What are Emerging Contaminants (ECs)?

The US Department of Defense defines Emerging Contaminants as: “A contaminant that:

• Has a reasonable possible pathway to enter the environment; • Presents a potential unacceptable human health or environmental risk; and

• Does not have regulatory standards based on peer-reviewed science, or the regulatory standards are evolving due to new science, detection capabilities, or pathways.”

In addition, the US Environmental Protection Agency further defines Emerging Contaminants as:

“A chemical or material that is characterized by a perceived, potential or real threat to human health or the environment or by a lack of published health standards.”

What are Perfluorinated Compounds (PFCs)? Perfluorocarbons (PFCs) fall into the Emerging Contaminant (EC) category from both

the US DOD and US EPA perspectives, with both agencies working collaboratively to identify potential sources, locations, and paths forward. PFCs represent a large family of synthetic chemicals that are used in a diverse

selection of manufacturing processes: PFCs were commonly used in surface treatments

–Non-stick cookware (Teflon®) –Breathable, all weather clothing (Gore-tex®) –Scotchgard™ –Fluoro-elastomers (gaskets, O-rings, Hoses) –Paper and packaging protectors

PFCs were also commonly used in performance chemicals –Mining and oil surfactants –Insecticides –Lubricant manufacturing –Metal plating baths, including Chromium Plating –Aqueous film forming foams (AFFF) for fire fighting

Are there specific types of PFCs? AFFF is an effective firefighting agent, applied by blanketing the fuel, which cools

the fuel surface and prevents re-ignition and release of flammable vapors

Two types of fire suppression foams were in used at NAVSTA Newport: Class A (AFFF) and Class B (non-PFC, protein-based foams).

For Class A (AFFF) foams, only some of them contain PFCs

In general, PFCs are considered generally resistant to environmental decomposition, meaning they may persist in soil and groundwater

Because of their stability, PFCs can be associated with potential risks to higher trophic level receptors (birds, mammals) and human organs that function in adsorption (liver, kidney)

The Navy and PFCs

AFFF for extinguishing liquid hydrocarbon fires.

Fire-fighting training exercises occur 3 to 4 times per year

at NAVSTA Newport.

NAVSTA Newport switches from using

Class B (protein-based foam) to

Class A (AFFF) on an installation-wide

scale.

Chemical industry begins to phase out

the use of AFFF containing PFCs. NAVSTA Newport

also phases out use of AFFF containing

PFCs.

Does the Navy expect to find PFCs at NAVSTA Newport?

Yes. The first step in the Navy’s guidance is consider whether PFCs were potentially stored or used, and to develop a site-specific conceptual site model (CSM) for the locations where further assessment may be warranted

The Navy has identified approximately

50 areas that are being evaluated and considered for assessment relative to the potential for former use of PFCs

The most likely areas with PFCs at NAVSTA Newport are associated with former fire suppression systems and former firefighting training areas

Other potential areas within the Naval Station include the former landfill (McAllister Point), historic storage areas and buildings, and former plating shops

What has the Navy accomplished relative to potential PFCs at NAVSTA Newport?

Developed an Initial PFC Assessment (Jun 2015)

Initiated an expanded “PFC Preliminary Assessment” (PA) after the identification of prior PFC storage and use with in the Melville area (Jun 2015)

Continued to review the historic potential storage and use of PFCs across the Naval Station, prioritizing assessment of the Melville area and portions of Tank Farms 4 and 5 (Sep 2015)

Developed Sampling and Analysis Plans and completed groundwater sampling for PFCs within the Melville Area and Tank Farms 4 and 5 (Oct/Nov 2015)

Continuing to review the inventory of potential PFC areas across the Naval Station with a prioritization schedule for continued sampling (Jan 2016)

Continuing to refine the PFC PA Report for regulatory review (Jan/Feb 2016)

What are the next steps planned relative to PFCs at NAVSTA Newport?

Continue to prepare and implement groundwater sampling plans that include the analysis of PFCs at all locations where the potential exists for PFCs (FY16, FY17)

Continue to work closely with EPA and Rhode Island Department of Environmental Management (RIDEM) on whether additional events are warranted based on the team’s findings and PFC results.
