Belgorail passed the milestone
of ten years.
Today Belgorail is able to offer its clients a comprehensive service, both fully integrated and
multi-country.
The context in which evolves the company has continued to change in 2015: the geopolitical
context has evolved, the market of activities in which the company operates is becoming
increasingly competitive. In Belgium, a delay in the implementation of the infrastructure
projects is observed. At the international level, the drop in oil prices led to a delay or a partial
or complete stop of investments in many countries.
Despite these changes, the information and figures you find in this report demonstrate the
good health of Belgorail and the perspectives it continues to offer for the future.
However, in order to further strengthen its position in response to these changes, the Board of
Directors is preparing a strategy to be adopted by the company, an exercise that will finalised
in 2016.

in 2015
Small increase in turnover in 2015,
Belgorail start activities in Spain.
The company is still growing in 2015. We obtained important contracts in the framework of the installation
of ERTMS in Belgium which enforces the mid term future objectives.
The creation and installation of a subsidiary in Madrid (Spain) is an important step in our international
development. The market reacts positively and a number of important contracts have been signed
already.
Financially spoken, the net profit of our company is smaller than the previous years due to an increased
competition inducing a high pressure on the selling prices.
Belgorail’s goal is to be a benchmark Certification, inspection and Testing Body in the field of Railways
and other Guided Transport Systems capable of covering all regulatory provisions coming from European
Directives and other legal requirements on Rail Interoperability and Safety.
This result can only be achieved by always factoring in our key quality objectives which are :
• Ensure rigour and impartiality in our methods
• Avoid any conflict of interest
• Guarantee confidentiality on information provided to us in the framework of our
assessments
• Ensure that our certificates are recognised internationally, in particular through
compliance with the normative documents and standards applicable to our
activities as an Inspection and Certification Body
In this context, and in order to develop and retain a sufficient volume of activities to sustain our business,
the company wishes to extend its services in a number of European countries as well as in countries
outside EU which are voluntarily applying the provisions of European legislation on transport.
The company also continues to position itself as a provider of combined services, incorporating both
certification and inspection missions in accordance with European rules or applicable national rules, and
the organisation of tests to verify technical compatibility of rolling stock with infrastructure.
We remain ever more confident as we continue with the process of our company’s business development.
We hope that you will find this fourth annual report useful and informative.

History of Belgorail
The European directives on the inter—
operability of rail transport enacted in the
early 2000’s provided for the introduction
of independent bodies with responsibility for
inspecting and certifying that rolling stock
and infrastructure installations meet the
technical specifications for interoperability
and the standards adopted by the European
Commission.
It was in this context that BELGORAIL was
established by three partners, namely
VINCOTTE, AGORIA and TRANSURB
TECHNIRAIL, and has become a key player
in the railway sector which has undergone
and is continuing to undergo major changes,
in particular following its liberalisation.
Since then, the company’s role has involved
verifying that the rolling stock used by
the various rail operators as well as rail
infrastructures is conform to the applicable
technical requirements.
Since it was founded in June 2004, BELGORAIL
has undergone rapid growth. In January
2005 it rapidly grew. By ministerial decree,
Notified Body status to assess the compliance
of interoperability constituents and appraise
the EC procedure for verification of the
parts of the trans-European conventional
rail system (directive 2001/16/EC), as well
as the status of Designated Body for the
verification of the correct application of
national technical requirements in Belgium,
for both conventional and high-speed rail.
In addition, in May 2007, it was granted, also
by ministerial decree, Notified Body status
to assess the compliance of interoperability
constituents and appraise the EC procedure
for verification of the parts of the trans-
European high-speed rail system (directive
96/48/EC).
In December 2010 Belgorail was awarded the
status of Notified Body in the framework of
Railway Interoperability Directive 2008/57/
EC repealing and replacing the previous
Interoperability Directives 96/48/EC on
high-speed systems and 2001/16/EC on
conventional rail systems.
Also in 2010, SPF Mobilité et Transports
confirmed the prolongation of Belgorail’s
status as a Designated Body under Art. 22 of
the law of 26 January 2010 on Rail System
Interoperability.
In March 2011, Belgorail became officially
recognised at Belgian and European level as a
Notified Body for the Certification of Entities in
Charge of Maintenance (ECM) in accordance
with the Memorandum of 14/05/2009, the
Royal Decree of 21 December 2010 relative
to Entities in Charge of Maintenance and
European Regulation 445/2011/EU.

In 2011, the company subsequently
obtained the status of Designated Body in
Luxembourg for verification of compliance
with the National Notified Technical Rules
in the absence of Technical Specifications
for Interoperability or derogations, and is
thereby authorised to assess conformity of
conventional railway subsystems and high
speed subsystems in accordance with the
applicable National Technical Rules.
The corresponding provisions were the subject
of a Ministerial Decree dated 22 August 2011
approving Belgorail as a Competent Body in
the Grand Duchy of Luxembourg.
On 17 July 2012, EPSF (French Public Railway
Safety Authority) approved Belgorail as
a Qualified Body to assess the design and
production of new or substantially modified
rail systems and subsystems in accordance
with the provisions of the Decree of 21
December 2007. The approval relates to the
following subsystems: control-command and
signalling, rolling stock, infrastructure and
energy.
The company has also been recognised
since September 2013 as a Competent Body
in India for performing Independent Safety
Assessment (ISA) missions in the field of
Rail Transport and Signalling Systems by the
Indian Ministry of Transport (RDSO).
In Algeria, Belgorail obtained in January 2014
the quality of Approved Qualified Body for
the assessment of the safety for the guided
transport of people according to the provisions
of Executive Decree No. 11-359 of October 19,
2011 laying down the safety requirements for
the guided transport of people.

Belgorail started the development of its
activities in Spain in the second half of 2012.
On September 25, 2014, the Directorate
General of Railways of the Ministry of
Transport and Public Works recognised
Belgorail as certification body in charge
of conformity assessment of rolling
stock relative to Technical Homologation
Specifications (ETH) in Spain.
Belgorail is also officially recognised as a
Safety Assessment Body and is Designated
Body to perform the verification according
to applicable national rules in Spain.
The company is therefore able to offer all
certification activities required in connection
with the commissioning of railway subsystems
in Spain.
From its creation Belgorail has sought to
meet the requirements imposed on rail
system certification and inspection bodies
at both national and international level.
These requirements are those applicable to
notified bodies, approved bodies operating
in a national framework and product
inspection and certification bodies.
Belgorail has an accreditation* for the
certification of products since December 11,
2007. The scope of this accreditation has
been expanded over the years to support the
current recognitions of Belgorail as Notified
Body, as ECM certification body and their
equivalent at OTIF level.
The company has also an accreditation**
since June 17, 2014 confirming the company’s
competence in the areas of the assessment of
risk management process (CSM-RA according
to regulation 402/2013/EU on the adoption of
a common safety method) and ISA inspection
activities (Independent Safety Assessor).

Belgorail structures the development
of its activities in Spain.
Development started in the 2nd
semester of 2012 by installing a local
representative.
The first activities were performed in 2013
and a number of quotations were issued ,
not only as notified body , but also for the
certification in the framework of ECM and
as ISA.
Since then, a number of important steps have
been set to obtain the necessary recognitions
and to position the company on the Spanish
market.
The General Railway Directorate of the
Ministry of Transport and Public Works has
recognized Belgorail as certification body
for the evaluation of the conformity of the
rolling stock with respect to the technical
Homologation specifications (ETH).
The Spanish Government also recognized
Belgorail as Designated Body for the
verification of the applicable national rules
in those cases where Technical Specifications
on Interoperability are not available or in
case of derogations- in the framework of
conformity assessment of railway subsystems
in infrastructure and energy.
As a consequence of that recognition,
Belgorail is allowed to perform the complete
assessment of subsystems on basis of the
Technical Specifications for Interoperability
(CE conformity assessment) taken as well the
national technical rules into account.
Following two years and a half of activities,
during which Belgorail gained some
recognition on the market and got his first
orders, it was decided to structure the
development of the activities and to create
a subsidiary.
This subsidiary named “Belgorail SA,
Sucursal en España“ was officially
installed on July, 30, 2015 in Madrid and
is today fully operational. Mrs. Marta
Cavajal is responsable for the operational
management.
Miguel Lopez was engaged in October 2015
as project leader and signaling expert. The
offices of the subsidiary are located in the
Tour Europe in the commercial center of
Madrid.
The establishment of a subsidiary was well
perceived by the market and allows to
strengthen the local development character
of activities with Spanish identity and to
approach closer the companies active on the
local market.

Various contracts were signed during 2015 :
• Rolling stock :
o Wheel certification (GMF);
o Certification of 2 DMUs type GTW 2/6 manufactured by Stadtler and
property of Ferrocarrils de la Generalitat de Catalunya (FGC);
o Certification of 8 HST (CAF).
• Energy :
o Catenary certification(Inabensa).
• ISA :
o Evaluation of rail equipment SAAT (LHM);
o Evaluation of shaft counting system(Electrans).
• IA – Independent assessment :
o Assessment of the modification of two locomotives(GMF);
o Assessment of the modification of wagons (Ferrovial).
• Voluntary assessment :
o Risk assessment for workers on herbicide trains (GMF, Azvi, Seanto,
Vías y Construcciones, MDE);
o Certification of convertors according to EN45545 standard.
• Activities in Portugal :
o Survey audit in the framework of ECM certification (Takargo, GMF).
For marketing and communication purposes Belgorail Spain
participated at a number of seminars, conferences and exhibitions as :
• in June : Iberian Railway Development, in Lisbon - participation of more
than 90 companies;
• in October : AWEX, mission in Lisbon, at the Embassy - B2B meeting with
participants such as : IP (Infraestructuras of Portugal), EMEF, Fertagus,
Neopul, Portuguese Railway Platform, Takargo, APNCF, LCW Consult,
SISCOG, Efacec, CP Comboios de Portugal, COBA, NormadTech;
• in November : participation at the exhibition Ferroviaria Española BCN
Rail, in the framework of Cluster Railgroupe. Belgorail Spain is a member
of this Railgroup.
Certainly 2015 was a milestone in the development of the activities of Belgorail
in Spain and Portugal and thanks to the establishment of our subsidiary in
Madrid, we are considered as additional service provider in the market.

Belgorail, a public limited company, is an inspection and certification body in the rail sector. It
was established in June 2004 by Vinçotte (inspection and certification body), Transurb (a railway
engineering company) and Agoria, the Belgian Federation for the Technological Industry. Since
it was founded, the company has gradually expanded its activities to become:

provide it with access to additional resources (experts) and specialised laboratories in connection
with the organisation of tests.
The company is able to offer integrated services for cross-border projects between Belgium and
its main neighbours, covering principally:

• Risk Management Methods Assessment
missions (CSM-RA);
• Certification of Maintenance Activities.
Belgorail participates actively in the coordination work of notified bodies at European level
(NB-RAIL) and in other coordination groups set up by the European Railway Agency (ERA).

In terms of our business operations, the
company’s order book remains satisfactorily full
with current projects and ordered projects.
The company has continued to grow in the financial year 2015 and has continued to diversify its
activities. The effects of increased competition in the railway certification industry will however
continue to be felt.
The company has won major projects
in Belgium, mainly in the context of the
deployment of ERTMS on the Infrabel network.
In the field of rolling stock, the project of M7
two level coaches should also start in 2016.
Since it was established, the company has concluded various cooperation agreements and
partnerships which provide it with access to additional resources (experts) and specialised
laboratories in relation with the organisation of tests.
To date, cooperation agreements have been established between Belgorail on one hand and
the following companies on the other hand: Cetest, Cetim, Concept Risk, DB-Systemtechnik,
Eurailtest, Transurb, Vinçotte, TUV Austria and VPI.
The company also foresees to be able to partner with other certification bodies in the context of
the awarding of tenders for major resource-intensive projects outside Belgium.
