FORWARD

American Leadership Academy’s Emergency Response Plan has been developed based on identified hazards and the vulnerability of the facilities to the identified hazards. Each hazard has been evaluated and rated to determine those that pose the greatest risk to the schools. The Emergency Response Plan have been developed to address each high ranking hazard and develop protocols in response to each. All teachers and staff are encouraged to become familiar with the plans contained herein and to understand their roles and responsibilities in an emergency or disaster. Purpose This plan will help the staff, teachers, volunteers, parents, and students understand their roles and responsibilities and carry out the necessary functions. The Plan is a management document intended to be read and understood before a disaster occurs.

In addition, the Plan is designed to enhance the ability of American Leadership Academy staff to meet any disaster event in a responsive and professional manner and to strengthen the American Leadership Academy’s day-to-day disaster operations. This Plan describes the activities that the school will implement to prepare for, respond to, mitigate and recover from emergencies, disasters, and other crisis situations. The plan is activated by the principal/superintendent, or their authorized designee. The plan is intended to be in full conformance with state, local, and federal guideline.

Review and Revision This plan will be reviewed annually years and updated as needed. Overview The American Leadership Academy Plan describes the organization, resources, and responsibilities of the staff. The Plan is designed to outline the activities of American Leadership Academy staff, provides the planning bases for hazard identification, mitigation, response, and recovery efforts.

Confidentiality and Security of documents and Plans: The GRAMA Act specifically categorizes these plans as protected records. Therefore, the County is not required to release these records unless it is to a law enforcement agency or another health agency and it was with the County’s approval. Utah Code 63-2-304 (11) permits security and confidentiality of these types of records. According to Utah Code, the Utah County Health Department will remain confidential. ALL TEACHERS/STAFF WILL CONSIDER THE PLAN CONFIDENTIAL.

Resources This section of the plan will include an assessment of the American Leadership Academy’s resources and response capabilities for each type of disaster. In an effort to increase response capabilities and resources American Leadership Academy should build relationships with local area response agencies and area businesses. These partnerships can be built through the involvement of these agencies in planning and response activities. American Leadership Academy will create and maintain an emergency call down list to include response agencies, organizations, and school district officials.

Introduction American Leadership Academy Emergency Response Plan outlines roles and responsibilities of the staff, faculty, students, and other school officials during an emergency or disaster event. ALA will adopt the Incident Command System (ICS) which is used by all response agencies. Using ICS will allow integration with other local, state, and federal response agencies. It also provides a top down response allowing expansion or reduction in response capabilities. American Leadership Academy will identify and manage an inventory of resources that the school will have access to in an emergency or disaster and should be updated on an annual basis. American Leadership Academy is responsible for the coordination of their staff, teachers, students, and parents. Additional resources that may be required in an emergency or disaster event can be secured through mutual aid agreements in advance of the event. These resources can include the necessary items to shelter in place, mass feeding, and additional volunteers to help in an emergency. American Leadership Academy will cooperate and coordinate with law enforcement agencies if a criminal investigation is required as part of an emergency response effort or investigation.

Alert and Activation In any emergency or disaster the principal will notify the superintendent and a staff member will call 911 in an immediate emergency response is needed i.e. medical emergency. The school’s Emergency Communication Team should be notified, high risk areas should be sealed off and evacuated, and preserve any evidence depending on the event. Utah has a local emergency alert system in the event of a large scale disaster that provides information to the public through radio channels. In a large scale event radios should be tuned to 1160 AM or 910 AM.

Response Response is the activation and operational phase during a disaster. This phase can be short in length and follows immediately after the emergency or disaster.

Recovery Recovery is the final stage in the disaster response cycle. Recovery can take extended periods of time until the school is back and functioning at pre disaster stage.

Roles and Responsibilities Principal:

• Responsible for the safety of the staff, teachers, and students • Verify information (incident dependent) • Call 911 when required i.e. bomb scare, • Notify staff and teachers • Will determine and authorize evacuation • Notify Emergency Communication Team and activate emergency response procedures • Notify any additional agencies or response partners • Document the incident • Ensures information is disseminated to both the superintendent and teachers and staff

Teachers: • Responsible for the safety of their students • Will inform students of pertinent information • Lock classroom doors • Stay with students at all times and keep accountability • Report any missing/injured students to Emergency Communication Team • Provide reassurance to students • Provide activity to students to keep them calm • Disseminate food and water to students • Provide minor first aid to students if necessary • Document incident • Take emergency back packs when leave classroom • Report to Emergency Communication Team

Liaison:

• Designate staff to serve as a liaison in the event the County Emergency Operations Center (EOC) is open.

Emergency Communication Team: • Coordinate student evacuation routes • Coordinate student transportation to alternate location sites • Coordinator student release/parent pick up • Coordinate shelter in place • Coordinate communication between schools, evacuation sites, etc. • Ensure and coordinate information being released to parents • Responsible for the overall management of incident

Executive Director: • Serves as official spokesperson during an incident (PIO) unless another individual is designated. Alternate

PIO’s should be identified in advance of an incident • Notifies parents of affected students, other schools, and children of affected staff • Risk Communicator/ Public Information Officer (PIO) • Responsible for communication with the public and media • Is the ONLY ONE to Communicate with the media • Identifies a media information area away from the school should be identified in advance • Provides accurate, timely, factual information to the media never say “no comment” or offer personal

opinions • Keep record of all information disseminated • Have scripted messages drafted prior to an event • Never release names to the media

Major Communication Objectives: • Maintain communication with the public and the parents • Communication ensures response and provides comfort to the public • Minimize, as much as possible, public panic and fears • Rapidly provide timely, accurate, consistent, and comprehensive information

• Address as soon as possible rumors, inaccuracies, and misconceptions • Provide information to the parents in both English and Spanish • When the Public Information Officer is going to release information to the public he/she will

o Draft a press release in conjunction with the superintendent or their designee o All information must be approved prior to release by the superintendent or their designee o Determine staffing needs for the release of information o Develop pre-scripted messages in advance of disaster o Messages can be released by email, fax, phone, or in person to the public or media i.e. Twitter o Locations to provide media release should be pre identified and away from the main incident

Fire In the event of a fire alarm, smoke, or odor are detected the following procedures should be implemented:

• Pull the fire alarm

• Evacuate the teachers, staff, and students to safe pre identified areas

• If normal routes are too dangerous follow pre identified alternate routes

• After evacuation teachers need to take role call and identify if there are any missing students

• If missing students are identified the principal or other authority need to be notified immediately

• Principal notifies 911, superintendent, and reports the incident to the fire marshal

• If the superintendent deems necessary due to building damage, inclement weather students may be relocated to alternate pre identified sites

• Communication between staff, teachers, and principal should remain in place during the emergency

• No one will reenter the building until deemed safe to do so

• Principal will notify teachers, staff, and students to provide all clear and resume normal operations

• Coordinate response with authorities

In a small fire students and staff will evacuate to designated location of football field

In a large fire students and staff will evacuate to the MATC or LDS church building

Severe Storm Severe storms are common in Utah and can occur without warning and maybe accompanied by high winds, snow, hail, or thunder and lightning. Tornados will not common in Utah can also occur without warning. Procedures for dealing with these threats are similar and are as follows:

• Be alert for weather warnings during times of inclement weather (National Weather Service Weather Channel)

• Be aware of all storm watches (listen to the NOAA for continuing information) and warnings (a storm will be occurring in the area very shortly)

• Bring all staff, teachers, and students inside the building to safe locations

• Review drop and cover procedures in the event of possible tornado

• Close windows and blinds avoid outside walls and windows

• Teachers need to account for all students if any are missing teachers need to notify the principal immediately

• Prepare to evacuate if flooding is a risk

• Be prepared for possible shelter in place protocols and power failures

• Communication between staff, teachers, and principal should remain in place during the emergency

• Remain in safe areas until warnings are expired and emergency officials have given the all clear

• Principal will notify teachers and staff of the all clear

Student Unrest/Fighting

• Notify the principal

• Call 911 if necessary

• Ensure the safety of all other students, staff, and teachers

• De-escalate the situation if possible

• Police must be notified if a weapon was used, physical injury occurred, or sexual assault took place

• Superintendent and parents of the students involved are notified

• Document all actions from witnesses, victims, and staff onsite

• Ensure other students do not become involved in the situation by keeping them in the classroom

Bomb Threat If a message is received that a bomb was planted inside the school implement the following procedures:

• Use bomb threat check list

• Be calm and listen to the caller

• Do not use portable school radio, cell phones, digital phone, or other electronic devices these can detonate the explosive

• Listen closely to the callers tone, speech patterns, and background noise

• After hanging up immediately dial *57 to trace the call

• Notify principal

• Principal will determine if lock down or evacuation are appropriate

• Principal notifies superintendent and calls 911

• Principal or superintendent notifies fire marshal of incident

• If evacuation is ordered use fire drill procedures make sure to have multiple pre identified routes and sites

• Students may be evacuated to alternate pre identified locations

• Evacuate to a safe distance away from the building

• Teachers will account for all students and notify the principal immediately if any are missing

• No one will reenter the building once evacuated

• Normal operations may resume once the all clear has been given by emergency officials

Lock Down Lock down procedures are necessary when an intruder has entered the building, a dangerous person is in the immediate area, or there is a threat of harm to those individuals located inside the school.

• Principal will issue a lock down procedure

• Notification is made over the PA, by sending messengers to the classrooms, or other pre identified method i.e. walkie talkie or cell phones

• All students, teachers, staff will be directed into a classroom

• All classroom doors will be locked

• All classroom windows including the window in the door are to be covered

• Move all students and teachers away from windows and doors in the classroom

• Teachers are allowed to answer their classroom phones to receive information

• Allow no one to enter or leave the classroom until the all clear has been given

Evacuation During an emergency evacuation of the school can be required to ensure the safety of staff, teachers, and parents. Multiple evacuation locations should be identified prior to an incident that will keep the students, staff, and teachers safe and allow for transportation of students, teachers, and staff if necessary.

• Principal and Superintendent determine evacuation procedures based on incident

• Principal and Superintendent determine if evacuation outside or to alternate locations

• Emergency Communication Team coordinators evacuation of students to alternate locations if required and are responsible for tracking of all students, staff, and teachers transported

• Principal or Superintendent will notify the alternate location if required of incoming students, amount, and estimated time of arrival

• Principal will direct students, teachers, and staff the route to use in evacuation

• Teachers will be required to stay with students at all times and keep accountability of their students once evacuation is complete

• Teachers will place an evacuated sign on their door on their way out to identify that the room is empty

• Teachers will close classroom doors and turn off lights on the way out

• Teachers will inform the principal immediately if a student is missing or injured

• Communication between staff, teachers, and principal should remain in place during the emergency

• If evacuated more than one time teachers will take role at every location

Sheltering in Place Sheltering in place may be required if during an emergency or disaster it has been determined that remaining within the building is the safest option for students, teachers, and staff. Depending on the incident it may be an extended period of time that students, teachers, and staff are required for their safety to remain inside the building. Safe areas can change depending on the emergency.

• Identify safe areas within the school

• Principal or his designee with activate the shelter in place protocols

• Teachers will account for all students once assembled in the identified safe area

• Close all doors, windows, and ventilation to the outside air i.e. Air conditioner

• If told to do so provide Kleenex, handkerchief, or shirts over mouth and nose

• If sheltering for an extended period of time teachers may use their class emergency kits

• Teachers are to keep the children safe and as calm as possible

• If restroom facilities are out of order sanitation kits in the emergency shed will be set up in appropriate locations

• Privacy will be established as much as possible when using these temporary restrooms

• Communication between staff, teachers, and principal should remain in place during the emergency

• All staff, teachers, and students will remain within the safe area until notified

Earthquake

• During an earthquake remain calm and stay put

• If you are inside remain inside if you are outside remain outside

• Implement drop, cover, and hold if inside classroom

• Avoid windows, doorways, book shelves, hanging objects, and outside walls until shaking stops

• If no protection is available drop to the ground and cover your head with your hands

• Do not be alarmed if fire alarm goes off, power fails, or sprinklers turn on

• Once the shaking stops teachers need to ensure the safety and account for all of their students

• Try to keep the students as calm as possible

• If students are injured remove other students from area, notify principal to call 911, and remain with student until help arrives do not move seriously injured students unless danger is present

• If the building or classroom has received damage and is unsafe evacuation to another safe area or outside the building will occur

• Principal and maintenance or their designee will need to check for water leaks, gas leaks, and downed electrical lines

• Do not use telephones, light switches, matches, or other open flames unless you are certain there are no gas leaks

• Be prepared for aftershocks

In the event of an earthquake all students and staff will evacuate to the football field or parking lot

Pandemic/Outbreak Pandemic or outbreak is usually slow in development and ample warning and decisions can be made concerning the safety of the staff, teachers, and students based on the disease and seriousness of the emergency. Some recommendations are as follows:

• Determine a head of an emergency the thresholds to shut down the school

• Ensure students, teachers, and staff are properly washing their hands and staying home if sick

• Parents need to be notified that if students are sick do not send them to school they will be sent home

• Be prepared for sick students to come to school

• Be prepared for large amounts of student absences and staff/teacher absences

• Ensure the basic requirements to keep the school running are in place

• Be prepared for deaths of students, teachers, and staff and to have grief counselors available to help deal with the loss

Hazardous Materials/Chemical Spill If spill occurs within the school implement the following procedures:

• Notify the principal who will call 911

• Seal off the area and move any students to another area

• Fire marshal in charge will recommend shelter in place or evacuation procedures

• Normal operations may resume once given the all clear from the fire marshal

If spill occurs outside the school, but close to the property implement the following procedures:

• Fire, police, or hazmat will notify the superintendent who will notify the principal

• Fire marshal will recommend shelter in place or evacuation procedures

• Normal operations may resume once given the all clear from the fire marshal

Power Outage During a power outage implement the following procedures:

• Teachers should remain with their students at all times and account for their students

• Principal will determine if they are to remain within the classroom or move to another identified area

• If the outage lasts longer than a predetermined amount of time students can be evacuated to another location or let out early

• Parents will need to be notified if early release is decided

• In inclement weather students may be evacuated to alternate location to ensure their safety

Intruder/Hostage/Active Shooter An intruder is an unauthorized person who enters school property and the following procedures should be implemented:

• Notify the principal

• Introduce yourself and ask the purpose of their visit

• Inform the intruder that all visitors are required to check in at the front office

• If purpose is not legitimate ask the intruder to leave and accompany them to the nearest exit

If the intruder refuses to leave implement the following:

• Inform the intruder that the police will be called

• Notify the principal who will call 911 provide an accurate and detailed description of the intruder

• Walk away from the intruder if they indicated potential for violence be aware of any weapons, actions, packages

• Principal notifies superintendent and initiates a lockdown

Hostage situation:

• Keep calm, keep any students in the area calm

• Be polite and respectful to the hostage taker follow their directions

• Ask permission to speak do not argue or make suggestions

• If hostage taker is unaware of your presence do not intervene

• Initiate a lockdown

• Call 911and seal off the area

• Notify principal who will notify superintendent

Reunification Process In the event of an extreme emergency and students cannot be released under normal procedures American Leadership Academy will institute their reunification process to ensure the safety of both the students and parents, and prevent unauthorized individuals from picking up students.

• Students may be taken to an offsite location if safety issues prevent students from staying onsite

• Parents will be notified via Parent Link that students are at evacuation location and they can pick up their student(s) from this site

• Parents should be encouraged to follow directions and processes

• Parents will be required to fill out a release form (see appendix __)

• Information will be provided to parents as quickly as possible but want to ensure all information going out is accurate

• Only parents or authorized persons listed on the parents contact information will be allowed to pick up students no exceptions

• Parents may have authorized on their emergency contact form the release of their students to an older sibling

• Parents or authorized individuals will be required to show ID to pick up students

• Process will take time

Emergency Communications Team

Mission: To coordinate the movement, location, and release of students to their parents or guardians. The team will also assist in the search, triage, and removal of students from the building. Responsibilities:

Medical Team

Mission: To provide medical care for students, staff, teachers, and others onsite who are in need of medical care. Responsibilities:
