    6.A Contra Costa County Draft Environmental Impact Report (DEIR) –

    Tassajara Parks Project

    The Contra Costa Transportation Authority (CCTA), as a component of the Growth Management Program (GMP) Compliance Checklist, requires Contra Costa County to provide opportunity for SWAT to review and/or comment on the Tassajara Parks DEIR.

  • Joe Calabrigo stated that the Town of Danville submitted a comment letter to Contra Costa County. Mike Metcalf asked if there is an Urban Limit Line issue with this project. Candace Andersen stated that this project is outside of the Urban Limit Line. Lisa Bobadilla stated that San Ramon will be submitting a comment letter to the County by the due date of November 14, 2016. Martin Engelmann from the Contra Costa Transportation Authority (CCTA) provided information regarding SWAT’s actions pertaining to the DEIR. Mr. Engelmann stated that the GMP Implementation Guide states to notify and discuss if a project will generate more than 100 peak hour vehicle trips.

    Will Nelson from Contra Costa County provided SWAT with a timeline for the Draft EIR. Candace Andersen recommended that Contra Costa County provide monthly update and/or provide written communications to SWAT regarding the Project timeline. The Town of Moraga and the City of Orinda will not be submitting a comment letter to the County. Public Comment: Evan Gorman, San Francisco State student, articulated that he is currently doing an internship with the Greenbelt Alliance. Mr. Gorman stated that the Green Belt Alliance does not support the Tassajara Project, and that he is tasked with submitting a comment letter to the County by the due date of November 14, 2016 on behalf of the Greenbelt Alliance.

    Gretchen Logue resident of Tassajara Valley spoke about her concerns regarding the Tassajara Project. Ms. Logue provided a handout to the members.

    ACTION: No action taken by SWAT. Contra Costa County to provide information on an as needed basis.

    By: Kelli Capka, Associate Engineer SUBJECT: Orinda BART – Downtown Access Ramp & Lighting Project RECOMMENDED ACTION Approve the reallocation of $200,000 in Measure J funds from Measure J project No. 10003-01, Access Improvements at Orinda and Lafayette BART Stations, to the Orinda BART Downtown Access Ramps and Lighting Project. BACKGROUND AND ANALYSIS

    The purpose of this project is to improve pedestrian access between the Orinda BART station and the Downtown Theatre Square area. The proposed project includes constructing an ADA accessible ramp from the end of Bryant Way to the elevated sidewalk along the east side of Camino Pablo and installing overhead lighting below Highway 24 (eastbound) and BART tracks overcrossings. The work to be done generally consists of clearing and grubbing, protection of existing utilities, removal of existing concrete walk and stairs, and the installation of a new ADA compliant curb ramp with walls and railings, new concrete pedestrian staircase with walls and railings, new LED pole lighting at the ramp and staircase, and new LED lighting at the existing pathway under SR 24 and BART overcrossings. The work also includes the installation of texturized and colorized concrete at the pathways and walls, new landscaping, and a drip irrigation system.

    The project is included in the City of Orinda’s Bicycles, Trails, and Walkways Master Plan, adopted in 2011, and the Contra Costa Countywide Bicycle and Pedestrian Plan, adopted in 2009, and the City’s Americans with Disabilities Act (ADA) Transition Plan. In November 2013, the Traffic Safety Advisory Committee recommended this project as the highest priority pedestrian project to pursue grant opportunities. On November 5, 2014, the City Council accepted a $250,000 grant from Bay Area Rapid Transit (BART) to initiate the project and

    authorized the contract with Leptien, Cronin, Cooper, Morris & Poore, Inc. (LCC, Inc.) for engineering design services. Throughout design, the design team and City Staff have presented and received feedback from the Public Works Aesthetics Review Committee (PWARC) regarding design elements and features. PWARC and City Council have both approved the current design. The City advertised the project for bids on August 17, 2016. Bids were opened September 13, 2016. Two bids were received and both were well above the engineer’s estimate for the project. The lowest bid was $802,880 and the engineer’s estimate was $550,000. On October 4, 2016, the City Council rejected all bids received for the BART – Downtown Access Ramp and Lighting project and authorized use of additional Transportation Impact Fee funds in the amount of $325,000. At that meeting, City Council also directed City Staff to seek out more funding opportunities and explore options for re-advertising the project with possible cost-saving measures but keeping all major components of the current design. The City of Orinda remains the project sponsor and BART is a funding partner for this project. As such, the City of Orinda and BART request that funding be reallocated from Access Improvements at Orinda and Lafayette BART stations to fund the construction of this project. FISCAL ANALYSIS Funding and estimated expenses are presented in the tables below. With allocation of Measure J funds, the project is fully funded for construction. Project advertisement will begin in January. Construction is expected beginning in March 2017, to be complete by August 2017. Funding:

    STEPS FOLLOWING APPROVAL

    Upon approval of the reallocation of $200,000 in Measure J funds from Measure J project No. 10003-01, Access Improvements at Orinda and Lafayette BART Stations, to the Orinda BART Downtown Access Ramps and Lighting Project, the project funding allocation request will be presented to CCTA. Upon CCTA approval of the funding resolution, the project will begin construction in March 2017.

    1. Approved the 2017 WCCTAC Board and TAC Meeting Calendar.

    2. Approved an amendment to WCCTAC’s General Fund Reserve Policy.

    3. Approved updates to the WCCTAC Personnel Policies Manual.

    4. Approved the Release of a Request for Proposals (RFP) for a Subregional Transportation Mitigation Program (STMP) Update to the Nexus Study and Strategic Plan.

    5. Adopted Resolution #2016-05 to allow staff to sign a contract with Nelson

    Nygaard in the amount of $75,000 to provide consulting services for an Accessible Transportation Study.

    6. Approved scoring criteria for Measure J TLC and OBAG 2 Safe Routes to

    School grant applications, which will be reviwed by the WCCTAC TAC.

    7. Heard a presentation from Counsel, Kris Kokotaylo, clarifying amendments made to the WCCTAC Rules and Procedures, adopted in September 2016.

    8. Heard a presentation by staff on the West County High Capacity Transit

    Study regarding Ridership Modeling and Online Survey Development. The Board directed staff to include the modeling of a long-range alternative that only considers express bus and BRT, but not BART.
