I. EXECUTIVE BRIEF

Motion and Title: Staff recommends motion to approve: the Selection Committee's recommendation for (A) MV Transportation, Inc. for Run Package A, (B) First Transit, Inc. for Run Package B, and (C) Maruti Fleet & Management, LLC for Run Package C as proposed under the Request for Proposal (RFP No. 14-041/SC) for Palm Tran Connection Paratransit Services.

Summary: On June 27, 2014, the County received 23 proposals from 12 paratransit service providers for three (3) Run Packages. Seven (7) of the 12 proposers were determined to be responsive and forwarded to the Selection Committee for evaluation. On July 28, 2014, the Selection Committee met to hear oral presentations, evaluate written proposals and rank each company. Per prior Board direction, a company could only be awarded one (1) Run Package. MV Transportation, Inc. received the highest rankings for all three (3) Run Packages and is recommended for Run Package A. First Transit, Inc. received the second highest ranking for Run Packages A and 8 and is recommended for Run Package 8. Maruti Fleet & Management, LLC ranked second on Run Package C and is being recommended for Run Package C. . i

MV Transportation, Inc., First Transit, Inc., and Maruti Fleet & Management, LLC will provide 26.1 %, 20.2%, and 100% DBE participation, respectfully. The proposed wages for the three (3) firms meet, or exceed,. the Living Wage requirements. The seven (7) year price proposal for the recommended firms are as follows: MV Transportation, Inc. $72,670,431, First Transit, Inc. $76,201,015 and Maruti Fleet & Management, LLC $35,017,147. If approved by the Board, final contracts will be presented at the October 7, 2014 regular Board of County Commissioners (BCC) Meeting. The Notice to Proceed is anticipated to be November 1, 2014 with a start date of February 1, 2015. Countywide (DR/OW)

Background and Policy Issues: At the January 28, 2014 and the February 25, 2014 meetings, the Board of County Commissioners (BCC) directed Staff to prepare an RFP to seek new contractors to replace the current contractor, Metro Mobility Management Group, LLC (MMMG). On June 27, 2014, 12 proposals were received of which seven (7) were determined to be responsive to the RFP requirements. The seven (7) were First Transit, Inc.; Keolis Transit America, Inc., Maruti Fleet & Management, LLC; MV Transportation, Inc.; National Express Transit Corp., Transportation America, Inc. and Veolia Transportation, Inc.. On July 28, 2014, each firm made an oral presentation to the Selection Committee. The committee reviewed and evaluated the firms based on predetermined selection criteria and ranked the applicants. Letters of Protests were received from four (4) companies. The Director of Purchasing reviewed the letters and did not uphold the protests. No requests for a Hearing before a Special Master were received.

RE: Evaluation Summary RFP No: 14-041/SC Palm Tran Connection Paratransit Services

On July 28, 2014, the selection committee meeting was held for the purpose of seleqting three (3) vendors to provide services as outlined in the above referenced Request for Proposal. As Chairmau of the selection committee, this memorandum fulfills my responsibility to provide an evaluation summary outlining the basis for the committee's recommendations.

The selection committee recommended the selection of the following three (3) vendors: ·

Run Package A - MV Transportation Run Package B - First Transit Run Package C - Maruti

With respect to Run Package A, the first ranked proposer was MV Transportation receiving five ( 5) first place votes and one (1) second place vote for a total of seven (7) points. The second place firm was First Transit with 12 points. The reason for the recommendation for MV Transportation was that they demonstrated significant experience, qualifications and past performance as it relates to the provision of Paratransit s.ervices as it compared to the other proposers. Secondly, the team members proposed gave the committee significant comfort that they understood the issues. relative to start up and transition activities. And finally, MV had excellent financial strength, met the 20% DBE and Living Wage requirements was the lowest cost for Run Package A.

With respect to Run Package B, the first ranked proposer was MV Transportation receiving five (5):fust place votes and one (1) second place vote for a total of seven (7) points. However, due to the fact that they are being · recommended for Run Package A, they are not eligible to receive Run Package B. The second ranked proposer was First Transit, Inc. with one (1) first place

The reason for the recommendation for First Transit was that they demonstrated significant experience, qualifications and past performance as it relates to the provision of Paratransit services as compared to the four ( 4) remaining proposers for Run Package B. Secondly, the team members proposed gave the committee significant comfort that they understood the issues relative to start-up and transition activities. And finally, First Transit had an excellent financial strength, met the 20% DBE and Living Wage requirements and was the third lowest cost for Run Package B. ·

With respect to Run Package C, The first ranked proposer was MV ~ ransportation receiving three (3) first place votes and three (3) second place votes for a total of nine (9) points. However, due to the fact that they are being recommended for Run Package A, they are not eligible to receive Run Package C. The second ranked proposer was Maruti with three (3) first place votes and three (3) third place votes for a total of 12 points. The reason for the recommendation for Maruti was they had relevant experience; qualifications and past performance. Secondly, they had the lowest cost for Run Package C. And finally, Maruti will provide 100% DBE participation and they demonstrated reasonable financial strength.
