He holds a Ph.D. degree in Health and Safety from the University of Tennessee. Dr. Oakley has spent most of his career conducting, researching and training in accident investigations, and performing safety and risk assessments. While working for the Department of Energy, he investigated numerous fatal and catastrophic accidents.
