Annual Accomplishment Report
Period Covered: 01 January – 30 November 2016
Region 12 is located in the Southwestern part of Mindanao which is composed of the provinces of South Cotabato, Sultan Kudarat, Cotabato and Sarangani; the chartered cities of Cotabato and General Santos and the component cities Kidapawan, Tacurong and Koronadal.

Tambler, General Santos City EXECUTIVE SUMMARY
PRO 12 Headquarters is located at Tambler, General Santos City, and is composed of two (2) CPOs, namely Cotabato City PO located at PC Hill, Cotabato City, General Santos City PO at Camp Fermin G Lira, General Santos City and four (4) PPOs, namely Cotabato PPO located at Amas, Kidapawan City, Sultan Kudarat PPO at Camp Amando Dumlao Sr., Isulan, Sultan Kudarat, South Cotabato PPO at Koronadal City and Sarangani PPO at Kawas, Alabel, Sarangani with forty-five (45) Municipal Police Stations under the PPOs and twelve (12) Police Stations under the two (2) City Police Offices.
It has four (4) Provincial Public Safety Companies (PPSC), two (2) City Public Safety Companies (CPSC) and a Regional Public Safety Battalion (RPSB) with four (4) Maneuver Companies.
The total strength of the Office is 6, 627 composed of 341 PCOs, 5,908 PNCOs and 378 NUPs distributed to the different Police Offices/Units. The current Police to Population Ratio is 1:727 based on the total number of uniformed personnel strength of 6,249 vis-a-vis the present Regional Population registered at 4,430,916.
Pursuant to the current Staffing Pattern, the Office is supposed to have
an authorized strength of 5, 951 (469 PCOs, 5,346 PNCOs and 136 NUP). However, to attain the ideal Police to Population ratio of 1:500, the
Office must have an existing strength of 5,908 uniformed personnel on account of the existing 4,430,916 total population.

Foot and Mobile Patrol Operations
A total of 13,815,904 man-hours on police visibility patrol (foot, mobile/motorcycle, and seaborne) were conducted particularly in crime prone areas throughout the region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 16,275 legitimate calls had been responded/acted appropriately.

Campaign against Illegal Drugs For the period, the Office intensified its anti-drug operations resulting to one thousand eight hundred forty seven (1,847) positive operations, neutralizing 2,390 drug offenders (996 pushers, 1,130 users, 239 pusher/user, 19 minors and 6 cultivator) and the filing of 1,719 cases in Court. As of this report, (1,023) remain as Drug Affected Barangays and subject for clearing operation. A total of 1,823,650.8174 grams of Shabu, 18,017.17 grams of MJ leaves have been confiscated and seized with a total DDB value of Php 24,400,447.22.
Campaign against Kidnapping
For the period in review, there was no kidnapping incident that transpired in the AOR but there was one (1) abduction occurred detail is as follow:
On April 26, 2016 at 10 AM at Purok Salaligan, Mapantig, Isulan, Sultan
Kudarat, Marilou Engane reported to Isulan MPS that her husband, Bernie Engani y Demaraye 58 year old farmer and a resident of Brgy. Alah, Esperanza, Sultan Kudarat was allegedly abducted at around 10AM April 26, 2016 at Purok Salaligan Mapantig, Isulan, Sultan Kudarat by unidentified persons onboard a white pickup without plate number which sped off to an unknown direction. Investigation revealed that subject person and his group were involved in selling fake gold bars and allegedly the suspects with muslim accents, were one of the victims of buying gold which later discovered to be fake. Isulan PNP is now conducting thorough investigation on this incident.
On October 4, 2016 at 3:00 PM at Governor Gutierez Avenue, Rosary
Heights 9, Cotabato City Tj Tagadayang Macabalang and Windel Apostol Facturan alias Win-Win were allegedly abducted by unidentified armed suspects on board with Toyota Innova color gray and a van without registration plate and fled after the incident. Elements of CCPO continuously conducting hot pursuit operation for the possible arrest and identification of the suspects.
On October 23, 2016 at 1 PM, Robelyn Luking Candelaria, 37 years old reported at Kidapawan CPS, CPPO that his husband Rolando Dacian Candelaria, Security Guard of Energy Development Corporation Geothermal Plant was allegedly abducted along Mt. Apo, Brgy. Manongol, Kidapawan City at around 4:05 of this date.
Campaign against Carnapping/Enforcement of Traffic Laws
For the period covered, a total of 373 (6-MV, 367-MC) were reportedly carnapped, ninety four 94 (4-MV, 90-MC) were recovered. Sixty two (62) suspects were

arrested and thirty four (34) cases were filed in court. Likewise, unauthorized use of Sirens & Blinkers was banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and counter Flow”.
Anti-Bank/Armored Car/Highway Robbery Campaign
No incident on Armored Car-Highway Robbery occurred. However, the office is continuously undertaking intensified monitoring on criminal groups for their possible apprehension. A total of eight (80) dry runs on bank security preparation and 203 dialogues/meetings with Bankers Association and LGU’s were conducted.
Anti-Kotong Campaign
For the period covered, this Office conducted seven hundred (700)
operations. As part of its mandated mission, the Office dynamically conducted Police Information and Continuing Education (PICE) to police personnel to educate and remind them not to involve in illegal activity such as “kotong”. The PICE is usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring is being undertaken by the Office utilizing 8 Spotter Teams.
Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign
For the period covered there were no reported neutralized group and no Syndicated Groups/Organized Crime Groups members were arrested in the AOR.

For the period covered, two (2) cases were reported which resulted to the
arrest of three (3) personalities, 70,000 Php worth of smuggled item confiscated and was turned over to BI Glan Field Officer.

For the period, eighteen (18) operations were conducted resulting to the recovery of fourteen (14) out of twenty one (21) stolen cattles and arrest of eight (8) persons.

Planning for SAFE 2016: This pertains to the contingency planning workshop for SAFE 2016 conducted by this office on January 9, 2016 as part of the security preparation to be undertaken during the forthcoming National and Local Elections 2016. In this regard, on January 15, 2016 at about 9 o’clock in the morning, at PRO 12 Conference Room, all Operation Officers of Provincial/City Police Offices presented their respective contingency plans from PPOs/CPOs down to MPS/CPS level for SAFE 2016. ● After Activity Report on COMELEC Coordinating Conference: On January 13, 2016 at about 9:30 in the morning, a joint PNP, AFP and COMELEC Coordinating Conference was held at PRO 12 Conference Room, Tambler, General Santos City which was presided by Atty. The activity was also attended by the PRO 12 Command Group, Quad Staff, Provincial/City Directors, OIC, RPSB 12, Commanding Officers of PPSCs/CPSCs, COPs of Component Cities, Regional Chiefs of RSSUs, CO, 4th SAC, PNP-SAF, Brigade Commanders and Operations Officers of 601st Brigade, 602nd Brigade, 1002nd Brigade, JTF Gensan, and 1st Marine Brigade and Provincial/City Election Supervisors in Region 12. The activity was highlighted by the presentation of COMELEC representative on COMELEC Resolution No. 10015 (Rules and Regulations on the Bearing and Carrying or Transporting Firearms and other Deadly weapons during election period) and COMELEC Resolution No. 10029 (Consolidated Resolution for the Guidelines on the Establishment and Operation of COMELEC checkpoint). Followed by the presentation of threat and risks assessment for the forthcoming National and Local Elections 2016 by C, RID. After which, the briefing presentation of respective security plan of AFP counterparts. During the open forum, some issues and concern regarding the implementation of COMELEC Gun Ban were raised by the attendees wherein it was properly addressed by RD, COMELEC and his staff.

AK NAKFLU-KMU information drive rally: On January 20, 2016, at 4:15 PM MOL twelve(12) members of Cause Oriented Group AK NAKFLU-KMU conducted information drive rally along Cannery Road infront of Dole Pedestrian gate, Brgy. ● After Activity Report on Korean National Visit: On February 9, 2016 at
8 AM, eight personnel of CPSC, GSCPO led by PO2 Sandrex Z Aring proceeded to Tuazon Village, Brgy City Heights, General Santos City to provide security escort to 24 Korean Missionaries during their visit at their Ministries in Sarangani Province. At about 9 AM of the same date, the visitors and security team went to Malungon and Alabel, Sarangani Province. At about 4 PM the team returned to Tuazon Village, Brgy City Heights, General Santos City. At about 8 AM of February 10, 2016, the team went the Barangays at Sta. Ana and Tuyan, Malapatan, Sarangani Province to distribute school supplies to the students of said locality. At about 4 PM of the same date, the Korean Missionaries was brought back by security team at General Santos City and stayed at Sun City Suites, Brgy. Lagao, General Santos City. At about 10 AM of February 11, 2016, the Korean Missionaries visited Notre Dame of Dadiangas University (NDDU) and Holy Trinity College (HTC) General Santos City. After the visit, they proceeded to SM Mall of Gensan, Barangay Lagao, General Santos City. BADIAN, DRDO PRO12 together with PSUPT NESTOR A. SALCEDO, OIC ROPD attended a two-day Contingency Planning Workshop for the Transport/Delivery of Election Equipments, Official Ballots, and other Election Paraphernalia for SAFE 2016 at Dimalupig Hall, AFP Commissioned Officers Club, Camp Aguinaldo, Quezon City. After the opening message of PDIR JONATHAN FERDINAND G. MIANO, TDO/Deputy Comdr, TF SAFE 2016, CSUPT NESTOR BERGONIA, Chief NOC lectured on the Contingency Planning followed by briefing presentations on the following: a. Current risk and Threat Assessment – NICA; b. Updates of COMELEC Preparations and Schedule of Deployment of Election Equipment and Materials – COMELEC Rep; c. Updates of Preparations and Deployment Plan of 2GO-2GO Rep.; d. Incidents during Transport of Election Equipment and Materials (Year 2013 and 2016) - PNP Rep, and e. Lecture on Contingency Planning – C, NOC. After which, planning workshop started where the participants were divided into groups and discussed on the events and scenarios on specific activity which is the transport/delivery of election equipment, official ballots and other election paraphernalia. Each group presented their respective output with PDIR JONATHAN MIANO as head of panelists. On March 17, 2016, each group presented their contingency plan on the transport/delivery of election equipment, official ballots and other election paraphernalia for SAFE 2016. The panelists was composed of PDIR JONATHAN MIANO, PCSUPT BERT CHAVEZ, PCSUPT WILSON CAUBAT, PCSUPT NESTOR BERGONIA, BGEN ARTURO ORTICIO, ADG ROY RODEROS of Crisis Management Support Secretariat, NSC and ATTY. The panelists gave their critics and guidance for each group presentation of their contingency plan which enlightened the participants of their plan of action for every possible scenario. After the presentations, PDIR JONATHAN MIANO gave his message and encourage all the participants to religiously and effectively discharge their duties for successful and peaceful election on May 9, 2016. ● After Activity Report on the Contingency Planning Workshop for the Disbandment of Private Armed Groups (PAGs): On February 11, 2016 at about 9:30 in the morning, a Contingency Planning Workshop on the Disbandment of Private Armed Groups (PAGs) was held at PRO 12 Conference Room, Tambler, General Santos City presided by PDIR ISAGANI R NEREZ, TDIPO-WM. The activity was also attended by MGEN REY LEONARDO B GUERRERO, Commander, EASTMINCOM, MGEN RAFAEL C VALENCIA, CG, 10TH ID, PCSUPT NOEL P ARMILLA, OIC, PRO 12, PRO 12 Regional Directorial Staffs, Provincial and City Directors of PPOs/CPOs. The two-day Contingency Planning Workshop aims to plan contingency security measures to be undertaken by the PNP particularly DIPO-WM for the disbandment of PAGs in the areas of the proposed Bangsamoro and the adjacent Region IX to XII. PDIR ISAGANI R NEREZ, DIPO-WM and MGEN REY LEONARDO B GUERRERO, Commander, EASTMINCOM also delivered their messages and stressed the importance and urgency of the disbandment of PAGs in relation to the 2016 National and Local Election and its effect on the peace and security in Mindanao particularly in PRO ARMM and adjacent Regions. After the program, a briefing presentation of PRO 12 Directorial Staffs were presented followed by the briefings of PSSUPT ROLLY A BERSOLA on Security Situation in the Bangsamoro Area, PSSUPT ROLANDO S MIRANDA, C, OPN, DIPO-WM on Contingency Plan and PSSUPT FLORENCIO T ORTILLA on the Workshop Mechanics. the Philippines (NGCP): On January 12, 2016 at about 2 o’clock in the afternoon, a meeting on the security of National Grid Corporation of the Philippines (NGCP) was held at PRO 12 Conference Room, Tambler, General Santos City which was presided by PDIR ISAGANI R NEREZ, TDIPO-WM. The activity was attended by PRO 12 Command Group, Quad Staff, Provincial/City Directors, Operations Officers of 601st Brigade, 602nd Brigade and 1002nd Brigade, Representative of DOE, and Security Consultant and Security Officer of NGCP. Discussed during the meeting are the bombing incidents of NGCP Towers, the possible reasons why and the recommendations to address the persistent bombing targeting the towers. NGCP Security Officer was advised to come up with their contingency plan and to present it during the next meeting.

2016 at 10:30 AM, RID, PRO 12 personnel led PSUPT ARPHA ABUL KHYR S MACALANGCOM JR, Deputy, RID 12 together with PSUPT ROY P ROMUALDO, Chief, FESAGS 12/RJSCC 12 Officer; PSUPT LEO DL SUA, Chief, COPB, GSCPO; and PSUPT SAMUEL CADUNGON, Chief, CIB, GSCPO attended the Site Inspection in 2GO Warehouse located at Brgy. Labangal, General Santos City where the Vote Counting Machine (VCM) and other Election Paraphernalia intended for the provinces of Sarangani, South Cotabato and Sultan Kudarat were plan to be stored as part of the preparations and transparency initiatives of the COMELEC. The inspection also attended by COMELEC Region 12 headed by Atty. Francisco G Pobe, Regional Director; Mr. Evarly Tajanlangit, Acting Director NICA 12; COL TYNE BAÑAS, Deputy Brigade Commander, 1002nd Bde, PA; CPT JOHN PAUL BILLANES, Intelligence officer, JTF Gensan; and Ms. Reena Bugayong, 2GO Service Area Manager, Southern Mindanao. Further, RID, PRO 12 personnel conducted Security Survey and Inspection (SSI) to further identify security lapses and to have an appropriate recommendation. The other members of inspecting team recommended the installations of CCTV cameras and proper ventilation of the warehouse. Likewise, Deputy, RID 12 emphasized the conduct of Complete Background Investigation (CBI) to all security personnel rendering duty in the said warehouse.

Augusto Eric C. Isidoro, RD, NBI 12 , representative from NAPOLCOM 12 and attended by 33 regular members of RLECC 12. Dir. Olivia D. Sudaria, RD, PIA 12, delivered the welcome remarks followed by thepresentation of the RLECC members by PSUPT NOEL M FERMIN, Deputy, ROPD. After which, the chairman called the meeting to order and followed by the reading and approval of the minutes of the previous meeting. Topics discussed during the meeting

● After Activity Report on the Visit of PDG RICARDO C MARQUEZ: This pertains to the visit of the Chief, PNP at RHQ PRO 12, Tambler, General Santos City on April 14, 2016 to conduct conference on election security preparations in the area and Lambat-Sibat. The Chief, PNP and party arrived at this RHQ at 11:20 A.M. Medals were awarded to deserving personnel followed by a short talk with the men and women of this PRO. The conference started at 1P.M. with the briefing of OIC, CPPO, OIC, CCPO, CD, GSCPO and 1002nd Brigade Commander on their respective Election Security Preparations. CD, GSCPO also presented a briefing on Lambat-Sibat. Likewise, OIC, CPPO/Assistant SITG Commander of SITG Kidapawan presented updates on the investigation of the Kidapawan incident. Said conference was attended by the Command Group, Regional Staffs, PDs/CDs, COPs and Company Commanders of GSCPO and CPPO, ABC, RPSB 12, RSUs, COMELEC 12 representative, 601st,, 602nd and 1002nd Brigade Commanders and CO, JTF GENSAN. ●After Activity Report re RLECC Coordinating Conference of Sub-Committee on Intelligence and Investigation and Sub-Committee on Information and Education: This PRO through the LES-ROPD and RPIO 12 facilitated the RLECC Coordinating Conference of the Sub-Committee on Intelligence and Investigation and Sub-Committee on Information and Education of RLECC 12 on April 18, 2016 in preparation for the upcoming NDF Anniversary on April 24, 2016. Said conference was held at PRO12 Conference Room, Tambler General Santos City which was presided by PSSUPT ROBERTO T BADIAN, DRDO and attended by 13 members. Said meeting presided by MAJ GEN. RAFAEL C VALENCIA, 10th ID PA Commander in the absence of the Chairman and Vice- Chairman. Other attendees were Lina A. Hapal, OIC Chief -TMSD NCIP, COL. RONALD VILLANUEVA of 1002nd Brigade, PA., Engr. Ester P. Valdez, DILG as Head Secretariat, Atty. Urbano Mante Jr. of PAO, General Santos City, Atty. Marife Alegre, Chief, Legal of PDEA 12, Atty. Augusto Eric A. Isidoro, Regional Director, NBI XII and Lt. Col. During the open forum, different tribal leaders raised- up their predicament in their ancestral domain, problems on present economic condition and employment, and CNN using their tribe to stage atrocities against government forces and being persuaded by the National Democratic Front to join rallies in exchange for rice. Other issues and concerns were also raised by other tribal leaders. The body resolved that they will pass a resolution to RPOC on the formulation of defense structure for the protection of IPs, uplift their economic status; avail of educational scholarship and employment.

●After Meeting Report on the Joint 10ID, PA and PNP PRO 12 Validation: On June 17, 2016, PSSUPT RODELIO B JOCSON, DRDO PRO 12, together with the Regional Quad Staff attended the Joint 10ID, PA- PNP PRO 12 Area Creating Validation at Sanguniang Bayan Hall of Kiamba, Sarangani Province for the validation of nineteen (19) Barangays of the said Municipality jointly recommended by 1002ndIB, PA and Sarangani PPO to be declared as Cleared Barangays. The Area Clearing Validation Board is chaired by COL. CASIANO C MONILLA, Assistant Division Commander 10ID with the Triad Staff and PNP PRO 12 Quad Staff as members which were all present during the meeting. Hon. Raul C. Martinez, Mayor of Kiamba, Sarangani Province together with all the Barangay Captains of the said municipality was also present in the said meeting. CAPT FERDINAND C RAGOS of 1002ndIB briefed the attendees on Joint Letter Directive 3 which prescribes the parameters and procedures in declaring priority areas as cleared from Communist Terrorist Movement (CTM) influence, the cooptation affected sectoral organizations and the insulation of unaffected areas and sectoral organizations. After which, was the presentation of barangays recommended for the validation, followed by the presentation of the barangay captains regarding their respective present internal security situation. After an intense deliberation, all the nineteen (19) Barangays except for Barangay Nalus were declared cleared from Communist Terrorist Movement Influence. Signing of Resolution by the chairman and members declaring the eighteen (18) Barangays as cleared followed. Meeting adjourned at 12 noon of same date.

National Simultaneous Earthquake Drill (NSED): On June 22, 2016 at 9 AM, Police Regional Office 12 conducted the 2016 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) at the PRO 12 Headquarters, Tambler, General Santos City. The purpose of the said drill was to evaluate the disaster preparedness of various PNP-PRO 12 offices/units, government agencies and private establishments. The scenario started with a continuous ringing of bell as a signal of ground tremor with 6.9 magnitude earthquake. All personnel led by their chief clerks who acted as team leaders went outside the RHQ building in single direction and directly proceeded to the designated evacuation area located in front of the flag pole for head count. Upon knowing that there were unaccounted two personnel, concerned chief clerks immediately reported the details of the victim to the Incident Commander, PSSUPT JOSE A BRIONES, RCDS who, without any delay, directed the SAR team leader from RSTU 12 to conduct assessment if the devastated building was safe for entry by the rescuers for possible retrieval operation. First aid was immediately applied to the severely injured and unconscious victims inside the building before they were rushed by the medical team from RHS 12 to the hospital for medical treatment. After the earthquake drill, members of the evaluation team led by PINSP ROLAN G CATOBURAN who have undergone Validator’s

●After Activity Report on 115TH Police Service Anniversary Celebration: On August 11, 2016 at about 9 AM. PNP PRO12 celebrated its 115th Police Service Anniversary at RHQ, PRO12, Tambler, General Santos City with PDG RONALD M DELA ROSA, Chief PNP as the Guest of Honor and Speaker. Police Service Anniversary was significantly conducted annually with the years’s theme “Hamon ng Pagbabago, Pinag-ibayong Serbisyo”. The highlights of the activity were: The arrival Honors to PDG DELA ROSA followed by the program proper at PRO 12, Grandstand. After the program were the presentation of confiscated firearms and sachets /packs of shabu. Drug Surrenderers who graduated from Livelihood Programs (Hollow block Making and Balik Pag-Asa Livelihood Project) were also presented. After Activity Report re 60th Foundation Anniversary: On November 15, 2016 at about 6 AM, personnel of Carmen MPS, CPPO led by SPO4 Junaly R Jacinto, MESPO participated the “Thanksgiving Mass” which was presided by Bishop Jose Colin M. Bagaforo in connection with the Carmen 60TH Foundation Anniversary and 60th Birthday celebration of the Municipal Mayor Hon. Rogelio T. Talino. For the period covered from January 1 to October 30, 2016, the Regional Investigation and Detective Management Division had received a total of 21,316 crime incidents reported and out of this, a total of 11,431 crimes cleared while 8768 were solved which indicated a 53.63% Crime Clearance Efficiency (CCE) and 41.13% Crime Solution Efficiency (CSE). For the period January to November 2016, this Office conducted investigation and pre-charge evaluation on administrative complaints/cases totaling to 67 complaints involving 77 personnel. Out of these 67 complaints, 60 complaints has been resolved of which 44 cases were filed to DLOS, RPHRDD; 5 complaints were referred to RIAS 12; 2 complaint were referred to Ombudsman; 7 complaint were dropped and closed and 2 complaint has no jurisdiction over the complaint. There are still 7 complaint under Pre-Charge Evaluation.

For the period of January 1 to October 31, 2016, a total of 1,046 persons with warrants were arrested, of which 60 were listed in the Top 10 Most Wanted Person by City and Municipal level.

For the period from January 1 to October 31, 2016, a total of 1621 Warrants of Arrest were received region wide and a total of 748 of which were served, reflecting a 35.3% service of warrants efficiency; while 64.6% percent or 1048 Warrant of Arrest remained unnerved for reason that the accused whereabouts cannot be established in the area of responsibility or elsewhere and others were recalled by the issuing court.

RIDMD ACTIVITIES CY 2016
This office conducted Criminal Investigation Course Class 394-15 that started on
February 08, 2016 and completed on April 1, 2016 with 65 participants coming from different CPOs/PPOs, RPSB and PPSC/CPSC of the PRO. The opening ceremony was conducted at about 9:00 in the morning of February 8, 2016, at PRO 12 Multipurpose Hall, Tambler, General Santos City with PCSUPT NOEL PONLA ARMILLA, RD, PRO 12 as the Keynote Speaker who was duly represented by PSSUPT ANTONIO ANCIETA TAYLAN JR, DRDA. The eight weeks of the course were employed to different subjects taught in accordance with the Standard Training Package (STP) provided by that office. The last weeks of the training were utilized in the conduct of Automated Fingerprint Identification System Seminar. It has been the practice of this PRO to incorporate these courses to the CIC so that the participants will be molded into complete and skilled investigators.
On November 22, 2016, PRO 12 conducted the joint opening of Investigation Officers Basic Course CY 2016 and 2nd Batch of Crime Scene First Responders Seminar Workshop at PRO 12 Multi purpose Hall, Tambler, General Santos City and was attended by 46 participants for CSFRS and 51 participants for IOBC held at PRO 12 Multipurpose Hall, Tambler, General Santos City with PCSUPT ERIC SERAFIN REYES, Deputy Director DIDM as the Keynote Speaker.

On November 22, 2016, PRO 12 conducted the joint opening of Investigation

On November 29, 2016, PRO 12 conducted the closing ceremony of 2nd Batch
Crime Scene First Responders Seminar Workshop wherein PSSUPT DEBOLD M SINAS distributed the certificates of completion and delivered the message of the Acting Regional Director.
On October 24-28, 2016, RIDMD 12 conducted cascading on Next Generation Investigation System (NGIS) at Regional Training Center, Lanton, Apopong, General Santos City and was participated by PSSLC and PSFTP Class with PSUPT MARIO C CORTES, Regional Training Director and thereafter, PO3 Lucky Bernard Pineda, CIRAS PNCO started his cascading on NGIS. The activity has successfully ended on October 28, 2016.

of PPOs/CPOs, CIDG 12, HPG 12, Maritime 12, and Cybercrime 12 at GSCPO Conference Room, Camp Fermin G Lira, General Santos City.
WCPD ACTIVITIES CY 2016 On March 17, 2016 at exactly 1 PM, a total of 58 police officers coming from the
different PRO 12 CPOs/PPOs, RHQ, AVESEG 12, RMU 12 and RPSB 12 attended the Closing Ceremony of 12-Day Specialized Course for WCPD Officers CL 34-2016 R12. The activity was graced. by PSSUPT JOSE ARNALDO BRIONES, RCDS who represented PCSUPT NOEL P ARMILLA, RD PRO 12 together with PSSUPT DANILO P PERALTA, RPHRDD; and PSUPT ROMUELDA B EMPLEO, C, WCPD. The event was even momentous as the participants received their Certificate of Completion signifying that they have surpassed the training modules set by the said course. Likewise, a male participant top notched the whole class in the name of PO3 Jorge Eric R Dela Cruz of Tupi MPS, SCPPO, PRO 12 while PO3 Jacquiline D Derla of GSCPO, PRO 12 got the 2nd place, and P03 Rena Gencianos of GSCPO, PRO 12 ranked third. The program ended at exactly 2PM of the same date with a commendable result.

On April 28-29, 2016, the Regional Juvenile Justice and Welfare Committee (RJJWC
XII) members conducted an inspection, monitoring and visitation to the 15 CICL Custodial Facilities in Sarangani Police Provincial Office and General Santos City Police Office. Likewise, the committee made personal interviews with the CICLs detained at Sarangani Provincial Jail and Malapatan Municipal Jail regarding the status of their cases. The 2-day activity was primarily designed to see the current status and treatment of the CICLs and the facilities where they were detained, to inform them of their cases and their rights, and to gather relevant data and seek for the possible improvements on the facilities the government can offer to them. The activity was participated by the following members: Atty. Dinah Jean Cornejo, PAO; Bro. Crispin Betita, St. Marcellin Foundation; PO2 Jean Alimojanid, WCPD, PRO 12; PO2 Lalaine Paglinawan, WCPD, PRO 12; JO1 Julius Becislao, BJMP; Ms. Rabyn Quiñones, RJJWC XII, Ms. Rhodelia Mandolado, CHR; and Ms. Devina C Sobrera, Youth Sector Representative.
On June 28-30, 2016, this office conducted a Cascading of CIRAS for WCPD Officers to its 126 WCPD personnel assigned at this region. Activities such as proper encoding of incident reports were done, likewise, CIRAS was introduced to them as part of the PNP capability enhancement program and in compliance to the new adopted PNP web-based programs which is the e-blotter system.
On July 21-August 5, 2016, WCPD conducted a 12-day specialized course and
was attended by 47 participants coming from different stations of PRO 12. PCSUPT ANTONIO A TAYLAN JR., DRDA, PRO 12 together with the Directorial Staff attended the Opening Ceremony and Closing Ceremony held at General Santos City Police Office Hall, Camp Fermin G. Lira Jr., General Santos City.

2. Capability Building on Human Rights
This Office had established and maintained a total of 67 Human Rights Desks from
Regional down to Provincial/City/Municipal Police Stations. Moreover, all HR Desks were
placed on different Offices with directional signage visible to inform the public of its
existence and operation and being manned by HROs and 182 HRDOs.
3. Prevention and Control of Human Rights violation
1. Conduct of 27 random visitation/inspection to all City and Municipal Police
Stations Custodial Facilities and 633 inventory of persons under custody to ensure that
they are treated in a humane and dignified manner; to uphold their individual rights
pursuant to Human Rights standards and existing laws; and to ensure compliance on the
Minimum Standard Rules for the Treatment of the Prisoners. For the period, a total of 909
persons under custody of different custodial facilities of MPS/CPS of this PRO were

5. Disaster Preparedness
1) Capacity Enhancement on Disaster Response
According to the data provided by the National Statistical Coordination Board 12 in 2012, Region 12 is at high-risk to the impact of climate change. NSCB-12 warned of worse flooding, landslide and storm surges affecting hundreds of villages in the region.
To ensure operational
readiness and assess the performance of PRO 12 Search and Rescue Teams, Police Regional Office 12 annually conducts a Search, Rescue, and Relief Drill Competition.
The activity is
participated by eight (8) Search and Rescue Teams from RPSB 12, GSCPO, CCPO, SPPO, SCPPO, SKPPO, CPPO and the Regional Headquarters. In general, only manual tools are allowed to be used. Thus, motorized or battery powered equipment are strictly prohibited. Competing teams are to complete six (6) stages with a maximum completion time of eighteen (18) minutes, namely: Rubber Boat handling, Life Ring Throwing, Rescue Line Throwing, Basic Knot tying, Collapsed Structure Search and Rescue, and First Aid.
Through the conduct of the annual SAR Drill Competition, PRO 12 Search and
Rescue Teams are given opportunity to apply their skills, and compete with each other, thus, sharpening their skills, even further.
On November 3, 2016, Search and Rescue team from South Cotabato Police
Provincial Office served as instructors during the National Service Reserve Corps, Search and Rescue Training. Among the skills demonstrated by the SCPPO SAR Team were Rappelling, Belaying, High-Angle Rescue, Anchoring and Rope Rescue Techniques.

Barangay Peacekeeping Action Teams (BPATs) are valued partners of Police Regional Office 12 in its fight against criminality, maintenance of peace and order, and disaster preparedness in the AOR.
PNP Personnel
together with their BPAT counterparts regularly conduct checkpoints to intercept possible transport of narcotics, bombs, and other contrabands, and ensure the safety of travellers/commuters. For the period covered, the joint partnership PNP PRO 12 and BPATs helped prevent criminality in the AOR.

Earlier this year, HON. BENJAMIN V FIGEROA JR, Mayor, Tantangan, South Cotabato gave Certificates of Appreciation and Cash Rewards to three BPAT Members of Barangay Mangilala, for the invaluable service they rendered which resulted to the recovery of a service firearm lost by a PNP Personnel during a vehicular incident.
On July 9, 2016 at about 8:00 o’clock in the morning, joint
operating elements of Sarangani PPSC, PIB SPPO and Glan MPS, conducted operation against a fugitive named Alijar Tambasal alias Balos who escaped from Sarangani Provincial Jail in 2015 and thereafter, hid in the vicinity of Barangay Datal bukay, Glan, Sarangani Province. Acting on the reports of concerned citizens that subject person was hiding at Sitio Laray, Barangay Datalbukay of same municipality, a composite team conducted operation to execute the re-arrest of subject person and bring him back to jail. The operating elements were able to locate his lair however, Alijar Tambasal sensed the approaching operating elements, did then and there Alijar Tambasal immediately fired his M1 Garand rifle, wherein a firefight ensued resulting his untimely death. On the other hand, one Glan MPS Police Auxillary named Vicente Sato Plarisan sustained wound on his right inner leg, while the wife of the subject named Maicel Maguan y Tayal sustained gunshot wound on her left hand and both of them were rushed to Glan Medicare Community Hospital.

b. Program Implemented on GAD
One of Police Regional Office 12’s primary advocacies is to combat Violence Against Women and Children (VAWC), through information dissemination.
Internally, new police recruits are oriented through Gender Awareness / Advocacy Lectures to educate them with vital knowledge in handling possible VAW-related cases they may encounter as they render police service in the future.
PRO 12 Units regularly conduct lectures, symposiums, and distribute IEC
materials to external audiences, to educate them on their rights and privileges, and the special laws protecting them from any forms of abuse. 5. Anti-Corruption Initiative (PNP Citizens’s Charter)
PRO 12 in-line with the Philippine National Police’ vigorous pursuance for organizational reform, dutifully in-acted the guidelines set by LOI 21/09 (Formulation of a Citizen’s Charter and Re-engineering of Internal Frontline Services of the PNP).
100% of PRO 12 Units already established Quality Service Lanes in their
respective stations and utilize standardized Frontline Services to cater clients, anti-fixer, no noon break and anti-red tape.
Streamers depicting the
step-by-step process of filing and or availing a specific frontline service is clearly displayed. Additionally, suggestion boxes are provided, which clients may use to anonymously convey complaints, other concerns and recommendations, so as to further improve the performance and services rendered by the office.

On July 2016, Tupi Municipal
Police Station, SCPPO, received a positive feedback from an anonymous citizen stating “Dahil sa mga pagbabagong nangyayari ngayon, minsan nakakaramdam kami ng takot, ngunit dahil sa magaling na serbisyong binibigay ng PNP dito sa Munisipyo ng Tupi, lahat ng agam-agam at takot ay nawala. Sana patuloy pong maging makatao ang serbisyong inyong ipinakita. Because we entrust you our lives for security and peace of mind.”.- A simple positive feedback such as this is more than enough to boost the morale of the PNP Personnel as they continue to enforce the law and maintain public safety and security in the region.
Negative Feedback
On July 23, 2016, Polomolok MPS, SCPPO received a feedback from an anonymous client which states “Anglayong Police Station, dapat nasa sentro ang Police Station at dito detachment lang (referring to the current location of the station) kasi sentro yun, doon dapat lagyan, dahil doon ang maraming tao palagi, marami ang nagrereklamo, isa na ako don.”

For the period covered, PRO 12together with Anti-Crime NGOs, Socio-Civic Organizations and other stakeholders signed various MOUs and MOAs to further strengthen police-community partnership.

CEDRICK G TRAIN, Regional Director, PRO 12 and SM General Santos City signed a Memorandum-of-Understanding (MOU) for the conduct of “Ugnayan Sa Rehiyon Dose”, an information and education program of Police Regional Office 12, which was designed to increase public awareness re PRO 12’s Plans, Programs and Activities. Under the MOU, SM General Santos will provide a free venue for the regular conduct of the aforesaid program.
On July 29, 2016, 1 o’clock in the afternoon, the Regional Headquarters through RCEO and RPCRD 12, initiated the signing of Memorandum of Understanding between the PNP, Recon Smart and Kabalikat Civicom,at the RCEO Building, PRO 12 Headquarters, Tambler, General Santos City. Said MOU defines the role of the PNP and the two Radio Groups for Crime Prevention and Disaster Preparedness.
Community participation to PNP’s various programs in the maintenance of peace and order
One of the main contributory factors to the success of PRO 12’s Crime
Prevention Initiatives is the active participation and support of the community. Anti-Crime NGOs and stakeholders voluntarily take-part in the maintenance of peace and order especially during festivities, important events and celebrations.
On October 1, 2016, Glan
Municipal Police Station, Sarangani Police Provincial Office, presented their security plan to the stakeholders and volunteer force multipliers composed of Pangyan Fisherfolks, members of the Maranao Association, Glan Search and Rescue Team (GSART), Glan Bikers Association, Brgy. Poblacion BPAT, PNP Salaam, 1 GANAP RUMGBI, KABALIKAT and KARANCHO, as part of the preparation for the 102nd Founding Anniversary and 17th Lubi-Lubi Festival, which were successfully and peacefully celebrated.

For the period covered, PNP PRO 12, in-parallel with Chief PNP’s Project: Double Barrel, initiated the PRO 12 Project: DUTERTE. DUTERTE is an acronym which stands for: Drug Use and Trafficking Elimination through Rehabilitation Training and Enforcement. Part of the Project: DUTERTE is the conduct of Rehabilitation Activities in partnership with Local Government Units, concerned Government Agencies and other stakeholders.
Among the most notable
and successful programs in-line with Project: DUTERTE is GSCPO’s Balik Pag-asa Program, Parish Renewal Experience (PREX) of SCPPO and the Regional Headquarters’ Moral Recovery Lecture.
On July 13, 2016, General
Santos City Police Office together with Hon. Ronnel C Rivera, Mayor, General Santos City, Engr. Richard Amparo, Provincial Director, TESDA Sargen, Barangay Officials of Conel and San Isidro, and Dr. Warren and Sarah Jane Manilay of Goldenstate College, laid-out the plan for the Balik Pag-asa Program - a skills and livelihood training program designed to help surfacing drug personalities in General Santos City.
The Balik Pag-asa Program,
offered various livelihood trainings, among which were Agriculture, Hollow blocks Making, Food Processing, Baking, Electrical Installation, Welding, Electronics and Cellphone Repair, Dressmaking, Carpentry, Hairdressing and Beauty Care. The first batch of the Balik Pag-asa Program successfully graduated on August 11, 2016 with PDG RONALD M DELA ROSA, Chief PNP as the Guest of Honor and Speaker.
On September 20-21, 2016, the Regional Police Community Relations 12, in partnership with the Sisters from the Most Holy Name of Jesus Missionaries, General Santos City and RCHAP 12 conducted two-days Spiritual and Moral Upliftment Seminar at St. Michael the Archangel Chapel, PRO 12, Tambler, General Santos City. Participants were 22 PNP Personnel Assigned at RPHAU 12. Purpose of the activity is to uplift the spirit and morale of PRO 12 PNP Personnel involved in drugs and drug-related cases.

On October 28, 2016, personnel of Koronadal City Police Station led by
PSUPT BARNEY P CONDES, COP, together with different Brgy Officials and Parish Renewal Experience (PREX) Members, organized a 3-day PREX Seminar for 24 Surfacing Personalities Involved in Drugs (SPID), held at the Our Lady of Perpetual Help Society, Koronadal City, South Cotabato. Thereat, selected participants and PREX Members shared their personal experiences to others. The activity was conducted to encourage SPIDs to change not only for their own future but for their love ones as well.
