FORWARDING WISCONSIN’S

FUEL CHOICE

Forwarding Wisconsin's Fuel Choice is a $520,000 two-year program designed to implement policy, barrier

reduction, training, and educational initiatives to significantly expand the alternative fuels market in Wisconsin.

The program is a partnership between the Wisconsin State Energy Office, Wisconsin Clean Cities, and the

Wisconsin State Technical College System. It is the ultimate goal of the program to reduce and redirect

current trends in petroleum consumption in the transportation sector by expanding alternative fuels use in

Wisconsin. The program will contribute to energy security and increase business and jobs within the

alternative fuels industry and secondary supporting industries.

Forwarding Wisconsin's Fuel Choice will accomplish the following:

• Develop and launch a Wisconsin Smart Fleet Program;

• Recommend new laws and incentives related to alternative fuel, vehicles and, infrastructure;

• Work directly with public and private fleets to implement policies, such as employee incentive programs and model

ordinance language;

• Expand highway road signage to include alternative fuels available at exits along major thoroughfares;

• Educate and consult with fuel retailers and distributors to create solutions for challenges they face for dispensing

alternative fuels;

• Partner with the Wisconsin Technical College System to build on their existing safety and training courses, and offer

training sessions to first responders public safety officers, construction permitting officials, and other appropriate

audiences.

LAKE MICHIGAN CORRIDOR

INITIATIVE

The Lake Michigan Corridor Alternative Fuel Implementation Initiative is a two-year $700,000 regional project designed to

identify barriers in the implementation of CNG, LNG, propane, and electricity as vehicle fuels. The project is funded by a grant

awarded by the U.S. Department of Energy's National Energy Technology Laboratory and Office of Energy Efficiency and

Renewable Energy.

The Lake Michigan Corridor Alternative Fuel Implementation Initiative is being implemented by the Gas Technology Institute

and the Lake Michigan Consortium (Chicago Area Clean Cities, South Shore Clean Cities, and Wisconsin Clean Cities).

Wisconsin Clean Cities is providing research assistance and the development of outreach programs regarding:

• Opening municipal stations to shared and/or public access;

• Inspection criteria for converted vehicles;

• Creation of a Green Fleet program in Indiana;

• Documenting successes and quantifying the impact of alternative fuel vehicles programs;

• Support the generation of intelligent green purchasing policies;

• Weights and measures education, training, and testing equipment;

• Developing potential mitigation strategies for local barriers;

• Providing workshops for fire marshals, code officials, and first-responders;

• Develop guidelines to assist garage and maintenance shops; and

• Education and outreach to specific industries and transit agencies.

CMAQ ECO-DRIVING

PROGRAM

Wisconsin Clean Cities (WCC) received CMAQ program funding and partnered with

Waukesha County Technical College (WCTC) to offer over-the-road trucks eco-driving

training. Eco-driving involves learning techniques to maximize a vehicle's energy efficiency.

The drivers were taught eco-driving skills such as progressive shifting, efficient route

planning, vehicle checklists, emission reduction, anti-idling practices, and other fuel saving

tips. The class consists of time in a simulator where the software can be customized.

Drivers also received "behind the wheel-on the road" training with licensed trainers. Drivers

were evaluated before and after the course. Evaluations were completed on a simulator

and drivers returned 2-4 weeks after the initial class for final simulator evaluation.

Through driver awareness eco-driving should result in

reduced fleet fuel consumption and vehicle miles

traveled therefore increasing productivity, lowering fuel

costs and reducing greenhouse gas emissions in SE

Wisconsin.

SMARTWAY PROGRAM

Launched in 2004, SmartWay is an EPA program that reduces transportation-related emissions by creating

incentives to improve supply chain fuel efficiency. It’s a public-private initiative between EPA, large and small

trucking companies, rail carriers, logistics companies, commercial manufacturers, retailers, and other federal

and state agencies. Its purpose is to improve fuel efficiency and the environmental performance (reduction of

both greenhouse gas emissions and air pollution) of the goods movement supply chains.

SmartWay aims to accelerate the availability, adoption and market penetration of advanced fuel efficient

technologies and operational practices in the freight supply chain, while helping companies save fuel, lower

costs and reduce adverse environmental impacts. EPA helps SmartWay Partners move more goods, more

miles with lower emissions and less energy. It’s comprised of four components: transport partnership,

international interests, technology program, and vehicles.

WCC supports SmartWay's efforts by promoting idle reduction and fuel efficiency methods and technologies.

Further, WCC assists the SmartWay program by partnering with fleets in order to aid them in their fuel

reduction efforts. WCC has several members that have benefited from also participating in the SmartWay

program: Convenience Transportation (Kwik Trip), Contract Transport Services, Paper Transport, Time

Transport, and Veriha Trucking.

ELECTRIC VEHICLE TASK

FORCE

Wisconsin Clean Cities (WCC) leads the Plug-In Electric (PEV) Vehicle Task Force for PEV planning in

the state of Wisconsin. WCC conducted an initial feasibility study for PEVs in Wisconsin that brought

together the volunteer members of the Task Force.

The Task Force is a diverse group of 33 stakeholders consisting of municipalities, the State Energy

Office, private companies, universities, original equipment manufacturers, dealerships, and enthusiasts.

Task Force members are excited about PEVs with goals to grow the PEV market, educate all audiences

about PEVs, and provide comprehensive resources about PEVs to residents in Wisconsin.

To meet these goals, Task Force members work diligently to create solutions

to barriers, participate and promote related events or activities, put together

educational and marketing materials, and work closely with municipalities and

private companies to promote PEV related policies and practices. Most

importantly, the Task Force actively seeks funding to implement their solutions.

Companies and governmental agencies talk a lot about being

“green” or working towards “sustainability.” Whichever buzz word

is applied means that, for most, the ultimate goals are to reduce

their carbon footprint, leave the world a better place for the next

generation, and meet their internal economic goals. To help

fleets meet these goals, the Wisconsin State Energy Office

(SEO) and Wisconsin Clean Cities (WCC) are setting out to

provide fleets with a planning tool and outline the different

options available for their specific situations. The SEO and WCC

are calling it the Wisconsin Smart Fleet program.

The Wisconsin Smart Fleet program is initially inducting fleets

with three or more vehicles, and is funded through a two-year

U.S. Department of Energy (DOE) grant called “Forwarding

Wisconsin’s Fuel Choice.” After the granting period, the program

will continue because the SEO and WCC firmly believe it can

make a difference for fleets. The fleets are already implementing

or will implement the use of alternative and renewable fuels,

advanced vehicles, and other petroleum reduction measures.

20th ANNIVERSARY

Wisconsin Clean Cities recognizes two decades of successfully reducing dependence on petroleum-

based fuels, promoting the use of alternative fuels and technologies, and improving air quality. Marking

this major milestone, WCC strives to make 2014 a year to remember.

Currently, some of our projects include:

• Concluding our Wisconsin Clean Transportation Program, a multi-million ARRA grant that will result in 18 new

infrastructure sites and over 375 new alternative fuel vehicles in WI;

• Wisconsin Smart Fleets program, a program set out to provide fleets with alternative fuel planning tools and an

outline of different options available for their specific situation;

• Lake Michigan Corridor Alternative Fuel Implementation Initiative webinar series;

• Eco-driving training course for class 8 over-the-road trucks;

• Statewide planning for natural gas as an alternative fuel for transportation;

• EV Task Force electric vehicle infrastructure planning;

• Celebrating Wisconsin Clean Cities’ 20th year anniversary and state-wide designation; and
