I. IMPORTANT INSTRUCTIONS TO CANDIDATES
1. Application form can also be submitted online through website: www.py.gov.in
2. The application set consists of Application Form and Prospectus.
3. Before filling the Application Form, read the prospectus carefully.
4. Candidates applying for different courses in different colleges should send ONLY ONE APPLICATION. Multiple applications will summarily be rejected.
5. Ensure the following in respect of enclosed certificates :
5.1. Enclose only self-attested photo copies of the necessary certificates, in support of different claims. Original certificates must be produced only at the time of counseling.
5.2. All the certificates to be produced for various claims should be obtained and updated for the year 2017.
5.3. Community certificates issued by Govt. of Puducherry will only be considered for claiming reservation benefits.
5.4. Sports certificates must be countersigned by the concerned authorities.
5.5. Rural certificate must be signed by the Head of the Institution of Government Schools, Puducherry, listed in Annexure-III.
5.6. Minimum of two years of enrollment in NCC / NSS / Scouts and Guides only will be taken into consideration for admission. A certificate of enrollment from the competent authority must be produced.
5.7. Candidates who have studied in Lycee Francais and opt for UG Courses should produce an eligibility certificate issued from the Pondicherry University subject to the fulfilment of other eligibility conditions.
6. The last date for the receipt of filled in Application Form along with necessary enclosures is 12.06.2017 up to 5.00 P.M.
7. The filled in application form may be submitted in person to The Convenor or sent through post addressed to The Convenor, CAPASC, Bharathidasan Govt. College for Women, Puducherry- 605 003.
8. Candidates who have appeared for the supplementary examination should not wait for the results but submit the filled in Application Form to The Convenor, CAPASC, Bharathidasan Govt. College for Women, Puducherry- 605003 on or before the last date. However, such candidates should submit the photo copy of the mark statement of the qualifying examination within FIVE days from the date of issue of mark sheet.
9. Applications submitted after the last date and time will summarily be rejected.
10. Options once exercised with regard to course / community / rural / urban / special category are final and cannot be changed under any circumstances.
11. The final authority to settle disputes, if any, in any matter will be the Director, Directorate of Higher and Technical Education, Puducherry or any authority appointed for this purpose.
12. Check List attached with application must be marked carefully.
13. Number of seats in the colleges may change depending on the approvals of the regulatory bodies, Pondicherry University and Government of Puducherry.

2. INFORMATION TO THE CANDIDATES
I. Admission to the first year under-graduate courses in Govt. and Government run Society Arts and
Science Colleges in Puducherry Region is centralised and done by the CENTRALISED
ADMISSION PROCEDURES FOR ARTS AND SCIENCE COURSES [CAPASC] .
II. The admission to the under-graduate courses under different categories is purely based on
the marks obtained in the qualifying examinations.
III. The procedure for seeking admission to the courses in different colleges consists of two stages:
Stage 1. Submission of filled in Application Form along with necessary enclosures.
Stage 2. Attending the Counseling for the specified course at the notified date, time and place.

Medium of instruction:Candidates will have to write the University Examinations in the medium of instruction in which they are taught. (Ref.No.PU/CD/07, dated 09-02-2007 of Pondicherry University)
5. LATERAL ADMISSION:
Age: Candidates should not have completed 22 years of age on 01.07.2017.
(i) Applicable for BGCW, TAC, PKAC, RGASC and IGCAS :
For B.Com. and B.Com (Co-operative Management)
Candidates who have passed Diploma in Commerce or Diploma in Modern Office Practice (Three Years Course) awarded by the Directorate of Technical Education, Govt. of Tamil Nadu or other states shall be admitted to second year of B.Com. / B.Com. (Co-operative Management) subject to the availability of seats purely on merit up to 10% of the sanctioned strength in the course. However, the total strength should not exceed the sanctioned strength.
For B.C.A. and B.Sc. Computer Science
Candidates who have passed in the first attempt in the Diploma in Computer Science / Information Technology / Computer Technology / Computer Application in First Class (10+3 years of study) are eligible to apply for lateral entry to the second year of the course subject to the availability of the seats but limited to 10% of the sanctioned strength in each course. However, the total strength should not exceed the sanctioned strength in each course.

Note:1. The aggregate percentage of marks and the normalized percentage of marks for admission
are arrived as per the procedure given under Section 10 of the Prospectus. 2. If the candidate has studied more than one relevant subject, the subject in which the highest
mark has been scored in the qualifying examinations will be considered for the arrival of theaggregate percentage.
3. The supplementary marks will be considered for the purpose of admission as per norms.

Applicable to students who had continuous study of 5 years immediately preceding without attempt and including the year of qualifying examination in a rural school.Rural schools are those situated within the jurisdiction of the Commune Panchayat and as listed in Annexure III.
For residents of Puducherry Union Territory who produce the necessary certificate from the competent authority

Note: Horizontal Reservation will become operational, only if, the minimum number of seats earmarked for each of these categories is not filled up under normal process of selection in any category. (b) Definition of Puducherry Union Territory Resident:
An applicant is considered a resident of Puducherry provided he / she is an Indian National andsatisfies at least one of the following criteria:
i) Those candidates or whose parent (either mother or father or both) or guardian (in the case of
children who have lost both the parents) has been residing continuously in the Puducherry Union Territory for at least five years immediately preceding the date of application.
ii) Those candidates who have passed the qualifying examination and for that purpose the candidate
should have undergone academic studies for five successive years immediately preceding the qualifying examination (including the year of the qualifying examination), in a recognizededucational institution located in this Puducherry Union Territory and should have resided in the Puducherry Union Territory for five years during that period. A certificate issued by the Revenue Department Authorities not below the rank of Deputy Tahsildar shall be enclosed in this regard.
iii) Children / Spouse of Puducherry State Government Employees.
iv) a) Children whose parents are Central Government Servants, State Government Servants, DefencePersonnel, Central Paramilitary Forces, Employees of Public Sector Undertakings wholly orsubstantially run either by the Central Government or by the Puducherry Union TerritoryAdministration posted and serving in the Puducherry Union Territory for at least a minimum continuous period of three years immediately prior to the last date of submission of theapplication.

b) Children of the above said employees should have studied in the Higher Secondary Course of two years in any of the schools in the U.T. Puducherry and should have also passed the Higher Secondary Examination from the same school - [G.O. Ms. No. 04, Puducherry, dated09.02.2016 of the Chief Secretariat, (Hr. & Tech. Edn.) Puducherry].
v) Children of Defence Personnel who were killed or disabled in action and children of Central /Puducherry Government Servants / Deceased Defense Personnel / Employees of Public Sector Undertakings as referred to in Categories (III) and (IV) who died while in service inPuducherry.
vi) French Nationals residing in Puducherry Union Territory and covered by Treaty of Cession shall be treated on par with the candidates who produce the prescribed Puducherry State Residence Certificate. Such French Nationals will be required to produce a residence certificate issued for this purposes from the Revenue Department in addition to the certificate issued by the French Consulate. These French Nationals shall not be considered for admission under the quota of non-residents.
c) Sports Quota
Candidates claiming admission under sports category should have excellent caliber in sports and games and should also be those who have shown consistency in sports activities.
The purpose of this quota is to recognize and give weightage to the sports merit of the candidates, and hence, marks for sports achievements alone will be considered in ranking the candidates under this quota. The candidates are expected to continue good performance in sports events after selection.
The highest achievement of the candidate in only one annual tournament under the listed sports discipline in a year will be considered for awarding marks.
Selection of candidates will be based on the marks obtained by the candidate following the guidelines given in the Government of Puducherry (G.O. Ms. 53 dated 24/05/2012).

General Conditions :
1. For consideration of candidates seeking admission under the category of Sports Person, he / she
should enclose attested photo copies of participation certificates and the certificates in the
prescribed forms issued by the relevant sports authorities along with the application.
2. Participation / Achievements in Sports / Games shown in the list alone, immediately preceding
five years to the year for which admission is sought for, will be taken into account. National /
State Level Championships / Tournaments conducted by Organizations / Federations
recognized by the Indian Olympic Association / Ministry of Youth Affairs and Sports, New Delhi,
alone will be considered for award of marks (Recognition by the Indian Olympic Association /
Ministry of Youth and Sports, New Delhi, should be relevant to the years concerned).
3. The relevant attested copies of the certificates issued by the appropriate authorities as detailed
in the G.O. Ms. 53 dated 24.05.2012 are to be submitted along with the application.
4. Open / Invitational Tournaments of any kind will not be considered.
5. For Tennis Achievements of Top 3 players by his / her position in the ranking list published by
AITA based on the ranking rules and the final rankings of the previous 4 years will be
awarded marks for achievements and participation (Necessary forms from Associations
are to be enclosed).
6. For Cricket, the Annual Official Championship / Tournaments conducted within the country
under the auspices of BCCI at District / State / National Level alone will be taken into
consideration for that year.
7. The participation / achievements of candidates with nativity of Puducherry Union Territory and
who represented U.T. of Puducherry alone are eligible for marks under National Category.
8. Only U.T. of Puducherry candidates are eligible to apply for admission under Sports Quota and
only the KVS / NVS / CBSE schools within Puducherry are eligible for marks.
9. All the achievement certificates are to be supported necessarily by the relevant participation
certificates and appropriate Form / Certificates.
10. No further enclosures or certificates will be entertained after the last date for submission of
completed application.
11. Required number of candidates will be called to appear for an interview for verification of the
originals, followed by counseling after ranking.
12. If any candidate fails to produce the requisite Original Certificate / Forms, his / her place will be
allotted to the candidate next in rank and so on. The consequential vacancy at the end of the
rank list will be filled up from among the additional candidates according to their ranks.
13. Selected candidates will be counseled and allotment of branches and colleges earmarked for
this quota will be based on the sports ranking before the start of the main counseling.
14. A candidate can utilize sports quota only once for these admissions.
15. The final authority to settle all disputes in selection under sports quota will be the Director of
Higher and Technical Education or any authority appointed for this purpose.
Note: A committee will be constituted to scrutinize the applications received under this category and will
rank the candidates based on the marks assigned to the certificate enclosed along with the application
and the sports merit list will be published in the CAPASC website: http://bgcw.puducherry.gov.in

8. AGE stThe candidate should not have completed 21 years of age as on 1 July 2017. However, age
relaxation by three years is applicable to Physically Challenged and Scheduled Caste and Tribe
candidates and five years in case of Nuns belonging to various Religious Congregations & Widows.
Apart from the above said candidates, no age relaxation will be given to any candidate under any
circumstances.
9.PROCEDURE FOR ADMISSION
(1) Application forms can be obtained from any one of the six colleges under CAPASC by paying
Rs. 100/- (for SC / ST Rs.50/-) in person or Rs. 120/- (Rs.70/- for SC / ST) by post by sending
Money Order in the name of the Convenor, CAPASC, Bharathidasan Govt. College for
Women, Muthialpet, Puducherry - 605 003.
Online submission: Application form can be submitted online through the website .
The cost of the online application shall be Rs.110/- (Rs.100/- towards application cost and
Rs.10/- towards banking charges) and for SC / ST -Rs.60/- (Rs.50/- towards application cost and
Rs.10/- towards banking charges).
(2) The application forms completed in all respects and with all necessary certificates, etc., (as
specified in the application form) should be submitted to the Convenor, CAPASC, Bharathidasan
Govt. College for Women, Muthialpet, Puducherry - 605 003, on or before 12.06.2017.
(3) Candidates who appeared for the supplementary examination should not wait for the
results but submit the filled-in Application Form to the Convenor, CAPASC on or before
the last date. However, such candidates should submit the self-attested photo copy of the mark
statement of the qualifying examination within five days from the date of issue of the mark sheet.
(4) Candidates for admission may submit the prescribed application duly furnishing all the relevant
particulars with regard to Residence, Nativity and Community with a declaration to the
effect that all the particulars furnished by them are true, and if any information furnished by
them is found to be false at a later stage, it would render them liable for severe action and
rejection of their application. The candidate may, however, submit their original certificates in
support of their residence, nativity, and community at the time of counselling.
(5) (a) Application may also be sent by registered post addressed to the Convenor, CAPASC, so
as to reach on or before the last date specified.
(b) The application number should be written in all the enclosures sent along with the main
application form.
(c) Candidates applying for different courses in different colleges should send only
one application.
(d) Multiple applications will summarily be rejected.
(6) As soon as the applications are received at CAPASC office, intimation will be sent to the applicants
giving the registration number, which should be quoted in all subsequent correspondence
regarding admission. Enquiries will not be attended to unless the registration number
is quoted.
(7) Within TEN days after the last date for the receipt of applications, a Master List

(8) The candidates are advised to refer to the Master List. Further, if any corrections are to
be made in the Master List displayed, it should be brought to the notice of The Convenor,
CAPASC, Bharathidasan Govt. College for Women, Puducherry 605003 within 3 days
of display, failing which, the list displayed will be treated as final.
(9) Late, defective and incomplete applications will summarily be rejected. No further
correspondence will be entertained in this regard.
(10) If a candidate eligible for reservation is also eligible for admission under open merit or resident
merit, the candidate shall be treated under open merit or resident merit as the case may be.
(11) Ranking of Candidates :
Selection of candidates for admission to all the degree courses will be based on the merit
list prepared by CAPASC based on the marks arrived at by adopting 'the method of
normalization'. Ranking of the candidates will be done based on the normalized percentage.
(12) Candidates will be called for counseling as per their order of merit. Candidates to be called
for counseling will be intimated through call letters / public notification in local newspapers /
website: http://bgcw.puducherry.gov.in / Phone / SMS. No change of date / time of
counseling is permissible, except under unavoidable circumstances.
(13) Counseling Fees :
A non-refundable counseling fee of Rs.250/- (Rs.50/- for SC / ST candidates) will be collected
from each candidate at the time of first counseling and Rs.100/- (Rs.50/- for SC / ST
candidates)for each subsequent counselling will be collected from each student for
counselling for that candidate on the day of counseling.
(14) The candidates who are provisionally selected should pay the Minimum Fees prescribed
by the government, immediately after the final selection, in the CAPASC office. Any
difference in the fees should be paid in the respective colleges after the publication of
the final admission list.
(15) Self-attested PHOTO COPIES of the following certificates are to be enclosed along with the
application and ORIGINAL certificates must be produced at the time of counseling:
(i) Transfer Certificate
(ii) Conduct Certificate from the Head of the Institution last attended
(iii) Mark List of the qualifying examination
(iv) Nationality Certificate
(v) Residence Certificate
(vi) Certificate in support of the claim for reservation under different categories

(16) Candidates have to attend the counselling along with their Parents or Guardians at
their own expense.
(17) CAPASC will not be responsible for any postal delay in the delivery of the counseling
letter or any other communication.
(18) Candidates who do not attend the counseling on the specified date and time have to
forego their claim for admission. Further, his or her name will be deleted from the Master List.

(19) In any case, counseling will not be done in the absence of candidates.(20) No communication shall be sent to candidates who are not eligible to be called for counseling,
and also, no further correspondence in this regard, will be entertained.(21) Verification of original certificates :
Candidates called for counseling shall be required to submit all the documents in original forverification at the time of counseling. The certificates to be enclosed should have been obtained or updated very recently by the competent authority. Extension of time will not be given to produce them on a later date. Candidates, who fail to produce the required documents in original shall not be counseled. The original documents submitted by the candidates to be admitted shall be returned only after obtaining recognition from the Pondicherry University, and hence, the candidates are advised to take enough numbers of photo copies of the documents before submitting the originals for verification during counseling, and subsequently, for admission to the courses.
(22) Admission :
Admission to all courses is based on the merit, category of the candidate, and the availability of seats at the time of counselling. All admissions made by CAPASC are “provisional” and are subject to approval by Pondicherry University. Candidates who have been offered admission to a particular college should report to that college on or before the due date mentioned by CAPASC, in the 'provisional admission order', failing which they will forfeit the right of admission. At any time, if the CAPASC / College Authorities find that admission has been offered based on false / incorrect information / documents and suppression of relevant fact, education qualification or quota, the admission offered will be summarily cancelled, irrespective of the stage of study of that course. Further, legal proceedings will also be initiated against such candidates for such actions. Hence, candidates are warned against indulging in such actions, in their own interest. All parents are also requested to make note of the above provision, and take due care and diligence in all matters concerning admission to the undergraduate courses.

c. Applicable only for B.A. Social Work & B.B.A. (Tourism): The average percentage of
marks in the qualifying examination will be the aggregate percentage of marks.
1.2. For admission to B.A. Degree courses in Tamil, English, English Language and Literature,
Professional English and French: a. The average percentage of marks in the qualifying examination will be calculated.

1.8. Illustration
For example, if a candidate has studied the Commerce Group which contains the relevant
subjects Commerce and Accountancy in the H.Sc., and has scored 960 marks out of 1200
in the H.Sc. examination, and has also scored 180 marks in Commerce and 160 marks in
Accountancy (out of a maximum of 200 marks per paper), then the aggregate percentage is
calculated as follows:
Overall percentage = (960/1200)*100 = 80%
Highest score in relevant subject = 180 marks in Commerce
Relevant subject percentage = (180/200)*100 = 90%
Aggregate percentage = ( Overall Percentage + Relevant Subject Percentage ) / 2
= ( 80% + 90% ) / 2 = 85 %
2. PROCEDURE TO BE ADOPTED TO ARRIVE AT THE NORMALISED PERCENTAGE
OF MARKS FROM THE AGGREGATE PERCENTAGE OF MARKS :
2.1. Method of normalization is adopted separately for arts and science streams across the
aggregate marks of the various boards.
2.2 For more than one attempt, three percentage of marks will be subtracted from the
aggregate percentage of marks.
2.3. Three percentage of marks will be added to the aggregate percentage of marks for
participation in the extra curricular activities, such as, NSS, NCC, Scout & Guides (with
minimum participation of 2 years, and so certified by the Head of the Institution last
studied). The percentage so arrived at will be the normalized percentage of marks.
2.4. The candidates under open merit or resident merit will not be eligible for admission,
if the normalized percentage of marks are below 40, and in case of other candidates,
below 35.
2.5. If a candidate after having passed the qualifying examination appears again for
improvement, the improvement marks will be considered for the purpose of admission

A Brief Account of the College:
Bharathidasan Government College for Women, in the name of the great poet of this soil, was
ushered into being in the beginning of the Academic Year 1968-1969. During the span of this 50 years the
college has witnessed a phenomenal growth both qualitatively and quantitatively. It caters to the needs of
women students by offering a wide range of Science, Arts and Commerce courses, i.e., 16 Under-
Graduate, two Post-Graduate and two M.Phil. and one Ph.D. Programme.
The excellent performance of the students both in the curricular and extra-curricular activities has
facilitated the institution to get the autonomous status in the academic year 2004-2005. Autonomy
extension has been granted from 2012 to 2018. This college is the first autonomous institution in the
Union Territory of Puducherry affiliated to the Pondicherry University.
With focus on the Knowledge-based economy, pioneering efforts are being undertaken to exhibit the
talents of our students. Every year more than 200 students of this institution get themselves placed in
suitable jobs through the Placement Cell.

A Brief Account of the College:
Rajiv Gandhi Arts and Science College is located in Thavalakuppam, Puducherry in a
sprawling campus of seven acres. It incepted in the year 1995 with a vision to percolate education
to rural and economically backward communities through the mission of providing equal
educational opportunity to all. It offers relevant and most sought after job oriented courses like
B.Com., B.Com.(Co-operative Management), B.B.A., B.C.A., and B.Sc.(Computer Science).
It reserves 75% admission for rural students.
The College is administered and managed by the Pondicherry Society for Higher Education
(PONSHE), Government of Puducherry and is affiliated to Pondicherry University. It was recently
accredited with a prestigious 'B' grade by National Assessment and Accreditation Council. It has a well-
established library and laboratories that are fully furnished with the latest technological equipment. The
“Career Guidance and Counselling Cell” of the college assists the students by giving various training and

A Brief Account of the College:
Perunthalaivar Kamarajar Arts College, situated in the hamlet of Kalitheerthalkuppam,
Madagadipet, is run by the Pondicherry Society for Higher Education, Government of Puducherry. A
rural college started in 1998 to cater to the educational needs of the rural students from Madagadipet and
the neighbouring villages who commute everyday for about 30 kms, to reach an institution of higher
education.
Classroom teaching is enhanced by seminars, conferences and workshops, and activities that
take the students out of their classrooms and expose them to greater fields of knowledge expanding their
skills.
The college has a total strength of 560 students of which 285 are girls and 275 are boys. It has 31
teaching faculty members, 8 non - teaching staff members and sufficient number of sanitary assistants,
security guards and a driver.
The college is situated in a sprawling campus of 2.96 hectares of land with a two storied own
building. The campus has a renovated Sports ground with a Football court, Kho-kho court, Cricket with
Net Practice, Volley Ball, Shuttle, Badminton and other games.
The college has a well-equipped library and reading room facility with INFLIBNET. It has an
air-conditioned Computer Lab and Language Lab to cater to the needs of the aspiring students. The
college has a well-built auditorium, ladies retiring room and canteen. The students are monitored by
CCTV cameras.
The college also sensitizes the students to social and environmental issues and a great amount of
the credit for creating such awareness, has been given to the two NSS units, the Red Ribbon Club,
Rotaract Club of PKAC and the Youth Red Cross.
The college takes the placement activity very seriously to improve the employability of its
students. In collaboration with the Department of Information Technology and ICT, Chennai, the college
trains batches of final year students on a regular basis for periods of 45 days, per batch. These students
are, thus, better equipped to face interviews and tests and have greater success at placement drives
than earlier.
The college has UGC 2(f) and 12B Status and is accredited by NAAC with 'B' Grade. It is our
fervent hope that the efforts taken over the years to educate the first generation learners providing them
with every facility possible to empower them to meet the challenges of the world outside their own little
spheres of existence, continue to bear fruit by way of them securing good employment and being good
citizens of their country.
The college reaches out to students from all walks of life, especially to those who are socially and

A Brief Account of the College:
Kasthurba College for Women, the erstwhile Villianur College for Women, was established in the year 2005 under the aegis of the Pondicherry Society for Higher Education which is wholly funded by the Government of Puducherry, to cater to the higher educational needs of the women students hailing from rural backgrounds. As the region of Puducherry previously had only one exclusive college for women, that too in the centre of the town, it was very difficult for students hailing from rural areas around Villianur to reach the portals of higher education even after scoring well in the higher secondary examination. As it has ever been the vision of the Government of Puducherry to provide quality higher education to all aspiring women students irrespective of their socio economic backgrounds, this college was established within the campus of Kannagi Higher Secondary School, with two need-based and society-based departments, namely, B.A. Social Work and B.A. Historical Studies.
Kasthurba College for Women contributes positively to society to bring new and meaningful changes in the lives of young women. We have the responsibility to educate and to support students at every level of attainment. We aid students in developing personal discipline, strength, resilience and rigour. We try to consciously and consistently emphasize the building of good character by enhancing the physical, emotional, moral, intellectual and spiritual domains of a student.
