proper method/approach to evaluating good faith efforts. Participants will discuss both

pre-award and post award GFE documentation. Participants will gain an understanding

of the bidder’s perspective and various approaches to GFEs pre-award and post award.

Participants will review the roles/responsibilities of the Reconsideration Official and the

associated challenges/issues. Participants will take part in an interactive case study and

apply best practice approaches in reaching a GFE determination.

# 150 Is it time to change the rules and boundaries of minority business governance?

and governing boundaries that impact minority businesses. These rules, many of which

compliance; gain an understanding of the new federal regulations and explore the

review of the establishment of collaborative initiatives such as the Government

Procurement Compliance Forum and the Procurement Reform Task Force. The

presentation will include a review of the Report of Findings of the Procurement Reform

Presidential Executive Order 11246 established one of the federal government’s earliest

affirmative action programs. It governs federal contractors and provides for the

development and implementation of affirmative action programs. This will be an

interactive presentation that discusses the basic of the Order; the requirements for

contractors; compliance procedures; and the challenges of compliance. Information on

national “best practices” and tips for agency personnel and vendors will be shared.

This workshop will introduce participants to the HUD/CHA Section 3 program - with

specific focus on the history, policies and procedures of this program. The workshop will

involve lectures, interactive discussions, and conclude with a question and answer

session. It is anticipated that by the end of the workshop, participants will have an

understanding of the background and purpose of the Section 3 program, its compliance

requirements, and how these requirements are monitored and reported.

# 662 The Neuroscience of Civil Rights: Equity and Contract Compliance (Part 1,

Defining the Challenges)

For those that missed last year's class! In this interactive course participants will

explore emerging research in neuroscience showing how we solve problems, create

policies and assess one another in employment and in contract compliance. Brain

imaging and decision-making studies will be used to explain how we assess the

intelligence, potential threat, honesty and competence. Brain imaging studies will be

used to explain how policy-makers, corporate leaders, government leaders, legislators

and affirmative action, contract compliance, equal employment, and human rights

officers make decisions. Participants will learn how decisions that affect hiring, firing,

promotion, and policy and can all be helped or hurt by unconscious neuro-physiological

processes, associations and preferences.

session the theories discussed in Part 1 will be put into practice right in the classroom.

The session will include exercises, tools and specific strategies for increasing impartiality

in decision-making. Research in neuroscience and psychology will be used to show how

unconscious processes can be changed. The participants will explore new methods for

reaching the goal of impartial decision-making in the courts. The course will identify

ways to increase fairness guided by science.
