Almuina P.Eng., M.Eng., PMP, DCE Selected Relevant Experience Transportation Planning Transportation Master Plan (TMP) The Road to Change, Halton Region, ON, Canada Project manager for the TMP, a study that defined existing problems/opportunities, considered and evaluated alternative solutions, and identified an optimum regional transportation system to the year 2031. Mr. Almuina is a graduate of the Faculty of Applied Science and Engineering at the University of Toronto, having earned a Bachelor of Applied Science and Engineering in Civil Engineering and a Master of Engineering with a specialty in Transportation. He is also a Project Management Professional (PMP) per the Project Management Institute (PMI). He is a registered Professional Engineer (P.Eng.) in the Province of Ontario, Canada, and holds the title of Designated Consulting Engineer, a title earned by demonstrating exemplary service in private practice. Mr. Almuina is an international advisor to local, regional and federal agencies on infrastructure programming, planning, design, operations and maintenance with project and program costs in the billions of dollars. Peer Review - Niagara to GTA Corridor Development, Halton Region, ON, Canada

Conducted a peer review of the draft documentation prepared for the Niagara to GTA corridor

development environmental assessment in the context of Halton Region transportation planning

objectives.

Master Plan for the City of Jubail, Royal Commission of Jubail and Yanbu, KSA

Drafted the Transportation Volume of the master plan which includes preparation of a detailed

signage scheme and design; assessment of transportation and material handling systems;

revisions to road classification and capacity; traffic calming solutions; study of the existing city

evacuation access; review of existing rail right-of-way and recommend future demand; and

preparation of a detailed way finding guidelines and plan. Special attention was given to

transportation modes related to community and tourism such as, light rail transit, water taxi,

cruise ships, and seaplanes.

Capital Programing and Finance Halton Region Development Charges 2017 Transportation Background Study, Halton

Region, Canada Led the development of the Transportation Background Study and advised Halton Region on the update to their Development Charges By-law. This study detailed the apportionment of costs, from the anticipated transportation infrastructure and services to the year 2031, between the municipal tax base (non-growth component) and new development (growth component)

Dr. Frank G. Bercha has been principal engineer and president of Bercha Group since 1975, with responsibility for the research and development of national and international expert consultation and testimony at various legal and quasi-legal fora, as well as provision of professional services on road, rail, and sea transportation, oil and gas facility, urban planning, and industrial projects. He has managed over 500 North American and international projects related to transportation, land use, oil and gas offshore and onshore, facility, system engineering, construction, and economic, safety, and risk analysis for over a period of 40 years. His work has a special focus on risk and safety of oil and gas and hazardous material transportation, transshipment, storage, and production systems.

Dr. Bercha is a graduate of the University of British Columbia, having earned his Bachelor’s degree in Physics and Engineering. He became a registered Professional Engineer in Alberta and obtained his PhD in Engineering from the University of Calgary in 1972, specializing in probabilistic engineering, and later earning a DSc in Architecture in the area of building safety. He has been involved in the development of various urban and offshore safety standards, including risk based land use planning for Edmonton, Regina, and the county of Santa Barbara, CA. He has authored over 150 refereed and published papers on the subjects of risk analysis, industrial safety, and other applications of risk and reliability physics and engineering, as well as over 300 technical reports on risk and reliability analysis.

He has been the key risk expert on numerous applications to the Energy and Utilities Board and National Energy Board on behalf proponents or interveners, and has served as an expert witness in litigations. In 2010 (second printing 2014) he published a comprehensive book on risk analysis entitled “Risk Analysis Methods and Applications.

Dr. Wayne Caldwell is the Director of the School of Environmental Design and Rural Development, a Professor in Rural Planning at the University of Guelph and has a career-long affiliation with the County of Huron Department of Planning and Development. Dr. Caldwell’s primary focus the planning and management of change in rural and agricultural communities. He is an active researcher in the area of farmland preservation, rural conflict resolution, community engagement and facilitation, and community based approaches to economic and environmental issues. Dr. Caldwell has lectured across Canada on the future of rural communities and has published extensively in the areas of planning, community development, agricultural land preservation, siting livestock facilities, rural land use, and the environment.

Dr. Caldwell is a current member of the Greenbelt Council and a founding member and past Chair of the Ontario Rural Council. He is also a founding member of the Huron Stewardship Council, and the Lake Huron Centre for Coastal Conservation. Dr. Donald R. Davis is a qualified expert and planetary astronomer working primarily in the field of small body evolution and dynamics. Dr. Davis has a PhD in Physics and has actively been involved in light pollution education and control efforts since 1986, serving as president of the International Dark-Sky Association (IDA) Board of Directors (1997-2005), and sitting on the Pima County Outdoor Lighting Committee (1986-2005; chair 1994-1998). Dr. Davis has been involved with the quantitative measurement of skyglow since the pioneering study done at Organ Pipe National Monument (1995).

With over 25 years of experience, Dr. Davis is also the distinguished author or co-author of over 100 publications in refereed literature including many in the field of the impacts of nighttime outdoor lighting. He is a co-founder of Dark Sky Partners LLC and remains Managing Partner of that organization.

Selected Relevant Experience Director, Infrastructure Planning and Policy, Region of Halton, 2014- present

Reporting to the Commissioner of Public Works, leads a team of over 45 professionals responsible for infrastructure programing and management including permits, municipal consents, corridor coordination, asset management, capital budgeting and programing, systems modeling, transportation planning and water/wastewater system servicing.

Responsible for the identification of regional transportation, water and wastewater infrastructure needs to support growth in a region that is poised to double in population to 1 million by 2041.

Maintain and update infrastructure policies and by-laws, as well as overseeing connections to Public Works’ infrastructure networks through the review of development related applications and issuance of over 1000 permits/municipal consents per year.

Responsible for addressing all of the Region’s requirements under Ontario’s Environmental Assessment Act by planning water, wastewater, and regional transportation infrastructure through the Municipal Class Environmental Assessment process, developing and leading consultation with the community, regulators and Council.

Led the first Mobility Management Strategy, in collaboration with local municipal partners, that identified a framework for future infrastructure investment applying a mobility-as-a-service approach and is the foundation to further planning studies to unlock the potential of Major Transit Station Areas (MTSAs).

Obtained agreement from MTO, Halton Region and City of Burlington for a unique approach to transportation corridor planning which led to the “ QEW Prosperity Corridor” pilot for highway access management; approach was endorsed in the Province’s ‘Development Approval Roundtable Action Plan’ in early 2018.

Ms. De Angelis is a Public Infrastructure Executive with over 30 years of progressive experience in the private, consulting engineering and public sectors. Recognized as a unique leader, as a planner, Ms. De Angelis has developed high-level policy for the Region of Halton. As an engineer, she has transformed strategic ideals into detailed plans of action. Lisa has broad-based managerial, financial and technical expertise in transportation, solid waste, storm water, water and wastewater program design and delivery. She is responsible for heading motivated teams of up to 100 staff, has experience managing assets valued at more than $4.5 billion and has developed infrastructure plans to support growth in the fastest growing municipality in Ontario.

Senior Project Manager, Water and Wastewater Planning, Region of Halton, 2007 – 2010 Managed the team responsible for systems planning including both the lake based water

supply (῀62 ML per year)/wastewater discharge system as well as small groundwater/stream based systems; addressed growth requirements as well as regulatory compliance in the wake of the Walkerton Inquiry.

Led the 2007/2008 Water and Wastewater Master Servicing Plan Update process recommending a preferred servicing strategy to the year 2021, including $1.2 billion in growth related infrastructure.

Mr. Giovanni is a Senior Project Manager in Atmospheric Services for Hemmera EnviroChem Inc. His position entails conducting air quality assessments using dispersion modelling for permitting purposes and also for general air assessments. Mr. Giovanni also conducts Land Use Compatibility Assessments and Air Quality Assessments for Ontario environmental assessments. Before joining Hemmera EnviroChem Inc., he worked with Airzone as a Senior Air Quality Consultant for 20 years. During his time in that role, he worked on a wide range of air regulatory approvals in Ontario and a number of air assessments using dispersion modelling. As part of his experience, Mr. Giovanni has been involved in reviewing and providing commentary on the regulatory air permitting system in Ontario. He also spent four years doing postdoctoral research at the University of Guelph and as an NSERC Visiting Fellow with Environment Canada. Mr. Giovanni has been retained as an air pollution dispersion modelling expert in approximately a half-dozen litigation (mainly land re-zoning) disputes which have involved peer-reviews and has been qualified to give opinion evidence before the Ontario Municipal Board on matters of air quality. He has assisted the Town of Oakville to develop their Health Protection and Air Quality Bylaw, specifically aimed at assessing stationary facility emissions of fine particulate matter. Herb Gray Parkway (Windsor Essex Parkway), Windsor Essex Mobility Group and Parkway Infrastructure Windsor, Ontario, Canada. 2011 – 2014 Lead Geotechnical Designer for over 11 km highway within urban environment featuring over 4 km of retaining walls up to 10 m high, 15 highway bridges, 11 cut-and cover tunnels, about 6 km depressed highway within up to 10 m deep permanent cuts, and about 2 km of raised highway on up to 11 m high embankments on soft clay deposits. Project also incorporated four up to 16 m deep pump stations and two up to 17 m deep submerged culverts. Engineering work included geotechnical investigation, geotechnical design for pile foundation, shallow foundations, and ground improvement.

Mr. Dimitriu is a Geotechnical Engineer with over 48 years of experience in fieldwork, foundation design, research, and academic fields of the practice of the engineering profession. Projects he has been involved with include stabilization of natural and man-made slopes, design of temporary and permanent retaining structures, soil improvement by preloading, dewatering and stone columns, deep foundations for buildings, bridges and off-shore structures, and heavy foundation for large industrial and commercial projects. Mr. Dimitriu’s contribution to the larger projects encompassed the entire process including planning, field investigation, theoretical modelling, design recommendations, geotechnical design, supervision and monitoring during construction, and operation.

Mr. Dimitriu has also been responsible for the implementation of advanced in-situ geotechnical methods such as: the Dilatometer Test for detailed profiling of the soil engineering properties; Electrical Resistivity profiles by the Inversion technique to identify soil layering and possible anomalies and Soil Thermal Resistivity measurements to assist the thermal design for buried power lines.

Mr. Dimitriu has served as an expert witness in various civil matters. His notable assignments include Lead Geotechnical Designer for The Rt. Hon. Herb Gray (RHHG) Parkway project in Windsor, Ontario and Geotechnical Advisor for the pre-bid design for New Bridge for Saint-Lawrence Corridor, Montreal, Quebec, Confederation Extension LRT project in Ottawa.

Mr. Dougan is the founder and Director of Dougan & Associates, an Ontario-based ecological consulting firm. For over 30 years, he has provided ecological expertise for more than 1500 projects in the public and private sectors, primarily in Ontario. He has directed many terrestrial impact assessments, coordinated natural heritage studies and master plans for watersheds and secondary plan areas, and provided expert testimony on natural heritage planning matters for various boards, Provincial Court, and courts. He first presented hearing evidence in 1978.

Mr. Dougan regularly collaborates with associates (hydrology, aquatic biology, engineering, planning and other disciplines) on multi-disciplinary teams. His key areas of expertise encompass landscape ecology, natural heritage planning, terrestrial habitat assessment and management, ecological research, ecological restoration, pit and quarry rehabilitation, urban woodlot restoration, and species at risk strategies. He has pioneered progressive ecological restoration strategies through his work and has actively disseminated his experience through teaching and conference presentations.

In addition to full time consulting, Mr. Dougan was Assistant Professor in the Faculty of Architecture, Landscape and Design at the University of Toronto from 1993-2009 and was an instructor in Landscape Ecology in the Environmental Design and Rural Development Program at the University of Guelph from 2008 - 2013. From 1997 to 2007 he served as advisor and occasional guest lecturer to the Niagara College Ecological Restoration Program.

Gerry Forbes is the President and Chief Engineer of Intus Road Safety Engineering Incorporate and is a recognized expert in human factors engineering. Forbes has authored national guidelines for speed management and applied human factors for the Transportation Association of Canada. In 2012, his leadership in the industry was recognized when he was named Transportation Person of the Year in Canada.

Career highlights include his role as lead road safety consultant during the preliminary design of the $1.4 billion Right Honourable Herb Gray Parkway project in the Windsor area.

Project Director, Pedestrian Railway Safety Assessment, the City of London The City initiated this project to develop guidelines for safety assessment of railway crossings for vulnerable road users. The guidelines assist the City staff to collect required information at crossings, identify risk factors, and recommend countermeasures and treatments to mitigate potential risks. An application in MS-Excel using VBA was developed to identify risks at crossings and propose treatments to mitigate risk.

Mr. Konze has 35 years of experience in identification of birds, amphibians, reptiles, mammals, damselflies, dragonflies, and butterflies across Ontario. He has worked with Dougan and Associates for 22 years, and in addition to conducting wildlife assessments, he now directs the work of wildlife sub-consultants and manages selected natural heritage planning, monitoring and peer review studies.

Mr. Konze’s expertise encompasses seasonal wildlife surveys, wildlife habitat assessments, identification of Significant Wildlife Habitat, ‘Species at Risk’ (SAR) legislation and regulations, wildlife monitoring (i.e. developing plans, conducting surveys, and reporting), ecological research, peer review input, expert witness testimony, Migratory Birds Convention Act, and the development of lists of regionally significant wildlife. He also has an excellent knowledge of the various wildlife inventory and monitoring protocols (e.g., SAR-specific, Ontario Breeding Bird Atlas, Forest Bird Monitoring Program, Marsh Monitoring Program, etc.).

Christian B. Luginbuhl is a Flagstaff astronomer recently retired from the United States Naval Observatory where he worked for over 30 years on a variety of photometric and astrometric projects. His early research was involved with star-forming regions, young stars, and transient phenomena such as gamma-ray bursters and optical transients. In later years he has published increasingly in the area of light pollution, presenting results at conferences both across the U.S. and internationally.

Mr. Luginbuhl remains involved heavily in light-pollution issues, seeking through his research to preserve the highest quality dark skies through an improved understanding of the nature and sources of light pollution, and even more importantly through education about the value of star-filled skies to everyone.

Mr. Luginbuhl is a founding member of the Flagstaff Dark Skies Coalition, a chapter of the International Dark-Sky Association, and is also involved in science education, having served on the boards of the Arizona Natural History Association, the Flagstaff Festival of Science, and the International Dark-Sky Association. He was a principal author of the innovative 1989 Coconino County and Flagstaff outdoor lighting codes, and continues to consult with many communities in Arizona and across the country on lighting issues and lighting codes. He is the principal author of the International Dark-Sky Association Outdoor Lighting Code Handbook.

Regional Municipality of Halton Currently directing a multi-disciplinary team in the preparation of the Halton Region Integrated Growth Management Strategy (IGMS). The IGMS involves the development of growth scenarios and a preferred growth option to guide urban development in the Region to a 2041 planning horizon, including local allocations of growth to lower-tier municipalities in Halton, recommendations for intensification and density targets and Official Plan policies, and the preparation of a Regional land budget, consistent with the Provincial Land Needs Assessment Methodology.

Ontario Ministry of Municipal Affairs

Assisted with the preparation of a standardized Provincial Land Needs Methodology for upper-, lower- and single-tier municipalities to use when conducting land budgeting exercises in accordance with newly implemented requirements of the Growth Plan for the Greater Golden Horseshoe, 2017.

Mr. Mathew is a partner at Hemson Consulting Ltd. He has 33 years of professional experience in long-range forecasts, demographic studies, growth management and transportation and economic impact analysis. Mr. Mathew is a Registered Professional Planner (RPP), a Professional Land Economist (PLE) and a member of the Royal Institution of Chartered Surveyors (RICS). Mr. Mathew has primary responsibility for Hemson’s extensive practice in economic and demographic forecasting. He has developed and refined a number of forecasting techniques which have become the industry standard, including elements of the Ontario Government’s 1994 guidelines for municipal forecasting. Forecasts have been prepared for all of the Regions and Counties and local municipalities in Ontario, and many elsewhere in Canada, as well as for numerous private sector clients, such as Enbridge Inc., Canada Pension Plan Investment Board, Serco Inc. and property developers.

Mr. Mathew has also led a number of urban planning projects, primarily in the preparation of growth management strategies and special planning policy studies. The municipal growth management studies have typically involved assessing the long-term growth anticipated in a community, determining the need to plan for additional urban lands and to recommend specific lands for long-term urban development. These activities involve synthesising the input of a variety of technical experts such as civil engineers and environmental and agricultural experts. In recent years, much of this type of work has been focussed on assisting municipalities in bringing their official plans into conformity with the Growth Plan for the Greater Golden Horseshoe.

Over the past twenty years, Mr. Mathew has appeared before the Ontario Municipal Board on numerous occasions, providing expert evidence land use planning land economics and demographics. He has also provided expert evidence to the Ontario Highway Transport Board and to a Hearing of Necessity under the Ontario Expropriations Act.

Town of Oakville

Assisted in a number of studies that lead to the North Oakville Secondary Plan. These studies later served as important land-use planning input to the implementation of Official Plan Amendment (OPA) 98, which expanded the urban boundary to include north Oakville. As part of the team for the preparation of the North Oakville Secondary Plan, Mr. Mathew conducted land need analysis for both residential and employment uses.

Province of Ontario and the upper-tier municipalities of the Greater Golden Horseshoe Prepared the Growth Outlook for the Greater Golden Horseshoe, a forecast of long-term growth in population, housing and employment in the GGH. This report is an update of the forty-year forecasts originally prepared for the Office for the Greater Toronto Area. The forecasts are used by the Province as the basis for Schedule 3 in Places to Grow: Growth Plan for the Greater Golden Horseshoe. Mr. Mathew subsequently worked with the Ministry of Infrastructure on reviewing and updating these forecasts in order to incorporate more recent demographic information for Amendment 2 to the Growth Plan.

Regional Structure Action Strategy Task Force in the Regional Municipality of Wood Buffalo (Fort McMurray and area) Developed long-term growth forecasts for land and infrastructure planning purposes for a joint municipal-provincial industry group. The growth forecast tied to oil sands production rather than years, takes account of Wood Buffalo’s many unusual characteristics.

Lisa Merritt has been a Partner and Principal Archaeological at Archaeological Services Inc. (ASI) since October 1st, 2016 and has worked as an Archaeologist in the province of Ontario since 1996. In the past 23 years, Ms. Merritt has accumulated the depth of industry experience required to be a leader of the largest archaeological and heritage consulting company of its kind in Canada. As Director of ASI’s Environmental Assessment (EA) Division, Ms. Merritt provides expertise for successful delivery of all archaeology requirements in the context of large and complex infrastructure projects planned under Ontario’s Environmental Assessment Act. She is also responsible for ensuring that provincial requirements are met for all archaeological assessments undertaken in the EA division Ms. Merritt manages a team of project managers, technical writers and geomatics specialists in the EA division that undertake archaeological assessments required for Class EAs, Individual EAs, and Renewable Energy EAs. Cam Portt has over 35 years experience as a fisheries consultant and is respected for his knowledge and understanding of stream processes, habitats, and biota. He is is pre-qualified by the Ontario Ministry of Transportation as a Fisheries Assessment Specialist and a Fisheries Contract Specialist. In addition to projects carried out for municipal governments and private sector clients, C. Portt and Associates also provides expertise to Fisheries and Oceans Canada and Environment Canada. Mr. Portt has provided consulting services in the field of fish and fish habitat since forming C. Portt and Associates in 1981. Clients include several Ontario municipalities, Ontario Power Generation, Ontario Ministry of Transportation, and other private sector companies. Many of the projects that Mr. Portt has consulted on have required review, and in some cases authorization under the Fisheries Act. Mr. Portt has prepared technical guidance documents and provided training to Fisheries and Oceans staff. Since 2010, Mr. Portt has conducted fish and fish habitat monitoring annually at a site on Indian Creek, located approximately one km upstream from the proposed CN project. He also conducted fish and fish habitat monitoring annually from 2010 to 2016 at a site approximately four km downstream from the project. This monitoring work was conducted for the Town of Milton as part of the program to assess the impacts of urban development upstream in the watershed.

Selected Relevant Experience Mr. Scandlan is a Senior Consultant and latterly Director, Watson & Associates Economists Ltd., where he has worked since 1989. He is involved in studies related to Development Charges, Local Government Finance, Financial Operations and Policy, and Industrial Market and Economic Forecasts. To date, Mr. Scandlan has assisted on over 150 projects to establish municipal policy with respect to the capital contributions to be made to assist in financing the full range of growth-related municipal or PUC works, by those developing land for residential, industrial or other purposes. Mr. Scandlan’s career spans almost 40 years. Mr. Scandlan provides assistance in long-range capital planning, development charges, developer agreement negotiations, water and wastewater rate studies, growth management strategies and economic/financial feasibility studies. At Watson, he has worked with approximately 150 municipalities and private-sector clients across Canada.

Mr. Scandlan holds a degree in Economics from McMaster University, and is a Professional Land Economist. He is a member of the Municipal Finance Officers’ Association of Ontario, Toronto Association for Business and Economics, Ontario Public Works Association and Ontario Water Works Association.

In 2001, Mr. Scandlan participated in two expert panel sessions for the Walkerton Inquiry, providing recommendations for water system financial management and privatization. Since then, Mr. Scandlan has been working with 70 municipalities to establish water and wastewater rate structures that will ensure financial sustainability.

Mr. Scandlan has authored several articles and frequently makes presentations on the Development Charges Act, revenue alternatives to taxation, privatization of municipal services, municipal financial planning, and full cost pricing of water and wastewater services.

He often appears before the Local Planning Appeal Tribunal (formerly the Ontario Municipal Board) and other tribunals on behalf of municipalities.

Additional Relevant Experience In addition to decades of experience with municipal finance, Mr. Scandlan has extensive experience with respect to Water and Wastewater. Mr. Scandlan has been involved in over 200 projects for municipalities all over Ontario, including conducting water and sewer rate studies, water servicing studies, financial impact analysis and servicing reviews. Mr. Scandlan has also been involved in over 60 market forecasting and real estate strategy projects, which involves investigating potential demand, defining an appropriate "market area," the share which can be captured by a facility and the way in which the population involved is expected to evolve and alter demand over time. For over 25 years, Mr. Scandlan has also assisted a variety of Ontario municipalities to assess the impacts of municipal restructuring and boundary adjustments.

Mr. Scheckenberger leads the Water Resources department of Wood’s, Burlington Infrastructure office. He joined Philips Engineering Ltd. (now Wood) in 1983 and became a Director in 1991. Mr. Scheckenberger is the lead for Wood’s Eastern Canada Water Sector, and a member of the Water Practice Network for Woods Global Operation. Ron has over 36 years’ experience predominantly in the public-sector marketplace. He has guided numerous teams to address complex problems including the largest resume of Subwatershed Studies in Province of Ontario over last two decades, and the longest urban creek realignment in North America (Red Hill Creek – over 7 kilometres). Review of the Regional Official Plan Natural Heritage System Policies and Mapping for

Halton Region 2018-2019 Conducting a review of the Regional Official Plan Natural Heritage Policies and Mapping for Halton Region. Through the Regional Official Plan Review (ROPR), he is involved in identifying specific theme areas and policies that need to be updated, enhanced and refined based on changing demographics and evolving land use trends, the PPS (2014) and updates to Provincial Planning documents (Growth Plan, Greenbelt Plan and Niagara Escarpment Plan) and the proposed Provincial Natural Heritage System mapping.

Region of Halton Official Plan Review (ROPA 38), 2014-2017 This project follows on from the development of the Region’s Natural Heritage System (Sustainable Halton) described below. Mr. Sharp provided advice to the Region on an “as needed” basis to assist with the refinement of the environmental policies in ROPA 38, and participate in the mediation of appeals, both at the policy level and site-specific appeals. This included providing evidence to the Ontario Municipal Board to resolve appeals that could not be mediated.

Sustainable Halton Natural Heritage System Options 2007-2011

This study was a major guiding component of a planning initiative undertaken by the Region of Halton to guide growth through to 2030. Sustainable Halton forms the basis of Halton’s response to the provincial growth plan and Official Plan review. In Phase 1 Mr. Sharp led NSE staff in developing three options for a regional NHS which built on existing protection designations in the OP. It focused on developing and refining linkages among the region’s natural features, and building substantial core areas in order to maintain biological diversity and ecological function in the long term. The options all recognized a basic framework integrating the major linkage function of the Niagara Escarpment with the other linkages

Mirek Sharp, founding principal of North-South Environmental Inc., has been working in the field of ecology since 1978, and has over 30 years of experience as a consultant working for clients in the public and private sectors. Mr. Sharp’s experience encompasses environmental policy development, terrestrial resource inventory and monitoring, resource management plans, natural area designation and protection, ecological restoration, and environmental impact analyses for a variety of undertakings. Mr. Sharp has directed numerous peer reviews and supervised the development of several Natural Heritage Systems. He has published in refereed journals, presented at conferences, provided expert testimony to the Ontario Municipal Board, and authored over 200 technical reports.

associated with the major watercourses. The preferred option was refined in Phase 2 and underwent substantial review through the public consultation exercise associated with the overall project. Phase 3, addressed policy development and provided input to ROPA 38.

Nelson Quarry review and OMB Hearing, 2010 – 2011 Mr. Sharp was retained by the Region of Halton to provide a comprehensive peer review of the natural heritage components of an application for a major quarry expansion on the Niagara Escarpment. This included review of the extensive support documents extending back over 10 years. This project culminated in providing expert testimony to the Ontario Municipal Board.

Proposed Rockfort Quarry Peer Review, 2009-2010 Mr. Sharp was retained by the Region of Peel and the town of Caledon to peer review background reports and site plans associated with an application for a dolomite quarry on the Niagara Escarpment in the town of Caledon. The proposed quarry had the potential to impact surface water-dependant natural heritage features on adjacent lands, including Provincially Significant Wetlands, an ANSI and ESAs. Mr. Sharp prepared for and provided evidence to the Ontario Municipal Board as an expert witness in the field of ecology based on his review.

Hart Solomon has been a Licensed Professional Engineer since 1977, specializing in traffic engineering, traffic operations, road operations, and systems development. He has a wide range of experience in detailed design and project management of traffic engineering/traffic operations projects and in providing traffic engineering input to development, construction and major civic projects. Hart has extensive “hands-on” experience in the public sector, having spent his previous career at the municipal level, prior to joining CIMA+ in 2011. He led the City of Hamilton’s Traffic Engineering and Traffic Operations groups for almost the entire duration of his employment from 1985 to 2011, with secondments to direct the Roads and Traffic Division and to manage a major maintenance management software development and installation project.

The City’s project sponsor for this novel, complex and contentious consultant study. Project reviewed the structure of the City’s designated truck route system, examined signing methodologies and considered alternatives such different weight classes. The Master Plan fulfilled the requirements of Phases 1 and 2 of the Municipal Class EA, although was ultimately not filed, since there were no major projects identified.

2010 City of Hamilton Commonwealth Games Bid, 2003, Traffic Lead

Bid team member tasked with preparation of multi-mode transportation plan. Developed bid materials for air, rail, transit and road access to, and during, the proposed event. Presented plan to national evaluation committee. Hamilton was successful Canadian bid, losing to Delhi at the international level.

Intersection Pedestrian Signal Ontario Pilot Project, Ministry of Transportation Ontario, 1993, Project Manager

Undertook background research and coordinated with Ministry of Transportation, Ontario to install first five Intersection Pedestrian Signals in Ontario and conduct safety analysis. Successful removal of adult school crossing guards at all five locations. Formed the basis for Ministry and HTA approval for widespread use of device in Ontario.

Professor Thurston is Director of the Program in Exposure Assessment and Human Health Effects at the Department of Environmental Medicine, NYU School of Medicine, and is a leading scholar on the human health effects of air pollution. His research has focused on health effects of air pollution in New York City, as well as in cities across the nation and around the world. In 1987, he published the first research that showed the association between fine particulate matter (PM2.5) and mortality, as well as the first paper using source apportionment methods to relate specific PM2.5 sources with mortality, especially coal burning. In New York City, this has included his Backpack Study of the effect of diesel air pollution on children with asthma in the South Bronx. He is also an author of the most recent World Health Organization (WHO) Global Burden of Disease (GBD) report, published in the Lancet in 2012, which provided global estimates of the life years lost due to outdoor fine particulate matter air pollution (PM2.5), which were based in large measure on Dr. Thurston's ACS cohort studies of PM2.5 air pollution and mortality, and his leading-edge collaborative research in which global PM2.5 concentrations were estimated based on global satellite data. Dr. Thurston has also been a leader in advancing the intersection of science and public policy decision-making. He has been called upon to testify before the US Senate and the House of Representatives on dozens of occasions to explain the public policy implications of air pollution research. In 2002, he was called upon to testify before the Senate on the human health effects associated with the Word Trade Center disaster, most recently in October 2011 regarding the proposed mercury emission regulations. In 1999, he spoke at the Community of Parties (COP5) Kyoto Protocol meeting held in Bonn, Germany regarding his research on the immediate human health co-benefits of climate change mitigation steps from associated cleaner air quality. He has also served as a member of the U.S. EPA Clean Air Science Advisory Council (CASAC) that advises the EPA Administrator on the setting of the U.S. air quality standards.

John Vickerman has been commissioned as the General Consultant for the development planning for a state-of-the-art fully automated three berth container port and adjacent CN intermodal rail terminal with 1500 acres of adjacent integrated logistics Park development. As currently envisioned, Maher Melford will deploy an advanced automated container terminal concept developed by Hamburg Port Consulting GmbH (HPC). The terminal operating system is a high grade form of container automation. In container and intermodal terminal will use advanced horizontal transport system of Automated Guided Vehicles (AGV) in combination with Rail Mounted Gantry Cranes (RMG) with quay parallel orientation in the Container Yard (CY). When successfully deployed, the Maher Melford terminal would be the first container terminal in North America to deploy AGVs.

John Vickerman is the President of Vickerman & Associates, LLC a professional services consulting firm specializing in the planning and design of port, intermodal, and freight logistics facilities. His maritime and intermodal practice has become internationally known for providing innovative solutions to the many operational, planning, and design issues confronting the marine and intermodal transportation industry. Much of his work focuses on assisting ports, railroads, and shipping companies to recognize and prepare for future market and technological changes.

As a specialist in intermodal and maritime terminal design, Mr. Vickerman has worked on major port projects throughout the United States and the world for more than 35 years. Sixty-seven of the 90 North American deep-water general cargo ports have benefited from his personal strategic master planning and design capabilities. His international practice includes work for many of the Canadian Ports; the Ports of Rotterdam; Hong Kong; Mainland China; Melbourne, Australia; Pecèm, Brazil; Puerto Rico; the Panama Canal Authority; the intermodal freight analysis for Eurotunnel between England and France; and emerging new transshipment port projects in Indonesia.

Mr. Vickerman completed three terms as Chairperson for the Intermodal Freight Terminal Design & Operations Committee under the purview of the Transportation Research Board (TRB)/National Research Council (NRC)/National Academy of Science (NAS) and served on many national Policy Committees for the TRB. John has served on the Freight Advisory Roundtable Board and as an Advisory Board Member to the United States Merchant Marine Academy, Global Maritime & Transportation School. He currently is a member of the Editorial Advisory Board of the Great Lakes/Seaway Review and serves as a Board of Director Member of the United States Maritime Research Center (USMRC) - Maritime Simulation Institute (MSI) in Newport, Rhode Island.

Port of Miami On-Dock Intermodal Rail Terminal, Florida East Coast Railway (FEC). Vickerman & Associates was retained in 2010 as one of the General Consultants to the FEC Railway CEO and expert intermodal terminal advisor to the FEC Railway, Rail America and Fortress Investment Group for the planning, design and operation of the new Port of Miami On-Dock Intermodal Rail Terminal. The $52 million program included upgrading the Port Bascule Bridge and improvements to 4.5 miles of rail access to the Port from the FEC Hialeah Inland Port in Miami

Port Alberta Inland Port and Logistics Park, Edmonton, Alberta. Vickerman & Associates was retained in 2008 as an intermodal terminal expert sub-coinsultant by InterVISTAS Consulting Inc. for the development planning of the Port Alberta Inland Port and Integrated Logistics Park for the City of Edmonton, Alberta.
