The Youth Treatment Program (YTP) seeks to respond effectively to young people with severe behavioural problems throughout NB. The program is delivered by multidisciplinary regional teams that support the primary workers. If need be, those teams can make use of the provincial consultation and assessment service at the Pierre Caissie Centre in Moncton.

NB has 14 regional teams. Each team is made up of five professionals representing one of the five provincial agencies involved in the treatment of conduct-disordered youth.

A provincial team offers consultation, education, training, and coordination services to the 14 regional teams and the various provincial agencies.

When all community resources have been exhausted in the attempt to assist a child or adolescent and his or her family, the regional team may request admission to the Pierre Caissie Centre for an assessment by the provincial team and follow-up recommendations.

The Child and Adolescent Psychiatric Unit (CAPU) is an inpatient facility situated in the Moncton Hospital, serving children and adolescents from nine to sixteen years of age. The bed capacity is six with a two-bed observation unit. Patients are referred from the Community Mental Health Centres or physicians when all regional resources have

been exhausted in addressing psychiatric diagnoses and treatment recommendations.

The unit provides assessment and treatment, including pharmacology, individual, group and family interventions. Outreach services are provided to clinicians at Community Mental Health Centres, physicians, and other service providers by tele-conferencing. Educational counseling sessions on mental illness, support, medication management and other psychosocial treatment guidelines are provided to families. Also, clinical training sessions are held periodically through on-site workshops for mental health clinicians and physicians.

NB Department of Social Development

Services Partnership includes the Provincial Committee and 10 Local Committees. The Social Development Department facilitates the formation of a committee of community youth stakeholders who form cooperative partnerships designed to meet the developmental needs of local youth. Committees are an inclusive network of federal and provincial departments, community and youth serving agencies, and private sector representatives who seek to provide a continuum of programs and services to local youth. The partnership seeks to identify needs, available resources, and innovative approaches to meeting the gaps in service delivery. Member organizations often partner to jointly fund youth initiatives using their existing funds as there are no funds attached to this program.

The intent of Intensive Support Program is to provide a young person an alternative to custody. This program may be a condition of a Probation Order, Deferred Custody Order, or Conditional Supervision Order it is intended for a young person who: -would likely receive a custodial disposition upon sentencing;-are assessed by a needs/risk assessment as high risk to re-offend; and along with their family, are motivated to participate in the program.When a young person is sent to custody, it is sometimes difficult to address the contributing factors of the young person's criminal behaviour in a holistic manner that includes young person and family dynamics. Greater emphasis is now being placed on community interventions, which target the young person within his/her natural environment. The strength of the program depends on the support and direction of the facilitation team, innovative assessment and intervention techniques, and the delivery of high quality intensive services focusing on the young person and their families.

transition planning to appropriate adult services.*To ensure appropriate referrals to the services offered by the CYD teams, children or youth will have to present moderate to severe internalizing and externalizing (emotional/behavioural) features using the Child and Adolescent Functional Assessment Scale and demonstrate significant impairment or disruption in functioning in at least one of the other four core areas of adaptation.In instances where children and youth may demonstrate more complex needs requiring more intensive interventions, professionals will collaborate to ensure access to appropriate tertiary level supports with emphasis placed on step-down transition planning for less intensive and/or intrusive servicesChild and Youth Development TeamsEach CYD team is composed of at least four service professionals who are experts in providing assessment and intervention services in school, community and family settings. The IWK Secure Care Unit (SCU) in Waterville is a six bed inpatient Youth Forensics Unit where 30-day court ordered mental health assessments are performed to determine fitness for trial. The Secure Care Unit also serves as an inpatient rehabilitation unit for treatment of youth with mental illness deemed not criminally responsible (NCR) in a court of law. The SCU works in collaboration with the Department of Justice and is unique in that most of the youth it serves come from the judicial system. The hospital and youth facility are co-located to make the most efficient use of shared resources and services. The facilities are independently operated and managed such that young offenders and forensic patients are separated at all times.The multidisciplinary team consists of a medical doctor, psychiatrist, registered and licensed nurses, psychologists, social workers and youth care workers. The unit provides 24-7 structured, individualized program care in a secure environment. Programming includes addictions counselling, anger management, cognitive restructuring, music therapy, education, leisure planning, recreational activities, and life skills training. Each of the eight NS School boards has a SchoolsPlus facilitator and SchoolsPlus Community Outreach Workers. They are the liaison between the school and the community. Their job is to advocate, co-ordinate, and expand services for students and families. They will help families navigate the system and get the services they need. SchoolsPlus will serve all children, youth, and families, particularly those for whom additional supports and services are needed for their success. The Beacon Program is a provincial community based Psychosocial Rehabilitation program for persons with severe and persistent mental illness. It is a voluntary program which empowers individuals to make choices, gain skills, and find a more-satisfying life in the community with the greatest amount of independence possible. The Rowan Centre is a day-treatment program for adolescents between the ages of 12 and 18 whose involvement with substance use and/or gambling is having a negative impact on their lives. Mental Health Court

The Mental Health Court is a project of the Provincial Court of Newfoundland and Labrador (St. John's), the Public Prosecutions Division of the Department of Justice, the Mental Health Project of the Newfoundland and Labrador Legal Aid Commission, Eastern Health and Corrections and Community Services. The Court is designed to provide an increased level of support, both medical and community based, to accused persons appearing before it. The Mental Health Court is based on the recognition that certain offenders who suffer from a mental disorder may commit offences as a consequence of their mental disorder or due to lifestyle issues related to their mental disorder such as inadequate or inappropriate housing, lack of employment, lack of support, noncompliance with medications and inappropriate self-medication with alcohol or drugs. professionals and corrections personnel provide medical support and community based support to the individuals who are accepted into the Court.Legal Aid Commission contributes two staff lawyers, two paralegals, andoffice space. Consumers’ Health Awareness Network Newfoundland And Labrador (CHANNAL) is the only consumer-led mental health organization in the province. We are a provincial non-profit organization that exists to build and strengthen a self-help network among individuals who live with mental health issues. CHANNAL’s aim is to combat isolation for those living with mental illness, to provide a forum for mental health consumers’ concerns, to educate the public on issues relevant to mental health consumers and to offer advocacy, social and emotional support to mental health consumers.
