The Outer Port will become operational during the
course of 2012 with the arrival of the first merchant
vessels, most of which will be carrying iron and steel.
The start of operations in the harbour will coincide
with the Port Authority’s continued planning and
execution of the additional infrastructures (including
the start of work on the second breakwater),
cooperation with other administrations in an
attempt to speed up completion of the accesses and
to guarantee the necessary industrial land in the
surrounding area, and negotiations with operators
and customers regarding their transfer from the
current port. In some cases, these negotiations
have already reached an advanced stage, although
we have as yet to finalise the agreement with our
principal customer, Repsol, due to the complexity of
the operations involved and the investment required.
We trust that no further delays will affect the signing
of the agreement, which is of crucial importance and
will undoubtedly benefit the Port, the city and the oil
company itself.
Together with Repsol and the other operators that will
be moving to Punta Langosteira, the Port Authority’s
management and commercial team have implemented
an exhaustive strategy aimed at securing new
customers and investors, in order to ensure maximum
profitability for the facilities. We are supported in
this objective by the Galician Regional Department
of Economy and Industry. Despite the current global
economic crisis, we are confident that in the mid-
term the Outer Port will attract new industries and
users. Indeed, on the Atlantic façade there is no other
port between Rotterdam and South Africa that can
compete with Langosteira in terms of its size, depth
and strategic location. During the course of 2011,
we welcomed corporate visitors from Spain, China,
the USA, Mexico, Uruguay , Brazil, Panama and many
other countries, all of whom expressed their highly
favourable impression of the harbour, and in some
cases drew up a written declaration of their intention
to set up terminals in our harbour.
As for the existing harbour, one of the key events of
2011 was the transformation of the former company
Sestico into a limited stevedoring company. Despite its
complexity, this process was successfully concluded
without any major corporate or labour problems. In
accordance with the new Ports Act, the Port Authority
does not hold a stake in the new company.
The year closed with a 4.78% drop in goods traffic
compared with 2010. However, this was almost entirely
due to the sharp drop in Repsol traffic, the result of
falling consumer levels, as the other two major sectors
in terms of tonnage, namely bry bulk and general cargo,
experienced a considerable increase. There was an
increase in the traffic of iron and steel products, coal,
cereals, wood, wind farm parts and other goods with
a greater added value than bulk liquids, which led to a
rise in turnover. This factor, together with restrictions
on spending, produced better financial results than
the previous year. Without considering the impact of
the Tariff T3 sentences (whereby port authorities act
as mere intermediaries between Puertos del Estado
(State Ports) and the shipping agents), real profit for
2011 totalled 5.56 million euros, compared with 4.57
million in 2010. Given the continued rise in bry bulk and
general cargo in 2012, and sound indications that new
customers will be moving to Punta Langosteira, the
Port Authority is in a position to meet the obligations
it undertook in order to finance the Outer Port.
As for port activity, logistics and the creation of
employment, the regular export line for wind farm
components, possible thanks to the extension work
carried out on the depth and surface area of the
East Dock in 2010, has had a highly positive impact.
Furthermore, and despite the slight reduction
in the amount of fish unloaded, A Coruña’s Fish
Market continues to lead the field in Spain in terms
of fresh fish and shellfish sales, a source of wealth
and employment for the city. The Port Authority
continued to lend its firm support to the fishing
sector, accompanying it at several specialised trade
events. Further proof of this support is the creation
2011 was a year of intense activity for A Coruña Port
Authority. In keeping with the trend of previous years,
our team of professionals had to redouble their efforts
in two directions: continued progress on the Outer
Port, focusing on all the various aspects including the
works, financing and commercialisation strategy, etc.,
whilst at the same time addressing all matters relating
to the Inner Port, its operators and users, whose
satisfaction is the ultimate aim of our day-to-day
work. Port-city relations have also been another focal
point of activity, centred mainly on the development
of the Parrote area.
The Outer Port is the subject of a specific chapter at
the end of this Report, which includes an analysis
of its characteristics and outstanding potential to
become the mainstay for industrial development in A
Coruña’s metropolitan area. However, in this review of
2011, a number of other issues must also be addressed.
Firstly, I wish to express my thanks to the Port
Authority’s technical team, the temporary consortium
of companies (TCC) UTE Langosteira and all other
companies and professionals that have been involved
in this project. Phases I and II concluded just three
months over schedule, a period that is considered
irrelevant in a project of such a complex nature and
duration, and whose feasibility had been questioned
on several occasions. Undoubtedly the most difficult
day of the year was 14th October, when the worker
Emilio José Amigo Díaz died as the result of an accident
that occurred whilst he was dismantling a crane.
All the on-site safety measures and controls proved
insufficient in preventing this tragic accident. I would
like to take advantage of this opportunity to once
again extend my deepest sympathies to his family and
loved ones.
On a positive note, in addition to the completion of the
works, an agreement was reached with the Spanish
Ministry of Public Works to secure the Port Authority’s
financial stability. The increased costs of the new
harbour, the result of the introduction of additional
safety measures to those originally planned, required
a further 250 million euro loan guaranteed by the
State, repayable over a 40 years period.
It must be said that reaching this agreement with the
Ministry was no easy task. Once again, Puertos del
Estado (State Ports) attempted to halt the development
of the new harbour by preventing the Port Authority
from securing the investment necessary to guarantee
Punta Langosteira’s operating capacity. In the light
of our refusal to accept these conditions, it was even
suggested that we seek the necessary financing on
the capital markets and Madrid even went so far as
to cast doubts as to the Port’s financial management
and the progress of the work. Finally, the Port
Authority’s decided defence of a complete port and
common sense managed to secure the loan in order to
complete the work in progress, equip the new harbour
and undertake future investments. In order to keep
funding firmly on course, Puertos del Estado (State
Ports), the Xunta de Galicia (Regional Government) and
the Port Authority set up a joint steering committee to
monitor the Port of A Coruña’s accounts.

of satisfaction was the restoration of the lamp
used in the Tower of Hercules between the mid 19th
century and early 20th century, which is now on
loan to the new National Museum of Science and
Technology, where it will occupy pride of place due
to its symbolic value for the people of A Coruña.
We have also reached an agreement with the local
authority of Arteixo, where the Outer Port is located,
for improvements to the quality of life in the districts
of Suevos and Rañobre, as well as the construction
of the Interpretation Centre for the Cociñadoiro Iron
Age Fortified Settlement and its natural setting. All
these agreements will be implemented from 2012
onwards.
In terms of sustainability and the environment,
the policies aimed at preventing any possible
negative impacts of port activity have been further
consolidated with new operators signing up to our
Environmental Code of Conduct. Our website also
features information in real time regarding the city’s
environmental, meteorological and oceanographic
conditions, thanks to the Environmental Scorecard.
2011 also saw the first edition of the Port of A Coruña
Environment Awards, designed to promote initiatives
relating to the current docks and the Outer Port. Two
sailing facilities received a Blue Flag, the only ones in
Galicia operated by a port authority to receive this
distinction.
The Code of Conduct for Port Authority staff also
came into effect in 2011. This code includes all the
undertakings of the management team and staff
related to their public function in order to boost
good practice in all matters relating to professional
ethics and integrity. As I stated in this document,
<complying with the principles included in the Code
will enable us to create a better port, consolidate
our reputation and generate a climate of confidence
among our customers and the citizens who we
effectively serve>.
The Port Authority, the port community and the
residents of A Coruña in general, are looking forward
with hope, optimism and a sense of responsibility to
the historic moment when the new port, the great
Punta Langosteira Outer Port, becomes operational.
I have absolutely no doubt that when the time
comes to face this challenge, we will receive full
support and backing from the public institutions,
our operators and social and business groups within
the metropolitan area, which whom we are steadily
building bridges of cooperation. The new harbour
will position the Port of A Coruña on a totally new
level, allowing for the transformation of the current
docks that will define the city of A Coruña for the 21st
century. In Punta Langosteira, the future is looking
bright for everyone.
of new jetties in Oza Dock or the support of our Board
in its reasonable demands regarding the European
Union’s quota policy. We also reduced rates by 17%,
benefitting some 300 fishing ship owners and fish
wholesalers, in order to cut their production costs.
Our analysis of port traffic must naturally include the
cruise sector. Although this segment of the market
does not generate major profits for the Port Authority,
I am convinced of its vital importance for the city’s
bar and restaurant and retail trade, as well as its
capacity to promote the image of A Coruña as a tourist
destination around the world, an opinion shared by the
City Council and expressed by the current governing
body of the Tourism Consortium, which has stepped
up its active support for this sector. In 2011, the arrival
of 128,000 cruise passengers, an 81% rise over the
figure for 2010, we reaped the benefits of a strategy
that we began several years ago, in collaboration with
the city’s operating companies. 2011 also saw other
milestone events in this sector: the opening of the new
passenger terminal, operated by a specialised company
under a tender agreement; the embarkation and
disembarkation MSC and Pullmantur cruise passengers;
and the record number of cruise passengers in a single
day with the arrival of 6,300 passengers and 2,200 crew
members travelling on two large liners on 14th April.
The indications are that this upward trend is set to
continue over the next few years.
Another key event last year was the breaking of
the deadlock surrounding the Parrote car park,
bringing to an end a conflict steeped in difficulties
that had been passed on to us. The change of
government following the local elections held
on 22nd May enabled us to reach an agreement in
September with the City Council and the Regional
Heritage Department, thanks to a shared willingness
for cooperation and understanding that should
naturally preside in relations between institutions,
yet which incomprehensibly had proved impossible
due to the attitude of the former local government.
Despite the endeavours to the contrary of those that
currently are in opposition, in accordance with the
wishes of A Coruña’s electorate, the agreement that
will be carried out during 2012 includes an integral
plan designed to improve mobility in the city centre,
create new public spaces and enhance the image of
El Parrote and La Marina.
In 2011 the Port Authority also undertook other
initiatives aimed at further improving port-city
relations. These included the fourth campaign of
visits to the Outer Port for the general public; the
installation of a sculpture by Pilar Pérez Subías on
the Oza Road; the signing of an agreement with the
Galician Fishing Federation authorising sport fishing
in certain areas of the port; and the landscaping of
the land around Oza lighthouse. A particular cause

ton increase in wood board traffic completes the most
significant rises. All these consignments are closely
connected to the construction sector, currently the
most affected by the global economic crisis.
In terms of container traffic , OPDR vessels that
connect us with the North of Europe continued to
dock in our port. This regular shipping line is now in
its sixth year of operations.
Cruise traffic has experienced a sharp rise. The
number of cruise passengers rose by more than
80%, from 70,000 in 2010 to over 128,000 in 2011. This
upward trend is expected to further improve over the
next few years, consolidating the Port of A Coruña’s
strong position within this sector thanks to the high
standards of service provided, together with the
excellent safety and reliability of its facilities.
Finally, figures for the fishing sector remain
practically unchanged compared to those of 2010.
The total figure stood at 41,000 tons, a slight fall of
3.37%, although thanks to the rise in prices, turnover
from sales rose by 2% to over 93 million euros.
Financial results
Net turnover for 2011 stood at approximately 22.29
million euros, a rise of 4.48% over the previous year’s
figure. This was due mainly to the increase in turnover
from port rates. In this sense, despite the decrease
in traffic, total turnover increased in terms of Vessel
Rates and Goods Rates due to the considerable rise
in general cargo, which have a greater added value.
The Port Authority continued with its policy of
limiting expenditure. This has led to a 2.81% cut in
personnel expenditure, whilst operating costs have
remained unchanged by eliminating the Marpol
effect caused by the new Ports Law. There was
also a significant reduction in services provided by
independent professionals.
The financial results stood at 6.58 million euros,
compared with 6.02 million euros in 2010. This
significant increase is attributable to three main
causes: this figure includes both the interest
accrued on the financial circuit, as well as the
activation of financing costs for the work in
progress on Langosteira. Likewise, the amounts set
aside for the payment of interests corresponding to
T3 Tariff sentences in favour of the Port Authority
have been included as financial revenue. These will
be remitted by Puertos del Estado (State Ports), in
accordance with the amounts justified and that
shall be financed by the After tax results stood at
17.25 million euros. As in the case of the financial
results, this amount also includes an exceptional
income of 11.69 million euros from the Puertos del
Estado (State Ports) contingency fund. This amount
will be used to defray the payment of principals and
interests for T3 liquidations to the recipients of the
corresponding favourable sentences.
If the impact of the amounts used for the payment
of T3 sentences of both principals and interests,
amounting to a total of approximately 19.1 million
euros, is excluded, the result for the financial year
would be 5.56 million euros, an improvement on the
previous year’s figure of 4.57 million euros.
Investments
2011 was a year of investments for the Port Authority.
Works were carried out for a global value of more
than 104 million euros.
Of this amount, 100 million were invested in the
Punta Langosteira Outer Port; the remainder was
used for work on the Inner Port and minor works on
the maritime signals and equipment.
In the Inner Port, work was completed on the new
Border Inspection Post and the Transatlantic Dock
Cruise Ship Terminal. This passenger’s terminal

economic crisis, and which led to a 4.78% drop in
goods traffic compared with the previous year.
The total amount of goods traffic in the port stood
at 11,671,069 tons, 4.78% less than in 2010, and the
number of ships was 1,222, also slightly lower than
the previous year’s figure.
However, the behaviour of the different sectors
has varied, with sharp increases in the dry bulk and
general cargo sectors, compared with a dramatic
drop in bulk liquids.
Bulk liquid traffic , mainly for use in the production
of energy and destined for the Repsol Oil Refinery
situated on the outskirts of A Coruña, totalled
6,600,510 tons, 3,643,891 tons of which correspond to
crude oil, 2,710, 908 to refined products and 245,711
to other liquids, including molasses, edible oils and
bioethanol exports.
The overall fall in traffic compared with 2010 was
12.99%, attributable mainly to the drop in domestic
consumption of fossil fuels, the result of the current
economic crisis.
In contrast, dry bulk traffic rose by 8.75%. Goods
movements totalled, 3,468,622 tons, and more than
3,078,484 did not require any special facilities,
compared with 390,138 tons that did*.
Below is a breakdown of the principal movements of
goods:
• Quartz traffic remained steady at 293,277
tons, due to the continuation of ERIMSA’s
agreements with Central America.
• Coal traffic increased by 134% to 470,789
tons, due to the increase in operations at the
Meirama Power Station.
• There was a 10% rise in alumina traffic,
attributable to increased activity at the Alcoa
Inespal plant. A total of 165,084 tons were
unloaded at the Port of A Coruña, partially
compensating for the 41% drop in cement
traffic caused by the crisis in the construction
sector.
• Therewas also an increase in themovement
of agricultural and food products, which
totalled almost 1,700,000 tons.
However, the greatest increases were registered in
the general cargo sector. This is excellent news for
the port community, as these types of goods generate
the greatest added value for the Port.
These figures represent an overall rise of 12% over
the previous year’s figure of 1,227,459 tons. The most
significant aspect of this rise is unquestionably the
almost 110,000 tons – almost 26% - of iron and steel
products from the Celsa Atlántica factory. An 18,000

well as the ISO 9001:2008 (quality in the provision of ser-
vices) and ISO 14001:2004 (environmental management)
certificates, all issued by DNV (Det Norske Veritas).
This is a major step forward in the systematisation
of Port Authority processes and a guarantee for their
work procedures.
Promotion and participation
Within its strategy for commercialisation and closer
contact with its customers, A Coruña Port Authority
held the first edition of its Optimal Hydrocarbons
Logistics Conference. The event proved a major
success, attracting leading national and international
companies. Other events included the 6th Edition of
the classic Port Customers’ Forum, attended by the 20
largest companies that use our services.
In preparation for the opening of the new Passengers’
Terminal, the Port Authority organised a series of
practical workshops for travel agencies in order
to provide them with full details of the passenger
embarkation and disembarkation operations and the
provision of services for the cruise ships.
A series of workshops were also organised in
collaboration with the Galician Federation of
Compound Feed Manufacturers (AGAFAC) in order to
present the results of the study on the Port’s impact
on Galicia’s food and agriculture sector in the light of
the traffic of raw material for feed production.
The Port Authority also took part in various trade
missions in Europe, Asia, Central and North America in
order to analyse new markets, attract new customers
and promote the arrival of new industries in the Port of
A Coruña and its surrounding area.
project has allowed for major improvements to the
standard of cruise traffic management in the Port
of A Coruña, providing it with the infrastructures
necessary to ensure the sustained growth that this
sector is currently experiencing.
As for the Outer Port, it can be said that 2011 was the
year of its completion. Indeed, work on the Outer
Port was successfully completed on 28th December.
During the course of the year work was carried out to
complete the main breakwater end, the construction
of esplanades and the transversal dock. This marked
the end of a project which, 6 years on, has proved to be
a success, and our thanks go to all those involved in it.
The completion of work on the Outer Port brings
with it the start of a new era for the Port of A Coruña,
and our obligation to take full advantage of the
opportunities this offers.
Port Development
Throughout the year, the Port Authority continued
with its policy of adapting port development to higher
territory planning instruments. In 2011 this took
the form of various meetings with Administrations
responsible for territorial affairs and accessibility.
The Port Authority continued with the planning of the
new basin and the search for potential customers in
the liquid bulks sector. It also held meetings with the
port’s current principal operators in order to discuss
their transfer.

In 2011 the Port Authority maintained its OHSAS
18.001:2007 certificate in health and safety systems, as

By road
The Port of A Coruña is connected to the high traffic
capacity roads that lead towards the centre (A-6
highway) and the North of Spain (A-8 highway), the
South of Galicia and Portugal (A-9 motorway) and the
regional AG-55 road to Arteixo.
By rail
The Port s interior network links up directly with the
RENFE freight station, which is the departure point
for lines to Madrid via Lugo, León and Palencia, as
well as an alternative route via Santiago, Ourense and
Zamora. The former line also has a connection with
Ferrol and the latter with Vigo and Portugal. All tracks
are standard gauge Renfe (1668mm).
By pipeline
The oil port is connected to the refinery owned and
operated by Repsol Petróleo, S.A. by a pipeline measuring
6,300 m in length and made up of twelve pipes for crude
oil and derivates. This pipeline has branch pipe for CLH
to transport the products to its port factory for the
supply of merchant and fishing vessels.
Interior communications
Roads
The port follows the coastline, in close contact with
the city of A Coruña. A road runs the length of the
port, starting at La Marina Basin, continuing behind
the Transatlantic, Batería, Calvo Sotelo (initial
section), Linares Rivas, La Palloza before ending in
San Diego Dock. It is 2,400 m long and has an average
width of 10.5 m, except in some areas that are wider.
Branch roads lead off this main thoroughfare to the
various docks.
Most of the surface is paved in asphalt or concrete.
There are access control points for vehicles and
pedestrians at San Diego and Oza. There are also
several turnstiles for pedestrians, all controlled
either directly by security staff or from the Service
Coordination Centre.
Rail
The junction between the Port tracks and Adif’s
general network is situated at the far S.E. end of the
Port, close to San Diego Dock, where it forks into
three branch lines: the first, currently not in use, runs
along the 3rd line of San Diego Dock, crosses Palloza
Dock and continues as far as the Calvo Sotelo North,
Batería and South docks.
The second branch line runs along the 2nd line on
San Diego Dock where it forks into two to service
the North and South Centenario docks and the Bio-
ethanol terminal. Finally, the third line runs along
the quayside of San Diego Dock, connecting this
area.
Calvo Sotelo and San Diego docks have two lines next
to the quayside, with their corresponding points and
Phoenix-type track or 45kg/m track. The North and
South Centenario docks have three and two lines
next to the quayside with a 54kg/m track, the same
as the junction connecting to the external network,
all standard gauge.

2.8_ Brief description of facilities for specific traffic
The Port of A Coruña has a system for roll-on roll-off traffic.
On the 15,000 m2 terrace generated on the back of
San Diego dock there is a 30 meters long and 8.5 draft
platform. The platform is designed for overloaded
operations of 3 t/ m2, the handling equipment for ROM
02-90 and back terrace, are for an overloaded storage of
6 t/ m2.

Restoration project for 55 metres of line running from the eastern point of the North Dock (on the gallery window side) in La Marina Basin.
This project had a twofold objective: on the one hand,
to recover part of this early 20th century dock in order
to keep it fully operational and in optimum conditions
of safety, thereby guaranteeing its useful life, following
the detection of serious damage during an underwater
inspection of the Basin; and on the other hand, once the
cleaning work was completed, to determine the real
condition of the docks in the Basin and therefore seek
ways of making improvements to them.
These structures had suffered varying degrees of
damage, some of a significant nature: some of the
granite blocks were damaged or missing, due to
erosion. Other minor damage included small cracks or
fissures in the blocks. As a result, the following work
was required:
- Cleaning of the vertical face in order to eliminate
the organic covering and determine the real
state of the joints and extent of the estimated
damage, and the removal of this material.
- Repairs to the cracks and other more serious
damage to the stone blocks.
- Sealing of joints and fissures and the
waterproofing of the face above the tide level.
- Sealing of the surface granite paving stones. .
The aim of this action was to rebuild and reinforce the
faces, whilst at the same time eliminating material
washing points from the extrados, thereby improving
the dock stability.
Building for the new Cruise Ship Terminal in the Transatlantic Dock in the Port of A Coruña.
The building of the New Cruise Ship Terminal has been
designed to blend in with the buildings located in the
immediate area, and will consist of mixed structure
foundations of micropiles and concrete slabs which
will support a two-storey metal structure with anti-
corrosion protection and a glass envelope.
This new terminal has been designed to meet the
needs of the new cruise ship strategy. Built on a single
storey, the interior will house the premises for the State
security forces, offices for other agents such as the
PFPO or shipping agents, toilets, a waiting and leisure
area and a control zone for access to the vessels.
The building has all the necessary services including
water and sewage systems, electricity, voice and data
reception, automatic doors, air conditioning and fire
detection and extinction systems.
Works completed in 2011
The work involved in this action is essentially divided
into two phases: during the initial phase the existing
buildings on the plot will be demolished and the new
building constructed during the second phase.
The T-plan reinforced concrete building will stand on
pile foundations. The central section will consist of
two stories, used mainly for administrative facilities
and laboratories for analysing the samples, whilst the
short, single-storey wings, raised slightly above ground
level, will house the loading/unloading bays and the
dry and cold storage chambers.
On the ground floor the outer envelope consists of
prefabricated concrete panels, whilst the upper floor
has a light façade in various tones. The building has a
flat trafficable inverted roof covered with Losa Filtrón
tiles.
The interior of the building is equipped with all the
necessary services and facilities, including the following:
- Basic services: electricity and lighting, water and
sewage, voice and data network, ventilation
and air conditioning systems, fire protections
systems, elevators, etc.
- Special facilities: (cold, freezer and dry) storage
areas, gas, sample analysis laboratory, loading
and unloading bays and a security alarm system.
The surrounding area has also been urbanised and
includes a parking area with a concrete surface and the
corresponding road markings.
This project has been 50% co-financed by EU Cohesion
Funds.

The new port facilities are situated in the municipality
of Arteixo (A Coruña), some 7 km south-west of A Coruña
city centre, just outside the Sabón Industrial Park and
the district of Suevos. They cover a land surface area of
approximately 3.5 km x 1.5 km and a maritime area of
3.5 m x 3 km.
Below is an outline of the key features of Phases I and
II of the new port facilities at Punta Langosteira, which
were completed in December 2011::
- A 3,360 m long seawall in three lines with depths
of up to 40m, protected by 150t blocks on a 2:1
slope, under which two filter layers have been
placed, one with 1t rock fill and another with
15t concrete blocks, resting on quarry stone and
a crest wall with an elevation of +25 m. At the
headwall slope, in the most exposed areas, the
blocks weigh up to 195 t. .
- A 391 m long vertical section head wall whose
interior will also be used for oil tanker moorings.
- A sloping breakwater positioned perpendicular
to the coast that extends out 215 m from the
end of the southern esplanade with a rock fill
protection of between 2 and 6 tons.
- A dock measuring 900 m long with a depth of 22 m.
- A 150 Ha port esplanade built from landfill and
clearance.
- In addition, the access road to the nearby Sabón
Industrial Park has been built and the cleared
areas have been restored.
The basin covers an area of 230 Ha of sheltered water
and 150Ha of esplanades, 91 of which correspond to
landfill.
The quantities of the major works are given below:

Steel in reinforced structures 15,000,000 Kg
The project has been co-financed by EU Cohesion Funds
with a subsidy of € 257,539,720, corresponding to the
OP 2000-2006 for Phase I; and a subsidy of € 9,969,406,
corresponding to the OP 2007-2013 for Phase II.

150 The Outer Port, an outstanding opportunity for A Coruña
It has taken just over six years to turn this ambitious
project into a reality. The Inner Port, hemmed into the
city, had run out of available space, making growth
and expansion in order to meet the demand for rising
levels of traffic and larger vessels impossible. This,
coupled with the persistent social demand to distance
potentially hazardous and inconvenient traffic from
the centre, led to the decision to build a new port.
Works began on A Coruña’s Outer Port in March 2005,
and phases I and II were completed in December
2011. The port facilities at Punta Langosteira are
therefore available for tender and to handle its first
shipping operations offering outstanding conditions
following a project that has positioned it at the
forefront of international port engineering.
Following a process that has been both long and
complex, yet which is of major importance in terms
of future opportunities, the new port facilities offer
magnificent infrastructures at highly competitive
costs that will have a positive impact on Galicia’s
industrial development, placing us in a privileged
position for the future and offering an unique
opportunity to boost the economic growth of A
Coruña and its metropolitan area that we must not
fail to take advantage of.
Fully aware of this opportunity to boost the port’s
competitiveness, the Port Authority of A Coruña
is currently immersed in the major commercial
challenge of promoting the Outer Port internationally.
In this sense, it has designed and planned an ambitious
commercial strategy that intensified during 2011, and
which received the support of the Galician Autonomous
Government (Xunta de Galicia). The actions included in
this strategy are focused mainly on the international
promotion of the new port infrastructures, presenting
them in various forums and during meetings held
with numerous logistics operators and hydrocarbon
traders operating in the petrochemical sector, as well
as dry bulk (agricultural and food products), as these
represent what is set to become the principal areas of
traffic at Punta Langosteira. Contacts have also been
established with companies and industries operating
in the energy and environment sectors (biomass,
renewable energies, off shore and wind, energy
cogeneration, etc.)
This specialisation in energy and dry bulk traffics,
which requires large spaces for handling and
storage, is precisely our key differentiating factor
and a competitive advantage which, combined with
effective customer service guaranteeing confidence
and credibility, will enable us to attract new traffic
and private investment for the new port facilities in
the short term.
The Port Authority has therefore opted to base its
commercial offer on three key competitive advantages
offered by A Coruña’s Outer Port, and which make it an
optimum choice for traffic:
- its prime geostrategic location in north-
west Spain, close to the main international
shipping routes.
- optimum conditions to become a hub port for
hydrocarbons and oil-related products, with
depths of up to 24 metres and space for three
quays with mooring on both sides, which
would provide up to 10 berths for oil tankers
and would enable VLCC vessels (Very Large
Crude Carriers) to moor, thereby allowing for
the generation of scale economies.
- large land area of 150 hectares that could be
increased up to 250. This would provide the
space necessary for the development of new
businesses, mainly in the hydrocarbon sector
(with the new hydrocarbons terminal), dry
bulks (storage units for grain), environmental
management and chemical industry plants
associated with the refinery, allowing the
creation of synergies.
The Outer Port, an outstanding opportunity for A Coruña
Being able to move far larger amounts of cargo
than at present, with the corresponding reduction
in costs, is a further differentiation factor for
consideration in the case of dry bulks and agrifood
products in particular, given the economies of scale
that could be generated for operators.
Furthermore, the availability of large areas of land
and storage zones in the Outer Port is a further
advantage in terms of wind farm sector traffic
and the handling of wind turbines. Their vast
size requires large amounts of space in order to
guarantee the appropriate operating conditions in
the dock.
As for business initiatives based on environmental
protection, the potential implantation of chemical
or cogeneration plants is a further competitive
advantage due to the fact that they would be
situated away from centres of population and
separated from their surroundings by a quarry face
with a height of 120 metres.
In the light of the differential advantages the
Outer Port offers for each type of traffic, the Port
Authority’s mission is to channel all efforts into
securing maximum profitability rates for the new
port facilities. This has led us to include in our
commercial strategy all those actions designed
to create the right climate in order to attract new
traffic, in addition to that generated by the transfer
of certain port activities that currently take place in
the Inner Port.
Current agents and operators will be moving to
the new Outer Port. These moves are now under
negotiation, but will be staggered in accordance
with the operating needs of each type of traffic.
Consequently, the first sector to move will be the
iron and steel industry, which does not require any
type of special facilities or indoor storage space; all
it needs is available mooring and sufficient quayside
space in order to unload the goods.
Maritime traffic has naturally been affected by
the current economic situation, which has led to
a sharp fall in credit facilities and consequently
the investment capacity of private operators,
who carefully assess all decisions related to their
expansion or business development strategies. This
has inevitably led to a slowdown in the results of
our commercial efforts.

However, this situation, coupled with increased
competition, which are inevitably conditioning
our work, has not managed to discourage us;
instead we are even more firmly committed to
the search for solutions and new opportunities
to generate value. In this sense, we stepped up
our sales efforts in 2011, organising numerous
visits for potential customers or investors with
the capacity to take on this shared challenge.
During these visits, they had the chance to
obtain a first-hand insight into the real scale of
this project and the business opportunities the
new facilities and service areas of the Outer Port
can offer.
Furthermore, and in order to take advantage of
the major investment involved in the work on
Punta Langosteira, we must maintain and further
consolidate the commercial strategy begun
several years ago.
This strategy, designed essentially to attract new
traffic, also aims to develop and monitor actions
to position the new port, promoting its potential
as a global logistics platform in certain sectors
and to identify potential investors, attracted by
the business opportunities and differentiated
advantages offered in a highly competitive inter-
port environment.
With this objective in mind, late 2011 saw the
first edition of Optimal Hydrocarbons Logistics,
a top level meeting and a forum for debate on
issues surrounding hydrocarbon logistics, storage
and distribution, organised by A Coruña’s Port
Authority. The event attracted some 80 highly
qualified professionals, most in representation
of companies operating in the oil sector, and
provided a magnificent opportunity to discover
the potential of the Outer Port for the implantation
of new operators dealing with hydrocarbons
logistics and distribution.
The Punta Langosteira project is today a reality,
and its scope extends far beyond the harbour
itself, therefore it requires a series of additional
actions, essentially covering two areas: the first
is the need to provide the harbour with optimum
land access by road and rail, in order to ensure its
full operability as a logistics node and transport
interchange hub, and guarantee the effective and
efficient entry and exit of goods; the second is the
need to ensure appropriate territorial planning,
ensuring the availability of industrial land in the
area around the port in order to take advantage
of the synergies generated by the arrival of
companies and industries associated with the port
activity and that operate in the transformation
and logistics sectors, or provide added value for
the goods handled in the port.
In this sense the Port Authority has made major
commercial efforts including direct contact with
land developers and managers, in order to assess
the supply and monitor land availability on the
industrial parks and business parks situated close
to the Outer Port, and that may be associated
with port activity through the movement of raw
materials or finished products at the new Punta
Langosteira facilities.
The transformation of the Port of A Coruña brought
about by the construction of the new Outer
Port, together with optimum land connections
and the necessary industrial land reserve in the
surrounding area, will be tremendously positive
for both the city and the port community,
provided we manage to take full advantage of
the unique opportunity to compete on equal
conditions in order to attract new traffic and
business opportunities, thereby guaranteeing
the profitability of the investments made and
the sustainability of the port as a cornerstone for
social and economic growth and development.
In order to achieve the port’s full operability, in
2012 the Port Authority will issue a tender for the
first extension projects, corresponding to Phase
III of the project, which will eventually include
the construction of a new protective breakwater
and a 300 metre extension to the berthing line and
increase the amount of land and storage area to
2.5 million m2. In the long term, the berthing line
for goods vessels could exceed 3,000 metres, in
addition to the 10 quays for liquid bulks.
In short, A Coruña is steadily creating a modern
port, that doubles the current size of the Inner
Port and which has been designed with our
sights firmly set on the future, considering the
infrastructures and spaces that will be needed in
the long term, and in order to satisfy the demand
for port services and shipping transport needs for
the next fifty years.
