State Analysis: Planning for GHG Regulations

• Supported National Governor’s Association Policy Academy to provide direct modeling technical assistance to MI, MO, PA, and UT to explore policy design options to meet federal GHG requirements

• Explored each state’s unique situation and policy objectives; specifically highlighting the impacts of key policy choices on emissions, costs, and co-benefits:

– Rate vs. mass compliance

– Whether to cover new natural gas facilities

– Distribution of allowances on costs and benefits to electricity producers and consumers

– Allowing trading with regional partners(Forthcoming report will outline modeling results in detail and implications for policy decisions for states facing similar choices)

The Energy Transition Initiative: Islands is an opportunity for insular areas to define and realize their own vision for a clean energy economy.

Our Goal/Mission:• Accelerate commercial opportunities to transition island economies off

imported fossil fuels by focusing on local resources, sharing lessons learned, and tailoring technical assistance to these communities

Technology-to-Market Programs

• Cleantech University Prize (Cleantech UP) A national and regional business plan competition program that provides student teams with opportunities for funding, networking, business development, and commercialization training

• National Incubator Initiative for Clean Energy (NIICE) A nation-wide support network and three incubators that provide the clean energy small business and entrepreneur community with access to resources and connections to industry

• Small Business Innovation Research (SBIR) Part of a government-wide program, provides grants to small businesses to develop and commercialize clean energy technology ideas and innovative research

• Lab-Embedded Entrepreneurship Program (LEEP) Embeds top scientists and engineers within the national labs where they leverage world-class facilities and expertise to position their technology towards pre-commercialization

• Lab-Corps Accelerates the transfer of clean energy technologies from national labs to the commercial marketplace through a specialized training curriculum

• Small Business Vouchers (SBV) Provides small businesses access to the state-of-the art facilities and world-class expertise of national labs through competitive voucher awards

Mission:

Goals: • Advance research, development, and demonstration of EERE with international partners.

Accelerate the speed and scale of clean energy deployment through strategic international collaborations

• Promote deployment of clean energy technologies and policies with international partners to reduce global emissions while fostering business opportunities for American companies.

Sample Successes:

• China: Provided technical and policy advice on energy performance contracting (EPC) that led to 3 EPC pilots by U.S. companies in Chinese buildings, representing millions of dollars of trade and investment and priming the Chinese market for more EPC projects by U.S. companies

• India: Conducted solar resource assessments that have facilitated up to $350 million in U.S. exports of solar PV through use of financing from the U.S. Export-Import Bank

• South Africa: Employed DOE-developed tools to analyze building efficiency, leading to adoption of 5 more stringent building codes and market opportunities for U.S. providers of efficient building components; demonstrated potential of cool coatings, resulting in export of cool paint from California start-up using Dow products developed in New Jersey

Funded Projects:

• Focused on global deployment of U.S. clean energy technologies and services

• Emphasis on major emerging economies and market opportunities

• 11 bilateral collaborations: Brazil, Chile, China, India, Indonesia, Israel, Mexico, Saudi Arabia, South Africa, United Arab Emirates, Ukraine

• 3 multilateral collaborations: International Renewable Energy Agency (IRENA), International Partnership for Energy Efficiency Cooperation (IPEEC), Asia-Pacific Economic Cooperation (APEC)

• ~ 15 principal investigators (all U.S.-based performers)
