The regional departments of Health and Social Services developed a joint framework of action for integrated care.
A number of laws and programs (i.e. on social services, for the elderly, people with disabilities, drugs, etc.) promoted models of care based upon the key elements of integrated care: case management, multidisciplinary teams, etc.
Health and social care coordination is advocated by a number of important laws, including the Andalucian Plan for Supporting Andalusian Families and the White Paper on Specialised Health Care and it is essential to the development of Integrated Care Processes (Procesos Asistenciales Integrados, PAIs) by the health service (Servicio Andaluz de Salud, SAS).
Law 16/2011 adopted the Health for All Policies framework which highlights the intersectoraldimension of public health, and thus emphasised the need for alignment and coordination of policies and interventions.
Initially, such strong public health agenda slightly overshadowed the incipient integrated care agenda.
In 2017, the regional Health Department has started the formulation of an integrated care framework that latches onto its broader public health agenda.

ANDALUCÍAOver the time, the Autonomous Community of Andalucia (Spain) hasgradually embraced the “Health in all policies” through different policiesand interventions, aiming at reducing health disparities and promotinghealth assets. This agenda has crystallised into transformativeinterventions such as the Local Health Action Network (Red de AcciónLocal en Salud, RELAS) or the Strategy to support people suffering fromhigh adversity situations (RED AL LADO).1989-1999

The notion of integrated care has gone beyond the borders of the health and care system to think more strategically about how to embrace the social determinants of ill-health.
