Call to Order: 6:58pm
Board members present: Ray Bush, Sherry Easley, Ada French-Goring, Anthony Blackstone, Betty Hasty,
and Anita Tannenbaum, and Debbie Landess, Community Manager. Absent were board members
Rachel Bible and Lincoln Dean.
1. Open discussion at the beginning of the meeting.
2. Last month’s minutes read & approved.
3. Approval of 5 Star Painting for wall along Beltline. Under discussion for tree removal before
work is commenced.
4. Items to be clarified-
a. warranty details needed explanation in full detail for everyone.
b. proper notification in advance to be provided to all homeowners so paint will not
damage vehicles or homes.
Both written note on front doors and calls, if necessary.
Also yard signs to be posted at least 10 days in advance.
5. Debbie will obtain 3 (three) bids to furnish the Christmas light display this year.
6. Issue of mailbox repairs update.
7. Flock Security Camera has been held up because all signatures and yard clearances have not
been obtained.
8. Also we need additional signage advising of future Country Club PID meetings times posted
within the neighborhood.
9. Mr. Jackson from Solar Panels invited the neighborhood to a block party. Date to be
determined= TBD. Refreshments provided and a booth with information will be set up.

MEMORANDUM
TO: Gabe Johnson, Director of Public Works Lee Harris, Special District Administrator
FROM: William A. Hills, Deputy City Manager DATE: October 28, 2020 SUBJECT: Maintenance of leaning or damaged concrete pads used by the U.S Postal Service
for the placement of neighborhood access mailboxes After reviewing and discussing this issue with Cheryl De Leon, Deputy City Manager, regarding the maintenance of leaning or damaged concrete pads used by the U.S. Postal Service for the placement of neighborhood access mailboxes, I requested additional information from Public Works and Legal, regarding the ultimate responsibility for the maintenance of the pads located in the ROW easement. After reviewing the information, I was able to gather that the boxes themselves are owned and maintained by the U.S. Postal Service and the cement pads were originally placed by the developer.
The Postmaster for our area fully accepts responsibility for the maintenance of the mailboxes; however, the concrete pad on which these boxes sit were installed as the neighborhood was being built, in compliance with the requirements put forth by the U.S. Postal Service. Obviously, at that time, the ROW was owned and maintained by the developer. In some cases, the pads were also improved by the addition of brick structures around them in an effort to beautify the postal boxes.
We, the City of Grand Prairie, have now been approached to make repairs, up to and including the replacement of some of these pads due to failure caused by the ground sinking or shifting. Though these pads are in the ROW easement, they are not the responsibility of the City to maintain. Therefore, after review of the Public Improvement District (PID) agreement and various versions of neighborhood association bylaws, I have reached the following conclusion.
The maintenance of these pads is to be the responsibility of the PID or neighborhood association for the affected area. Maintenance of the common areas in a neighborhood, especially where there is no specifically delineated ownership, falls to the entity charged with and responsible for these areas. The care of these areas is one of the expressed purposes for the existence of PID’s and associations. These boxes are located to provide access to all of the area residents throughout a subdivision or neighborhood and are located for convenient communal access.

In conclusion, I am requesting that staff inform all of our PID’s and neighborhood associations where these communal mailboxes exist, that per their agreement and area association bylaws, the pads beneath, and any structure around the boxes themselves (owned by the U.S. Postal Service) are their responsibility to maintain as part of the common areas associated with their neighborhood, subdivision or district boundaries.
