Minutes of the Annual General Meeting of Croydon NASUWT held on 19th January 2016 at 4.30 at Norbury Manor BEC.

Present: Sally Arthey (in the chair) and 21 other members of the Croydon Association.

Apologies: Apologies for absence were received from six members.

Minutes: The minutes of the previous AGM were agreed to be a true record.

Matters Arising: There were no matters arising. Secretary’s Report Jayne Melling, who was elected to be Secretary during the year, presented a verbal report.

Treasurer’s Report This report (which included the financial statement) was published in the annual report. The report and the accounts were accepted.

Members re-ratified a financial protocol as published in the Annual Report. The treasurer pro-posed a budget for the three year period 2016 - 2018 and he drew attention to some budget headings which had changed since last year. in particular he drew attention to the amount for hosting a Large Associations meeting and for increased expenditure on updating computing equipment. The budgets were agreed.

Elections

The following had been nominated and were elected unopposed:

The previous VicePresident had left Croydon during the year and no nomination had been re-ceived for President. Therefore Sally Arthey took on the role of President for 2016 in addition to 2017. Sally was presented with the chain of office and took the Chair for the rest of the meeting. Bob Chandler, Anita McGowan, Jannine Stebbings, Fiona Tinwell, and Ken Waterhouse had been proposed as committee members by G Cluer and seconded by J Melling. These members were declared elected unopposed.

Nigel Phillips, Joel Herbert and Kat Leslie were co-opted onto the committee

Graham Cluer was appointed as Assistant Secretary (until 31/08/17).

The meeting appointed Sally Arthey to be Benevolence officer and Graham Cluer to be Re-cruitment & organising officer.

The committee were empowered appoint other representatives and to make changes as required during the year.

Jayne Melling, Jackie Law, Graham Cluer and Sally Arthey had been elected as Conference representatives.

Alison Morgan (Sutton) was welcomed to the meeting and gave a short report. She was nomi-nated as a candidate for National Executive Member for 2016/7.

Facilities time. The meeting agreed that Jayne Melling would receive all the available facilities time allowed and empowered the committee to make changes if the role of caseworker was split during the year.

Conference MotionsMembers were provided with a copy of Conference motions and urged to go on-line to vote.

Date of next meetingit was noted that probable dates for future meetings 10th May 2016, 11th Oct 2016, 17th January 2017 (AGM). other dates may be inserted as required. The Committee would look at holding meetings in a more central location The meeting closed at 4.55 and was followed by a discussion about issues affecting members.

President’s Reportby Sally Arthey, VicePresident/acting President 2016

As Acting President this year, i have attended a number of union events, both national and regional, that have led me to conclude that the need for collegiality amongst teachers, and particularly amongst members of the NASUWT, has never been greater. This has been clearly evident through the high quality of analysis and presentations given by officers and staff members of our union which have always been based on well-researched information and reliable evidence. At the

national conference over the Easter Weekend in Birmingham delegate after delegate shared stories about working environments where there was a lack of respect, trust and democracy and where senior leaders in schools and academies ere becoming increasingly authoritarian. one of the privileges of attending National Conference is being able to hear the experiences of colleagues throughout the United Kingdom. This year, wherever they were from, delegates were telling the same story of SLTs riding roughshod over teachers and their aspirations. The message seemed to be that we need to be better at organising and supporting each other at every level from the school upwards. The alternative is making ourselves irrelevant. despite these sombre warnings, i was struck by the number of first-time speakers (both older and younger) who were determined to fight for democracy in their schools and local associations.

during the first week of the summer holiday i attended the London running of the ‘Taking Control of your Performance Management’ briefing. it was practical, very informative and, above all, empowering. i would encourage every member of our association to read the union’s guidance on this very important aspect of our working lives as teachers. increasingly SLTs are insisting on targets that are not in the teacher’s control and there is increasing evidence that teachers are signing up to them. The advice here was to discuss such issues with your school representative or, if necessary, to contact the national helpline.

At the end of November i attended the Greater London Regional Conference. Chris Keates was the main speaker and, as usual, she was passionate and inspiring. Again, i picked up from her the message from National Conference, that if we stand together we will be address and overcome many of the injustices we are currently acing in our profession. The workshops this time were particularly relevant to current issues and were of a high standard of delivery. i particularly appreciated the presentation from Thompsons on life after Brexit and the Q and A session with Sue Hill from the Farringdon office. if you haven’t been to one of these conferences before, please come with me to this year’s one. All expenses are paid and the refreshments are great.

Have a good year and let’s work together to make our union even stronger.

National Executive Member’s Report on 2016by Alison Morgan, National Executive Member, District 24

Behind the scenes the NASUWT is the only teaching union that is continuing a dialogue and exchanging information on pensions with the government. We also contribute massively and respond to the body that discusses the pay claim each year. We are relentless in putting the case for an increase.

our training courses are very well received especially the behaviour management course which are all free for paid up members.

Throughout the year we run consultative conferences with special groups - BME LGBTC leadership and first year of teaching. All expenses are paid. The other group we are working with a lot and are now holding a consultative conference with are supply teachers. We are the only teaching union to do so.

Please don't feel you can only get in touch with Jayne and i when you have a problem. We really are keen to know your feelings on certain issues. i speak at Executive and i am a local secretary in Sutton but i want to say the teachers i represent think this ..... Also when it comes to conference you may not want to go but you may have strong feelings on what is being discussed. Let us know.

Lastly we have seen the specifications for the new combined union formerly the NUT and ATL - they really are going to represent all jobs in a school from lunchtime supervisor to head teacher and are branding themselves as the education union. We have long thought it but now we know - we are the one and only union that puts teachers first.

Conference representativesThe number of representatives that we can send to Annual Conference depends on our membership. Assuming no change in our membership we would be allowed 13 representatives to Conference in 2018. it is proposed that we limit the number of representatives to five as in 2017 but allow the Committee to authorise additional observers in special circumstances if the Treasurer determines that it is affordable. An example would be if it would enable a younger member to attend if he/she had not done so before.

Secretary’s Report on 2016by Jayne Melling, Local Negotiating Secretary

The Annual Report is presented to the membership on behalf of the Executive Committee and provides a catalogue and resumé of significant issues and events in which Croydon NASUWT has been involved since the previous Annual General Meeting (AGM) in January 2016.

PREFACE The year 2016-17 saw the Union continue to represent members’ interests individually and collectively in Local Authority (LA) and independent schools, academies, post-16 colleges and in non-standard LA and independent settings.

individuals have been advised and represented in matters of appraisal, discipline, grievance, capability, pay, redundancy, flexible working, contractual entitlements, restructuring, retirement, pensions and sickness absence.

10 members were elected to the Executive Committee (EC) ahead of last year’s AGM and two of these members were new to the role. Thank you for agreeing to be on the committee. We do need members to be on the committee.

Newsletters have been sent to every member updating on events/activities in the Croydon local association. A paper copy of the September Newsletter was posted to all members at their home addresses and in dec 2016 a Newsletter was sent regarding the AGM. The local association has started sending text message reminders to members with regards to local meetings to try and encourage quorate meetings.

Regular updates for members about local, regional and national matters of interest are posted at www.croydon.nasuwt.org.uk.

A Facebook page has now been set up to engage with members at https://www.facebook.com/croydonNASUWT

NASUWT does not abandon the interests of members subsequent to their schools converting to academies and seeks to negotiate union recognition agreements with the governing bodies of those schools that convert. More schools within the local authority of Croydon have converted into academies this year, we are now well over the 50% tipping point of all schools within Croydon now being academies. Where schools seek to make changes to the agreed model policies members are advised to alert the Union so that school-level negotiation may take place.

Greater flexibility over pay decisions by governing bodies is a particular concern with evidence that some teachers have not received the 1 % minimum pay award for 2015-2016 and 2016-17. Some are being denied pay progression. Please contact us if this is the case in your school.

Nationally the Union has refreshed the action short of strike action instructions to ensure members

can effectively defend and advance their interests where it matters most - in their workplace. The national disputes over workload, pensions, pay, including pay progression, conditions of service and job losses are yet to be resolved. With the change in secretary of state for education, our union has once again established the bilateral meetings to try and resolve the dispute. A successful resolution of the disputes will rely on members continuing to implement the National Action Short of Strike Action instructions day in and day out in each workplace.

The NASUWT have been the only teachers union to provide evidence to the Committees which were set up to scrutinise the Trade Union Bill and we have made important and positive contributions to the secure the changes. The NASUWT still oppose the Trade Union Bill, the changes do not make the legislation necessary or acceptable.

Two new training course have been developed to raise awareness of mental health issues within schools. This is a response to conference calling for the union to tackle stress and mental health issues within teaching staff.

LOCAL AUTHORITY ISSUES issues which have been the subject of negotiation / consultation with the Authority through the Joint Liaison Committee (JLC) and the Trade union and teachers’ professional association (TPA) meeting since the 2016 AGM have included:

• Review of Pay policies • Social media policy• Grievance • Holiday patterns for schools• Funding formula• Updates on Budgets / funding• TUPE• Restructuring

The funding for schools has been an increasing issue for the local authority. in the March 2016 Budget the then Chancellor of the Exchequer, George osborne, confirmed the removal of the Education Services Grant (ESG). The ESG funds key local authority services for children and young people and for schools. The NASUWT continues to oppose the Government’s decision to remove the Grant. 2016/17 is the last full financial year during which the ESG will be given to local authorities. A reduced rate ESG, known as ESG ‘transitional funding’ will be given from April 2017 to September 2017, following which the ESG will cease to be paid.

The Government are in the process of introducing a National Funding formula to delegate funding for schools. on the 20th december 2016, the Schools Minister announced to Parliament that School funding for 2017/18 is not linked to the National Funding Formula (NFF), which will be implemented from 2018/19 onwards. 2017/18 funding for schools will continue to be allocated by local authorities in accordance with their local formulae.

The reduction in funding has led to support staff being reduced in some circumstances which increases teachers’ workload. Some schools/academies are restructuring leading to redundancies. The NASUWT have been working to oppose excessive teachers’ workload.

Recruitment The Croydon NASUWT attended the teacher recruitment fair on 6th February 2016 at field halls. The event successfully raised the profile of the union to potential teachers who were thinking of starting their journey into teaching. Thank you to those who helped to man the stall.

in September the NASUWT had a presence at the Croydon NQT events. The primary events were better attended by NQTs than the secondary event.

The biggest success for recruitment remains our school reps in school who do a fantastic job at representing members in schools. Thank you to all school reps for the work they do within school for our members.

Conference April 2016The NASUWT Conference was held in Birmingham and we had two conference reps that attended. The motions were mostly passed unanimously. The annual conference decides the agenda for the National union over the forthcoming year.

This year has seen a new electronic system for nominating conference representatives. i hope you all received the emails and instructions for nomination of conference reps. Please let us know if you did not receive the information by updating your contact details.

details of all the resolutions adopted as a result of the debates at Conference can be found on the national website at www.nasuwt.org.uk and a report of Conference was published in the June issue of Union magazine Teaching Today – which is available to view on the website.

All NASUWT members may vote for the motions to appear on the agenda of this year’s Annual Conference and set the policy for the forthcoming year by going to www.nasuwt.org.uk/Motions or complete the ballot form sent out in the december edition of the magazine Teaching Today. Meetings and events

Two General Meetings were held in May and october as in 2015, both were inquorate despite a change of venue to The Croydon Park Hotel.

The meetings enabled attendees to hear progress on discussions with the Local Authority, to receive a report from their Conference delegates and to raise their own workplace concerns. TUC Black workers’ conference

Local Associations have been invited to nominate members to attend the 2017 TUC Black Workers’ Conference as NASUWT visitors. The Conference will be held at the TUC, Congress House, Great Russell Street, London WC1B 3LS from 2pm on Friday 7 April to 1pm on Sunday 9 April 2017. Please let me know by emailing [email protected] by 1st February if you would like to attend and represent the Croydon association.

TUC women’s conferenceLocal Associations are invited to nominate members to attend the 2017 TUC Women’s Conference as an NASUWT visitor. The Conference will be held at Congress House, Great Russell Street, London, WC1B 3LS from 2pm on Wednesday 8 March to 1pm on Friday 10 March 2017. Financial Reportby Graham Cluer, Local Treasurer

2016 was a fairly cheap year for the Local Association and we found it easy to keep within budget. We started the year with just over £11,000 in reserves and ended with £10,168 in reserves but it has to be remembered that 2015 was a “Capping year” and HQ clawed back nearly £7,000. in fact of our £13,291 income we spent just £8,126.

Regrettably, some of this low expenditure is a result of decreased activity by the Local Association. We are suffering from the reduction in facilities time and the availability of local activists. That means our expenditure on printing, post, stationery and Conference is reduced. Members should also remember that we started the year with good supplies of paper, toner and stamps and we had already paid for some Conference rooms to mitigate against the HQ claw-back.

Expenditure figures are taken from HQ’s spreadsheet (see next page). it is rather confusing as they put the cost of Large Association meetings into “Meeting costs” and travel to those meetings is lumped in with “Travel”. They also include the cost of meals after local general meetings as meeting costs. The only area that was actually more expensive than expected was the hire of rooms for general meetings. We had been thinking of moving from meeting in a school (which is free but not always convenient) and when we heard that one member failed to attend the AGM because she couldn’t get into the school we were spurred into action. i am proposing a £800 budget for local meetings this year.

We hosted a Large Association meeting in 2016 (actual cost £927) and won’t be called upon to do this again for some time so this budget heading disappears this year. We had also budgeted to upgrade our computer equipment but managed to keep going so this heading is underspent but carried forward to 2017.

Below we show the actual expenditure against our agreed budget.

Financial Policy – Croydon NASUWTThe following protocol informs the operation of our financial affairs. It was agreed at the AGM in 2013 and modified in 2015. It is proposed without amendment for 2017

Prior agreement from the Treasurer must be obtained before any member commits the union to any expense.

All payments from local association funds will need the authorisation of the Local Treasurer. Payments to individuals or organisations outside NASUWT will also need the authorisation of one other local officer. in the absence of a local officer the National Executive Member may act as a local officer. in exceptional circumstances, and only if it is necessary, the Local Secretary may take the place of the treasurer in authorising a payment.

The Treasurer is given the authority to agree to any expenditure up to the limits determined at a general meeting where the annual budget is set. Any other expenditure will need the authority of a general meeting.

Local officers can assume that the Treasurer has agreed in advance to any expenditure (up to £100) relating to officers/committee members’ travel, parking, refreshments and meals incurred on union business according to the rules and tariff set by the local association.

For the avoidance of doubt, when a general meeting elects a member as a representative to National Conference it will be assumed that the meeting has also authorised their expenses according to the agreed tariff.

Unless the local association has decided differently the rules and tariffs allowable shall be those agreed to be applicable to members of National Executive.

Budget for 2017 and then (unless changed by a general meeting) for 2018 Note that these limits are maximum amounts to be spent (unless agreed otherwise by a general meeting) under each heading. Members should note that the total budget is almost twice our annual allocation. The Treasurer is also charged with ensuring that the total expenditure remains within the finances available.

RULES OF THE CROYDON LOCAL ASSOCIATIONAs agreed at the AGM on 19th January 2009 and subsequently approved by National Executive.

1 NAME

The name of the Local Association shall be the Croydon Local Association of the NASUWT.

2 OBJECT

(a) The object of the Local Association shall be to further the objects of the NASUWT as set out in Rule 3 of the National Rules in the area rep-resented by the Local Association as specified in the resolution of the National Executive forming this Local Association.

(b) In furtherance of this object the Local Association may communicate and negotiate with employers, other unions and organisations repre-senting teaching and other educational staff, and the local authority within its boundaries but shall not communicate or negotiate with such bodies outside its boundaries or nationally or with any government department or body without the authority of the National Executive.

3 MEMBERSHIP

(a) Those members of the NASUWT who hold membership in accordance with Rules 4(1) (a), (b) and (c) or 4(2) (b), and (d) of the National Rules shall qualify for membership of this Local Association.

(b) The total membership of this Local Association shall be calculated annually based on the total Conference figure as recorded at the NASUWT Headquarters on 31 December of the previous calendar year as notified to the Local Association in accordance with Standing Order 13 of the Standing Orders of Conference.

4 OFFICERS OF THE LOCAL ASSOCIATION

(a) The Officers of the Local Association shall be:

(b) The Officers in 4(a) shall hold office for a period of one year commencing on the date of the Annual General Meeting until the Annual General Meeting of the following year, other than the Secretary who shall hold office for one year commencing on 1st August following the AGM and expiring on 31 July the following year.

5 ELECTION OF OFFICERS IN 4(a) (WITH EXCEPTION OF THE PRESIDENT AND EX-PRESIDENT) AND EXECUTIVE COMMITTEE MEMBERS REFERRED TO IN 8(a)

(a) In accordance with National Rules 4(2)(c) and 8(c) only persons who are in Full Membership of the Union in accordance with National Rule 4(1)(a) shall be eligible for election as Local Association Secretary, President or Vice-President.

(b) In accordance with National Rule 20(1)(a) no member shall be eligible to stand in an election for any elected office within the Union if s/he is a member of the principal governing body of, or an elected officer of, another trade union representing persons who are eligible for mem-bership of the Union. On becoming a member of the principal governing body of, or an elected officer of, another trade union representing persons who are eligible for membership of the Union, a member of the Union shall immediately vacate any elected office within the Union.

(c) Nominations for the posts of Officers and elected Executive Committee Members of the Local Association to which this Rule refers shall be proposed by one and seconded by another member of the Local Association and shall be submitted in writing to the President to be received by her/him no later than 28 days before the date of the Annual General Meeting.

(d) In the event of more than one nomination being received for any office in 4(a) or more nominations than the total number of elected Executive Committee Members referred to in 8(a), there shall be a secret ballot of all full members of the Local Association held in accordance with such procedures as may be prescribed from time to time by the National Executive for the conduct of such ballots. These procedures must be sought on every occasion from the Union’s National Headquarters.

(e) In the event of an uncontested election, the candidate(s) concerned shall be declared elected unopposed at the Annual General Meeting.

(f) In the event of it being declared at the Annual General Meeting that no nomination was received for one or more of the posts to which this Rule refers:

(i) Nominations shall be called for within five days of the Annual General Meeting and shall be subject to the procedure set out in

(c), (d) and (e) above, save that any reference to the Annual General Meeting is substituted with the next General Meeting;

(ii) As an interim measure the Annual General Meeting may elect a temporary post holder who shall hold office until the next General Meeting.

(g) Any casual vacancy for the posts to which this Rule refers shall be filled by secret ballot in accordance with (a), (b), (c), (d) and (e) above as though the next General Meeting was the Annual General Meeting.

6 PRESIDENT AND EX-PRESIDENT

(a) The outgoing Vice-President shall assume the office of President and the outgoing President shall assume the office of Ex-President in ac-cordance with the terms of office as governed by 4(b).

(b) In the event of a casual vacancy for President, the Vice-President shall assume the office of President for the remainder of that President’s term of office in addition to her/his own term of office as President and the casual vacancy for Vice-President so caused shall be filled in accordance with the procedure set out in 5(g).

(c) (i) In the event of a casual vacancy for Ex-President there shall be an election for an additional Officer in accordance with the pro-cedure set out in 5(g).

(ii) The additional Officer shall hold office for the remainder of the term of office of the Ex-President and shall carry out the duties of the Ex-President.

7 TREASURER

(a) The Treasurer shall cause adequate financial records to be kept and shall be responsible for the proper administration of the Local Associa-tion’s financial affairs.

(b) The Treasurer shall conduct the financial affairs of the Local Association in accordance with such instructions as shall be given by the National Honorary Treasurer from time to time.

(c) The funds of the Local Association shall be kept in an account opened in the name of the Local Association at a Bank in accordance with such instructions as shall be given by the National Executive from time to time. Withdrawals from the account shall be under the signature of at least two of the named Local Association Officers in 4(a).

(d) The Treasurer shall submit a statement of the current financial balances including details of income and expenditure to every General Meet-ing of the Local Association.

(e) The Treasurer shall supply a statement of balances and an income and expenditure account to the National Honorary Treasurer at the end of the financial year. The financial year is the calendar year.

(f) The Treasurer shall present the statement referred to in (e) above to the next Annual General Meeting.

8 EXECUTIVE COMMITTEE

(a) The Executive Committee shall consist of the Officers named in 4(a) and eight elected Executive Committee Members. The elected Executive Committee Members shall hold office for the period of one year commencing on the date of the Annual General Meeting until the Annual General Meeting of the following year.

(b) Elections for the Executive Committee Members in (a) above shall be in accordance with the procedures specified in 5.

(c) The Executive Committee may co-opt any number of members of the Local Association as additional members of the Executive Committee.

(d) Subject to these Rules, the National Rules, and the decisions of any General Meetings of the Local Association, National Executive and National Conference, the Executive Committee shall have full power and authority to take such action as it deems necessary for the conduct of the Local Association’s affairs and the realisation of the object set out in 2.

(e) The Executive Committee shall have the power to create such subcommittees as it may deem necessary. Any such subcommittee may include as members of the subcommittee members of the Local Association who are not members of the Executive Committee.

(f) The Executive Committee from amongst its members shall appoint post holders to co-ordinate the work of the Local Association in the fol-lowing areas:

(i) Equal Opportunities; (ii) Health and Safety; (iii) Recruitment and Organising; (iv) Benevolence Officer; (v) Any other post holders as it sees fit.

(g) The quorum for the Executive Committee shall be three of the elected Officers referred to in 4(a) plus 50% of the number of elected Executive Members referred to in 8(a).

(h) Any Officer or elected Executive Committee Member who fails to attend three consecutive meetings of the Executive Committee without

good cause accepted by the Executive Committee shall be deemed to have resigned their elected position. Any Officer or elected Executive Committee Member so deemed to have resigned shall be eligible to stand for re-election to the vacancy.

9 SPECIAL COMMITTEES

Special Committees may be constituted at any General Meeting of the Local Association with that General Meeting prescribing the terms of reference and membership of any such Special Committee.

10 ANNUAL GENERAL MEETING

(a) The Annual General Meeting shall be held each year between the months of January and April inclusive and notified to members in accord-ance with 13(c) and (c) below.

(b) The Secretary shall send a reminder notice of and a provisional agenda for the Annual General Meeting to all full members of the Local As-sociation and the National Executive Member(s) for the Local Association’s area not less than thirty-five days before the date of the Annual General Meeting.

(c) The Executive Committee shall present a report of its work during the preceding year to the Annual General Meeting.

(d) The quorum for the Annual General Meeting shall be 1% of the total membership as referred to in 3(b) or the number equal to the total number of the Executive Committee as referred to in 8(a) plus one, whichever is the greater.

11 GENERAL MEETINGS

(a) A General Meeting shall be held not less than three times each academic year, spread evenly on the basis of the terms in that academic year.

(b) The Secretary shall send a reminder notice of and a provisional agenda for the General Meeting to all full members of the Local Association and the National Executive Member(s) for the Local Association’s area not less than fourteen days before the date of the General Meeting.

(c) The quorum for the General Meeting shall be 1% of the total membership as referred to in 3(b) or the number equal to the total number of the Executive Committee as referred to in 8(a) plus one, whichever is the greater.

12 EMERGENCY GENERAL MEETING

(a) An Emergency General Meeting may be called:

(i) by agreement of the Secretary and the President; or

(ii) by members constituting 20% of the total membership of the Local Association submitting written notice to the Secretary of their desire for such a meeting.

(b) The Secretary shall send notice of and the agenda for the Emergency General Meeting to all full members of the Local Association and the National Executive Member(s) for the Local Association’s area not less than seven days before the date of the Emergency General Meeting.

(c) The quorum for an Emergency General Meeting shall be 1% of the total membership as referred to in 3(b) or the total number of the Executive Committee as referred to in 8(a) plus one, whichever is the greater.

13 CONDUCT OF BUSINESS

(a) Conduct of business at meetings shall be in accordance with such requirements as may be issued by the National Executive from time to time.

(b) The National Officers and the National Executive Member(s) for the Local Association’s area shall have the right to attend and speak at all meetings of the Local Association but shall have no right to vote at such meetings unless they are a member of the Local Association.

(c) Within four weeks of the beginning of each academic year the Executive Committee shall schedule and distribute to all full members of the Local Association and the National Executive Member(s) for the Local Association’s area, dates for:

(i) the Annual General Meeting referred to in 10(a); (ii) General Meetings referred to in 11(a); (iii) the submission of nominations for the elections referred to in 5(c); (iv) the submission of proposed amendments to the Local Association Rules in accordance with 15(a).

(d) Any General Meeting other than those notified to members under (c)(ii) above or 11(b) shall require a minimum of twenty-one days’ notice to be sent with a provisional agenda to all full members of the Local Association and the National Executive Members for the Local Associa-tion’s area.

14 CONFERENCE

(a) The Local Association shall be represented at the NASUWT National Conference and at any NASUWT National Special Conferences as prescribed by National Rule 6.

(b) Representatives to the NASUWT National Conference and to any NASUWT National Special Conferences shall be members of this Local Association and shall be elected by secret ballot of those present at any General Meeting of the Local Association.

(c) Any Motion for an NASUWT National Conference or NASUWT National Special Conference submitted in the name of the Local Association shall first be approved by a General Meeting of the Local Association.

(d) The allocation of the Local Association’s votes in the ballot of Motions appearing on the preliminary Agenda for an NASUWT National Con-ference or NASUWT National Special Conference shall be determined by a General Meeting of the Local Association.

(e) Any Amendment to a Motion on the provisional Agenda for an NASUWT National Conference or NASUWT National Special Conference submitted in the name of the Local Association shall first be approved by any General Meeting of the Local Association.

(f) Any Amendment to a Report or Motion not appearing on the provisional Agenda for an NASUWT National Conference or NASUWT National Special Conference submitted in the name of the Local Association shall first be approved by the Local Association’s representatives to that Conference.

15 AMENDMENTS TO THESE RULES

(a) Any amendment proposed to these Rules shall be submitted to the Local Association Secretary in writing not less than forty days prior to the date of the Annual General Meeting.

(b) Amendments may be proposed by:

(i) The Executive Committee; or

(ii) Members constituting not less than 20% of the total membership of the Local Association.

(c) An amendment to these Rules shall require:

(i) a two-thirds majority of those present and voting at the Annual General Meeting; and

(ii) the consent of the National Executive.

16 CONFLICT

In the event of conflict between these Rules and the National Rules of the NASUWT, the National Rules shall have precedence.
