1. If the facility has already been constructed, what versions of the NFPA standards
were utilized?
The facility is currently in construction. See A-2.
2. If the facility has yet to be constructed, what versions of the NFPA standards will
be utilized?
The facility is currently being designed and constructed utilizing thecurrent version of NFPA 850 and NFPA 37 as guidelines. Any applicablestandards mandated by local, state, or federal agencies will also befollowed.
3. How would recommendation #6, "Recommendation as to adoption of codes" inthe Thomas Commission Executive Report affect the facility?

If the recommendations of the Thomas Commission Executive Report areaccepted by the Department of Public Safety, the facility will be operatedand maintained utilzing the current version of the applicable. Any other,applicable standards mandated by local, state, or federal agencies will alsobe followed.
4. How would the following codes affect construction or modification of the facility:
a. NFPA 37 (2010 edition)b. NFPA 54 (2009 edition)c. NFPA 54 Temporary Interim Amendment 09-3 (August 25, 2010)
d. NFPA 850 (2010 edition)e. NFPA 853 (2010 edition)f. ASME B31;g. ASMEB31.1 Appendices IV and V.
a. NFPA 37 (2010 edition) - NFPA 37 is the Standard for the Installationand Use of Stationary Combustion Engines and Gas Turbines and isbeing followed unless the manufacturer of the combustion turbinesmandates an alternative or more stringent standard.
b. NFPA 54 (2009 edition) - NFPA 54 currently exempts "fuel gas pipingin electric utility plants." Most of NFPA 54 pertains to much smallerdevices and piping than is typically found in power generationfacilities and as such much of this Standard is inappropriate forapplication to construction or modification of the facilty.
c. NFPA 54 Temporary Interim Amendment 09-3 (August 25,2010)-This amendment details the requirements for purging of gassystems. The purging requirements recommended are minimumstandards and more stringent standards, in fact, would follow as amatter of course during construction or modification of this facility.
d. NFPA 850 (2010 edition) - NFPA 850 is currently considered"Recommended Practice" and is being utilized as a guideline in thedesign and construction of this facility. If the requirements of thisStandard were deemed mandatory, GenConn Middletown LLC wouldadhere to the applicable sections if construction or modification ofthe facility was undertaken.
e. NFPA 853 (2010 edition) - NFPA 853 is the Standard for theInstallation of Stationary Fuel Cell Power Systems and is notapplicable to construction or modification of this facilty.
f. ASME 831 - ASME Codes 831.1 Power Piping, 831.3 Process Pipingand B31.8 Gas Transmission and Distribution Systems are being

followed where applicable for the construction of the facility and willbe followed for any modifications during the life of the facility.
g. ASME B31.1 Appendices iV and V - Appendices IV and V arecurrently non-mandatory appendices. However, corrosion protectionwil be provided with any construction or modification of existing gaspiping per Appendix IV or using an alternate method as allowed forin IV-2.3. Applicable Sections of Appendix V in relation to gaspipeline operations and maintenance are being developed for postconstruction operation.
5. What is useful lifespan of the natural gas piping/pipelines located within and tothe facility?
The useful lifetime of the piping to be installed is greater than 40 years.
6. Would the natural gas piping/pipelines within and to the facility need to bereplaced during the life of the facility?
It is not anticipated that the piping will be replaced during the lifetime of thefacility.
7. Do you foresee any circumstances that would require replacement of a section of
natural gas piping/pipeline within and to the facility?
With proper maintenance and corrosion protection, it is not anticipated thatany of the gas piping will need replacement.
8. If so, would a new section of natural gas piping/pipeline within and to the facility
be installed and require cleaning?
If replacement of a section of pipe becomes necessary, any replacementpiping would require cleaning prior to being put into service.
9. What type of material is the natural gas piping/pipeline within and to the facilitycomposed of?
The natural gas pipeline within and to the facilty will be carbon steel up tothe final filtration equipment before the combustion turbines. The pipingfrom the filters to the turbines will be stainless steel.
10. How many linear feet of natural gas piping/pipeline are located within and to thefacility?
There wil be approximately 200 feet of piping installed from the existingpipeline to the plant metering station. Within the facility, there wil be

approximately 1000 feet of additional piping from the gas metering station(the interconnection point) to the combustion turbines.
11. What is operating pressure (psig) of the natural gas piping/pipeline within and tothe facility?
The maximum allowable operating pressure of the gas pipeline to thefacility is 1000 psig however the typical operating pressure will be 450 psig.As such a gas compressor will be installed to provide the required 675 psigat the combustion turbines.
12. What is the nominal pipe size in inches within and to the facility?
The pipeline to the facility will be 10" and will be increased to 12" to thedew point heaters within the facility. The piping will then be reduced to 4"to the combustion turbines.
13. What is the length in feet of piping/pipeline that requires/required purging withinand to the facility?
All of the new gas piping, approximately 1200 feet, will require cleaning.
