2008 Annual Meeting Review March 14, 2008

The meeting was called to order- at 7:30pm

Present: All current Board Members, 8 homeowners and 35 proxies were received.

Recap: • Chris Cliff joined the board, • Voted on a mail-in ballot, • Lighting was added at monuments, maintenance at cul-de-sacs • Updated web-site, • Increased social budget for- national night out, and fall picnic• Approval of the 2008 Budget and Financial Statement• Approved waving annual dues to Board Members• Board was asked to revisit Governing Documents• Meeting was Adjourned at 9:34pm Approve 2008 Meeting Minutes: The minutes were mailed to the

homeowners for their review. Any questions?

2008 Covenant Violations

• 10041 Honeysuckle Ave. Possible violation of overcrowding of home. Contacted city to investigate.

• 10065 Fallgold Parkway, Lawn violations. Cut Bag and Trim maintained lawn through-out the summer.

• 9901 Fallgold Parkway, Lawn violations. Cut, Bag, and Trim maintained lawn throughout the summer.

• 10023 Juniper, Lawn violations. Homeowner followed through with request.

Neighborhood Watch Program• How to Establish A Neighborhood Watch•  An important part of the Brooklyn Park crime prevention program is the Neighborhood Watch. We encourage everyone to

get involved. To make sure that the Neighborhood Watch program remains effective, certain guidelines will be met in order to become a watch area. The information listed below explains what the criteria is to qualify.

•  • Information concerning the background and purpose of a Neighborhood Watch • Crime prevention techniques • Information concerning Operation Identification and how to enroll in the program • Information about local ordinances that may affect you • A block captain should be elected at this first meeting. This individual will be the "contact person" for the watch area. •  • A follow-up meeting should be held in the same year as the initial meeting. This meeting consists of the members getting

together to discuss their neighborhood concerns regarding crime or other issues. •  • After the first year, the watch group should meet twice yearly, one being with a law enforcement person to discuss various

topics. Many Neighborhood Watch groups meet on National Night Out, which is always the first Tuesday night in August. •  • Benefits of Having a Crime Watch • Getting to know your neighbors who will "watch out" for your neighborhood. • Receiving neighborhood crime alerts (if needed). • Having Crime Watch signs help to "guard" your neighborhood by letting criminals know you're involved. • Neighbors who are more likely to watch your home and report suspicious activity. • Possible discounts on home insurance premiums. •

Adopt a Park

maintain the shrub gardens/ landscape beds and/or patrol their park each week during the summer, keep litter picked up and the park looking tidy, and report any vandalism or needed repairs. Park volunteers report to the Parks Superintendent. Volunteers may adopt the park/garden of their choice (providing it has not already been adopted). Time commitment is about one hour per week during the summer.

• Skills• Able to lift 15 pounds • Able to follow directions • Must be 16 years old

Residential Lease/Rental Form• Residential Lease/Rental Form• The Willows of Aspen II Homeowners Association rules and regulations, Section 7.5 governs Leasing. It

states:•• Leasing of Units shall be allowed, subject to reasonable regulation by the Association and

subject to the following conditions; (i) that no Unit shall be leased for transient or hotel purposes, (ii) that no Unit may be subleased, (iii) that all leases shall be in writing, and (iv) that all leases shall provide that they are subordinate and subject to the provisions of the Governing documents, the Rules and Regulations and the Act, and (v) that any failure of the lessee to comply with the terms of such documents shall be a default under the lease. The Association may impose such reasonable Rules and Regulations as may be necessary to implement procedures for the leasing of Units, consistent with this Section.

• Therefore, effective June 1, 2009, The Association intends to enforce this covenant by implementing the following procedure: any unit that is being leased must provide Willows of Aspen II Homeowners Association the following:
