The evening teemed with all the usual signs of the Septem- ber Affair, an annual fundrais- ing dinner and dance for the Association, with men in tra- ditional barongs, ladies in once-a-year gowns and a meal fit for kings and queens. Amidst the formality, though, was a glow that can only be emanated by proud families and friends sharing in the special moment of someone they love. The incorporation of the Debutantes Ball cer- tainly made for another Sep- tember Affair to remember. Dr. Ramon G. Corrales, the Master of Ceremonies, de- scribed the debut of a young woman as a rite of passage, preparing her “for entry into some of the important stages of life.” Indeed, as one of the eleven daughters was pre- sented during the father- daughter dance, there was an enchanting moment where the debutante pressed forward a little too quickly, committing a hardly noticeable misstep. Her father steadied her by instinct, and she completed the choreography with confi- dence and grace. In that mo- ment, we saw a glimpse of how time passes for these families – mothers and fathers doing their best to provide stability while their daughters endeavor to grow-up (perhaps more quickly than their par- ents would wish). Former FYO President Wins Award

GRACE ABENOJA BAGUNU, FAGKC member, youth leader and former Sinag-Tala dancer, has been selected to receive the pres-tigious 'Rising Star' Award for the state of Missouri given by the National Association of Student Personnel Administrators (NASPA)! She will attend the regional confer-ence in Fargo, ND on October 21, 2004 where she will accept this distinguished professional award.

Grace has a BS in Psychology and is currently pursuing her Mas-ters Degree at UMKC. She is a member of the Psy-Chi National Honor Society and works as Ad-ministrative Associate at the Stu-dent Life Office of UMKC.

We all join her proud parents, Fe B. Abenoja and Romeo Z. Ba-gunu Sr., in saying Congratula-tions!

Still within the period from 1903 to 1946, the U.S. Military, predominantly the Navy, recruited a lot of Filipinos as stewards and mess boys. Most of the enlistment took place at the U.S. Naval Base in Cavite. Later, beginning in the 1960's, the recruitment was moved to the U.S. Naval Base at Subic Bay. Through the years thousands of Filipinos signed up, many staying on for twenty years so that they could earn a good pension. It was also a good way to fulfill a dream heralded by the saying, "join the Navy and see the world".

When World War II broke out, many Filipinos joined the United States Armed Forces in the Far East (USAFFE) while others joined the Philip-pine Scouts, both under the U.S. Command. Those who joined the guerillas were also able to gain recognition for their services during the war. After the war many ex-servicemen were able to enter the U.S. as immigrants. To this day, however, some are still fighting to get their benefits as veterans.

A little known fact is that after World War II some Filipinos were allowed entry into the U.S. by the passage of the War Brides Act by the U.S. Congress. This allowed U.S. servicemen

who married "foreign nationals" to be able to bring them back with them to the U.S. Al-though not in great numbers, some Filipinos were able to immigrate to the U.S. as "war brides".

The 1960's found the greatest influx of Fili-pino professionals to the U.S. A critical shortage of doctors and nurses along with medical tech-nologists brought thousands of young recent graduates from the Philippines to the U.S. under the Exchange Visitors Program (J visas). The program was also intended to help underdevel-oped countries by providing training for their citizens and requiring them to return to their country of origin for at least two years before they may re-enter the U.S. The exodus of the brightest minds, those who could pass the ex-ams, brought cries of "brain drain". However, it did not stem the outflow of ambitious profes-sionals seeking "greener pastures". The vast majority of those who came under the Exchange Visitors Program were able to stay on and the ones who returned to the Philippines for the required 2 year stay came back to practice in the U.S., become immigrants and subsequently acquire U.S. citizenship. What wonderful friends we have in the Association! I was witness to a work group that was put to the stress test yester-day (12 Sept 04). And all came out with flying colors!

We were assigned to a con-cession booth that had more food offerings added to our usual hot dog variety. I, person-ally, can now easily get a job at Mickey D's and other chains like it - I was the fast order cook! Fries, chili fries, chicken fries, burgers...you name it, we had it! The 6 front people were stretched to the limit almost from the get go, and the 4 back people were kept hopping! But everyone went through it all with a smile, albeit tired and strained at times, but smiles nonetheless. I am honored to call you all friends!

Lessons learned? As always, there is strength in numbers!

Please volunteer for future

concession stand dates... the Chiefs games are where our volunteer money will be made! To take the load off every vol-unteer, the more volunteers we have per game, the easier it will be on everyone.

If you truly want to do some-thing for the Filipino commu-nity, this is the place for you. Consider this: Other than the original expense of $4 for the designated (and required) team hat (Royals or Chiefs) and the $2 one-day liquor license per game (both expenses reim-bursed by the Association), there is no financial or repara-tion time outlay. We just have to show up for our designated games! The payoff is tremen-dous and not just from the money aspect! You truly make good friends, or even closer

friends with your fellow vol-unteers.

We are all busy people and our families must come first. But if we set aside two or three

or more volunteer days this season, we can all spread the good feeling! Give this a thought... why not get closer as a family and volunteer for these games? I'm sure that the delos Santoses, the Tans, the Jalbue-nas & Quinones, the Sorio-Jefferses, the Chicos, the Hipo-nas, and our other families, including new family conces-sion team, Joel and daughter Cheryl Gaela, can attest to the close bonding that happens when families work together! Singles too!

‘And you seriously think we can raise $1,000 from a garage sale?’

There were more than a handful of doubting Thomases when the idea was hatched at a recent Kansas City World Out-reach Lions Club meeting. KCWOLC President Luchi Racela and Club members wanted to help the Filipino Association. Armed with firm resolve and counting on faith more than anything else, the three-woman-can-do team of co-chairs Mayie Vilkins & Amy Mesina and tireless Lisa Hop-kins set out to accomplish what

many thought was next to im-possible.

Dozens of phone calls, hours of sorting, U-Haul truck woes (‘What do you mean you can’t send a mechanic until tomor-row?’), improvised clothes racks (‘Uh-oh! Make sure those Tinikling bamboo poles don’t bend or break or we’ll be in BIG trouble!’) – none of these will put a damper on THIS garage sale!

Heck, Drs. Art & Emmeline Quiason even hired their own truck and delivery guys when they heard we could not pick up their donations due to trans-portation problems! Jennifer Hopkins, WTA tennis pro,

FAGKC member and daughter of Lisa Hopkins, donated some of her tennis gear. Hey, at least our female buyers can dress like a tennis pro, even if they think a ‘lob’ is short for lobster!

When the frenzy of activity finally settled down at the Fili-pino Cultural Center, the bot-tom line was over $2,000 raised by the end of the day, with the FAGKC getting the lion’s share and the generous KCWOLC Lions earning the Association’s admiration and gratitude! Do we hear ‘ENCORE’ from every-one?

By Sara Penaloza The Debutantes Ball was quite an ex-

perience! After all those long five-hour practices of dancing, it finally came to-gether the night of the ball. In the begin-ning of this process of becoming a debu-tante, I didn't really understand the true meaning and purpose of it. As time went on, I started to realize and learn more about my culture. At first I didn't think this ball was a big deal, but as I was walk-ing down those steps, circling the dance floor with my dad, I then realized every-thing I represent.

It all started to come together that whole night of who I really am. I couldn't be any more thankful for what I have. I was so proud to have my family and closest friends to celebrate this with me. Every-thing was perfect: the decoration, the food, the dances, the music, the gowns, the pic-tures, the program and most of all the debutantes. Since I haven't been very active through the Filipino Association due to sports, this event has really brought me closer to some of the girls and made me

realize how I wish I was more involved in the association.

Most of all, this experience was so fun and has left a great impact in my life! Many lasting friendships have been formed, and we have been provided with the cultural tradition, morals, values, and history of the Filipino people.

Eleven enchanting, well-rounded young ladies with amazing accomplishments in school, in church, in social activities, and community involvement, together with Tita Beth, Tita Annie, our choreographer and parents have made this a success and a night to remember!

Drs. Arturo and Emmeline Quiason were honorary co-chairs of the Ball, and the Association thanks them for their financial support, advice and the hospital-ity of opening up their home to the mothers and daughters for a get-together. Dr. Arturo Quiason delivered the welcome address in which he commended the young ladies for their grace, intelligence and service. He also noted for those in attendance that the debu-tantes were required to meet cer-tain expectations including com-munity service.

Later in the program, Dr. Em-meline Quiason read the names of the debutantes as they were ush-ered onto the dance floor by an escort, one of eleven young men of approximately the same age as the debutantes. As did the debu-tantes, the escorts also committed a great deal of time in preparation for this special event, learning the routines and the etiquette. At the close of a wonderful program, guests of the Debutantes Ball were rewarded with a surprise country-style dance routine by the debutantes and their escorts. The night ended with an open dance

floor. What was a magical and inspi-

rational occasion was also a great benefit to the Filipino Associa-tion. While net income is not yet known until all the invoices have come in, it may be reported that the Ball generated receipts of over $50,000.

Message from Beth Rosas:

The 36th September Affair Gala Night featuring the Sam-paguita Debutantes 2004 has come and gone and I would like to thank many people who have made this event a tremendous success. This event simply would not be possible without the sup-port of generous donors many of which have given financial sup-port to the Filipino Association of Greater Kansas City for many years.

I would like to convey our special and sincerest gratitude to the Underwriters, Grand Benefac-tors, Benefactors, Patrons, and Sponsors, whose names appear on the preceding page.

MINUTES OF THE FAGKC GENERAL MEETING October 1, 2004 at the Philippine House

The meeting was called to order at 7:50 PM. The agenda of the meeting was approved. The minutes of the September meeting were approved.

President’s Report: President Jalbuena thanked Cory Sorio for prepar-ing the previous month’s minutes. He thanked everyone involved with the following successful fund-raising projects: 1) Nearly New Garage Sales held 9/11 at the FCC, sponsored jointly by the FAGKC Ways & Means Committee (Amy Mesina) and the KC World Outreach Lions Club (Mayie Vilkins); 2) September Affair/Debutantes’ Ball held on 9/25 at the Marriott Muehlebach Hotel with co-chairs Beth Rosas & Annie Covillo and honorary chairs Drs. Art and Emmeline Quiason; 3) Con-cessions at the Royals & Chiefs games led by Paul & Mirla delos Santos and family. Looking ahead, we look forward to the Sinag-Tala Perform-ing Arts in November.

Executive Committees’ Reports: 1. Sinag-Tala Performing Arts Director: No report. 2. Sinag-Tala Dance Company: No report. 3. Sampaguita Choir: Ping Bayani reporting. The choir sang at the September Affair/Debutantes’ Ball. Some members will be joining the Redemptorist Church choir for a wedding. The group is also rehearsing for its annual holiday caroling. 4. Filipino Cultural Center Director: Ping Bayani reporting. The FCC was the venue for a welcome reception sponsored by the Asian Ameri-can Chamber of Commerce (AACC) in honor of several visiting engi-neers (including 4 Filipinos) under the auspices of the Environmental Protection Agency. There are several more events to be held at the FCC including holiday parties of the FAGKC, PNAGKC, Olathe Filipino Community and AACC. The 2004 target of $5,000 in rental receipts will be surpassed Standing Committees’ Reports: 1. Hospitality: Tacing Jalbuena reporting. Visited two sick friends of the Association; sent two sympathy cards; attended the wake and prayer service for a deceased Filipino resident. Greeted all birthday and wedding anniversary celebrants. Money raised will be earmarked for Phase II of the FCC.5. Ways and Means: Amy Mesina reporting. Garage Sale sold over$2,000! Final accounting will be given at next General Meeting. All un-sold items were donated to Catholic Charities. 6. Bylaws: Carmen Chico reporting. Several individuals were givendocuments for possible position description updates. Committee hascopies of changes to By-laws. These will be published in the Tambuland follow the mandated approval process for any proposed amend-ments. A specific meeting may be called for discussion of these pro-posals. Copies of proposed changes can also be requested viaFAGKC President. 7. Voluntarism: Committee chairs are reminded to submit the volun-teer hours from their respective committees. 8. Nomination: Nominations are open for President-elect, Secretary,Treasurer and 2 Board Members. Committee is working on gettingqualified candidates. A list of paid members of the FAGKC will be pro-vided to the committee.

Special Committees’ Reports: 1. Building and Grounds Maintenance: Pres. Cito reported that twicea month mowing is being provided by a private party at $40 per mowing.2. Ethnic Commission/Festival: Ernie Rosas reporting. Thanks to Mi-chael & Adela Tan for coordinating the cooking, Lillian Pardo, GemmaSnyder, Roland Dumuk, Mike Hicks & Ping Bayani for Entertainmentand to all other participants & volunteers. Attendance was over 33,000for the week-end event. A volunteer form has to be filled up with volun-teer and volunteer hours information (given to Ping Bayani). Ric La-bayen is stepping down as Alternate Commissioner at end of 2004; in-coming President needs to appoint new Alternate Commissioner. Com-missioner Ernie will get the EEC’s scholarship form, guidelines and eli-gibility requirements to FAGKC Scholarship Chair Cory Sorio 3. Bowling League: Paul delos Santos reporting. Bowling seasonopens Oct. 2nd & will continue for the next 28-30 weeks. 4. Fiesta Filipina: No report 5. September Affair/Debutantes Ball: Beth Rosas & Annie Covilloreporting. 415 people attended the event. The co-chairs endorsed theidea of having honorary chairs. They also recommended holding nextyear’s gala at the same hotel – the staff of Muehlebach is very accom-modating and did not charge for a lot of extras. Thank you letters havebeen/will be sent to all underwriters/contributors. Commemorativebricks will be ordered for the debutantes. The video is still being edited.Jun Puno thanked the co-chairs on behalf of the debutantes’ parents.

Proposed Changes to the By-Laws

letter I I. Approve the appointments of the Sinag-Tala director and the

Sampaguita Chorale Group director, upon the recommendation of the President.

Sec. 10 The Board shall approve the Association President’s appointment

of the Directors of the Sinag-Tala Performing Arts Troupe and Director of the Sampaguita Choir.

ARTICLE VI - OFFICERS Sec 1. The elected officers of the Association shall be the President,

President – Elect, Secretary, and the Treasurer. The appointed officers by the President are: Public Relations Officer, Auditor, Editor-in- Chief of the Tambuli, Director of the Sinag-Tala Performing Arts Troupe, Director of the Sampaguita Choral Group, the Chairs of each Committee, and the Representatives to the Ethnic Enrichment Commission of Kansas City, Missouri.

Sec. 3 The officers of the Association shall supervise and direct the day-to-

day business of the Association and shall pass upon and direct all matters and affairs of the Association not specifically reserved to the Board of Directors

Sec. 6 The Secretary shall: D. Submit amended By-Laws to the Secretary of the State for both Kansas and Missouri

. Sec. 7 The Treasurer shall: A. Collect and keep a record of all dues, and other income. D. Prepare and submit annual information return (Form 990) to

the District Director, IRS Sec.15 Should a vacancy occur in the office of the Pres-Elect, the

President shall announce in the next issue of the Tambuli that the nomination for the vacant position will be taken from the floor at the next regular meeting. A special election will be held and that votes will be tabulated at the next following regular meeting. The election will be held by secret ballot, in accordance with the election procedure.

Sec. 19 The Auditor shall review the financial statements prepared by the

Treasurer and shall assist in the preparation and submission of appropriate tax statements for federal, state, county or local agencies as deemed necessary.

Sec. 21 Each committee Chair shall appoint his/her members and shall be

accountable to the President. The following are the Standing Committee of the Association.

ARTICLE VII – MEETINGS Sec. 3 Notices of all regular, annual and special membership meetings will

be published in the Tambuli or otherwise communicated to the members. A. For postal notification, the notice or Tambuli publication

containing the notice shall be mailed first class no less than ten and no more than sixty days in advance of the meeting.

B. The notice will contain the place, date and time of the meeting.

C. Any notice for a special meeting must also include a description of the matters for which meeting is called.

Sec 4 The Board of Directors shall have four regular meetings per year,

on a quarterly basis, at a location designated by the Chairman of the Board. The Board may hold special meetings as necessary

Sec. 5 Special meetings of the Board of Directors must be preceded by at

least two days’ notice to each Director of the date, time, place and purpose of the meetings.

Sec.7 All meetings required by these Bylaws will be convened at the

Philippine House in Overland Park, Kansas, unless otherwise allowed and with adequate notice to all participants.

ARTICLE IX – CULTURAL GROUP Sec. 1 The cultural groups of the Association shall be known as the

“Sinag-Tala Performing Arts Troupe and the Sampaguita Chorale Group”.

Sec. 3 The Director of the Sinag-Tala and Director of the Sampaguita

Chorale Group shall be appointed to a three year term, as recommended by the President and approved by the Board of Directors, shall work closely with the Director of the Cultural Center.

ARTICLE XI – IMPEACHMENT Sec. 4 The findings and recommendation of the Ad Hoc committee shall

be validated by vote of the twenty duly paid, in good standing voting association members present at the special meeting called specifically for such purpose. Voting shall be by secret ballot.

ARTICLE XII – AMENDMENTS Sec. 5 At any monthly general or special meeting where a vote will be taken

on an amendment to the Articles of Incorporation and /or Bylaws, notice to the members must conform to Article VII, Sec 3, must be in writing, and must contain a copy or summary of the proposed amendment.
