Onslow has a good infrastructure base including roads, schools, medical services, essential service,

airport and shopping. However to make Onslow a true service hub that can service the onshore and

offshore business activities within its catchment it requires;

• Expanded marine infrastructure

• Secure and substantial fuel supplies

• Land for business to develop

OMSB and Agility are focused on delivering this infrastructure, which will lead to job creation and

increased population.

Offshore Strategic Advantages

Onslow’s strategic advantages to logistic and service companies involved in the oil and gas fields extends from the Eastern side of Varanus Island to Exmouth.

This includes Barrow Island, the Gorgon Platform, Thevenard Island, Barrow sub-basin, Northern Exmouth sub-basin and much of the Rankin Platform / Exmouth Plateau.

The locational benefits include;

• Reduced sea travel distances, some significantly;

• Potential to reduce fleet ;

• Shorter emergency response times;

• Reduced road travel distances from Perth;

• Access to new airport facilities;

Proposed Dredge Plan – Inner Harbour

Groyne & Inner Harbour

The inner harbour section of the dredge will:

• Increase the channel manoeuvring area at the head of the groyne to some 95m in width, with a turn radius of 375m;

• Keep away from the existing rock groyne so as not to disturb or under cut this structure.

• Enhancing the current passing pocket to a turning circle of 115m diameter;

• Requires the installation of new navigation aids.

Note

The position of the LCT ramps to the southern end of

the facility means access to the future DoT Marina will

never be blocked by a vessel moored in the OMSB

facility.

OMSB – ECONOMIC IMPACT ASSESSMENT – EXECUTIVE SUMMARY (LUCID ECONOMICS)

THE OMSB PROJECT WILL TRANSFORM ONSLOW WITH SIGNIFICANT SOCIAL BENEFITS

In addition to considerable economic benefits of the project there will be a range of community benefits;

Family and Community

– 506 increase in local population of Onslow – 71% increase over 714 population – 2015 base

– 224 Increase in children in the Onslow community – 76% increase – boost to local school

Indigenous

– Through the active indigenous engagement strategies of OMSB and Agility there will be improvements in the

local indigenous socio economic position.

Health

– Increase in population would increase demand for local healthcare which increases local medical professionals

and staff thereby increasing access to healthcare

Education and Training

– The increase in jobs will increase the need for education and training thereby increasing local skills.

– Increase in children will increase the need for teachers and potentially local secondary education as well.

Housing

– The increase in employment with over 200 local operational jobs will significantly increase the need for housing

on residential land ready for development at Barrarda Estate.

Culture & Leisure

– With the increase in population and children – local sporting clubs will grow in memberships creating more

demand for leisure activities and creating more sustainable local community and sporting clubs.

OMSB Economic Impact Assessment – Executive Summary (Lucid Economics)

The OMSB Project will Transform Onslow

The Beadon Creek Marine Support Base (Stage 1) and the Industrial Land Development required will provide a wide variety of economic benefits

to Onslow.

Construction Phase – Stage 1 including industrial lands $94.5m will be invested in Onslow and will generate;

– $170m injection into local economy

– $53m of value to local Gross Regional Product in Onslow

– 234 local jobs (directly and indirectly)

– $30.9m in wages and income for local families

Operational Phase – Stage 1 – will generate;

– $60m in local Gross Regional Product (45% increase above 2011 levels)

– 190 jobs (permanent local jobs) an increase of 71% above the 310 jobs in Onslow 2011 base

– $23.5m in local wages and income

Economic Impact of Outer Harbour Dredge is the Game Changer for Onslow. In addition to the local economic benefits from

Stage 1 – the Outer Harbour Dredge (Stage 2) will provide significant Local and State benefits;

– $46.8m injection into State economy

– $15.6m added to the Gross State Product during construction

– 52 direct and indirect jobs in the State during construction

– 291 direct and indirect jobs in the State during operations

– $65.7m added to Gross State Product

– $35m generated in wages and income for WA residents

Beyond these economic impacts the Outer Harbour Dredge will also have productivity and cost efficiency benefits for industry, as estimated by

Lucids Economics below;

– $24.9m per annum per project/rig serviced from Onslow

– $3.8m in annual road transport savings through direct fuel availability in Onslow

– These cost savings will help improve global competitiveness of Australia in energy sector.
