At sa tuwing makakalabas ang kanilang ama na si P/T Christopher John L Chupeco ay puwede niya itong mahiram kapag may okasyon at pag kaarawan ng mga bata ito ay aking ipapahiram sa kanilang ama, sa araw ng kaarawan ito ay nasa ina at nasa ama naman bago o pagkatapos ng kanilang kaarawan.

At tuwing ikalawang lingo si Candy Tupaz na kapatid ni P/T Christopher John Chupeco ang susundo at mag hahatid sa mga bata. At pag sumira sila sa usapan ng araw at oras ng paghahatid ito ay din a nila uli mahihiram maliban sa kanilang ama.

Na ang salaysay na ito ay kusang loob kong ginawa.

AKO, si P/SI ALFREDO DULAY JR, nasa hustong gulang, miyembro ng Philippine National Police at kasalukuyang kagawad ng Antipolo City Police Station, Lungsod ng Antipolo matapos makapanumpa ng naayon sa ating saligang batas ay malaya at kusang loob na nagsasabi gaya ng mga sumusunod;

01. Na ako ang kasalukuyang Commander ng Police Community Precint 2, Sitio Langhaya, Marcos Highway, Brgy Dela Paz lungsod ng Antipolo.

02. Na, noon ika-8 ng Pebrero 2010 ako ay nakatanngap ng

subpoena mula sa Komisyong ng Karapatang Pantao (Commission on Human Rights) at ako’y inireklamo sa Violation of the Right to Housing, Arbitrary Deprivation of Property and Violation of the Right to Liberty and Security na may CHR Case no. 2010-0034 na isang nagngangalang ROGELIO B BENLAYO;

03. Na, ayon sa Sinumpaang Salaysay ng nagsusumbong na ang insidente ay naganap di-umano noon ika-8 ng Enero 2010 ala 1:30 ng hapon sa maySitio Inalsan, Brgy Bagong Nayon lungsod ding iyon at di-umanoy may anim (6) na pulis na pumasok sa bahay ngnsdabing nagrerelakmo at siya ay tinutukan ng shotgun at dinibdiban at giniba ang kanyang bahay;

04. Na, malinaw nagsasabi na ayon sa sinumpaang salayasay ng nagrerelakmo ay hindi nito nabanggit kung ang anim (6) na di umanoy mga hindi nakilalang pulis ay naka uniporme sa kadahilanang sa nasabing oras at araw ay walang naitala sa aming opisyal na talaan mangyayaring o nangyaring demolition sa naturang lugar;

05. Na, pinabubulaanan ko at pawang walang katotohanan na ang di-umanoy mga pulis na sangkot ay aking mga tauhan at sa katunayan ay handa ako na magpa police line up ditto sa aming himpilan upang magkaroon ng kaliwanagan tungkol sa usaping ito;

06. Na, pawang walang katotohanan ang mga kagamitan ng nasabing nagrereklamo na dinala di-umano sa presinto ng pulisya ay hindi ditto sa aming dinala atbagkus itoy dinala sa lupain ni Mr Johnson Ong na malapit lang sa amming opisina at sa katunayan ay walarin sa aming opisyal na talaan ang nasabing mga kagamitan. Ito ay maliwanag sa Sinumpaang Salaaysay ng nagsusumbong.

07. Na, ang salyasay kong ito ay kusa kong ginawa at maipaliwanag ang mga maling akusasyon laban sa akin.

Bilang patunay sa lahat ng aking sinabi ay aking ilalagda ang aking buong pangalan sa ibaba ng salyasay na ito ngayong ika-10 ng Pebrero 2010 sa ganap na ika-11:30 ng umaga.
