the professionalism of facilities managers by the industry, by government bodies and the public. It has been developed against a background of international facilities management associations (with input from the CFM framework by IFMA) focused on professionals. In the future it is envisaged that employers will be lobbied to recognise this framework and the resulting professional accreditation in recruitment decision making.
2. What enables applicants to achieve accreditation? The Panel is the judge of the level of experience, knowledge and skill that is sufficient to award accreditation. However, the following guidance is intended to enable applicants to assess their eligibility for accreditation and then provide sufficient information for the Panel to consider in making its decision.
a. The Panel assesses applications on the basis of an applicants’ competencies,
knowledge and skills that have been developed and applied through practical experience in FM roles. There are two related elements being assessed:
Technical;
Non-Technical.
b. Relevant practical experience is demonstrated through qualifying experience set out in the application form, subject to further discussion between the applicant and the Panel at interview.
c. Knowledge and skill are demonstrated through information and examples
supplied by applicants when answering questions on the application form, subject to confirmation by referees and then discussion at interview.
3. Market Sectors
This assessment has been developed to assess all facilities managers and their work. Facilities are defined as anything that facilitates production or activity. As such this framework needs to cover facilities in all market sectors including: commercial, retail, infrastructure, industrial and manufacturing, parks, marine, equipment etc.
4. The Application Process
Candidates for the FMANZ Professional Membership class will prepare a written submission, responding to a selection of 4 questions from the 9 sections of the framework – Professional Competency Framework (PCF). Once the written submission has been assessed as suitably competent then the candidates work will be reviewed and the candidate interviewed by two professional members of the FMANZ. The purpose of the interview is to determine if the candidate has actually gained the experience noted in the submission and to assess the candidate’s professionalism.
Applicants should expect to be questioned on these submissions at interview. Applicants will also be expected to be generally familiar with the FMANZ Code of Ethics.

5. Instructions Competency Level Candidates are expected to complete 2 of the 5 technical sections and 2 of
the 4 non-technical sections. Please complete a submission of 8–12 pages to demonstrate your experience in a selection of the 9 competency areas detailed below: The FMANZ Professional Competency Framework is made up of 9 sections – 5 Technical and 4 Non- Technical Technical – Operations & Maintenance; Facilities Management Planning; Project Management; Technology & Innovation; Compliance & Regulatory Non- Technical – Business & Financial; Leadership: Teamwork & Communication; Professionalism For each of the chosen sections please provide examples of situations where you have completed work that demonstrates your experience and skills in line with the Exemplar candidate column. For example – If you select to answer the technical section question - A. Operations and Maintenance – Refer to the right hand column and write to demonstrate a time when you have - Managed multiple areas of facility operations or systems concurrently. Please attempt to answer all of the questions in your chosen sections – 2 technical and 2 non-technical. Candidates will be asked to sign a Code of Ethics during the application for Professional membership.
6. Referees
At least two referees who have supervised the applicant will be asked to comment on a selection of the applicant’s FM knowledge and skills, as well as provide a character reference. The third referee may be a character referee only, but must be professionally known to the applicant. Neither the applicant’s nor referees’ comments will be disclosed other than to the Accreditation Panel. Applicants must inform their referees of the purpose of this application and that they will be contacted by FMANZ.
7. Postnominal Professional Membership Accreditation allows the member to use the FMANZ postnominal that reflects their membership category and accreditation status. Application Fee There is a one-off non-refundable application for accreditation fee of $175 (incl GST). An invoice for this fee will be sent to the applicant on receipt of application. Section 3 –FMANZ Code of Ethics Introduction
The purpose of the Code of Ethics is to:
Maintain public trust and credibility of the profession
Facilitate greater professionalism in facilities management
Define ethical behaviour to protect against improper conduct by its members
Provide a commitment to the Association and its members
The function of a Code of Ethics lies in:
It being an enabling document — a framework for organising and evaluating alternative
courses of action in novel situations.
Source of public evaluation — as a visible pronouncement of a profession’s self-proclaimed
role and values. It can function as a basis for the public’s expectation and evaluation of
professional accountability.
Professional socialisation — helps to foster pride in the profession and strengthen identity and
allegiance
Enhance the profession’s reputation and public trust — a profession’s status and autonomy
are linked to the public’s perceptions about its motives and quality of performance. A code helps
to reassure the public that professionals are deserving of its confidence and respect.
Deterrent to unethical behaviour — a code may function as a deterrent to unethical behaviour
as well as promoting ethical conduct by an affirmative duty for the professional to report errant
colleagues.
Support system — may constitute a legitimate source of support for professionals against
erosion of their power or improper demands on their skills by outsiders.
Adjudication — codes may serve as a basis for adjudicating disputes among members of the
profession or between members and outsiders.
FMANZ ’s Constitution and Code of Ethics govern all members of FMANZ.
Acceptance and adherence to this Code is a condition of membership.
Beliefs
FMANZ holds certain beliefs and values to be important about people, the way they work and the
role its members have in providing, maintaining and vacating of work environments. These
