Planning

• Assesses accessibility and mobility in the region, identifying needs and strategies
Regional Planning
• The Congestion Management Process (CMP) is federally required for metropolitan areas with a population over 200,000
• The CMP is part of NJTPA performance-based planning and programming, which also includes performance measures and targets as per MAP-21 and the FAST Act
Project Background
• NJTPA is collecting subregional input ahead of this project. Subregional perspectives are important to understanding the transportation landscape of the region
• The NJTPA process is inclusive, emphasizing attention to equity issues, environmental justice (EJ) and Title VI groups

• The NJTPA participates in a range of interagency forums pertaining to performance-based planning
• Numerous NJTPA and partner initiatives are related to the CMP and should both inform and be informed by this effort
The NJTPA is seeking consultant support to conduct
• A region-wide assessment of transportation needs and equity concerns
• Evaluation of strategies to address needs identified in assessment
• Preparation of a report that describes the challenges faced by the region

• Update the congestion management process for the NJTPA region
• Conduct assessment of multimodal accessibility, mobility, and congestion in keeping with regional goals
• Develop GIS databases of findings

• Provide a narrative detailing regional transportation challenges and potential solutions
• Develop products useful to planners and policymakers, and to inform the long range transportation plan

Cost Proposal Submission Requirements
• Follow-up questions must be submitted in writing to the Project Manager, with a copy to the Sr. Director of Finance and Administration
• Inquires received after August 7, 2019 may not be reviewed or considered
