annual day celebrations together with Annual
General Body Meeting to be held on May 27,
2017.The programme has appeared on this page
itself while the formal Notice of AGM appears
elsewhere in this issue. You will also find the
Secretary’s report on the AERWA activities during
the year as AERWA has moved on with the new
managing committee now functioning from its
own premises. AERWA looks forward to your
continued patronage.
The first nuclear reactor, Chicago Pile,
completes 75 years during the year. An
informative and interesting article of this appears
in this issue. We are sure you will enjoy the

Guest Article: Chicago Pile -75 years

IGCAR. He is currently is the Raja
Ramanna Fellow, DAE. He is a
specialist in the chemistry of
nuclear fuel cycle.
The year 1942 can be considered as the most
important and eventful year for nuclear energy, as
it witnessed an experiment that signaled the
crucial transition from what was till then nuclear
science, to nuclear technology. It was in 1942,
exactly 75 years ago, that man achieved the
milestone of initiating, controlling and sustaining
a nuclear chain reaction for the first time. “The
Chicago Pile” as it was called, the first nuclear
reactor attained criticality on December 2nd
, 1942
at 3.53 p.m. The construction and commissioning
of this reactor was carried out by a team of
pioneering American scientists and engineers as
part of a secret project led by Dr. Arthur
Compton. The Chicago pile work was led by Dr.
Enrico Fermi, hailed as “the Universal Physicist”
and “Master Scientist”, and other pioneers who
played a key role in the effort included Dr. Leo
Szilard, a Hungary born scientist and a genius who
had tremendous foresight and conviction, and Dr.
Walter Zinn, who subsequently led the Argonne
National Laboratory that was in the forefront of
development of nuclear energy systems in USA.
Nuclear fission was discovered in the year 1938 by
Hahn and Strassmann in Germany. News of the
discovery of nuclear fission immediately excited a
number of scientists in Europe as well as in USA,
and in the one year after discovery of fission, over
a hundred research papers were published by
various groups. The possibility of neutrons being
emitted in fission was quickly recognized. At
Columbia, Fermi, Szilard and Anderson USA
established that multiple neutrons were emitted
in fission of uranium by thermal neutrons. Szilard
was among the first to conclude that it should be
possible to realize a nuclear fission chain reaction
if the number of neutrons emitted in fission is
more than one. He also realized that this could
lead to development of nuclear weapons. In fact,
even before fission reaction was discovered, he
had applied for a patent for a nuclear chain
reaction (even though he was considering wrong
elements such as beryllium for this purpose).
Considering the clouds of war that were gathering
at that time, he also realized that the subject
should be kept secret so that the enemies
(particularly Nazis or the fascists) do not get the
wind of such a possibility and develop nuclear
weapons. Alongwith another Hungary born
scientist Eugene Wigner, he urged Albert Einstein
to write to the US Government imploring the
Government to initiate urgent actions to study
the applications of nuclear fission chain reaction
for military purposes. He, in fact, composed the
letter from Einstein to President Roosevelt, which
was delivered personally to him by Alexander
Sachs, a banker who had access to the President,
in October 1939. Even though “an advisory
committee on uranium” was formed immediately
by the President, some funds for the work were
released only in April 1940. The Office of Scientific
Research and Development was established on
June 28, 1941, to develop atomic energy. Finally,
on December 6, 1941, a day before the bombing
of Pearl Harbour, President Roosevelt authorized
the Manhattan district, a set of sites that would
host various programmes and facilities towards
development of a nuclear weapon.
Due to security reasons, the entire project was
kept a top secret. The project at Chicago
University, established in February 1942, was in
fact named “The Metallurgical Laboratory”(Met
Lab), and very few of the team members, and
none of their family members, knew of the actual
objective of the project. Most of the scientists
were disguised as Chicago university staff
members. Fermi was made in charge of setting up
the pile and studying the possibility of sustained
chain reaction. He moved along with his fission
team from Columbia to Chicago in early 1942.
The reactor was built in a converted squash court,
under the abandoned West stands of Stagg Field,
the football field at the University of Chicago.
Before the work was shifted to Chicago, several
exponential piles had been built at Columbia to
generate understanding of neutron transport,
moderation and multiplication. Several
experimental piles were also constructed at
Chicago. (The final Chicago Pile, was in fact, the
31st
experimental pile!). During the course of the
work on experimental piles, the importance of
purity of uranium and graphite were realized, and
it was known that impurities in these materials
could absorb neutrons and can affect the process
of multiplication. Szilard led the efforts to develop
technologies and suppliers of uranium and
graphite in pure form. In fact, at that time,
uranium metal was yet to be available in good
quantities. At Ames Laboratory, Frank Spedding
developed the metal halide reduction process and

produced several tons of pure uranium metal
which were then shipped to Chicago. Obtaining
pure graphite was another challenge which Szilard
took up, and he had discussions with many
industries and out of these efforts emerged the
concept of nuclear grade graphite and process for
its production. For the first time, such pure
graphite was produced by the industry. Walter
Zinn was responsible for machining of graphite
into required forms, and also pressing of uranium
oxide into “pseudospheres”.
Construction of the final pile commenced on 15th
November 1942 and was carried out in two shifts.
Graphite layers formed the base of the pile.
Beginning with layer 6, alternate layers of
graphite containing uranium metal and/or
uranium oxide fuel were separated by layers of
solid graphite blocks. Briquettes, slightly richer in
uranium, were concentrated in the central area.
The completed pile contained around 380 tons of
graphite, 40 tons of uranium oxide and six tons of
uranium metal when it went critical. The pile took
the form of a flattened ellipsoid which measured
25 feet wide and 20 feet high.
The piling work was completed on 1st
December.
Based on neutronic measurements carried out
each day, it was clear to the team on the night of
1st
December that the pile could become critical
when the control rods were taken out. However,
the final approach to criticality was deferred to
2nd
December, as had been suggested by Fermi.
On December 2nd
, the experiment was started at
0945 hrs. Forty-two people were present at the
event, including Fermi, Compton, Szilard, Zinn,
and Leona Woods, the youngest and the only
female member of the team (she was in charge of
the instrumentation). While Fermi and other key
members of the team stood on a balcony housing
the instrument console, George Weil, a physicist,
stood on the floor of the hall near the pile, and
had the task of pulling out or inserting the control
rod, which was nothing but a cadmium metal strip
fixed on to a wooden stick. The control rod was
withdrawn gradually, with instructions from Fermi
based on neutron flux measurements and
calculations at different stages. The pile reached
criticality at 3.53 p.m.
Fermi was a scientist with great understanding of
nuclear physics; at the same time, he was also an
excellent experimentalist with emphasis on
rigour. His cool confidence was one of the
ingredients for the success of the pile. His
calculations on the reactor criticality were so
thorough that there was never any doubt in the
minds of those assembled whether the
experiment could go wrong. Fermi also ensured
multiple levels of safety, which became the
hallmark of nuclear industry subsequently. In
addition to the cadmium control rod which was
manually inserted or withdrawn, there were
automatic control rods to shut down the reactor.
Over and above this, one control rod was hung by
a rope, which was to be cut by an axe in the event
the other control rods did not drop automatically.
As a last measure, a liquid control squad was
positioned over a platform to flood the pile with
cadmium salt solution if things went out of
control. As a result of such thoroughness, there
were no surprises in the experiment, and there
was such a matter-of-fact approach that once the
pile was shut down after criticality was confirmed,
the only celebration was in the form of a bottle of
Chianti produced by Wigner. There was in fact, no
photography of the pile in final shape or a formal
record of the list of scientists who had gathered
there for the event. Only sketches are available
for the posterity to have an idea of the overall
appearance for the pile and various safety
arrangements described above.
After the shutdown of the pile on 2nd
December,
Arthur Compton made a phone call to James
Conant, the Chief of the National Defence
Research Committee to convey the great news. To
maintain secrecy, the conversation was carried
out in coded words, with Compton informing that
“The Italian Navigator has just landed in the New
World”, and to a query from Conant, whether the
Natives were friendly, he replied “Everyone
landed safe and happy”.
The pile was operated at a maximum power level
of 200 W, since higher level operation of an
unshielded reactor could have proved to be
unsafe for the operators. The operation was
terminated on Feb. 28, 1943, after three months.
The operation gave invaluable data on the
neutronics of the reactor. For example, the
temperature coefficient of reactivity could be
measured by the simple innovation of permitting
controlled ingress of cold air from outside into the
reactor hall. The reactor was subsequently
dismantled and set up as Chicago Pile 2 at the
new site of Argonne National Laboratory, because
the Chicago site was too close to public domain
and that caused safety concerns.
India too can be justifiably proud that it has been
in the forefront of development of unique nuclear
reactors. When APSARA reactor at BARC (then
AEET) was made critical on August 4, 1956, it was

the first reactor in Asia. While enriched uranium
for the fuel was provided by UK, thanks to the
close relationship Dr. Homi Bhabha had with Sir
Cockroft, then Chairman of the UKAEA, the fuel
for the reactor as well as several other
components of the reactor were indigenously
produced. The Fast Breeder Test reactor built at
Kalpakkam is the first and only reactor in the
world to use Pu rich uranium plutonium mixed
carbide as its driver fuel. In fact, today, the
reactor has in its core, fuel assemblies of carbide,
oxide and metal alloys, making it a unique reactor
indeed. The KAMINI reactor at Kalpakkam is the
first and only reactor to use U-233 as the driver
fuel. The U-233 required for the fuel was
produced indigenously by reprocessing thorium
and thorium oxide rods irradiated in the CIRUS
reactor. The KAMINI reactor has played a key role
as a neutron source, and a large number of critical
components used in the PSLV rockets launched by
ISRO, were in fact qualified by neutron
radiography at KAMINI.
Today, we have 449 nuclear reactors working in
30 countries across the globe, with a total net
installed capacity of 392GWe (contributing to
around 11 % of the electricity production),
constituting a major environment-
component of the energy mix. In spite of
challenges caused by the accidents at Chernobyl
or Fukushima, nuclear power continues to grow,
and more nations than before, produce energy
through nuclear fission today. Sixty nuclear
reactors are under construction today. The story
of Chicago Pile will continue to inspire the nuclear
community in its quest for meeting the energy
requirement of mankind in a sustainable manner.

We regret to inform that xx members left for
heavenly abode during the reporting period. We pay
homage to them.
Donations:
AERWA is very much thankful to all those who
donated for various national calamities to Prime
Minister’s National Relief Fund (PMNRF), general
activities of the association and the newly formed
Fund for Social Activities.
1. Contribution of Rs 11,000 was made for PMNRF
towards Chennai Flood Relief. Prime Minister’s
Office has acknowledged the receipt of the
donation.
2. Donation of Rs.66300/-was received for AERWA
general activities fund and Rs 21870/-for
Societal Activities Fund.
3. Based on the appeals about used spectacle
frames, we received nearly 230 frames and
AERWA thanks all the donors for their kind
gesture. These frames have been handed over
to Laxmi Charitable Trust Eye Hospital, Vasant
Krupa Building, Uran Road near Panchratna
Circle, Old Panvel. after due deliberations. The
Trust has kindly agreed to make use of these
frames for the patients who are treated in this
charitable hospital.
Annual Day Celebration-2016:
The Annual Day meet was held on 28th May, 2016 at
AERB Auditorium (NB-A), Anushaktinagar. Dr R B.
Grover, Homi Bhabha Chair Professor, was the chief
guest and the function was attended by more than
160 members. The programme began with singing of
the National Anthem, followed by a two minute
silence, observed in the memory of AERWA
members who left for heavenly abode since the last
get together. The President Shri R. C. Pant welcomed
the Chief Guest and the participants and felicitated
the Chief Guest. Dr. A. M. Samuel, who had
inaugurated AERWA, 19 years ago, was specially
felicitated by AERWA on the occasion.
Dr. Grover, in his address, discussed about the wide
range of technologies developed by India since 1974
and the challenges with the nuclear embargo. He
further explained the India-Specific Safeguards
Agreement negotiated with the IAEA and the waiver
of conditions, governing international nuclear trade,
by the NSG..
Dr. Anjali Kulkarni, Head, Medical Unit, BARC
delivered a highly informative talk on “Management
of hypertension, diabetes and heart disease”. She
said, Health is strongly influenced by factors like
lifestyle, food, exercises etc and muscle
strengthening has a positive effect on health.
Regular exercises can reduce age-related bone loss
and improve performance of heart, lungs, brain and
bones.
Dr. R K Kapoor spoke on ‘Quality of life of Senior
Citizens’ and highlighted the need of an appropriate
action plan and monitoring for senior citizens. He
emphasized that senior citizens should follow a
regular routine in their activities maintaining an
attitude of staying alert.
Dr. Surekha Zingde, Vice President IWSA, in her talk,
emphasized the need for assistance in routine
activities as well as to fill the void of family support
for the senior citizens.

AGM-19:
AERWA AGM-19 was held at 2.00 PM on 28th
May
2016 (in the afternoon session after Annual Day).
About 90 members attended the meeting. The
Minutes of the AGM were published in the News
Letter Vol 17.4, 2016 and will also be distributed
during the 20th
AGM.
AERWA Office:
After years of sustained efforts, AERWA succeeded
in getting an office in Anushakti Nagar, located in
Project Square, adjacent to INS office (Tel. No: 022-
25559994). The office was formally inaugurated on
21st
September, 2016. Large numbers of the
founding members of AERWA were present on the
occasion to congratulate the MC. AERWA is
recognized by the DOPPW and receive a grant of
limited amount for maintaining the office. Many of
our members have also generously contributed for
the furnishing and upkeep of office since its
inauguration. At present, the office is kept open on
M-W-F from 10 A.M. to 12 P.M. During the last few
months we have set up a small library and have also
arranged the office records. Help is rendered to
retirees for downloading Apps for digital
transactions like SBI Buddy, Paytm and BHIM.
Similarly, retirees who need help in computerizing
their medical claim reimbursement forms can also
visit AERWA office on the designated days. In
addition, a weekly Marathi class has been started for
the retirees, with the help of Mrs Mayuri Belhe, as
the teacher. We extend our sincere thanks to Mrs
Belhe for her services.
AERWA News Letter and Web Site:
Dr. M. P. Chougaonkar, Managing Editor, AERWA
News Letter has been striving hard to improve the
News Letter, in content and outlook. Members may
have noticed gradual improvement in the look of NL.
In fact, the cover pages have become coloured from
the first issue of 2017. Dr. Chougaonkar, under the
guidance of Web Master Dr. M. R. Iyer, revamped
AERWA News Letter 2017 6 Vol. 18(3) May-June 2017
the web site of AERWA and the site has been
migrated from Google to wordpress.com. The
revamped Web site was formally launched on 21st
September 2016, the day, AERWA office was
inaugurated.
Pension and Court Cases: Most of the members are
receiving pension as per option 2 of 7th
CPC. There is
no official communication so far from the Govt.
about the implementation of option 1. AERWA
intends to take appropriate action, in association
with other Retirees Associations, if and when any
unfavourable decision is taken. AERWA continues to
represent the cases of those Pensioners / family
pensioners whose cases had not been revised post

CPC / post 5th
CPC and also the pro-rata
pensioners, with <33 years service. It is gratifying to
report that the due pension has been restored in
large number of cases as a result of the
representation of AERWA to the concerned
authorities. AERWA continues to provide the
platform to the interested groups who decide to
approach the CAT / courts to fight the injustice done
to them while fixing the pension by the govt.
CHSS related Issues: There had been several
complaints about the long delay in settling the
reimbursement claims for purchased medicines,
prescribed by the doctors at dispensary / hospital.
There has also been representation to AERWA about
the long wait the retirees have to undergo in
hospital on the date of appointment. We are happy
to report that the authorities have responded very
positively to the representation of AERWA on both
the issues. We are looking forward to the favourable
action shortly.
Swatch Bharat Abhiyan:
As part of the swatch Bharat Abhiyan effort, an
audio visual Presentation, by Dr Jayant Joshi
(Formerly of Sarabhai Chemicals) was arranged on
21st
September 2016 in the MC meeting, on
composting of domestic wet waste using aerobic
basket. The material required to start the system are
an aerobic basket, a mixer handle and a small
quantity of vermin culture. The concept is simple
enough for adopting in individual flats or housing
societies and helps in environmental protection. Dr.
Joshi offered his services to those, interested in
introducing the system in their premises. Contact

Pensioners’ Day: AERWA celebrated Pensioners’ Day
on 17th December 2016 at AERB Auditorium (NB-A).
Dr Baldev Raj, former Director IGCAR and presently
Director, NIAS, Bengaluru was the chief guest. About
90 members attended the function. Dr.V. K.
Manchanda, President AERWA presided over the
meeting and felicitated the Chief Guest. In his
presidential address, Dr Manchanda briefly
highlighted the achievements as well as activities of
the association in the recent past. He explained that
the representations by AERWA, related to the
problems of retirees with respect CHSS issues
received positive response from the authorities.
Efforts by AERWA have helped in restoring the
entitled pension to many of the pre- 2006 and pre-
1996 retirees and family pensioners.
In his address, Dr. Baldev Raj spoke on “Energy
Foresights, Security and Sustainability”. He
emphasized the need to connect Science and
Technology development with the Society at large
on a continuous basis to bring about perceptible
change in the quality of life.
In her special talk on “Post Retirement Blues“, Dr.
Shobha Nair, Psychiatry Unit, BARC hospital, made a
lucid and informative presentation in which she
made a distinction between forced retirement,
thrust upon by chronological factors and voluntary
retirement, where one willingly withdraws from an
activity or changes the nature of activity. In general,
she said, four types of important changes-
relocation, reduced income, role change and
disrupted routines are likely to happen to a person
on retirement. Coping with them in a positive way
ensures the state of well being and happiness in the
life ahead. Happiness, she further added, also
depends on attitudes and expectations.
Dr. S P Garg discussed the present status of
implementation of the 7th
CPC. He informed that
there are difficulties in implementing Option-I, based
on the fitment tables, as recommended by the Pay
Commission. The Vice-President Dr. B M Misra
presented the status of various court cases being
pursued by the Association.
AERWA felicitated Dr. B. N.Jagtap, Director
Chemistry Group, BARC and Chairman Trombay
Township Advisory Committee (TTAC) for his
support. AERWA also felicitated Shri P. R. Vaidya,
one of the trustees of Vinimay, an institution
involved in training orphan children in vocational
skills. AERWA donated Rs. 10000/ from its Social
Activity Fund to Vinimay to cover the health
insurance of the inmates at Tarun Sadan, its hostel at
Koparkhairane. AERWA Picnic:
AERWA organized a one day picnic on 12th
January
2017 to the picturesque hill station of Lonavala.
About 90 members joined the picnic. Three places,
viz. Kumar’s Resort, Narayani Dham Temple complex
and Sunil’s Celebrity Wax Museum were visited.

Status of court cases- April 2017
1. Full Pension for < 33 yrs of service for pre-2006
retirees: Subsequent to DP&PW OM dated April6,
2016 delinking pro-rata reduction of pension for pre-
2006 retirees having< 33 years of service, most of
the cases in BARC as well as in DAE Units are
processed. Few cases still referred to AERWA are
forwarded to BARC Pension cell on urgent basis.
It has come to our notice that in some cases banks
are delaying implementation. In such cases, it is
suggested that a letter be sent to the pension paying
branch and a copy sent to us. AERWA can initiate
suitable course of action if sufficient number of such
cases are brought to our notice.

benefits: AEPWF has filed an
OA/2045/2016reckoning 2 increments as “Pay” for
pensionary benefits at CAT, Delhi with nearly 1000
applicants (mostly from NPCIL and a few hundred
from other DAE units including BARC). The first date
of hearings was November 10, 2016. There were
three subsequent hearings and the next hearing date
is May 8, 2017.
In a DAE OM dated September 6, 2016, various
Units were asked to provide the financial
implications in terms of DA, HRA, pensionary
benefits etc. considering 2 increments as “Pay”. It
was informed that DAE has now sent the financial
implications to Dept. of Expenditure.
3. Pension on special pay for H+ retirees: The court
has directed to tag SLP 3017/2016 with DRDO SLP
No. 24745/2015. Now this SLP(CC) 3017 is converted
to SLP/27273/2016.This SLP was listed along with 11
more SLPs in the Registrar court on 31.3.2017. The
next date of hearing is July 4, 2017. Contempt case
797/2015, in this case, came for hearing at CAT,
Delhi on 17.4.2017 and was adjourned to August 2,
2017.
The SLP (CC)/3452 case came for hearing in regular
bench on December 14, 2016 and was adjourned to
January 11, 2017. On this day of hearing, the Hon
court condoned the delay with penalty of Rs. 10,000
to UOI. Hon court also asked to issue notice to the
respondents (AERWA).This SLP (CC)/3452 is now
converted to SLP/6045/2017.No notice has been
received so far.
Another case OA/261/2011 for pension on special

allowed by CAT Mumbai on Nov.6, 2015. DAE filed a
MA requesting abeyance of this order till two SLPs

4. Full parity case by pre-2006 retirees: OA
3529/2015 of pre-2006 S-29 pensioners for full
parity with post 2006 retirees and in any case their
pension not less than post 2006 S-24, S-27 retirees,
came for first hearing on 5th April, 2016. The next
date of hearing is 2nd
June 2017.
5. S-21 case: The hearing of the S-21 case at CAT
Mumbai has been getting postponed since June 30,
2016 on five hearing dates. It is now adjourned to
28th June 2017.

BARC Scientist felicitated with a Padma Shree:
Distinguished Scientist and retired Director,
Electronics and Instrumentation Group, BARC,
Mumbai, shri Chandrakanth Pithawa was conferred
with this year’s Padma Shree award by Pranab
Mukharjee, Hon President of India on March 31, 17.
Shri Pithwa is widely regarded as an expert in
Instrumentation for nuclear power plants
KKNPP-2 Becomes Operational
The second unit of Kudankulam Nuclear Power Plant
Project (KKNPP) with a capacity of 1000 MW became
operational on March 31, giving a boost to the
atomic power generation in the country. The unit
was connected to the grid on August 2, 2016.
Commercial operation of KKNPP unit 2 is expected to
take total nuclear power to 6,780 MW. The KNPP
units 1 and 2, both with a capacity of 1000 MWs,
have been built with Russian collaboration.
