Introduction
The European Topic Centre on Climate Change impacts, vulnerability and Adaptation (ETC/CCA) is a
Consortium of European institutions contracted by the European Environment Agency (EEA) to
supply thematic expertise and carry out specific tasks identified in the EEA Multi-Annual Work
Programme (MAWP) and specified in the EEA Annual Work Programmes (AWPs) in the area of
climate change impacts, vulnerability and adaptation across Europe.
The ETC/CCA is a part of and supports the European environment information and observation
network (Eionet). The Eionet is a partnership network of the EEA and its member and cooperating
countries. It consists of the EEA itself, seven European Topic Centres (ETCs) and a network of experts
from 39 member and collaborating countries in national environment agencies and other bodies
dealing with environmental information.
The ETC/CCA assists the EEA in supporting EU policy development on climate change impacts,
vulnerability and adaptation and disaster risk prevention by providing relevant information and
contributing to the harmonisation, quality assessment and exchange of data and/or information.
This encompasses knowledge base, data and indicators on climate change and its impacts across
sectors and regions, assessment of climate change vulnerabilities and natural hazard risks to society
and ecosystems and current or planned adaptation strategies and actions. Supporting capacity
building in EEA member countries is a component of the ETC activities as well.
In particular, the ETC/CCA supports the implementation and the review of the 2013 EU Strategy on
Climate Change Adaptation, by assisting the EEA in supporting and evaluating the European Climate
Adaptation Platform (Climate-ADAPT) and preparing updated or new indicators and contributions to
assessment reports. The ETC/CCA is also increasingly assisting policy evaluation related work
following up the work initiated in 2015 on monitoring, reporting and evaluation of climate change
adaptation at national level.
The work of the ETC/CCA also follows and feeds into the cycle of large assessments every 5 years:
European State of the Environment and Outlook Report - SOER (2015 being the most recent; 2020
being the upcoming one).
In performing its activities under the overall leadership, steer and supervision of the EEA, the
ETC/CCA cooperates with the other ETCs on cross-cutting projects, where needed and appropriate,
which is explained in more detail in the descriptions of the relevant Tasks.

SA1.4 Climate Change Impacts, Vulnerability and Adaptation
EEA Strategic objective
To support and inform policy development and implementation in the area of climate change
impacts, vulnerability and adaptation by means of data, information, indicators and assessments.
Specific ETC objectives
To support the EEA in:
updating and improving the European Climate Adaptation Platform (Climate-ADAPT), by
implementing the mid-term Climate-ADAPT Strategy 2019-2021;
finalizing an EEA 2020 assessment report on urban adaptation in Europe and an EEA 2020
assessment report on monitoring, reporting and evaluation of climate change adaptation
policies in Europe, and participate in relevant dissemination events;
developing an EEA Report on ecosystem-based approaches to climate change adaptation
(CCA) and disaster risk reduction (DRR), to be published in early 2021;
drafting an EEA assessment report on climate hazards in Europe, to be published in 2021;
updating the EEA climate change and impacts indicators;
further developing methodological work on a 2022 EEA report on climate change impacts
and adaptation and on key types of adaptation measures (KTM);
contributing to the EEA 2020 Urban Sustainability Assessment report, the EEA 2021 ‘Just
transition’ Assessment report, and to the EEA ongoing work on water and agriculture;
organizing an EEA Expert workshop on climate hazard indicators in Europe, the European
Urban Resilience Forum, and the annual Eionet Workshop on climate change impacts,
vulnerability and adaptation (CCIVA).

Context
EEA has published comprehensive reports on climate change and its impacts in Europe in 2004,
2008, 2012 and 2016/17. These reports have informed the development and evaluation of the
2013 EU Adaptation Strategy as well as adaptation mainstreaming in relevant sectoral policies. DG
CLIMA has announced its intention to revise the EEA Adaptation Strategy by end-2020, informed by
its evaluation published in November 2018. The revised strategy will raise information needs
regarding climate change impacts and adaptation at the EU and national levels.
In 2019, the ETC/CCA has developed a scoping paper1 outlining various options for future EEA work
on this topic. EEA plans to publish an assessment report (and/or another product type; TBD) on
climate change impacts and adaptation in Europe by late 2022. The scope of this report will depend
on EEA-internal discussions (informed by the 2019 ETC scoping paper) and policy development
during 2020 (in particular draft versions of the revised EU Adaptation Strategy).
This ETC task aims to support EEA in developing a work plan for a 2022 climate change impacts and
adaptation report (and/or other product types) that corresponds to foreseen information needs by
the EEA target audience. This report will bring together relevant information from

CSI012 (Global and European temperature)
CSI042 (Economic losses from climate-related extremes)
CSI047 (Global and European sea level)

Context
The EEA is currently revising all its indicators. In this context, the number of adaptation-related
indicators will be reduced from 34 to around 6. The remaining indicators will typically be shorter
than the current ones, and they will be updated on an annual or biannual basis. The year 2020 is a
transition phase from the current to the new indicator set. However, any indicator update in 2020
should already be aligned with the new format.
The indicator on Global and European temperature (CSI012; annual update) presents past trends in
annual and decadal average near-surface temperature for the globe and for a region covering
Europe with the respect to the pre-industrial period based on 4 different datasets (HadCRUT4,
GISTEMP, NOAA global temp, ERA5 and includes the E-OBS for European temperatures). The
projected temperature and temperature extremes are based on the recent EURO-CORDEX
projections and in line with the IPCC Special Report on 1.5 C of climate change. This indicator will
be split into two3.
The indicator on Economic losses from climate-related extremes (CSI042; annual update) describes
the trend in economic losses from climate extremes based on the Munich Re dataset available to
EEA under institutional agreement, with data since 1980 for all 33 EEA member countries. The
indicator provides information per country, per year and per hazard category. The indicator is part
of the set of European indicators to measure the implementation of SDG13 Climate Action. 4 In
2019 the EEA, supported by the ETC/CCA, organized an Expert Meeting on the future of such
indicator (‘Losses from climate-related extremes in Europe’)5. The 2019 annual update could not be

made because of lack of data from Munich Re, therefore in 2020 two updates are planned6: one
with the 2018 data and one with 2019 data.
The indicator on Global and regional sea level (CSI047) currently presents time series of past and
projected changes in global sea level, patterns of past and projected changes of sea level in Europe,
and past and projected changes in extreme sea level in Europe, based on a variety of data sources.
In order to correspond with the new format and length requirements, this indicator will be split
into two: one on global and European time-mean sea level and another one on extreme sea level
and coastal flooding risk in Europe.
The indicator on Arctic and Baltic Sea ice (CSI053) presents time series of sea ice extent in the Arctic
Sea and the Baltic Sea, based on two data sources. It may be extended (in 2020 or possibly already
in the ongoing 2019 update) to include sea ice volume if quality-controlled data becomes available
(e.g. through CMEMS or C3S).
Detailed description of tasks
1. Preparing an updated assessment of CSI012 (Global and European temperature) with most
recent data and underlying assessments (like IPCC SR1.5), and publishing the indicator on
the EEA website. This indicator will be split into two7.
2. Preparing two updated assessments of CSI042 (Economic losses from climate-related
extremes) with most recent data, one for 2018 and one for 2019, and publishing the
indicator on the EEA website.
3. As a follow-up of the 2019 EEA-ETC/CCA Expert Meeting on ‘Losses from climate-related
extremes in Europe’), preparing a Briefing Note on the use of alternative and combined
data sources (the combination of empirical and modelled data) for total economic losses
estimate and the recent developments on data availability (e.g. Copernicus). This
document (4-6 pages) will not be an EEA publication, but a note that can be shared with
the 2019 meeting participants and interested stakeholders.
4. Preparing an updated assessment of CSI047 (Global and European sea level) with most
recent data and scientific information.
5. Preparing an updated assessment of CSI053 (Arctic and Baltic Sea ice) with most recent
data and scientific information.

Context
In September 2019, the EC presented a proposal for an Implementing Act on Adaptation Reporting
under the Regulation (EU) 2018/1999 on the Governance of the Energy Union. This proposal
includes a list of climate hazards on which countries are required to report. (This list may still
change in the coming weeks/months.) In 2020 DG CLIMA plans to start the process for developing a
new EU strategy on adaptation to climate change to be finalised in late 2020 or 2021. The structure
of the strategy is still not defined, but the strategy might include a description of several climate
related hazards which have caused significant economic losses in Europe.
The EEA intends to develop an EEA report and a Climate-ADAPT web atlas on climate hazards in
Europe by end-2020, jointly with the Copernicus Climate Change Service (C3S). The structure of
these products shall be closely aligned with the list of climate hazards indicators in the final
Implementing Act mentioned above. This ETC activity is intended to support the development of
this EEA report and the related web atlas.
In addition, the EEA will develop a Briefing on selected climate hazards in Europe summarizing
existing information in various recent assessments and indicators published by EEA. The briefing
will be primarily used for informing policy makers on observed and projected climate hazards and
will be based on qualitative information.
Detailed description of tasks
• For each of the climate hazards mentioned in the Implementing Act, review which specific
indicators (if any) related to them have been used on national adaptation platforms, in
national risk assessments and by national weather and climate services, for past changes as
well as future projections. A particularly relevant information source is the ERA4CS Indecis
project8, which has already identified 136 such indicators.

• Organisation of an expert workshop on climate hazard indicators. Participants should have
close knowledge of climate hazard indicators, and they should represent countries from
different European regions/climate zones.
• Develop recommendations for the operationalisation (if possible) of each climate hazard in
the Implementing Act through one or more specific indicators (including proxy indicators
where relevant). These recommendations should consider:
the use of these indicators in national contexts across Europe, based on the review
above;
applicability and relevance in different climatic regions across Europe (also from a
user’s / impact and adaptation perspective);
consistency with essential climate variables as defined by WMO and other
international or European indicator sets;
availability of European-wide data from observations, reanalysis and model
projections, in particular through C3S or current EEA indicators.
The recommendations need to be specific enough (e.g. in terms of underlying variables,
spatial and temporal aggregation, and uncertainty representation) to be used as the basis
for the development of computational codes for the C3S Climate Data Store. The
development of the code itself is not part of this task; it will be done by C3S or consultants
working for C3S. This task requires regular interaction with EEA and with C3S or contractors
working for C3S.
Write a draft EEA report on climate hazards in Europe, including text and graphical
illustrations, in close collaboration with the EEA. This report would summarize the
development of key climate hazards across Europe and include links to more detailed
information available on Climate-ADAPT.
To review a briefing which will include summarized information on climate hazards in
Europe. The briefing will be prepared internally in the EEA using already existing
information from various EEA climate change assessments and indicators. The aim of the
briefing is to present summarized information on observed and projected climate hazards.
It will be published in mid-2020 in order to potentially support the process of preparing a
new version of the EU strategy on adaptation to climate change.

Further development of a methodological framework for key type measures, targets and
outcomes from a monitoring, reporting and evaluation perspective
Context
There is growing interest in Monitoring, Reporting and Evaluation (MRE) systems for climate
change adaptation at national level. An increasing number of countries are developing and
implementing such systems and many are planning to do so in the future. This is driven by National
Adaptation Strategies and Plans (NASs/NAPs), and increasingly also by international developments
and key global agreements of 2015 (Sendai framework for disaster risk reduction, SFDRR;
sustainable development goals, SDG, and the UNFCCC climate change Paris agreement), as well as
EU policies (the 2017/2018 evaluation of the EU climate change adaptation strategy, the Regulation
on the Governance of the Energy Union and Climate Action).
The 2014 EEA report on National adaptation policy processes in European countries provided a
Europe-wide state of play for adaptation policy processes. Since then, the situation in many
member countries has evolved, including the adoption of NASs/NAPs and the development of
monitoring and evaluation frameworks for national adaptation policies and measures.
The 2015 EEA Technical Report on ‘National monitoring, reporting and evaluation of climate
change adaptation in Europe’ demonstrated the importance and interest of countries in sharing
experiences and approaches. The report specifically highlighted the importance and interest of
countries in further understanding the methods that can be used to monitor and evaluate
adaptation policies.
In 2016 ETC/CCA produced a technical paper on ‘Evaluation of climate change adaptation at
national level in a learning context’, which summarised lessons that may be learnt from evaluation
activities in other thematic areas with somewhat similar characteristics, including adaptation in the
context of international development cooperation, national sustainable development and
biodiversity policies.

In 2017 and 2018, ETC/CCA expanded the work on adaptation indicators by developing an ETC/CCA
Technical Report on ‘Indicators to monitor adaptation to climate change’. Besides information on
national level adaptation indicator sets, the activity took into account progress at global level,
regarding information and indicators to be reported (e.g. SFDRR and SDG), as well as EU level.
Indicator sets from 5 countries (12) with detailed information on national level adaptation indicators
(including metadata) were systematically collected and used for a first assessment of the
similarities and differences of the approaches employed by the four aforementioned countries. The
Commission SWD on the Evaluation of the EU Strategy on adaptation to climate change refers to
this activity in several sections.
In 2018-2019, ETC/CCA prepared draft report that brings together the working areas since the 2014
report and will be structured along the lines of 1) national adaptation policies and planning, 2) the
implementation of adaptation actions and 3) understanding progress and effects of adaptation (13).
At the 13th Eionet workshop on CCIVA, held in June 2019, participants re-expressed a great interest
in learning from each other regarding monitoring, reporting and evaluation for adaptation and the
use of adaptation indicators. In 2020, the report will undergo Eionet consultation and will be
finalised for publication.
In 2019, methodological developments of Key Type Measures (KTM) for adaptation was drafted in
a scoping paper. These Key Type Measures for adaptation and options will be further developed
into sets of adaptation KTM at European level and made available on Climate-ADAPT.
Detailed description of sub-tasks
Report on MRE and national climate change adaptation policies
In 2020, an EEA report will be published based on the draft prepared in 2019 and the results of the
extended Eionet consultation in Q1 2020.
The deliverable will consist of a final draft report incorporating the feedback from the extended
Eionet review and ready for editing, layout and publication, including all chapters, draft figures,
references and copyright permissions.
Key Type of Measure (KTM) classification for Adaptation, targets and outcomes
In analogy to work done for other environmental policy domains (like water, with the WFD)
different options to group individual adaptation measures are explored in a scoping paper in 2019.
Idea is to develop Key Type Measures that can be applied on all measures in NAPs (or other
adaptation plans at sectoral or spatial level). The sound link to adaptation options developed in
Task 1.4.3.1 will be ensured.

In addition to measures, short notes (max 2) on targets and outcomes will be prepared with a focus
on monitoring, reporting and evaluation and to further improve step 6 of the Adaptation Support
Tool (AST).

Context
The work planned for 2020 is largely a continuation of the work carried out in 2019. The main task
is the finalisation of the ‘Urban adaptation to climate change in Europe’ report. The tasks on
improvement of the ‘urban’ content of Climate-ADAPT and support to the European Urban
Resilience Forum are largely the same as in 2019. Also, the cross-cutting work on the Urban
Sustainability Assessment 2020, will continue.
Recognising the focus on de-carbonisation and social justice in the new European Commission, a
potential new task is the contribution of Climate Alliance to the Just Transition report, through
their close knowledge of the Covenant of Mayors community.
Detailed description of subtasks14
Subtask 1 - Finalisation of the assessment report ‘Urban Adaptation to Climate Change in Europe
2020’ (working title)
1) Finalisation of the content of the report after its internal review (Q1), including e.g.
development of additional text boxes with case studies, re-writing of text sections,
provision of additional evidence and illustrative material; and preparation of the report for
the Eionet review.
2) Support to the project manager in addressing the comments from the Eionet consultation
and expert review (Q2)
3) Ad-hoc support to the project manager in the publishing process (e.g. management of
references, provision of metadata) (Q2)

Subtask 2 – Update and development of content of Climate-ADAPT
The urban sector updates of Climate ADAPT (Database and Webpages) – Task 1.4.3.1; subtasks c),
d) and e); deliverables 1.4.3.1D1(1), 1.4.3.1D2(1), 1.4.3.1D2(2) and 1.4.3.1D3(1) – are addressed
and included (also in terms budget) within this Task 1.4.2.2. Therefore, the Climate ADAPT thematic
expert for the urban sector will perform all the relevant activities as part of the urban Task, but will
also take part in Climate-ADAPT meetings and follow all the procedures (including monitoring)
under Climate ADAPT (see Task 1.4.3.1).
a) Manage and update the content of the Urban Adaptation Map Viewer
Identifying and obtaining data for updates of existing layers: participation in initiatives,
projects, Eurostat layers on socio-economic characteristics;
Working with colleagues from the EEA geospatial group and ETC/ULS to update the maps;
Potential development of new data layers and associated narrative
b) Bi-annual review and updating the Urban Adaptation Support Tool
The work includes any necessary revisions of and additions to the contents of the Urban
Adaptation Support Tool (in collaboration with the Covenant of Mayors).
c) Maintenance of urban sector Climate-ADAPT Database (DB) Content- deliverable
1.4.3.1D1(1)
The thematic expert will support the updating of the DB consistency and content quality
assurance by means of:
a) Update all the categories of Climate-ADAPT DB items under the urban sector, according
to the identified gaps.
b) Support DB submissions by external providers.
c) Implement the procedure for updating, archiving and deleting DB items.
d) Check and improve the internal consistency of DB items: re-tagging DB items, including
transnational regions geographic characterization.
d) Enhancement of Climate-ADAPT case studies and adaptation options
Case studies
Systematically update the Climate-ADAPT DB case studies on the urban sector
published before 2015.
Develop new case studies in the urban sector
Support and edit submissions of case studies by external providers.
Adaptation options
Refine and review the adaptation options available in Climate-ADAPT on the urban
sector. In particular cross check case studies and adaptation option items to assure

that all the options that are described in the cases are included in Climate-ADAPT
DB.
Provide support to external providers.
e) Ad-hoc support to development of other ‘urban’ Climate-ADAPT content
Implement the mechanism for a regular and systematic content update of Climate-ADAPT
web pages (as an element of the Climate-ADAPT Strategy 2019-2021), for the following
pages: Covenant of Mayors, Urban Sector, UAST, UAMV.
Subtask 3 - Support the EEA in organising the European Urban Resilience Forum 2020
The primary aim of EEA and ETC/CCA participating in this event is to a) gather materials for the
urban contents of Climate-ADAPT, with a focus on development of new case studies; and b) to
promote the urban adaptation work of the EEA. ETC contributions will involve: detailing the
programme and developing short background documents for participants, speakers and
moderators; finding appropriate stakeholders; supporting the organisation during the day in the
form of moderating, observing, session set up and/or general support.
Subtask 4 - Contribution to the 2020 Urban Sustainability Assessment, including assessment of
several thematic nexus relating to urban adaptation
Background
On Q3 2020 the EEA will be launching the 2020 Environmental Sustainability in Cities report (2020
ESIC Report). This report will culminate the work being done since 2017, with support by a
Framework Contract (Led by Collingwood environment Planning - CEP). The ETC/CCA have been
participating in the preparation of this report first since 2019 and by the end of 2019 a draft report
will be prepared (based on discussions with urban stakeholders meeting on 19-20 November 2019
in Copenhagen at the invitation of EEA).
A consultation period will follow and a final draft report is expected by 15 March 2020. Then the
production/publication phase will start, together with preparation of communication,
dissemination and launching materials.
A reflection on the work done until and in 2020 – having in due account a critical evaluation of the
urban priority cross cutting project – should support the selection, integration and coherent
implementation of specific lines of work on urban sustainability from 2021 onwards, including the
ETCs collaboration.

Expected main outputs
• To prepare an EEA Report on ecosystem-based approaches to climate change adaptation
(CCA) and disaster risk reduction (DRR), to be published in early 2021.
Context
At global and European level, climate change and natural hazards (e.g. heat waves, heavy
precipitation) have large impacts on European economy, ecosystems and human health. Most of
these events are projected to increase in frequency and severity in the coming decades across
Europe, based on the climate projections (see EEA reports published in 201716).
In order to mitigate to the climate change impacts and natural hazards, the use of ‘ecosystem-based
approaches (EbA) for climate change adaptation (CCA) and disaster risk reduction (DRR)’ have
emerged within global multilateral frameworks such as the international UN Framework Convention
on Climate Change (UNFCCC), the UN Convention on Biological Diversity (UNCBD), the Sendai
Framework for Disaster Risk reduction (SFDRR) and the New Urban Agenda, and adopted as specific
and effective practices for CCA and DRR. All these EbA for CCA and DRR have become relevant as
well for the implementation of the Sustainable Development Goals (SDGs).
At EU level it is worth to mention the some key initiatives relevant for this work such as:

the EU Guidance document on a strategic framework for further supporting the deployment
of EU-level green and blue infrastructure21 (2019)
the EU Guidance document on integrating ecosystems and their services in decision-
making22 (2019).
Furthermore, many research projects supported by the EU programmes (e.g. FP7, H2020, Interreg
programmes) have enhanced knowledge on biodiversity vulnerability, CCA for biodiversity and CCA-
DRR integration. Several H2020 projects started aimed to conduct innovative research on different
aspects of EbA.
Current established web-based knowledge portals and multi-stakeholders coordination platforms on
CCA, DRR, biodiversity and water are also relevant to communicate consistent knowledge and to
increase access to tools and resources and foster the exchange of experiences, lessons learned and
good practices on policy, data, research and case studies of EbA at EU level.
In 2019 the EEA with the key support of ETC/CCA produced a Scoping Paper23 on ecosystem-based
approaches for climate change adaptation (CCA) and disaster risk reduction (DRR) aimed to define
the contents of a new EEA report and as well an Annotated Outline24 of this EEA report.
An EEA expert meeting (13 – 14 March 2019) was organized at EEA that involved experts from
European Commission (EC) and European and international scientific institutions working on the
topics of CCA and DRR. The scope of the meeting was to share knowledge, experiences and insights
about different aspects of ecosystem-based approaches for CCA and DRR and to review a proposed
1st draft outline for the Scoping Paper. Building up on this, the development of the EEA Scoping Paper
involved also an ad hoc established Advisory Group including experts from EC, scientific institutions
and from the European Topic Centre on Biological Diversity (ETC/BD) and the European Topic Centre
on Urban, Land and Soil systems (ETC/ULS). The Scoping Paper was developed through a 1st and a 2nd
draft reviewed from the Advisory Group and proved the relevance of an EEA report in addressing
them.

Detailed description of tasks
The following specific activities are carried out in 2020 to prepare an EEA report on ecosystem-based
approaches for climate change adaptation (CCA) and disaster risk reduction (DRR) based on the 2019
work. Activities will include:
• preparing the 1st draft and 2nd draft of the report, using the results of the 2019 work as basis
(the Scoping Paper and the Annotated Outline of the report).
• addressing the comments from the review of the final draft by the Advisory Group and the Eionet
• developing the final version of the report (including final list of references included in the
reference system)
• providing the underpinning data for the maps and graphs
• supporting the preparation of and participating in relevant meeting (including advisory group
and authors team meetings), which will be organized also by electronic means (e.g. Skype,
WebEx).
• assisting in management of the authors team of the report
• supporting the preparation of a draft version of an article in a peer-review journal describing the
process and main findings to be submitted in 2021
The outcome of the expert meeting and the defined annotated outline of the EEA report will be input
for the 2020 EEA report. This assessment aims to facilitate a better awareness and communication
among decision-makers, policy and science experts and practitioners of CCA and DRR on differences
and potential synergies between both areas regarding the knowledge base, policy developments and
implementation of ecosystem-based approaches for preventing and preparing to the climate risk.
The report could serve as well as an input to the potential EC process of updating the EU Adaptation
Strategy in the coming years. The target audience of this EEA report include EC experts, policy-makers
and stakeholders of EIONET member countries. (This report will most likely published in January 2021
and will involve a Launch Event).
The first draft of the assessment will be sent to the Advisory Group (formed in 2019), and then the
second draft will undergo an EIONET and Advisory Group review. These of the comments will be
analysed and addressed into the subsequent stages of the report.

Expected main output
Fully developed case studies that support linking the pressure analysis with policy analysis.
Context
In the context of European policies and the global sustainable development goals, Europe has
committed itself to a path of sustainable development. None the less, it is widely recognized that in
regards to water and agriculture Europe is currently not on track to meet this objective. This impact
of agricultural production on water has increased throughout the 20th century with increased
intensification of agricultural production, a production, which has provided tremendous benefits
for Europe, including food security and the generation of income and employment in rural areas,
but which unfortunately is pushing the boundaries of environmental sustainability.
Agriculture covers roughly 40% of the area of Europe, hence the production methods applied by
the sector has widespread impact on the natural environment. Recent data on the decline of
biodiversity, the loss of soils and the status of water supports this observation. This development
has taken place in spite of Europe having numerous policy objectives to alter this trajectory, and
although some improvements have taken place, they have not been enough to change the
development.
As climate change projections suggests large changes in water availability across Europe it is
becoming increasingly important to understand mechanisms governing water quality and quantity,
both in terms of the direct drivers at farm level, and wider indirect socio-economic and climatic
drivers.
The approach followed in this study is novel in that it combines the indirect and direct drivers with
the analysis of how the CAP, WFD and ND influences the impact of agriculture on water, with focus
on the influence of farm level management. The analysis will be based on existing data and
information, and builds on a large body of work, including the ongoing evaluation of the impact of
the CAP on water led by DG Agri.
It is our hope that the work could eventually lend support to the mainstreaming needs of the CAP
and water policies. Such results could support the further development of river basin management
plans and their programs of measures. They could also support improved implementation of the
water and agricultural policies on national and regional level, in this way providing a contribution
towards the science-policy interface.

In this context, this report strives to address:
The extent of the problem: The nature and geographical spread of the dominant pressures
stemming from agriculture: diffuse pollution (nutrients and pesticides), agricultural water
use, and hydro-morphological pressures, including outlooks on potential future climate
change impacts.
Factors that influence the ability of farmers to take up technical recommendations to
reduce environmental pressures and impacts, including knowledge, financial capacity, cost
and availability of labour, market access and technological innovation.
The indirect drivers that exist outside the control of the agricultural community, such as
consumer choices, market conditions, population changes, rural exodus, land use changes,
and climate change.
The ways in which the current agricultural and water policy frameworks are addressing
these issues raised above, and including potential gaps and limitations. Because we are in
the transition from one CAP period to another, the starting point will be the existing CAP,
but the work will also take the new CAP into account as possible. Publication and analysis
of the new CAP will depend on the timeline of the adoption process.
In addition to existing data and information, a key element of the report will be a collection of case
studies, developed specifically for this report. This will demonstrate Member States’ and farm
production level experience with the implementation of the existing water and agriculture policy
framework, and the solutions they found to the challenges experienced. At present, an overview of
the anticipated studies is being compiled and a process for selecting them has been established.
Detailed description of subtasks
Case study development
In 2019, a collection of case studies will be selected with the aim of supporting key points made in
the report. These cases will be developed in 2020 following an agreed template. Case studies will
be delivered in separate report, and need to be integrated into 2nd draft of report. Fresh Thoughts
should develop two Case studies.
Contribution to finalising 2nd and final draft of the report for Eionet consultation
Develop the chapter on climate change according to agreements made based on first draft
(Dec 2019).
Uptake of relevant results from DG-Agri ‘impacts of CAP on water’ report (end 2019)
Follow-up on consultation outcomes.

Support the EEA in implementing the Climate-ADAPT Strategy 2019-202127, with focus on:

regularly and systematically updating the content of all Climate-ADAPT webpages;
implementing the Climate-ADAPT Dissemination Strategy;
improving and updating specific sections and components of Climate-ADAPT (AST, search
engine) and developing new elements (climate service interface for C3S, interconnections
with other platforms).
Context
Climate-ADAPT aims at supporting decision-makers in Europe, with the following three objectives:
a) to facilitate the collection, sharing and use of information on climate change impacts,
vulnerability and adaptation, and build a consistent and updated knowledge base;
b) to assist an effective uptake of the relevant knowledge by international, EU, national,
regional, local or sectoral decision makers;
c) to contribute to a greater level of coordination among sectors and institutional levels.
Climate-ADAPT is steered and managed jointly by DG CLIMA and EEA. In addition, there is an
Advisory Group, led by EEA and DG CLIMA and involving all relevant DGs of the European
Commission, ensuring linkages and synergies across Commission/EEA activities on various
platforms and networks.
After the 2018 Climate-ADAPT evaluation and the deployment of the new platform in early 2019,
the EEA, supported by the ETC/CCA, has focused its work during 2019 mainly on assuring fully
operation of the platform, a regular updating and maintenance of all its sections and a regular
activity to disseminate and outreach the platform.
The activities in this Task are implementation actions linked to the priorities identified in the 2019-
2021Climate-ADAPT Strategy, assuring the consistency between the strategic planning level and
the implementation level.

ETC/CCA will provide support to the EEA in carrying out these subtasks, considering the resource
availability, prioritization and the flexibility needed when managing a complex information system
such as Climate-ADAPT.

UVMB, will be updated and developed under Task 1.4.2.2.)
D1 ‒ Maintenance of Climate-ADAPT Database (DB) Content
Update all the categories of Climate-ADAPT DB items, according to the identified gaps.
Support the DB submissions by external providers.
Implement the procedure for updating, archiving and deleting DB items.
Screen LIFE projects and identify the relevant ones to be included in the DB.
Check and improve the internal consistency of DB items: re-tagging DB items, including
transnational regions geographic characterization.

D2 ‒ Enhancement of Climate-ADAPT case studies and adaptation options
Case studies
Systematically update the Climate-ADAPT DB case studies published before 2015
Develop new case studies based on the identified key gaps (e.g. Marine and fisheries)
in the 2019 annual analysis in terms of sectors, impacts and geographic coverage.
Support and edit submissions of case studies by external providers.
Update in Q4 the annual case studies coverage analysis, identifying possible gaps.
Adaptation options
Refine and review the adaptation options available in Climate-ADAPT. In particular
cross check case studies and adaptation option items to assure that all the options that
are described in the cases are included in Climate-ADAPT DB.
Provide support to external providers.
Update the existing matrix of adaptation options per case study with the identification
of the links between the two and ensure appropriate cross-linkages between case
studies and adaptation options.
Update in Q4 the annual adaptation options coverage analysis, identifying possible
gaps.

D3 ‒ Further development of Climate-ADAPT Web Content
ETC/CCA will implement the mechanism for a regular and systematic update of the content of the
Climate-ADAPT web pages, as an element of the Climate-ADAPT Strategy 2019-2021.
Specific support will be provided to the development of the following Climate-ADAPT sections.
Homepage, About page, Help page
Homepage – Manage and update the rotating banner and the other elements of the
“Homepage”
About page – Update the elements of the “About” webpage to integrate the new
developments of the platform, including the Climate-ADAPT profile
Help page – Update the elements of the “Help” section, including the guidance to the

EU Policy – Update the EU policy pages according to the potential changes related to the
new EU Adaptation Strategy and the Multiannual Financial Framework 2021-2027.
Knowledge section
Climate Services interface in Climate-ADAPT – Contribute to the development and
testing of the Copernicus Climate Change Service interface in Climate-ADAPT.
AST - Analyse and implement the recommendations of the 2019 revision28 under the
option defined ‘incremental update’: update text, content, knowledge items, cross-link
to diverse other portals on different scales, add more substance in step 2.
Research projects – Update the presentation of main relevant H2020 projects including
the submission of project results as DB items.
D4 ‒ Implement the Climate-ADAPT Dissemination Strategy
As an element of the Climate-ADAPT Strategy 2019-2021, the Climate-ADAPT Dissemination
Strategy, aims at: improving the use of the platform by all potential users and providers; promoting
the exchange of information; enhancing the uptake of the relevant knowledge; and increasing the
coordination among sectors and institutional levels.
The ETC/CCA will support the EEA in implementing it, by developing and carrying out dissemination
activities that ensure the appropriate coverage, integration, coherence and consistency in
achieving the above stated aims.
According to the results of the Climate-ADAPT evaluation, some specific user groups have not yet
been sufficiently reached out, namely: sectoral experts and users from eastern and central
European countries. Therefore, to address this need, the 2020 dissemination and communication
activities will include targeted actions for these specific groups.

vulnerability and adaptation (CCIVA)
Participate in the three annual NFP/Eionet meetings
Context
EEA organises one annual Eionet workshop on CCIVA and three NFP/Eionet meetings.
In 2020 the 14th Eionet workshop on CCIVA will be organised by the EEA (in June), with the purpose
of discussing on-going and planned work on CCIVA by the: EEA, European Commission, international
organisations and EEA Member Countries. In 2020 the EEA will organize also three annual
NFP/Eionet meetings (in February, May and October).
Detailed description of tasks
The ETC/CCA will participate and contribute to the 2020 Eionet workshop on CCIVA, including by
contributing to the preparation of the minutes of the workshop and follow-up report.
The ETC/CCA will participate in the 2020 three annual NFP/Eionet meetings (and attached regular
EEA/ETC coordination meetings), including by preparing related ETC documents upon EEA request.

• Secure resources and capacities to support the activities
• Prepare progress reports periodically and implement changes in the ETC/CCA work if needed.
Detailed description of tasks
The ETC/CCA Consortium Coordinating Team based at CMCC – composed of the Manager and
Scientific Coordinator Silvia Medri, the Scientific/Technical Deputy Manager Valentina Giannini and
the Administrative/Financial Deputy Manager Lorella Reda – will regularly coordinate
administrative/financial and technical/scientific work for the efficient running of the ETC/CCA.
Furthermore, the Coordinating Team will be responsible for the following activities.
(In relation to deliverables 1.4.6.1KD4-7) Coordination of the preparation of the three Quarterly
Progress Reports (QPRs) and the final report describing the progress of activities and budget use
by the ETC/CCA (with the contribution of all Partner Leaders37); coordination of the preparation
of the Consortium’s biannual financial reporting Financial Cost Statement (FCS) (with the
contribution of all Partner Leaders).
(In relation to deliverable 1.4.6.1D2) Organisation and preparation of and participation in the
annual ETC/CCA Kick-Off Meeting (during the first quarter of the year), involving Task Managers
as well as the responsible EEA staff (Partner Leaders can be requested to follow the meeting
virtually. Possibly some key experts might be asked to also participate in the meeting). This
meeting aims at launching the 2020 activities, supporting the continuity of work from one year

to the subsequent one, assessing the main expected outcomes in the year for the various Tasks
and supporting the work planning.
(In relation to deliverable 1.4.6.1D3) Organisation, preparation of and participation in two
ETC/CCA Management Committee Meetings in the second and third quarter of the year
respectively. Participation is usually by videoconference in the first meeting and by physical
presence at the EEA premises in the second meeting. Additional similar meetings with Partner
Leaders, Task Managers and (possibly) Task Deputy Managers as well as the EEA staff might be
organized by electronic means depending on the needs emerging in the course of the year.
These meetings aim at assessing the work progress and the budget use in the various Tasks,
planning future steps and addressing any problems that might emerge.
In order to reduce travel costs and CO2 emissions and to effectively use experts’ time, these
meetings will be organized as much as possible back-to-back with other planned EEA meetings (such
as the NFP/Eionet meetings or the Eionet workshops) or by using information and communication
technologies (ICTs) (e.g. phone- or Web- conferencing).
