On November 29, 2018 at around 1230H – 1530H, operatives of this office led by Agent Jury G Rocamora, proceeded to ECC-Baluno National High School and conducted a lecture on the salient provisions of R.A. 9165 and ill-effects of illegal drugs to more or less One Hundred (100) high school students of the aforementioned institution.

On November 14, 2018 at around 0900H, IO1 Jay-an CastaÑeda of PDEA Basilan Provincial Office, conducted a lecture on Barangay Drug Clearing Program held at Querexeta Formation Center, Isabela City, Basilan which were attended by One Hundred (100) AL-Barka Barangay Officials. Discussed during the said activity was about Barangay Drug Clearing Program and its implementation in the region.

On November 13, 2018, at around 1000H – 1300H, operatives of this office led by Agent Jigger B. Juniller attended the Second Batch Barangay Newly Elected Orientation (BNEO) of Isabela City and conducted a lecture regarding Barangay Drug Clearing Program held at Joveth’s Restaurant, Sunrise Barangay, Isabela City, Basilan with more or less Two Hundred Fifty Three (253) newly elected and re-elected barangay officials of Isabela City. On November 7, 2018, at around 1000H – 1300H, operatives of this office led by Agent Jigger B. Juniller, attended the Barangay Newly Elected Orientation (BNEO) of Isabela City and conducted a lecture regarding Barangay Drug Clearing Program held at Joveth’s Restaurant, Sunrise Barangay, Isabela City, Basilan with more or less Two Hundred Sixty Nine (269) participants who are barangay officials of Isabela City.

On November 27, 2018 at around 1400H – 1830H, PDEA Zamboanga Sibugay Provincial Officer Agent Dorothy Joy E. Villoso conducted a lecture on the Barangay Drug Clearing Program “DDB Reg. No. 3 series of 2017” and RA 9165 “ Comprehensive Dangerous Drugs Acts of 2002”. The said symposium was held at Cecille’s Hotel, Ipil, Zamboanga Sibugay. The activity was designed to update the newly elected barangay officials about the guidelines of the barangay drug clearing program and its responsibilities/functions as part of the committee. The said symposium was participated by One Hundred Thirty Four (134) Barangay Officials coming from five (5) different municipalities. An open forum was also held; all questions were answered by the resource speakers. On November 28, 2018 at around 1400H – 1830H, PDEA Zamboanga Sibugay Provincial Officer Agent Dorothy Joy E. No. 3, series of 2017” and RA 9165 “Comprehensive Dangerous Drugs Acts of 2002”. The said symposium was held at Cecille’s Hotel, Ipil, Zamboanga Sibugay. The activity was designed to update the newly elected barangay officials (Batch 3) about the guidelines of the barangay drug clearing program and its responsibilities/functions as part of the committee. The said symposium was participated by One Hundred Fifteen (115) Barangay Officicals coming from Six (6) different municipalities. An open forum was also held where all questions were answered by the resource speakers. On November 19, 2018 at around 0800H – 1030H, November 19, 2018, joint elements of PDEA Zamboanga Sibugay Province led by Agent Dorothy Joy E. Villoso, in coordination with BJMP Sanito, Ipil District Jail Male Dormitory, conducted lecture on the ill-effects of dangerous drugs and media presentation to the Forty-eight (48) BJMP Personnel held at BJMP Sanito, Ipil Zamboanga Sibugay. After the lecture, greyhound operation was conducted inside the jail facility which yielded negative for the presence of illegal drugs and paraphernalia.

On November 8, 2018 at around 0800H – 1300H, operatives of this office led by Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office attended the Barkada Kontra Droga and National Drug Education Program and conducted a lecture regarding Classifications and ill-effects of Dangerous Drugs held at Isawad Conference hall, Sunrise Barangay, Isabela City, Basilan with more or less Seventy (70) participants who are Guidance Counselors, NDEP Coordinators, and student leaders of Isabela City’s School Division. On November 22, 2018 at around 1230H – 1530H, operatives of this office led by Agent

Hazel P Interio, proceeded to Tulungatung National High School and conducted a

lecture on the salient provisions of R.A. 9165 and ill-effects of illegal drugs to high

school students of the aforementioned institution. The lecture was in connection with the

Barkada Kontra Droga Program and National Drug Education Program of Department of

Education.

On November 22, 2018 at around 0730H – 1030H, operatives of this office led by Agent

Hazel P Interio, proceeded to Sinunuc National High School and conducted a lecture on

the salient provisions of R.A. 9165 and ill-effects of illegal drugs to more or less Seventy

(70) high school students of the aforementioned institution. The lecture was conducted

in connection with the Barkada Kontra Droga Program of Department of Education.

On November 19, 2018 at around 1230H – 1430H, operatives of this office led by Agent

Florian Rose Medica B Cada, proceeded to Recodo National High School and

conducted a lecture on the salient provisions of R.A 9165 and ill-effects of illegal drugs

to one hundred (100) selected students of the aforementioned institution. The lecture

was conducted in connection with the observance of Drug Abuse Prevention and

Control Week 2018 and Barkada Kontra Droga Program of Department of Education.

On or about 9:00AM of November 20, 2018 at around 0900H, Agent Rizza L. Osorio together with Agent Margelyn C. Asoy and Francis H. Lopez proceeded to Barangay Guinlin, Tigbao, Zambonga del Sur. Agent Osorio discussed the Ill-Effects of Dangerous Drugs and RA 9165 that were participated by Barangay Officials, Purok Presidents, Barangay Tanod Members, Barangay Workers and Drug Surrenderers.

On November 16, 2018 at around 0900H – 1200H, IO1 Jay-an S. Castañeda, PDEA Basilan Provincial Office, attended a Drug Abuse Information Drive at Baluno National High School, Isabela City, Basilan. The said activity was attended by One Hundred (100) High School Students and all Teachers of the said school.

On November 13, 2018 at around 0800H, Agent Cesario C. Judilla Jr. together with

Agent Margelyn C. Asoy and Francis H. Lopez proceeded to Municipal Gymnasium,

Riverside, Tambulig, Zambonga del Sur. Agent Judilla gave message to all PWUDS as

well as to declare their completion on the General Intervention. Agent Cesario C. Judilla

Jr. discussed about the Balay Silangan and other matters related to it with the Tambulig

Municipal Mayor Protacio L. Aleman.

On November 26, 2018 at around 0800H – 1200H, Agent Ayesha N. Amilassan of PDEA Basilan Provincial Office attended an Orientation on National Drug Education Program and conducted a lecture on Provincial Drug Situation of Basilan at Querexeta Formation Center, Isabela City, Basilan with more or less Forty (40) participants who are public school teachers and school nurses of Basilan Schools Division.

On or about 0900H of November 5, 2018, operatives of PDEA Zamboanga Sibugay Province led by Agent Dorothy Joy E. Villoso, in coordination with Titay MPS, Titay, Zamboanga Sibugay conducted lecture on the Ill - Effects of Dangerous Drugs and media presentation held at Salip T. Hasim National High School located at Dalangin Muslim, Titay, Zamboanga Sibugay. The activity was initiated to give awareness to the students with basic knowledge on the ill effects of dangerous drugs. The said symposium was attended by One Hundred Sixty (160) students from Grade 9 to Grade 12 and ended at 1030H. On 1300H of November 5, 2018, operatives of PDEA Zamboanga Sibugay Province led by Agent Dorothy Joy E. Villoso, in coordination with Titay MPS, Titay, Zamboanga Sibugay conducted lecture on the ill - effects of dangerous drugs and media presentation held at San Antonio National High School located at San Antonio, Titay, Zamboanga Sibugay. The activity was initiated to give awareness to the students with basic knowledge on the ill-effects of dangerous drugs. The said symposium was attended by Four Hundred Forty-four (444) students from Grade 9 to Grade 12 and ended at 1430H.

Agent Osorio discussed the Ill-Effects and RA 9165 which was participated by Seventy

(70) Barangay Officials, Purok Presidents, Barangay Tanod Members, Barangay

Workers and Barangay Drug Surrenderers.

On November 8, 2018 at around 0900H, Agent Ingrid E. Radaza together with Agent

Margelyn C. Asoy proceeded to San Jose, Aurora, Zambonga del Sur. Agent Radaza

discussed the Ill-Effects of Illegal Drugs and RA 9165 which was participated by

Barangay Officials, Barangay Tanod Members, Barangay Workers and Barangay

Surrenderers.

On or about 1000H of November 6, 2018, operatives of PDEA Zamboanga Sibugay Province led by Agent Dorothy Joy E. Villoso, in coordination with Titay MPS, Titay Zamboanga Sibugay conducted lecture on the I’ll Effects of Dangerous Drugs and media presentation held at Sta. Fe National High School located at Titay, Zamboanga Sibugay. The activity was initiated to give awareness to the students with basic knowledge on the ill effects of dangerous drugs. The said symposium were attended by Eighty-One (81) students from Grade 9 to Grade 11 and ended at 1200H.

On 0830H 26 November 2018, Agent Beau Faith E. Ortezuela under the supervision of IAV MARIA FELINA BACHA-ABENDAN, Provincial Officer, Zamboanga Del Norte conducted a lecture to the residents of barangay Imelda and other nearby barangays within the municipality of Labason, Zamboanga Del Norte—a declared drug cleared municipality. This lecture is in line with the “SERBISYO CARAVAN” initiated by the Philippine Information Agency and attended with several agencies and department of government such as, Philippine Army, Philippine National Police, Social Security System, Philhealth, Bangko Sentral, Department of Communication and Information Technology, Department of Environment and Natural Resources, Department of Health, Philippine Statistics Authority, Philippine Coconut Authority , Department of Agriculture and National Food Authority. The main purpose of the said SERBISYO CARAVAN is to give information and services to the people in the community even without visiting the office because the services are extended to the field to draw nearer to the people in the barangay level. Local Government Officials also attended the activities headed by Mayor Eddie Quimbo. During the said activity, Agent Ortezuela discussed the salient provisions of RA 9165 “Comprehensive Dangerous Drugs Act of 2002”, Ill effects of dangerous drugs and the recruitment of the Agency for new PDEA agent. This activity is attended by approximately one thousand (1000) persons who availed of the services from different offices and also enjoyed the prices given through raffled draws and parlor games.

On November 29, 2018 at around 1230H – 1500H, operatives of this office led by Agent

Jury G Rocamora, proceeded to Southern Support Command Elementary School and

conducted a lecture on the salient provisions of R.A 9165 and ill-effects of illegal drugs

during a Mini Symposium on Drug Abuse Prevention and Control which was attended

by more or less thirty (30) pupils of the aforementioned institution.

On November 21, 2018 at around 1000H – 1300H, operatives of this Office headed by Agent Jury G. Rocamora, proceeded to Department of Social Welfare and Development (DSWD), Area Vocational Rehabilitation Center III, Barangay Talon- Talon Zamboanga City and conducted lecture to fifty (50) Person with Disabilities in Mindanao. During said activity, the participants were informed and enlightened about the ill - effects of illegal drugs and its preventive measures.

On November 21, 2018 at around 1430H – 1530H, operatives of this office led by Agent

Hazel P Interio, proceeded to Western Mindanao State University and conducted a

lecture on the salient provisions of R.A 9165 and ill-effects of illegal drugs to Junior

and Senior High School students of the aforementioned institution.

On November 19, 2018 at around 1530H, Ms. Darmalyn H. Jumlail, PECI Chief/Information Officer together with Ms. Sitti Amla H. Hajan, served as Resource Speaker and conducted lectures on the Ill-effects of dangerous drugs and RA 9165 to more or less One Hundred (100) selected college students of Western Mindanao State University held at Social Hall, College of Teacher Education, WMSU, Zamboanga City. The lecture was conducted in connection with the observance of the Drug Abuse Prevention and Control Week 2018.

On November 18, 2018 at around 0830H – 1100H, operatives of this office led by Agent

Narciso T Bolislis Jr., proceeded to Western Mindanao State University and conducted

a lecture on the salient provisions of R.A. 9165 and ill-effects of illegal drugs to three

hundred fourteen (314) PAF ROTC cadets of the aforementioned institution.

On November 16, 2018 at around 0800H – 1200H, Agent Ayesha N. Amilassan of PDEA Basilan Provincial Office attended a symposium on Drug Education at Sta. Clara Central School, Sta. Clara, Lamitan City and conducted a lecture on ill-effects and classification of Dangerous Drugs with more or less Three Hundred Forty Eight (348) participants who are from grades 4 to 6 students.

On November 18, 2018 at around 0830H – 1100H, operatives of this office led by Agent

Hazel P Interio, proceeded to Nuevo Zamboanga College Inc. and conducted a lecture

on the salient provisions of R.A 9165 and ill-effects of illegal drugs to one hundred

seventy eight (178) PAF ROTC cadets of the aforementioned institution.

On November 16, 2018 at around 1500H, Agent Jury G. Rocamora, City Officer, PDEA Zamboanga City Office, served as Resource Speaker and conducted lectures on the Ill-effects of dangerous drugs and RA 9165 to more or less Fifty (50) high school students, faculty and other school staff at Capisan National High School, Zamboanga City. The lecture was conducted in connection with the observance of the Drug Abuse Prevention and Control Week 2018 and the Barkada Kontra Droga Program of the Department of Education.

On November 19, 2018 at around 1100H – 1230H, PDEA Zamboanga Sibugay Provincial Officer Agent Dorothy Joy E. Villoso attended the ADAC Performance Audit Meeting held at Kusina Taway Ipil Zamboanga Sibugay. The meeting was initiated to discuss the audit to be conducted in the 12 municipalities / MADAC and participated by the provincial audit team coming from PNP, representative from two (2) CSOs, PDEA and DILG.

On November 7, 2018 at around 1600H – 1700H, Agent Jigger B. On November 5, 2018, at 2:00 P.M., Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, attended the meeting at the Mayor’s Office, City Hall Complex, Sunrise, City of Isabela, Province of Basilan. In attendance are Executive Assistant Mr. Jamju Rivera, Isabela DILG representative Mr. Arnel Velasquez, CHO Representative, members of the committee and representatives from different stakeholders in the City of Isabela. On November 8, 2018 at around 1000H, IO1 Jay-an S. CastaÑeda of PDEA Basilan Provincial Office attended the said MADAC meeting at the Mayor’s residence located at Barangay Kaumpurnah Zone-1, Isabela City, Basilan which were also attended by the Mayor himself, Police Senior Inspector Bernardo Bacalso Jr.- COP of Hadji Muhtamad, Redentor Goisado from DILG and MADAC members. Discussed during the said meeting were the following:

a. Barangay chairmen gave their report especially on the status of their drug personality who underwent CBRP;

b. Remedies of drug personality who underwent drug test that results positive; c. Appointment of Focal Person of MADAC

On November 22, 2018 at around 0800H – 1030H, operatives of PDEA Zamboanga Sibugay Province led by Agent Dorothy Joy E. Villoso conducted a random urine drug testing held at BJMP Sanito, Ipil Zamboanga Sibugay to the Forty-eight (48) BJMP Personnel and One Hundred Twenty-Six (126) Persons Deprived from Liberty (PDL) which two (2) of the PDL yielded positive results for the use of illegal drugs. The procedure was performed by Ms. Carlyn Joson and Ms. Madonna Nenivette Cadelinia, PDEA Chemists, assisted by the PDEA Zamboanga Sibugay personnel.

On November 16, 2018, at 0900H – 1145H, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, graced the ground-breaking ceremony of the Balay Silangan site in Barangay Baluno, City of Isabela, Province of Basilan. In attendance to the said activity were Executive Assistant Mr. Jamju Rivera, Isabela DILG representative, PNP Representatives, CHO Representative, members of the committee and representatives from different stakeholders in the City of Isabela including drug surrenderers. During the ground-breaking ceremony, Agent Juniller served as the Keynote Speaker representing PDEA Regional Director Laurefel P. Gabales. In delivering PDEA’s message, Agent Juniller discussed the importance of Balay Silangan – its construction and purpose. Appreciation to the support given by stakeholders including members of the community and drug surrenderers in the government’s program of war against drugs was likewise conveyed. Following the ground breaking, closing program for the Drug Abuse and Prevention week was held at Isabela City gymnasium with the attendance of Vice Mayor Cherry Akbar, Executive Assistant Mr. Jamju Rivera, Isabela DILG representative, PNP Representatives, CHO Representative, Barangay Chairmen and other representatives from different stakeholders in the City of Isabela. During the said activity, Agent Juniller delivered the opening remarks where he encouraged the audience to support the reformation of drug surrenderers in the community to achieve a better life. He likewise reiterated the importance of the government’s anti-illegal drug programs including the installation of a Balay Silangan. Agent Juniller also extended the agency’s appreciation to the support given by stakeholders and encouraged everyone to do their share in making the community a better place to live in more so in developing drug cleared barangays. During the said activity, signing of manifesto of commitment in supporting the Balay Silangan program was also done by different stakeholders of Isabela City.

On November 29, 2018 at around 1000H, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above-signed facilitated the Declaration of Eleven (11) barangays as Drug-cleared and Thirteen (13) barangays as Drug-free barangays in the Municipality of Dumingag, Zamboanga del Sur, after satisfying the parameters set forth by Dangerous Drugs Board in DDB Regulation No. 3, Series of 2017. The declaration was held at Open Covered Court, Sominot, Zamboanga del Sur and attended by BADAC members of all barangays, and the MADAC members of the said municipality. The declaration was also attended by members/representatives of the Regional Oversight Committee on Barangay Drug Clearing Program, namely: PSSUPT Ray Dante Soledad (Chief, RPCRD), PCI Ycer Noah Aniversario (Chief, PCR-ZDSPPO), Hon. Mark V. Pacalioga (Mayor, Dumingag, ZDS), and PCI Norbert F. Velonza (COP, Dumingag MPS), Hon. Jerson I. Cabahug (ABC President).

On November 28, 2018 at around 1000H, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above-signed facilitated the Declaration of Six (6) barangays as Drug-cleared and Four (4) barangays as Drug-free barangays in the Municipality of Midsalip, Zamboanga del Sur, after satisfying the parameters set forth by Dangerous Drugs Board in DDB Regulation No. 3, Series of 2017. The declaration was held at Deco Farm, Midsalip, Zamboanga del Sur and attended by BADAC members of all barangays, and the MADAC members of the said municipality. The declaration was also attended by members/representatives of the Regional Oversight Committee on Barangay Drug Clearing Program, namely: PSSUPT Ray Dante Soledad (Chief, RPCRD), PCI Ycer Noah Aniversario (Chief, PCR-ZDSPPO), Hon. Leonida A. Angcap (Mayor, Midsalip, ZDS), and PSI Kenneth C. Soon (COP, Midsalip MPS). Hon. Belman Mantos, Board Member of Zamboanga del Sur, representing Antonio H. On November 28, 2018 at around 1400H, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above-signed facilitated the Declaration of Three (3) barangays as Drug-cleared and Three (3) barangays as Drug-free barangays in the Municipality of Sominot, Zamboanga del Sur, after satisfying the parameters set forth by Dangerous Drugs Board in DDB Regulation No. 3, Series of 2017. The declaration was held at Open Covered Court, Sominot, Zamboanga del Sur and attended by BADAC members of all barangays, and the MADAC members of the said municipality. The declaration was also attended by members/representatives of the Regional Oversight Committee on Barangay Drug Clearing Program, namely: PSSUPT Ray Dante Soledad (Chief, RPCRD), PCI Ycer Noah Aniversario (Chief, PCR-ZDSPPO), Hon. Johnriel D. Melo (Mayor, Sominot, ZDS), and PSI Juvic D. Aballe (COP, Sominot MPS).

On November 29, 2018 at around 1400H, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above-signed facilitated the Declaration of Ten (10) barangays as Drug-cleared in the Municipality of Tambulig, Zamboanga del Sur, after satisfying the parameters set forth by Dangerous Drugs Board in DDB Regulation No. 3, Series of 2017. The declaration was held at Open Covered Court, Sominot, Zamboanga del Sur and attended by BADAC members of all barangays, and the MADAC members of the said municipality. Hon. Antonio H. Cerilles, Provincial Governor, Zamboanga del Sur, served as Guest of Honor and Speaker during the said declaration and encouraged other barangay officials present to also cooperate in clearing their own barangays. The declaration was also attended by members/representatives of the Regional Oversight Committee on Barangay Drug Clearing Program, namely: PSSUPT Ray Dante Soledad (Chief, RPCRD), PCI Ycer Noah Aniversario (Chief, PCR-ZDSPPO), Hon. Protacio Aleman (Mayor, Tambulig, ZDS), and PSI Augustus A. Rosendo (COP, Tambulig MPS), Mr. Norman Magtortor (DILG ADAC Provincial Focal Person).

On November 27, 2018 at around 1000H, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above-signed facilitated the Declaration of one remaining barangay of Tigbao Municipality as Drug-cleared Barangay after satisfying the parameters set forth by Dangerous Drugs Board in DDB Regulation No. 3, Series of 2017. The declaration was held at Municipal Hall, Tigbao, Zamboanga del Sur and attended by BADAC members of all barangays, and the MADAC members. Further, Tigbao Municipality was eventually declared as Drug-cleared Municipality in Zamboanga del Sur, with all barangays of Tigbao now declared Drug-cleared and Drug-free barangays. The declaration was also attended by members/representatives of the Regional Oversight Committee on Barangay Drug Clearing Program, namely: PSSUPT Ray Dante Soledad (Chief, RPCRD), PCI Ycer Noah Aniversario (Chief, PCR-ZDSPPO), Hon. Danilo E. Dalid (Mayor, Tigbao, ZDS), and PSI Anselmo G. Villanueva (COP, Tigbao MPS). Hon. Antonio H. Cerilles, Provincial Governor of Zamboanga del Sur, was also present and delivered his message to the attendees earlier prior to the program but left early due to other equally important commitments.

On November 13, 2018 at around 0900H – 1500H, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan Provincial Office, attended the said 2018 Implementation of the Provincial, City and Municipal Anti-Drug Abuse Councils Performance Audit covering the period CY 2017 at DILG-Basilan Provincial Operations Office located at Provincial Capitol, Isabela City, Basilan which were also attended by Police Chief Inspector Mohamad Isahac Maharail of Basilan Provincial Police Office, Redentor Guisadio-LGOOII of DILG Basilan and Jocelyn Zabala-Civil Society Organization Representative.

On November 8, 2018 at around 1300H, the Provincial Officers of Philippine Drug Enforcement Agency (PDEA) of three (3) provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay and Assistant Regional Director of PDEA Regional Office IX IAV RALPH ROMMEL TORRES, PNP and DILG attended the Orientation of the ADAC Provincial Audit Team(APT) and ADAC Regional Audit Team(ART). During the said activity, EDWARD G. BHAGWANI, CESO V, MNSA, Assistant Regional Director, DILG IX give his inspirational Message to all participants of the said activity, Elmer L. Egama, Regional ADAC Focal Person discussed Updates/ Memorandum Circular 2018-159, Art Louie T. Bangcale, Provincial ADAC focal person discussed the functionality of PADAC, CADAC, MADAC and ADAC.
