ADVISORY COMMITTEE (MPAC) ROLE
The following explains the roles and responsibilities of being a Master Plan Advisory
Committee (MPAC) member for the Crater Lake-Klamath Regional Airport, including
background on the Airport Master Plan and MPAC expectations.
AIRPORT MASTER PLAN PURPOSE
The Airport Master Plan (“Plan”) formally documents the 20-year Airport project improvements,
to meet aviation demand, level of service, and airport design standards. The Plan serves as a
roadmap to guide the orderly development of Airport facilities, equipment, and service needs.
The Plan’s Key Products:
• Capital Improvement Plan (CIP); year-by-year projects and costs
• Airport Layout Plan (ALP); depicts recommended project improvements
The Plan’s Key Areas of Focus:
• Improvements envisioned by the Airport Sponsor (City of Klamath Falls)
• Meet Federal Aviation Administration (FAA) standards
• Incorporate Guard mission and land use planning
• Develop and implementation plan; Airport project priorities, costs, and means to fund

The Plan’s Public Involvement Focus:
The Plan is structured to actively encourage public involvement. The Airport recognizes being
inclusive of broader community considerations builds a wider support for Plan
recommendations and helps facilitate acceptance. The MPAC is the main component of the
Plan’s public engagement process and will help achieve a more successful Plan.
MPAC MISSION, PURPOSE AND COMPOSITION
The MPAC is a standing advisory group assembled specifically for this Airport Master Plan
project. The MPAC input is used to strategically guide Plan recommendations throughout the
approximate 18-month study process. The following is the MPAC overarching purpose:
MPAC Mission: Provide advice on the Airport’s recommended planning course-of-action.
MPAC Member Composition:
• MPAC typically consists of 12 to 16 members
• Represents the Airport’s key stakeholder interests
• Individuals with an interest and commitment towards the Airport
• Individuals having various aviation and civic perspectives

MPAC TASKS
The MPAC, which is not a voting body, will provide insight and decision-making regarding Plan
considerations. MPAC recommendations will be vetted by the Airport Staff and Consultant,
then presented to the City for final consideration and approval, including consultation with the
Federal Aviation Administration (FAA) and Oregon DOT Aviation (ODA).
MPAC members have the following meeting responsibilities:
• Attend six (6) scheduled MPAC meetings
• Attend one (1) Public Outreach event
MPAC members have the following tasks:
• Provide Plan strategic direction
• Review reports and study documents
• Provide feedback on Plan recommendations and community sentiment
• Recommend preferred Plan options
• Encourage Plan awareness, and provide ideas to engage public outreach
• Build support for Plan recommendations and project implementation
MPAC PARTICIPATION AND MEETINGS
The MPAC meetings are technical in nature, used to present and discuss detailed study
findings. Meeting typically are two (2) hours, and also open-to-the-public. The MPAC meeting
agenda and presentation materials will be submitted by email in advance of each meeting.
Each agenda will clearly identify MPAC meeting tasks. MPAC will be asked to provide
comment and approve each meeting summary.

• What is the Plan’s strategic vision and expected outcomes?

- 1928 Klamath Falls citizens approved $50,000 in sales bonds to begin airport
- 300 acres initially purchased, Airport now 1,200 acres
