About the Project项目简介

Sino-Dutch Corporate Social Responsibility project is funded by Royal Netherlands Embassy, overseen by Ministry of Commerce of the People's Republic of China, a bilateral aid project co-undertaken by State Information Centre and Global Reporting Initiative.

“ 中荷‘企业社会责任’项目”是由荷兰王国驻华使馆资助、中国国家商务部主管、中国国家信息中心和全球报告倡议组织共同承担的双边援助项目。

Overall Objective 项目总体目标Enhance CSR consciousness of policy makers and corporations in China via disseminating the advanced theories and best practice of corporate social responsibility (CSR) in the Netherlands and other EU countries.

Overall Objective 总体目标

• Enhance the CSR consciousness of policy makers and corporations in China

• Improve the capacities of policy makers while making CSR policies

• Improve the transparency of companies in China

• Promote frequency of CSR monitoring and evaluation to improve the overall CSR level of China’s corporations

加强中国政策制定机构和企业界的社会责任意识，提高有关机构制定企业社会责任政策的能力；改善中国企业的透明度，并通过提高企业社会责任监测和评价的频度，提升中国企业界的社会责任实施水平。


Main Tasks and Progress主要任务及其进展

1. Hold high-level forum (in 2012 and 2014)• Introduce CSR theories and policies from developed

countries into China• Discuss how CSR public policies can be better adapted to

Chinese context• Share the best practices of supply chain CSR management

domestically and internationally• Provide a platform for policy-makers, academics and

businesses to exchange and share ideas on social responsibility

1. 高层论坛介绍发达国家企业社会责任理论和政策，探讨适合中国国情的企业社会责任公共政策，分享国内外供应链社会责任管理的最佳实践，传播相关研究成果，促进政界、学界与企业界间的交流。

2. Study on CSR policies• Introduce the experience and best

practices of developed countries’ governments to promote CSR

• Analyze the social responsibility risk that Chinese enterprises are facing with in global supply chains

• Provide CSR policy recommendations under the China’s special conditions

2. 公共政策研究借鉴发达国家政府推动企业社会责任实施的经验，为制定符合中国国情的企业社会责任公共政策提供政策建议。


3. Build a CSR monitoring and evaluation system (CSRMES)

• Set up a CSR monitoring and evaluation indicators and index model in line with Chinese situation as well as the requirements of international supply chain

• Develop web-based tools to analyze and display the CSR performance

• Strengthen the communication between Chinese enterprises and their stakeholders

• Improve the CSR management practice level of Chinese enterprises

3. 企业社会责任监测与评价系统研究建立满足中荷供应链要求并符合中国国情的企业社会责任评价指标体系与监测指数模型，开发基于互联网的实用工具，通过数据采集、数据管理、指数评价和交流展示四个子系统，分析与展示中荷供应链上企业的社会责任状况，加强中国企业与利益相关方的对话，提升中国企业的社会责任管理实践水平，促进中荷双边贸易。



4. Pilot projects• Select 8 Chinese small and medium

enterprises to serve as pilot companies to help them generate sustainability reports
