4. Pathways to Prosperity Project – Vicki

Vicki shared the projects underway at Pathway to Prosperity: Canada:

- LIPs and RIFs (Réseaux en immigration francophone). The study focuses on

performance measurement strategies currently in use by the LIPs and RIFs, and

suggestions for future performance measurement and monitoring tools that would be of

value. It also examines interrelations and interface between the RIFs and LIPs, and areas

where it would be useful to align activities.

- Measuring Outcomes of Local Immigration Partnerships: interview across the country

about what they see about the goals and indictors for performance measurement, and

how to connect with settlement sector outcomes and to build into strategy.

- Students engagement: 23 graduate students from across the country engaged with

Pathways to Prosperity, and had the first standing committee of the group in Nov 2013.

5. Updates and Actions from Previous Business

I. Copies of the LMLIP Strategic Plan 2013-2016. Sharing Dissemination Plan -

(Information) - Huda

Huda shared the dissemination plan, asked for input from the members, and distributed copies to the group.

II. Media Engagement Work Group (Information/Discussion) - Dev

Dev informed the Council that three shows have been telecast with each show containing

three 7-minute segments. Two shows were taped in 2013, and the rest will be completed

by the end of February 2014. Due to copyright issues, the entire shows will not be

available online, but LMLIP can purchase a DVD once the project is complete.

Dev noted a „few hundred hours‟ were involved in producing each show. Dev also noted

that this is a good partnership with Rogers TV. A draft evaluation plan has been

developed and Dev will forward it to Vicky for her input. More information regarding next

steps will be available in the coming months.

Dev encouraged all members to help share the information through social media.

Elisabeth commented the budget would be reviewed to enhance the social media

presence.

III. Governance Working Group (Information/Endorsement) - Elisabeth

Elisabeth noted the Terms of Reference have been updated and approved, but some recent discussions regarding recruitment of sub-council members has surfaced which has led to the need to re-visit the document. The working group has met and will continue to review it. More updates will be available in the coming months.

Janet shared the orientation plan for new members:

Step One:

New members will meet with the Project Coordinator for an information session on the

LMLIP and will be provided with the following documents:

Community Capacity and Perception of the LMLIP

Central Council‟s Contact list

The last two Central Councils‟ meeting minutes

Step Two: (Orientation and Succession Plan)

The Co-chairs will meet with the new member to welcome them and provide

further information on the LMLIP

Janet, with the support of the LMLIP staff, will develop a plan as per the need of

each member to inform and enhance their knowledge on issues pertaining to

immigration/immigrants

Council members will be provided with information on presentations, workshops

and conferences that will help them enhance their leadership skills and or their

knowledge on issues pertaining to immigration policies and immigrants

6. Current Issues of interest (Discussion)

Janet shared the idea of bringing in a guest speaker/expert to provide a brief 15-

minute presentation on a current issue or topic that the Council is interested in

learning more about. Council members provided the following suggestions:

United Nations Programs, Human Rights, and linking with NGOs registered with UN Department of Information (UNDPI) (German)

Issues related to immigration such as the new CIC Expression of Interest

Each Sub-council could bring forward an issue related to their area of focus (Corinne)

Information on the community development model/approach (Corinne)

Demographic shifts across Ontario and how it affects organizations, and tangible measurement of quality of life (Dev)

The proposed approaches discussed at the meeting are:

Sub-council Chairs provide monthly progress report electronically and bring issues that needed discussion to the staff to include in the agenda

Sub-councils‟ reports have more in-depth information of each sub council lining up with the sub council meetings

Chairs may decide to bring critical information to be shared with Central Council besides a written report

A mechanism needs to be there to ensure a mix of information sharing and opportunities for in-depth discussion

Challenges that Sub-councils encounter in the process of implementation may be brought to Council for feedback and or directions

Every three Sub-councils may provide their written reports and bring items identified by the Chairs and or Sub-councils for discussion to the Council‟s meetings monthly

8. Highlights from Sub-councils (Information)

LMLIP Education Sub-council Phil shared that the Supports for Parents Work Group had contracted a videographer to work on “Welcoming All Voices (WAV)”, and was in the process of script development. The Support for School Staff Work Group did a workshop to pre-service teachers on December 6, 2013 at the Faculty of Education. She also noted that the group will do a workshop for non-teaching staff at the Thames Valley District School Board on March 7. Progress has been made on Early Childhood Education at Fanshawe and College Boreal. Phil will make a presentation at the Ontario Teachers Federation conference on February 22 at York University. Muriel and Phil will present about WAV at the National Healthy Schools Conference of Ontario Healthy School Coalition in April. The Students Support Work Group will change its focus due to low response to the Facebook page promoting local Homework Help initiatives.

LMLIP Inclusion & Civic Engagement Sub-council Andrea shared that the „road show‟ panel exhibits were displayed at Fanshawe Pioneer Village and would be exhibited at the Central Library in February. A working group was formed to look into organizing a series of education sessions for new Canadians on elections at the three levels of governments.

LMLIP Settlement Sub-council

Mohamed noted the draft of the Senior Support Services Map was completed. The work

group has reviewed the existing settlement brochure and is in the process of developing a

2nd brochure targeting students. The Sub-council is also planning a workshop in

collaboration with Community Legal Education of Ontario (CLEO) for frontline staff

especially Settlement Workers in School in March. CLEO provides workshop for frontline

staff on their legal resources which can be adapted by any organization as per the need.

LMLIP Employment Sub-council

Nancy informed the group that their Sub-council discussed the election at their last

meeting but due to no quorum deferred the agenda item to the next meeting. WIL will host

information sessions on self-employment provided by the Small Business Centre on Feb

20. The timing of the second workshop to be held by HelpCentre will be shared with the

group once it is confirmed.

LMLIP Justice & Protection Services Sub-council

Yahya shared that the Sub-council was invited to visit court on a Monday morning by an

officer from the Ministry of Children and Youth Services. Also, the Immigrants Community

Capacity Engagement Project which is targeting Bhutanese and Spanish speaking

community was approved for funding in the amount of $150,000 from the Ontario Trillium

Foundation. Recruiting for a support worker for the Nepalese Community is underway.

The group is also planning a workshop related to safety, prevention and legal aid at

Carling Heights Family Centre before April.

LMLIP Health & Wellbeing Sub-council

Corinne noted that the work group focused on access to interpretation was exploring

writing a position paper on the value of using professional interpretation by health care

providers, and was in contact with London Health Sciences Centre which may be able to

assist with the literature review.

Elisabeth thanked everyone for their contributions and reviewed the action items from

the meeting. She encouraged the group to:

-LIP section on the P2P website has been updated, including information of all LIPs

6. Updates and Actions from Previous Business

I. Media Engagement Work Group (Information/Discussion) - Dev

Dev informed the Council that two more episodes were taped and the last one of ICE

would be taped on Feb 27. Currently, the HWB piece is being aired. Rogers agreed to

work with LMLIP on the 2nd

season. The details of 2nd

season will be worked out after the

evaluation and be brought to the council. Motion to support the 2nd

season in principal was

moved by Vicki and, seconded by German and approved.

II. Governance Working Group re: recruitment process for sub-council members (Endorsement) - Janet

Janet took the council to walk through the diagram of sub council member recruitment. The process was endorsed by the council.

III. Sub-Council’s updating process (Discussion/Endorsement) – Janet

Janet shared the proposed approaches with the council, and the project staff will follow

up in due process

IV. Advocacy/Outreach Task Group – (Information/Discussion) – Vicki

Part of the advocacy and outreach task group is to educate both public and members of the Central Council

At the last Council’s meeting the following issues were recommended for educating Central Council: issues related to immigration; each sub-council to bring in-depth issue in the area to help Council understand the gaps in the community and systemic obstacle; information on the community model/approach and human rights issues linked with NGOs registered with the UN Department of Information

The Task Group reviewed the above recommendation as well as the Priorities set out for this group in the 2013-2016 Plan (page 10 of the Plan). It was decided that the human rights issues may not be fitting our mandate as our mandate is local immigration issues

Given the above recommendations, the Task Group selected two current issues to be presented to Council; one is on the recent citizenship act and the second one is on the CIC Expression of Interest.

“We Are London” Show on Rogers TV may be utilized to educate the public on issues pertaining to immigrants

b. Meeting with members-at-large to identify issues and also to provide feedback on the Council’s role

7. Highlights from Sub-councils (Information)

LMLIP Education Sub-council Muriel shared the “Welcoming All Voices” video of Supports for Parents Work Group was being taped. Support for Teachers group will do workshop for non-teaching staff at the Thames Valley District School Board on March 7, a total of 6 workshops will be conducted on that day.

LMLIP Inclusion & Civic Engagement Sub-council Andrea shared I am London campaign is back, and the deadline for application is March 5. A working group was formed to look into organizing a series of education sessions for new Canadians on elections at the three levels of governments.

LMLIP Settlement Sub-council

Mohamed noted the draft of the Senior Support Services Map had incorporated

comments from the sub council; the video of Engaging Landlord & Tenants will be

completed by March; a workshop in collaboration with Community Legal Education of

Ontario for 60 frontline workers will be held on Mar 24, and thanked LMLIP for providing

refreshments to the participants.

LMLIP Employment Sub-council

Nancy informed the 1st information session for Small Business Centre was held at WIL on

Feb 20, with a good turnout of people (22 attended), and the evaluation was completed

too. The 2nd

information session will be held at HelpCentre on May 15, and venue to be

decided.

LMLIP Justice & Protection Services Sub-council

Yahya shared that funding received from Ontario Trillium Foundation with LMLIP’s help

for the Immigrants Community Capacity Engagement Project. Two staff were hired.

LMLIP Health & Wellbeing Sub-council

Corinne noted LMLIP presented its submission to the Ontario Standing Committee on

Social Policy regarding the review of the Local Health System Integration Act. In the

submission, LMLIP recommends LHINs to consider collaborating and consulting with

Local Immigration Partnerships in Ontario on immigrant health issues. Access to

interpretation Work Group is exploring writing a position paper on the value of using

professional interpretation by health care providers. The sub council was also asked to do

a presentation at London Health Provider Alliance’s monthly meeting in April.

9. Additions to Agenda

Mohamed shared his recent work with Ontario Council of Agencies Serving Immigrants

(OCASI) on extending voting rights to permanent residents, which OCASI is doing the

campaign now, and asked whether LMLIP is interested in joining it. The project staff will

check with Advocacy group to see if LMLIP fits.

7. Highlights from Sub-councils (Information)

LMLIP Education Sub-council Muriel shared that the “Welcoming All Voices” binder is completed, the DVD is currently underway and that the group is now working on the distribution plan. The Welcoming All Voices binder has been translated into French. The Support for School Staff Work Group conducted 6 workshops at two schools of the Thames Valley District School Board on March 7, 2014 (PD Day), with close to 100 participants. The working groups will present at the National Healthy Schools Conference of Ontario Healthy School Coalition in April and Teaching English as Second Language (TESL) Conference in May LMLIP Inclusion & Civic Engagement (ICE) Sub-council Valy shared that a new Work Group was struck to explore hosting and or supporting a Newcomer Volunteer Fair. The Election Information Work Group is planning to hold 3 information sessions for newcomers on elections Valy announced he would step down as the Chair of the ICE Sub-council due to time conflict in attending Central Council meetings, but will remain as a committed member on the Sub-council. Elisabeth thanked him for his contribution to LMLIP as the Sub-council Chair

LMLIP Settlement Sub-council

Mohamed noted that the group reviewed some ongoing projects and endorsed

the Map of Senior Support Services. The development of the Landlord & Tenant

DVD was undertaken by a volunteer who will complete filming when the weather

turns warm. The Legal Information workshop, provided in collaboration with South

London Resource Centre, Community Legal Education Ontario and LMLIP, was

conducted on March 24 with 47 participants from all settlement agencies in the

region and few coming from Woodstock. The Family Settlement Collaborative has

completed 4 workshops in the past month

LMLIP Employment Sub-council

Wilma informed that the 1st information session for self-employment in

collaboration with Small Business Centre was held at WIL on Feb 20, and the 2nd

one will be held at London Help Centre on May 15. The Work Group of

Information Session for Self-employment will conduct an evaluation after the two

sessions to decide whether to invite newcomer entrepreneur representatives to

do presentations/panel discussions about self-employment, which is identified as

a priority at both provincial and local levels. Employment and Education Sub-

council Chairs met in March to identify priorities of joint efforts as outlined in the

LMLIP Strategic Plan. The Employment Sub-council will help arrange a

presentation for the Education Sub-council to learn more about Labour market

LMLIP Justice & Protection Services Sub-council

Yahya shared that he and the Project Coordinator visited the youth court and

identified potential collaboration opportunities with Centre for Children and

Families in the Justice System. The Immigrant Community Capacity Engagement

(ICCE) project hired a Bhutanese speaking support worker and is working with a

Spanish speaking worker from John Howard Society. A presentation related to

safety and prevention was held at Carling -Thames Family Centre to newcomers

on March 28, 2014

LMLIP Health & Wellbeing Sub-council

Corinne noted that the Access to Interpretation Work Group continued reviewing

studies and identifying further types of research. Two documents for the Shared

Space initiative which will help newcomers seek low/no cost meeting space were

completed and will look for endorsement at the next Sub-council meeting. The

Sub-council will make a presentation to the London Health Provider Alliance in

5. Pathways to Prosperity (P2P) Project – Vicki

The report on Local Immigration Partnerships (LIPs) and Réseaux en

immigration francophone (RIFs) performance measurement indicators was

submitted to CIC and the final report will be ready by the end of May

P2P is participating in a Citizenship and Immigration Canada (CIC) survey for

Citizenship and Immigration Canada to measure outcomes of settlement

service providers

6. Updates and Actions from Previous Business

I. Media Engagement Work Group (Information/Discussion)

Dev reported that the core member of the group met on April 25, and discussed

the following:

Evaluation: The Work Group is working on evaluating the Show. DVD will be

shown to a number of community partners to get their feedbacks. The

development of an evaluation guideline and survey is underway

Dev noted that the second season of the show was endorsed by Council on

February 24, 2014. The second season will continue with the format of three

segments for each show and will include immigrant entrepreneurship, behind

scenes stories and Sub-councils’ contents. Will aim to tape 6-12 shows

depending on funding availability

Moving forward: Dev also reported that the group is exploring a funding

application for an administrative support for the second season, through the

Ontario Trillium Foundation (OTF). The Elgin Middlesex Oxford Workforce

Planning and Development Board will lead the application; will include Oxford

County and Elgin-St. Thomas LIPs who are interested to join LMLIP on the

second season. Dev asked Council to endorse the next step and he noted

that if OTF approved this funding, he will not be part of the application

process given his affiliation with OTF

Vicki suggested that if the application to OTF is not successful, they may

apply through Mitacs

II. April1 2013 - March 31, 2014 draft Achievement Report - (Discussion)

with regard to missing activities and sorting out of activities. It was recommended that each Chair will provide preference for sorting out the activities under the five headings. The final report will be shared with Council in May

8. Additions to Agenda

A number of topics were suggested last month. Corinne suggested that the

Health & Wellbeing would present on the Seeds of Change Project; Yahya

noted that the Justice and Protection Services would like to present on the

Immigrant Community Capacity Engagement (ICCE)

Rose noted that at Pillar's Annual General Meeting held on April 23. Joeri van

den Steenhoven, Director of MaRS Solutions Lab, presented the topic on

Systems Change and ways to solve complex social challenges and create a

better world together. She noted that the presentation related to our work on

engaging youth or targeted groups to create system change

Mohamed noted that the South London Neighbourhood Resource Centre is

exploring partnering with a Toronto based organization in promoting

WelcomePack Canada program, in the fall. Through this pack, newcomers

can receive cards, coupons and products

SWO LIP meeting: Gina provided updates from discussion with CIC policy

officer on the new Policy direction on LIP activities. The purpose of creating

such a policy is to standardize operational procedure at CIC and to reduce

operational discrepancy at various CIC local offices. The main focus for LIP

is to design a strategy, but not implement it. LIP should be a conduit/catalyst

to support settlement/non settlement service providers to implement. Below

is the summary with regards to specific questions raised by SWO LIPs:

Honorariums for participants of LIP council/events: CIC recognizes the

value the community members. For those LIPs who set such

precedent, this can continue as long as the budget allows

Engage direct service providers with LIP: CIC has not made it

mandatory for settlement service providers to be engaged in LIPs, but

most of them work with LIP closely

Staff’s time in activities not funded by CIC: Staff can participate in

activities (i.e. meetings/conversations) in terms of planning/

coordinating, but not delivering those activities, i.e. staff can attend

meetings discussing how to create a checklist for newcomers, but not

compiling/writing such a booklet

Mechanism of communication/learning among LIPs across the country:

currently P2P website serves as a knowledge hub for LIPs, CIC is

investigating other on-line tools for communication/sharing among

LIPs. It may consider how to build LIP learning component into iCare

system being used by settlement agencies

Janet noted that Council’s meeting for June 30 would fall during the month of Ramadan and the following day is Canada Day, she asked if meeting may be moved to June 23, 2014. There was consensus to move the meeting. Location of the meeting will be the same (6th floor, WIL Employment Connections, 141 Dundas Street)

In an effort to ensure adequate time for discussion among the members during the meeting, Janet asked for a show of hands to indicate how many members had questions, comments or additions related to the Sub-council reports. 4. Presentation: Education Sub-council project: Welcoming All Voices, Muriel

Abbott

The Work Group has strong representation from both LMLIP members and non-members who work together based on issues and interests

Welcoming All Voices project originated to support the school councils in engaging newcomer parents into the school system

The products of the project include workshops (2-hour workshops) targeting key parents involved at school councils, parent groups and home based school associations in all four school boards (English and French Public, and English and French Catholic), and a resource guide accompanying the workshop. The workshop and the resource guide provide tools and suggestions on how to help reduce the barriers to parents accessing schools

The resource has been presented at conferences both at national and local conferences and at schools to parent leaders

A DVD is being developed to accompany the binder and will help in replacing the presenters and also in sustaining it

Next steps: to complete the production of the DVD and distribution of the resource guide (about 400 binders) to all schools in the region. Translation of the resource into French has been completed. The Work Group is working on a distribution list to reach out schools where these resources will be most useful. Some suggestions were provided by Council with regard to distributing them

The Council appreciated the great job the Work Group did, and commented:

May think about targeting the most diverse schools in the region to maximize resource utilization

Consider applying for external funding to sustain the project, i.e. umbrella organizations which can build this as a consistent project

May want to reach to the rural areas which have a less diverse population in order to fulfill the purpose of raising awareness about diversity

Consider Train the Trainer model to maintain sustainability

The Central Council members will share further with the Family Settlement

Collaborative and Settlement Workers in School to keep the momentum of

this project

5. Updates and Action

I. Media Engagement Work Group-Dev

The Work Group met on May 20

Substantial details were added to the survey

Instead of mailing the DVD to partners for viewing and feedback which is difficult to monitor, the Work Group is considering inviting them and Rogers TV for an open house event to collect comments and create interest in the second season. The event is scheduled for the evening of Aug 6. The Work Group will develop a sampler of the Show for the event. The Work Group asked LMLIP members to help get the word out

2nd season: consider 2 segments (10-11 min each), covering the content of newcomer entrepreneurship, Sub-council thematic issues, and cultural segment such as conversation over a meal. Sub-councils will be asked for contents. The shooting of the show will be a combination of in studio and out in the community. The 2nd season will begin with 6 shows, but may expand to 13, and will continue to promote the work of LMLIP and its purpose

Application to Ontario Trillium Foundation (OTF) for administrative staff/overhead support: The Elgin Middlesex Oxford Workforce Planning and Development Board will lead the application in order to free the Work Group members’ time to focus more on the content; and will look for students from Fanshawe College for the administrative support. The application will include Oxford County and Elgin-St. Thomas LIPs who are interested in joining LMLIP for the second season, as well as funding support for branding/marketing of the project. Dev is not part of the application process given his affiliation with OTF

II. Cultural Competency-Janet/Huda

Janet informed the group that she has had some inquires about cultural competency and what LMLIP is doing to keep this topic top-of-mind. It is apparent that the community feels it is important that LMLIP does not lose sight of this issue. In response, she has been ensuring individuals that cultural competency continues to be a priority for LMLIP in our role as a conduit and coordinator of systemic change in our community

Huda shared some background on the cultural competency strategy outlined in the LMLIP 2010 Strategic Plan. She noted that a Work Group from three Sub-councils met several times in 2011 and a list on available resources with regard to cultural competency and diversity was developed and posted on LMLIP webpage to raise awareness on training and resources on this topic in our community

Though the Work Group dissolved, LMLIP has kept the topic on its radar and shared the resource with the community, for example, Mobilizing Newcomers & Immigrants to Cancer Screening Program. The Work Groups of the Education Sub-council also work in this area to support parents and school staff. LMLIP will continue to be a spearhead in this area

IV. Presentation to Community & Protective Services Committee - Huda

Huda noted that in 2010 LMLIP presented to the CPSC to endorse the Strategic Plan. We have sent our request for a presentation for June 16th at 7:00 pm: The purpose of the presentation is to:

Inform elected officials of LMLIP’s progress Celebrate LMLIP success as one of the top performers of the LIP

model. It has been identified as one of the best practices and used as an example across the country

Get the committee’s endorsement of the LMLIP updated Plan

Huda asked Council members to attend if possible

6. Items for discussion/approval/ and or feedback

Muriel asked about the Health Fair and Seeds of Change project of the Health & Wellbeing Sub-council. Corinne replied that a Work Group was formed for the Health Fair and is checking on how to build on the existing resources/events. The Seeds of Change project received funding from the United Way for translation/correcting some information.

Janet asked about the progress for the newcomer webportal on city’s website. Wilma replied the Sub-council is working on uploading content. Lisa Rusal has moved to Fanshawe College so this work had to be reallocated to other personnel; some WIL organizational priorities will prevent immediate attention to this matter

The ICCE Project is part of the vision of a larger initiative designed by LMLIP to promote the successful integration of newcomers into the community and

I. Brainstorming activity - Guest speakers for November 2014, January, February and March 2015

Janet Tufts and the Council welcomed Elisabeth White who was away the last couple of months. Central Council made following suggestions for guest speakers:

German German Gutierrez-Sanin: Violence in Latin America and its cause and consequences; environmental issues;

Vicki Esses: Reseau de soutien (Francophone Network); programs and functions of partner organizations around the table; Express Entry

Corinne Walsh: evaluating collective impact;

Mohamed Al Adeimi: RBC Centre for At-Risk Children and Families, a new mental health care initiative at London Health Sciences Centre and Children’s Hospital at London Health Sciences Centre;

Naeem Qureshi: Muslim Resource Centre for Social Support and Integration; aging immigrant population and retirement financing and

Wilma de Rond: financial literacy; WIL can help source a guest speaker from RBC. Janet noted that United Way offered a two-day workshop to community frontline workers in financial literacy; Barbara Milanovic noted Sarnia LIP invited Scotia Bank to do a presentation on financial literacy

II. Sub-councils’ Chairs Updates

LMIP Health & Wellbeing Sub-council: Access to Interpretation plans to develop a position paper with policy recommendations. Proposal to hire a student to move forward with the literature review and draft paper was submitted to a funder and is under review. The Work Group is also working on developing a card with bilingual information to help newcomers ask for professional interpreters in hospital.

LMLIP Inclusion & Civic Engagement Sub-council: I am London 2014 campaign blog has 1,896 page views; Twitter has 432 followers and many retweets/mentions; Facebook has 217 likes. The campaign so far has reached over 2,500 people on Facebook. Will have a booth both at SunFest and Canada Day celebrations. Elisabeth White noted Robin Armistead from the Culture Office at the City of London helped LMLIP obtain free space at the events.

LMLIP Employment Sub-council: Development of content for the web portal has been completed and newcomers’ success stories are now being uploaded. The Sub-council will organize a joint event with the City of London and Middlesex County focused on mentorship in early October at the Middlesex County Building.

LMLIP Justice & Protection Services Sub-council: Ahmed Yahya Ali commented on the ICCE project's success, and noted the Sub-council also developed a brochure in 2013 in cooperation with London Police and Thames Valley District School Board to help newcomers understand the role of the police in the community.

LMLIP Education Sub-council: the book chapter proposal about Welcoming All Voices submitted to National Education Association by the Sub-council Vice-chair has been accepted.

LMLIP Settlement Sub-council: Family Settlement Collaborative continues delivering workshops; two workshops were delivered in June.

Elisabeth White welcomed the group, guest presenter Ross Fair and interim LMLIP Project Assistant Ermina Melkic. Elisabeth also introduced Rahnuma Afroz who is currently working as an intern with the City of London on immigrant employment opportunities.

Elisabeth noted that during the summer a number of working groups continued their work, citing some of the groups:

- We Are London - the Family Settlement Collaborative - the Parent Support Work Group - Employment Sub-council preparing for the October 1 event - Access to interpretation Work Group - the Immigrant Community Capacity Engagement Work Group

Elisabeth also noted that recruitment for the Project Assistant is in progress. Members will be notified by the end of October on the successful candidate. It was noted that the OCASI Summit will take place across the country at the end of October; LIPs have been invited for the first time and Huda will represent our LIP. Finally, Elisabeth informed the members that the Conference Board of Canada Report is out and London has been given a “C” in welcoming newcomers.

4. Presentation on London Poverty Research Centre Project – Ross Fair

Some highlights of the project:

This is a joint venture with the Sisters of Saint Joseph and the London Food Bank

The intent is to develop a poverty research centre to centrally collect research and data related to poverty

Work to date has included developing partnerships, software and solutions, conducting an inventory of known data and research, data analysis and identifying promising practices for food security

The objective is to use the data and information collected to address public policies, analyze food security data and to identify current and emerging practices.

Questions were asked on how LMLIP can support the project. It was noted that LMLIP is to identify any gaps in data related to the immigrant experience in London, and that help is also available for agencies in terms of gaps in their data. Ross also encouraged members to share any research related to poverty which would then be included in the Centre’s repository.

Currently specific data on immigrant mental health and the gap between newcomers’ settling and finding employment and the impact on their health is not available.

5. Update: Pathways to Prosperity (P2P) Project – Vicki Esses

The P2P Conference will be held on November 24 and 25 in Montreal. The agenda and e-bulletin will be available on the website as of September 30. Evaluation of the LIPs and the Francophone Immigration Network (Reseau de soutien) has been completed and the report is published. More LIPs have been established in the western provinces and their links will soon be available on the P2P website. Vicki Esses also noted that the Migration and Ethnic Relations (MER) program at Western has partnered with the Inclusion & Civic Engagement and the Settlement Sub-councils to organize the “Journeys to Migration” event on November 13. Flyers are being created.

6. Updates and Actions from Previous Business

Confirmed Guest speakers for November 2014 to March 2015 – Information Huda Hussein thanked members for providing their input over the summer to finalize the guest speakers list for September 2014 to March 2015.

Media Engagement Work Group – Dev Sainani o A representative from the Ontario Trillium Foundation met with the Elgin

Middlesex Oxford Workforce Planning and Development Board to review the application submitted in July this year

participate in the Strategic Planning Day for the Grand Erie LIP

Dev Sainani also noted that Networking for an Inclusive Community (NIC) and its partners organized a Mayoral Candidates’ Meeting which was attended by almost 50 residents from the immigrant and host communities. Five mayoral candidates responded to the invitation that was sent to all candidates. Candidates introduced themselves, followed by a Q & A period. Dev was requested by NIC to moderate the session.

Outreach/Advocacy Committee – Vicki Esses o Vicki Esses reported that the group met on September 24 and following

correspondence over the summer with members, it was decided to hold an event on January 26, 2015 (2:00-6:00 pm) to raise awareness about factors impacting how we support immigrants in our region and showcase products developed by the LMLIP. She noted that the group identified ideas suggested for the event by all Sub-councils and will also consider anything that comes out of the OCASI Summit at the end of October

o The group also identified the audience (LMLIP members including the Central Council, Sub-councils, members of work groups and other LIPs)

o The group is exploring speakers and a location. The Central Council meeting scheduled for the same day will be cancelled

7. Sub-councils’ Chairs Updates

Justice and Protection Services Sub-council – Ahmad Yahya Ali o Currently working on raising awareness on the justice system among the

Bhutanese and Latin Americans groups, through the Immigrant Community Capacity Engagement (ICCE) Project. Yahya also noted that ICCE is holding a forum for service providers on September 30 at Goodwill to raise awareness about these two groups and encouraged members to attend.

Inclusion and Civic Engagement Sub-council – Rose Aquino o Currently working on how to enhance the “I am London” initiative. o Working with MER to coordinate the Journeys to Migration Event that will be

held on November 13, 2014.

Employment Sub-council – Wilma de Rond o Coordinating the Group Mentorship Event on October 1, 2014, hosted by

Middlesex County Administration in collaboration with the London Middlesex Immigrant Employment Council (LMIEC) and LMLIP.

Health and Wellbeing Sub-council – Corinne Walsh o Family Service Thames Valley, the co-lead for the Seeds of Change project

has submitted an application through the Ontario Trillium Foundation to continue work related to mental health.

o The Access to Interpretation Work Group is working with a consultant to complete the Position Paper on the value of professional interpretation. The Paper will be finalized by early December.

Settlement Sub-council – Mohamed Al-Adeimi o Members of the Family Settlement Collaborative delivered six workshops over

the summer (June to September) o College Boreal recently joined the Collaborative

4. Presentation on Seeds of Change Project

Elisabeth White introduced guest speaker, Janet MacAllister, Co-Chair of the Seeds of Change Project representing Networking for an Inclusive Community (NIC). Janet noted the following:

This project stemmed from the LMLIP Health & Wellbeing plan and many members from the Health & Wellbeing Sub-council participated throughout the project;

Initially funded by the Ministry of Health Promotion and Sport; additional funding was obtained from United Way London & Middlesex, Sisters of St. Joseph’s and the London Health Sciences through the RBC funding;

Two forums to engage service providers on issues of mental health and addiction

among immigrants and refugees were held. A number of conversation circles were organized with ethnic groups to engage and inform on mental health and addiction issues. Feedback gathered from these circles and forums was collected and three resources were developed to assist immigrants and refugees in learning about mental health, mental health illness and addiction;

The need to continue the conversation and engage ethnic communities was identified by ethnic groups as well as using the resources developed as a learning tool on language learning sites;

Almost 500 individuals attended the forums and conversation circles and

The project is now seeking additional funding from the Ontario Trillium Foundation to continue the work.

Some feedback from Council members:

- Train the trainer model may be used for sustainability - Establish contact with the clinical psychologist at Western University and the

London Health Sciences Centre - Explore accessing the Health Science Foundation Funds

5. Update: Pathways to Prosperity (P2P) Project – Vicki Esses

The P2P Conference will be held on November 24 and 25 in Montreal. Currently over 200 people have registered for the conference. The agenda is available on the website. Vicki further encouraged members to attend Journeys to Migration and share the flyer.

6. Updates and Actions from Previous Business

Media Engagement Work Group – Dev Sainani o The Work Group participated in the Strategic Planning Day for the Grand Erie

LIP. Both the Media Literacy Workshops and We Are London show were presented at the meeting. The presentation was well received. Grand Erie LIP will explore working on similar projects and Dev Sainani offered to assist with information on developing a show. Dev noted that LMLIP’s projects are well aligned with the Strategic Plan and that some of the presented projects were not from the Strategic Plan

o The Media Engagement Work Group met and discussed some options if funding is not secured through the Ontario Trillium Foundation

o The contingency plan will include two half-hour shows on two themes: Employment and Inclusion. The group is also recommending connecting with other media outlets, i.e., print and radio. He also noted that the group is considering engaging youth from Fanshawe College and Western to host radio shows on issues pertaining to immigrants. The group is also considering reconnecting with the print media with whom Council had some editorial meetings in the past. Elisabeth White and Dev had a few meetings with the London Free Press, the Londoner and Metro. Dev requested the endorsement of the contingency plan and welcomed feedback from Council

Outreach/Advocacy Committee – Vicki Esses o Vicki Esses reported that the group met on September 24 and following

correspondence over the summer with members, it was decided to hold an event on January 26, 2015 (2:00-6:00 pm) to raise awareness about factors impacting how we support immigrants in our region and showcase the products developed by the LMLIP

o Group is still exploring venue options. More details to follow.

Governance Work Group – Huda o Huda Hussein noted that the group has not met for a while; however it is time

to circulate the Expression of Interest (EOI) and she informed Council that six interested individuals have submitted EOIs. Huda noted that the EOI would be released by the end of the month and encouraged members to share it among their networks

7. Sub-councils’ Chairs Updates

Justice and Protection Services Sub-council – Ahmad Yahya Ali o Currently working on raising awareness on the justice system among the

Bhutanese and Latin American groups, through the Immigrant Community Capacity Engagement (ICCE) Project. The second phase of the project is wrapping up

Inclusion and Civic Engagement Sub-council – Rose Aquino o NIC and the Election Information Work Group collaborated with the City of

London to deliver election education series in five neighbourhoods with immigrants and an all Mayor Candidates’ Meeting was also coordinated

o NIC, London Intercommunity Health Centre and the Sub-council are coordinating a session for immigrants to provide their feedback to the 20 Year London Plan on November 18, 2014

Employment Sub-council – Huda Hussein on behalf of Wilma de Rond o The Group Mentorship Event on October 1, 2014, was hosted by Middlesex

County Administration in collaboration with the London Middlesex Immigrant Employment Council (LMIEC) and LMLIP. More than 100 people attended the event.

Health & Wellbeing Sub-council – Corinne Walsh o Family Service Thames Valley, co-lead for the Seeds of Change project, has

submitted an application through the Ontario Trillium Foundation to continue the work related to mental health

o Sub-council is partnering with NIC to hold “Opening Doors”, a free workshop on mental health on February 24, 2015. Details will follow as they become available

Settlement Sub-council – Rifat Hussain o Six workshops have been delivered by the Family Settlement Collaborative o Work Group developed a resource (card) with a barcode for students to use to

be linked to the new website yourlondoncalling.ca o The housing video is complete and will be uploaded on the LMLIP website

Janet Tufts welcomed the group, guest presenter Christelle Desforges and the new Project Assistant, Huda Ghadban. Janet congratulated LMLIP members on being awarded the 2014 Race Relations Recognition Award and encouraged members to attend the presentation on November 25, 2014 at City Hall.

communities and highlighting the benefits of Francophone diversity

- They will continue to look for opportunities to collaborate with LMLIP

5. Update: Pathways to Prosperity Project – Vicki Esses

- The Migration and Ethnic Relations (MER) program, at Western partnered with the Inclusion & Civic Engagement and the Settlement Sub-councils to organize ‘Journeys to Migration’ on November 13, 2014. It was well attended and powerful stories were shared. The event was videotaped and will be posted on their website and

- Pathways to Prosperity is holding its second annual conference on November 24 and 25, 2014 in Montreal

6. OCASI 2014 Summit – Summary (Wilma de Rond /Vicki Esses)

Wilma de Rond presented a summary on the OCASI Provincial Summit and outlined seven priority areas. For details, see Wilma’s summary.

Vicki Esses reported on the Alberta Summit. The keynote presentation was on Welcoming Communities; no services will replace the value and impact of communities that genuinely welcome newcomers.

Each province is hosting a summit in order to gather information on needs across the country and in communities, which will form the basis for a call for proposals.

7. University Student Partnership (Information/Feedback) – Elisabeth White /Huda Hussein

Huda Hussein reported that Political Science students at Western University were looking for opportunities to work on projects from Jan 12- March 27, 2015. Project staff requested every Sub-council to collate ideas for proposed projects. After some brainstorming, Sub-council members suggested the following ideas:

- ICE Sub-council: Creating a plan to engage newcomers or participating in the I am London Campaign

- Settlement Sub-council: Grant writing for a project to engage landlords and tenants

- Education Sub-council: Creating a database of resources for educational institutions to engage culturally and linguistically diverse groups of people

- HWB Sub-council: Developing a video to disseminate health information and to reduce stigma around mental health issues

Expectation around supervision: Huda noted that the leads from the Sub-council Working Groups may supervise students.

Huda noted that we usually get requests from different departments at Western to have students volunteer on projects. At the last Project Team meeting, it was recommended that

we gather ideas from Council and create a bank of ideas which may be used in the future.

After some discussion, the following ideas were provided by Council:

- Literature review on attitudes and beliefs in terms of welcoming communities - Developing executive summaries on certain topics that may be of interest to Sub-

councils - Work on topics related to their curriculum, to make the volunteering experience

more meaningful to the students

- Engage students in the January 26 event – perhaps taking notes - JPS and ICE could find a topic that they can work together on, in terms of

international conflict and/or related to inclusion

8. Updates and Actions from Previous Business

i. Outreach/Advocacy Committee - January 26 Event –(Information/Feedback) – Elisabeth White

The intent of the community event is to raise awareness on new Citizenship and Immigration Canada (CIC) policies, and the demographics in London; to be educated on basic immigration issues, to learn from the last National 2014 Summits; and celebrate the work done by members by showcasing the tools and products developed through LMLIP over the last five years. The audience will be LMLIP members and those who participated in any work group as well as some neighbouring Local Immigration Partnerships (LIPs). Members were encouraged to save the date and attend the event. Details about location and the program will be shared.

ii. Recruiting Members-at-large – (Information) Huda Hussein

The Central Council is recruiting new members-at-large. Members are requested to share the information with their contacts. Huda noted that LMLIP has received eight new applications for Sub-council members, with no applications for a member-at-large.

It was suggested to share the Expression of Interest (EOI) with Sub-council members as well

9. New Business

a. Governance Task Group Update – Elisabeth White Elisabeth White noted that the Governance Task Group had met just before the Central Council meeting to review the Terms of Reference (ToR) and reported the following on behalf of the Task Group:

- The process is moving forward in terms of the Co-chair position. United Way will continue as the Co-chair as per the ToR until March 31, 2015

- United Way will remain a key stakeholder on Council as will the Researcher and funders

- A nomination committee, chaired by Elisabeth, will be struck for the recruiting process

- A member on Council can self-nominate, or nominate someone else with that person’s approval

- Applications will be submitted to the nominating committee

- Applicants will meet the nominating committee to ensure that expectations are understood

Staff to create a bank of ideas

Council members will provide more ideas to staff

Huda to resend the application to CC members

A revision to the Terms of Reference is to be made and sent out in three months

- Applicants will do a quick presentation to the Council as to how they would contribute in the role of Co-chair

- The nominating committee will send the final decision to the Central Council

Based on the above recommendations, Elisabeth requested that two members, who will not nominate themselves, consider volunteering with her on the nomination committee.

b. We Are London TV Show Update – Dev Sainani Dev Sainani noted that the Ontario Trillium Foundation approved the funding to continue the We Are London show in partnership with the St. Thomas, Elgin and Oxford County Local Immigration Partnership along with Middlesex County. The project will be launched on January 16, 2015. 10. Sub-councils’ Chairs Updates a. Settlement Sub-council – Mohamed Al-Adeimi

Developed DVDs, flyers and a PowerPoint presentation on housing issues and is now looking to host a major event with landlords in the community to discuss barriers faced by newcomers related to housing. Sub-council is exploring a sponsor for the event

Developed QR Code Cards to help national and international students finding resources in the community

b. Inclusion and Civic Engagement Sub-council – Rose Aquino Rose Aquino noted that the Volunteer Fair Working Group is exploring reaching out to service providers to offer volunteer positions to immigrants. She noted that the group has two options in terms of engaging service providers and employers:

A workshop through Pillar in partnership with the LMLIP, that charges $55 for members and $70 for non-members

A workshop hosted by the London and Area Association for Volunteer Administration (L.A.V.A.). LAVA has its members and may easily do a workshop without charging

Rose asked Council if the first option is valid for LMLIP since there is a cost attached.

c. Employment Sub-council – Wilma de Rond

The Education and Employment Joint Committee met and are exploring purpose and outcomes

Collaborating with the Small Business Centre for two new workshops on self-employment is in process

d. Education Sub-council – Muriel Abbott

A chapter on Welcoming All Voices has been accepted for an upcoming book being published by the National Association of Multicultural Educators

e. Justice & Protection Services Sub-council – Ahmad Yahya Ali

The Immigrant Community Capacity and Engagement project (ICCE) has completed the second phase and will embark on the final phase engaging the Arabic and Somali communities

f. Health & Wellbeing Sub-council – Huda Hussein on behalf of Corinne Walsh

The Access to Health Interpretation Work Group continues to develop its position
