Advanced Tactical Surveillance COURSE DESCRIPTION

This 5-day course picks up where the Basic Tactical Surveillance course finishes. The course is designed for members currently working in a surveillance unit or are getting back into this type of work. Some members take the course when they are getting ready to make the transition from footing to driving or are being considered for road boss.

This course includes a complete review of the basics, but more time and emphasis is placed on the practical experience. This course is partially in a classroom environment and partially on the road. Students should wear appropriate clothing/shoes for the practical exercises on the street starting on Day 1.

Basic Collision Investigations COURSE DESCRIPTION

In this 5-day course, students will learn to identify and collect collision scene evidence. Students will be exposed to relevant laws of physics and basic derived formulas to determine pre-collision vehicle speeds.

Critical Incident Manager COURSE DESCRIPTION

This 2-week course is designed specifically for police personnel who have been designated by their department to assume command of critical incident situations. Topics include civil and criminal liabilities, tactical considerations, deployment of resources, emergency management, psychology of conflict management, crisis negotiations and stress management.

This course is designed to be Pass or Fail and full time commitment is required. All students should have their work calendars cleared in advance. Syndicate work is considered part of this course and a lack of participation may impact a candidate’s successful completion of this course. All students will receive a pre-reading package and it is expected to be completed prior to the first day of class.

Drug Investigations COURSE DESCRIPTION

Drug offence enforcement and investigations are complex and unique in the procedures and techniques required to successfully investigate and prosecute offenders. Police officers must acquire these skills and knowledge in order to effectively deal with these specific investigations.

Students in this 5-day course will have an opportunity to attend the Health Canada Lab in Vancouver for a practical hands-on experience under the guidance of a certified lab technician.

Field Trainers COURSE DESCRIPTION

This is a 3-day course that provides police officers who are assigned field training duties with the knowledge and skills required to train a Recruit Constable during the Block II component of the Recruit Training Curriculum.

The Recruit Training Curriculum has changed effective September 2016, so this course will prepare field trainers with the updated training on the new documentation process.

Forensic DNA COURSE DESCRIPTION

This 5-day course is intended for police officers responsible for the investigation of serious crimes (Robbery, Sexual assault, Homicide) who require a comprehensive understanding of Canada’s Forensic DNA legislation, DNA warrant requirements, Case law and the operation and function of the National DNA databank. Members will be certified by a Forensic Nurse in Biological sample collection procedures authorized by the Criminal code.

•The DNA Identification act

•Critical requirements of DNA Warrants

•Biological evidence (DNA) collection procedures from subjects as authorized by the Criminal code of Canada

Duties of a police officer include investigating crime, apprehending offenders and ensuring the best evidence is presented to crown for prosecution. Human Source Management COURSE DESCRIPTION

This course syllabus is exhaustive in nature and includes legal studies/case law updates, best practices associated to confidential informer and agent recruitment and handling, preparation of Judicial authorizations utilizing informant/agent information, ethics and professionalism, as well as policy/best practices and how to effectively report on information derived from these assets.

The course will take place at a non-police location, is covert in nature and designed for law enforcement members who may have been, may be, or are currently working with confidential informers on a regular basis. This course is also designed for supervisors overseeing members engaged and utilizing this investigative strategy.

Internet Investigations for Police COURSE DESCRIPTION

Internet and social media sites often contain crucial bits of information pertaining to your ongoing investigations. In this course, students will develop competent investigative strategies for online open source environments. Students will gain extensive experience using online search tools and strategies while solving real world scenarios.

Once competent with these investigative tools and methodologies students will then learn how to exploit social media sites such as Facebook, Instagram and Twitter. The course will also touch on some current Case Law related to technological crime as well as terminology for search warrants and production orders. Students will also learn recommended methods for preserving electronic evidence for court purposes.

Interviewing Special Needs Witnesses COURSE DESCRIPTION

This is an advanced 3-day course for interviewers with training and experience in the StepWise Interview Guidelines.

Students will learn how to assess and recognize special needs characteristics that may influence an interview. These characteristics include the emotional, cognitive and behavioural features of children and other witnesses with developmental delays, mental illnesses and challenging personality traits. The course also includes characteristics involved in working with deaf and/or blind children and children from different cultures. Students will learn how to prepare and plan for these interviews by identifying particular characteristics that may require the interviewer to adapt one or more steps in the interview.

Students will conduct a 45-minute interview with a volunteer with special needs (ie. Downs Syndrome, Aspergers Syndrome).

Part VI Investigations COURSE DESCRIPTION

This 5-day course follows a problem-based learning approach founded on a fact-based case scenario supplemented by presentations on specific issues and individual evaluations. Students are taught the principles and legal drafting requirements to obtain One Party Consent and full Part VI Authorizations. Students will also learn when the interception of private communication may be used without a judicial authorization.

Each student will become familiar with drafting investigative necessity, which is one of the pillars of a full Part VI application, and how it will be defended. Proceeds of Crime COURSE DESCRIPTION

This 4-day course focuses on how to conduct a proceeds of crime investigation from receiving an initial report to evaluating the evidence and discovering avenues of investigation that will result in the seizure and/or restraint of criminally obtained assets with the ultimate goal of achieving a successful prosecution and forfeitures. Students will receive lectures from a variety of subject matter experts who are currently involved in conducting POC investigations or are partner agencies in the POC process.

From the knowledge received in plenary group lectures, students will periodically break into syndicate groups and work through a mock POC investigation scenario that will culminate on the final day with syndicate groups making “court brief” presentations describing their investigative strategies and forfeiture plans.

StepWise Child Interviewing Course COURSE DESCRIPTION

Participants will learn The StepWise Approach to Conducting Child Abuse Investigations. Participants will acquire the knowledge (e.g., patterns of child abuse, disclosure patterns, relevant laws, child development, memory, etc.) and skills (e.g., generating and testing hypotheses, developing investigation roadmaps, tailoring interviews, identifying and collecting memory evidence, effective documentation, etc.) to reliably and efficiently conduct sensitive child abuse investigations.

This is a semi-structured investigative approach consisting of four steps (Planning, Fact-Finding, Assessing, and Reporting) that is tailored to the Canadian legal context. This course focuses heavily on the Planning and Fact-Finding Steps of the investigation, and includes instruction on the The StepWise Approach to Interviewing Children: The Next Generation.

Through scenario-based learning and practical interview exercises, participants will practice, receive feedback, and provide feedback to peers on each of the investigative and interview steps.
