Weatherization Assistance Program (WAP): State/local agencies carry out residential energy retrofits in low –income residences that reduce energy consumption while concurrently reducing energy costs for these families.

State Energy Program (SEP): State-led energy projects serve as an important foundation for reducing energy use and costs, developing environmentally conscious state economies, and increasing renewable energy generation.

Policy & Technical Assistance Team (P&TA): Assist in developing tools and solutions to barriers facing state and local government expansion of energy efficiency policies and programs and replicating successful efforts demonstrated by public sector leaders.

State Energy Planning - Awardees: ID, IL, MI, MN, SC

• Bolster state/regional energy planning by funding efforts to facilitate stakeholder and interagency discussions and related activities concerning the future direction of the energy sector in the region/state, with emphasis on the electric power sector and natural gas supply and transport and how energy efficiency and renewable energy fit into the vision for the future.

Opportunities for Innovative EE & RE Practices - Awardees: AL, AR, KY, MN, NM, TX, VT (2), VA, WA

• Assist states in advancing residential, commercial and/or industrial markets for energy efficiency and renewable energy through a set of policy and regulatory actions within a topical portfolio of three transformative categories: (1) developing or expanding utility-related programs; (2) working with local governments; and (3) developing or designing financing programs, EM&V strategies, or benchmarking & disclosure programs.

Highlights:• A roadmap for 8 Western states and 1 Canadian Province outlining pathways for greater energy efficiency and

renewable energy deployment in the region to meet reliability, resiliency and environmental regulatory objectives.

• First ever ESPC program for local governments resulting in 4.25 M sq. ft. of public buildings and savings of $3.3M.• Statewide wastewater energy efficiency/distributed energy resources program using ESPC and PACE methods to reduce

5 M Kwh/year, DER at 2-5 sites with anaerobic digesters, and use of DG.• Creation of benchmarking and disclosure programs in up to 6 Texas cities with potential reductions of 34 TBTUs of

energy over a 3 year period.• Development of a Home Energy Score label and implementation in 2 Southeast states (AL, AR) in 1500 homes resulting

in 450 retrofits in 2 years; estimate a 450 percent increase in homes labeled and associated retrofits by 2020 in both states.

• FY 2015 Formula Grants• Formula Allocations package released January 2015.• All 15 of the grantee applications with an April 1 Program Year start date have been fully

awarded. Of the 36 grantees with a July 1 Program Year start date, 34 grantee plans have been fully awarded, 2 grantee state plans have been forwarded to FAO for final approval.

• National Evaluation Release (tentatively September 2015)

• WAP Quality Work Plan• Quality Control Inspector certifications are continuing; as of August 31st, nearly 1,400 (1,393)

staff received professional certifications. • By beginning of PY 2015, all production being reported must be inspected by a certified QCI.

• Other Program Activities • The NASCSP 2015 Annual Training Conference is being held this week (September 16-18) in

Sacramento. DOE is participating in a Federal Perspectives session. • National Weatherization Day October 30, 2015: Dr. Danielson to visit the Association for Energy

Affordability, Inc. (AEA) and the NYS Division of Housing & Community Renewal. He will announce Weatherization Day at AEA’s Building Bridges to Net Zero conference in Brooklyn, NY.

Supporting State and Local Governments in Energy Data Collection and Tracking Efforts for Strategic Energy Management:

• The Regional Energy Efficiency Organizations (REEOs) collectively partnered with 13 public sector entities to enhance energy consumption and management tracking.

Facilitating the Deployment of Energy Efficient Street and Outdoor Lighting

• NEEP released a report titled, LED Street Lighting Assessment & Strategies for the Northeast and Mid-Atlantic

• MEEA working with local governments in IL, MI and IN to address project scoping, and implementation guidance.

• SWEEP completed an inventory of street and area lighting incentive programs offered by major electric; conducted webinar to showcase Las Vegas and other jurisdictions with successful projects.

• SPEER developed a guide on high efficiency street lighting after interviews with cities and utilities including highlighting the progress in El Paso, Houston, and San Antonio.

Increasing Investment in Clean Energy

• SPEER conduct targeted outreach and provided technical support to local governments on Commercial Property Assessed Clean Energy (PACE) including holding two webinars on the topic and a workshop in Austin, TX. Thus far, two local governments have officially adopted Commercial PACE programs in TX with at least two more expected by the end of 2015.

• SWEEP partnered with Utah Clean Energy to develop a statewide Commercial PACE financing model program titled, Utah’s Commercial PACE Model Program.

• SEEA supported Arkansas in establishing a loan loss reserve backing rural utility on-bill efforts, working directly with Electric Member Cooperatives (ECMs) in the state. Provided assistance to two ECMs, Roanoke, NC and Tennessee, that applied for USDA’s Rural Utilities Service Energy Efficiency and Conservation Loan Program.

Residential PACE Update

On August 24, 2015, HUD’s Federal Housing Authority announced a path forward for residential PACE:

• Properties with subordinated PACE loans can be purchased and refinanced with an FHA insured mortgage

• HUD has released preliminary statement with further guidance forthcoming addressing the following issues:

• Lien position

• PACE payment, structure and terms

• Eligible Properties

• Equity Requirement

• Record Keeping

Better Buildings Challenge

Goals: Make commercial, industrial buildings & multifamily housing 20%+ more efficient over 10 years. Save $80B+ annually for U.S. organizations after 10 years. Create American jobs, improve energy security, and mitigate impacts of climate change.

Outcomes to date: More than 190 partner organizations representing >3B square feet across the public and private sector. 47 State and Local Partners. 2.5% Annual Energy ($100M) Savings to date for Commercial, Education, Industrial, Multi-family, and

State & Local Partners. Four Public Sector partners reached portfolio 20% EUI reduction goal ahead of schedule:

Maryland (21% reduction) City of Beaverton, OR (20% reduction) City of West Palm Beach, FL (21% reduction) Camas School District in Washington (28% reduction).

2015 Better Buildings Summit Occurred May 27-29, 2015 in Washington D.C. and had more than 900 registrants. Of the 900 registrants, 168 were representatives from state and local

governments and K-12 school districts.

Energy Savings Performance Contract (ESPC) Accelerator: Designed to expand the use of ESPC by state and local governments and K-12 schools, by catalyzing public-

sector energy efficiency investments of $2 billion from January 2013 to December 2016 through best-practice approaches to enhance ESPC programs.
