Accenture Service Delivery Platform SolutionDriving high performance through next-generation service innovation, management and delivery

Today's challenging economic conditions are focusing every company on cost management and on speeding innovative services to market as quickly as possible. To meet those needs, Accenture has taken its award-winning Service Delivery Platform to a new level, helping service providers advance toward high performance by reducing the costs and risks of new-product development while supporting a more effective collaborative development environment.

Accenture Service Delivery Platform Solution 1

Accenture and the next generation of service delivery platforms

The ability to rapidly create, deliver and manage new and compelling customer-centric services is more important than ever. Companies are facing a period of unprecedented change as the tradi-tional lines separating these market-places blur and disappear in the IP era.

Even before the current economic crisis, communications and high-tech companies were experiencing erosion of their traditional sources of revenue.

They are also facing fierce new competition from other types of enterprises—from media and entertain-ment firms to consumer electronics companies to grocery chains to banks—with strong brands and a loyal customer base.

Supporting greater collaboration: Accenture's "Service Delivery Platform 2.0"

Recent Accenture research into new product development and innovation has found that companies that are successful in meeting these challenges and speeding innovations to market faster than their competitors are leveraging an open innovation approach—one that relies on effective collaboration with third parties. Yet such collaborations also present risks: managing multiple players to budgets and deadlines. (See "Managing New-Product Development and Innovation in Challenging Times," Accenture, 2008.)

To help communications and high-tech companies drive toward high perfor-mance through open innovation in this challenging, convergent marketplace, Accenture has raised the bar on traditional service delivery platforms with a "Service Delivery Platform 2.0."

The Accenture Service Delivery Platform Solution enables the kind of richer, more customer-centric services available in the Web 2.0 world. Based on open standards and offering a "docking station" option with capabili-ties that can be ready in a matter of days, the Accenture SDP has helped leading providers reduce time to market for new services by as much as 75 percent.

By integrating an ever-increasing number of critical enablers—from access to applications to network to the business support system and operations support system—the Accenture Service Delivery Platform Solution can help companies unleash the power and new revenue streams of the Web 2.0 environment, driving high performance even in challenging economic times.

The Accenture Service Delivery Platform: Faster development speeds at lower cost

More complex products

Multiple devices and functions are emerging based on an ever-expanding range of new technologies, especially Web 2.0 applications. Significant customization of these products is often required, meaning that companies are constantly in need of advanced IT and network skills. Today's Internet environment, especially as it intersects with wireless and broadband services, is creating an unprecedented wave of new applications, including user-generated content and social networking sites.

Today's Internet environment, espe-cially as it intersects with wireless and broadband services, is creating an

unprecedented wave of new applica-tions, including user-generated con-tent and social networking sites.

Multi-party development

Collaboration and open innovation are increasingly becoming characteristic of the development marketplace. Multiple vendors and even customers are now participating in this open environment—large and small companies alike, in multiple locations around the world.

Higher customer expectations

With more choices available to them, customers are expecting more and looking to pay less. Service providers

who emerge as winners will be those who master the complex skill of customer intimacy and converged customer management. Companies must become more customer-centric: understanding and anticipating the needs of customers, designing what customers want, and then aggregating and managing the components and suppliers to roll out products and services quickly and cost effectively to meet ever-changing customer needs.

Rapid pace of change

The nature of competition is changing. New players from other sectors— software, high tech, portals and con-tent providers—are crossing over into market spaces traditionally dominated

by communications companies. This is causing many telcos to reexamine their business and operating models to enable the faster release of more products. With shorter development lifecycles combined with shrinking development budgets, companies find themselves at higher risk: they need to work faster, but also work smarter.

A new SDP generation

In recent years, service delivery platforms have emerged as a critical, strategic tool for service providers looking for an edge when it comes to driving faster speeds to market for new products and services. However, because of today's technology and marketplace challenges, the service creation and delivery

environment has outpaced the ability of traditional service delivery platforms to keep up.

Research from the Accenture Institute for High Performance has found that leading companies approach and manage innovation strategically. They create innovation channels appropriate to their needs, which leads to longer-term, well-managed relationships with external sources. And they manage the process holistically, working with outside sources in a way that is driven by their overall innovation strategy.

To make that kind of innovation happen, Accenture is leading the way toward a new generation of service delivery plat-

forms: SDP 2.0. The Accenture Service Delivery Platform Solution helps compa-nies deal more effectively with an open, collaborative and complex service cre-ation environment by facilitating the development and deployment of new services from both internal and third-party sources.

Accenture's award-winning service delivery platform provides the infra-structure and common business func-tions that can drive high performance by helping providers create, deliver and manage a wide range of products and services for consumers and enterprises more quickly, and at less cost and risk.

The Accenture SDP 2.0 builds upon all the functions and features that have made service delivery platforms essential tools from the beginning:

• Support for dynamic, flexible creation of end-user services that run over networks.

•Reducedbusinessandfinancial risks in service development.

•Consistentprovisionofservices to end-users.

•Controlsovertheexecutionof those services to make them cost effective and more adaptable to evolving user needs and demands.

The Accenture SDP enables composi-tion of services by integrating an ever increasing number of enablers across access, applications and network, as well as business support systems (BSS) and operations support systems (OSS). (See Figure, "SDP 2.0 Blueprint.")

Accenture has re-conceptualized the basic SDP architecture by separating it into its logical and physical components. That separation becomes the basis of two Accenture innova-tions: Open SDP and the SDP Docking Station, a plug-and-play appliance for service development and delivery.

Open SDP

To say that the Accenture SDP 2.0 is "open" means two things. First, it is based on an open infrastructure—a scalable, distributed, efficient and open architecture capable of support-ing a large number of service activations. It provides a set of components that can be used to create new, easy interfaces to new services platforms.

A set of standard application pro-gramming interfaces (APIs) makes it possible to communicate with the entire range of communication protocols (e.g., XML/SOAP, RPC, RMI CORBA, etc.). This means the SDP can integrate and interact with internal

OSS and BSS systems for the enter-prise, as well as conduct business with external organizations by setting up neutral and open standard interfaces.

By being open to third-party develop-ers and content providers, Accenture's open SDP facilitates a more collab-orative approach to product develop-ment, enabling third-party and/or internal developers to create new, value-added services faster, more consistently and with less expense.

Second, the Accenture SDP is also open in that, wherever reliable open source solutions exist, they are made available as software within the overall platform. This approach reduc-es costs and speeds development time by reducing the number of required licensing agreements.

The open SDP is what enables companies to manage the potential chaos of the Web 2.0 world, where consumers can become frustrated by

multiple devices, services and tech- nologies that are potentially incom-patible and extremely difficult to set up and use. An open SDP enables the integration of users, devices and Web 2.0 services and the creation of what Accenture calls a "soft panel" set of controls. A soft panel is an easy-to-use interface that enables users to manage and control multiple devices and services in a more personalized way. The soft panel provides consum-ers with a uniform and consistent user experience across different access channels, applications and functions.

On top of the open SDP are production- ready applications already developed and ready to implement as part of the Accenture product catalog. Managed and operated by Accenture, the product catalog helps service provid-ers, especially new entrants, to more rapidly realize the benefits of deliver-ing services to their subscribers without having to implement a full- blown SDP infrastructure in-house, with all the associated costs and risks.

Accenture SDP Docking Station

In some cases, for certain types of companies—network providers and some service providers—the fully functional SDP 2.0 is more than what the company really needs. For these companies, Accenture provides an innovative version of the SDP that is unique in the marketplace: something we call the SDP "Docking Station."

The Accenture SDP Docking Station is a fast and cost-effective foundational SDP installation that can be up and running in as little as a week. The docking station provides easy connectivity to the back-end (open) SDP (which is typically managed by Accenture) and with a number of services and applications (such as charging, activation and assurance) that are already in the catalog and that can be executed and delivered to the company's subscribers.

A company using the Accenture SDP Docking Station does not need to implement a full-blown SDP solution,

but only needs to connect the open SDP into the local network and BSS/OSS by means of the docking station.

The Accenture SDP docking station becomes a plug-and-play appliance for service development and delivery. This approach enables the rapid delivery of functionality such as billing, service orchestration, service management and service catalog.

The docking station is easily inte-grated with a company's legacy systems, but is also customizable to provide additional features and functionality. The docking station provides superior performance and a high-quality user experience.

Ultimately, the purpose of any service delivery platform is to help companies launch new products in a fast and cost-effective way. The Accenture SDP 2.0 significantly advances this capability through the innovations inherent in open SDP and the Docking Station.

The Accenture SDP helps unlock the revenue streams of Web 2.0, while keeping control of the entire service domain and complying with the imperatives of efficiency, speed and cost reduction.

Core functions of the Accenture SDP 2.0 include:

Service Management provides the run-time environment for managing service development, and service exposure control.

Business Process Orchestration provides process orchestrations and business process modeling capabilities.

Service Orchestration and Brokering provides “blended services” logic, orchestrating events across network and service platforms, external plat-forms and systems (e.g. third-party gateway, portals, network elements and OSS/BSS).

Converged Subscription Management provides the aggregated master of all the technical data needed

to provision, activate, execute and operate value added services.

Content Delivery provides full admin-istration of the content repository, as well as dynamic and multi-type con-tent delivery functionalities (e.g., adap-tation, repurposing), and management of content rights with both content providers and end users.

Security/Access, Authorization and Accounting provides common func-tions for network and services plat-forms to control the user access and track events for accounting purposes.

Policy/Quality of Service provides both generalized and specialized policy decision points to manage service-level agreements, quality of service, etc.

Diagnosing your current SDP capabilities

Based on Accenture's experience helping leading companies around the world advance toward high per-formance with the next generation of service delivery platforms, we believe

that an important first step for companies as they pursue SDP 2.0 is to conduct a rapid diagnostic of their existing service delivery platform capabilities.

This assessment, as performed by Accenture, covers several relevant areas:

• Architecture and technology

• Governance framework

• Service delivery organization and processes

• Available resources and skills

• Collaborative capabilities between global and local levels as well as operating companies, if applicable

Data for the diagnostic is gathered in a number of ways:

• Interviews with key stakeholders

• Reviews of relevant documentation

• Analyses of industry benchmarks and trends

Benefits of the Accenture Service Delivery Platform Solution

The Accenture Service Delivery Platform Solution is advancing our clients toward high performance in measurable ways:

Reducing the cost of service innovation and delivery

Accenture can generate up to 75 percent savings on service creation with the Service Delivery Platform Solution. These savings are achieved through simplification of the service delivery infrastructure, which reduces the capital, integration, operational and maintenance costs associated with multiple, complex service delivery systems.

Mitigating risksBy enabling the reuse of functionality across multiple systems, companies

can lower their risks of service creation. Service-oriented architecture principles enable companies to reflect their business priorities in the service delivery process.

Accelerating time to market

Accenture can reduce a company's time to market for new services by up to 75 percent. The standardized and simple portal interfaces and capabilities of our service delivery platform help operators and third parties collaborate more easily and effectively to produce new services.

Increasing flexibility and agility

New services from a wide range of content providers, including third parties, can be quickly plugged in

using the Accenture Service Delivery Platform Solution. The Accenture SDP is network- and technology-agnostic, meaning that technology choices are based not on proprietary interests, but only on what is best for our clients' current capabilities and future goals.

Improving customer loyalty and retention

Intuitive user interfaces and consistent branding help improve customer loyalty, increase service usage and drive revenue growth. The provision of optimized customer care and services—and the rapid initiation of promotions, campaigns and personalized offers—help companies realize revenues faster from specific market segments.

Telstra, Australia’s leading telecom-munications and information services company, is meeting growing customer demand for speed, content and delivery by focusing on network, service and operational transforma-tion, and replacing legacy networks and systems with IP-based infra- structure capable of running advanced multimedia applications.

As it sought next-generation capabili-ties, Telstra realized it was constrained by the fact that its mobile and online music delivery services used separate, externally hosted solutions in two different areas of the world to manage and deliver digital music offerings. This situation made it difficult to create a compelling user experience, since digital assets and user data were spread across multiple systems.

Telstra wanted to bundle products across mobile and online channels, and had to make changes that coincided with vendor product release schedules. It was difficult, expensive and time-intensive to launch new content services and enhance existing ones, and it was not possible to offer on-demand media delivery services to external parties.

To improve data quality across multiple storefronts, Telstra needed to consoli-date its digital library and reduce the number of content aggregators. To maintain its leadership position, Telstra intended to meet its customers’ needs more effectively by integrating its mobile and IP-based music content delivery platforms.

Using its market-leading Service Delivery Platform Solution, Accenture helped Telstra migrate existing movies, music and user data to a new platform in preparation for an integrated digital music solution that would provide a unified customer experience. Accenture helped Telstra consolidate three separate digital media libraries and distribution systems onto a single platform.

The new platform has empowered Telstra in its journey to high perfor-mance by driving changes to the digital media platform, allowing for the rapid deployment of new offerings. Telstra Group Manager Nikki Murrell comments that, “The new platform gives Telstra full control, consolidates data for easier management, moves all content to Australia for faster distribution and provides a great growth opportunity.”

In a separate initiative, Telstra made plans to transform its mobile TV offering to retain its position as a market leader in the mobile subscrip-tion market. To grow revenue, Telstra needed to deliver a differentiated offering that improved the customer experience. Again, Telstra asked Accenture for assistance.

During the delivery of the mobile TV solution—dubbed Mobile FOXTEL® from Telstra—Accenture leveraged its extensive knowledge and experience in IP-based television (IPTV) and in

mobile video. The Accenture Service Delivery Platform Solution also played an important, foundational role. Accenture was responsible for deliver-ing the end-to-end solution that included leading the implementation of the Alcatel-Lucent MiTV v2.1 platform. It was also responsible for the integration and testing of the Mobile TV service so it would operate on Telstra’s Next G™ network.

Accenture worked closely with Telstra to design and deploy three compo-nents to enable the MiTV application

to operate as a complete solution. These components included the wireless application protocol (WAP) application, service orchestration and a content management system.

Because of this work with Accenture, Telstra is now better placed to lead the mobile TV sector in Australia with the delivery of interactive mobile services. The company has moved closer to high performance and to realizing its vision of being an integrated media and communications company.

Cyprus Telecom is Cyprus’ largest telecommunications provider, deliver-ing wireline, broadband and mobile services to the residents of the Mediterranean island. In 2005 the company decided to integrate its fixed-line, mobile and data services to provide a more compelling value proposition to end users. The company wanted to exploit this new, multi-delivery platform to increase customer loyalty and drive revenue growth. In pursuit of those goals, Cyprus Telecom launched a program in 2005 to provide all customers with fixed-mobile convergent services.

In 2006, the company teamed with Accenture to define the strategic direction for its service environment. This service vision, centered on fixed- mobile convergence, was coupled with a process and technology roadmap. Cyprus Telecom was guided in the development of this roadmap and in its implementation by the Accenture Service Delivery Platform Solution. The new integrated service delivery

platform has enabled Cyprus Telecom to create IP-based voice and video communication services targeting residential and business customers, including large as well as small-to-medium companies. The company can provide a flexible and efficient solution for consumers and enterprises based on VoIP technology, which can be added to the client’s existing broadband connection.

The solution accommodates Wi-Fi phones, wired IP phones and analog phones, and enables up to nine extensions and basic PBX features. Mobile and fixed (VoIP) company phones can interact with one another using features such as speed dial at special tariffs. Advanced communica-tion and collaboration services such as unified messaging and instant messaging further enrich the customer experience.

Users of Cyprus Telecom services are benefiting from the new, integrated service delivery platform enabled by

Accenture. For example, a single point of access to all fixed-mobile conver-gent services is provided by means of Cyprus Telecom's unified portal, through which both residential and business subscribers can configure and access services.

Accenture is currently helping Cyprus Telecom carry out its fixed-mobile convergence program, using the resources of our Innovation Center for Broadband, by designing and imple-menting the unified portal and personal communication framework components that are part of the Accenture Service Delivery Platform Solution.

Accenture has enabled Cyprus Telecom to drive toward high performance by accelerating its new-product develop-ment processes in the fixed and wireless arenas, as the company prepares itself for growing competition in the country's increasingly deregu-lated marketplace.

MTN, one of South Africa's largest cellular network operators with more than 80 million subscribers globally, was looking to reduce the costs of creating, delivering and launching new 2G and 3G data services, and to build a scalable architecture to support its long term product strategies. The company turned to Accenture and its Service Delivery Platform Solution. Taking advantage of the Accenture SDP's ability to facilitate integration across all services, the platform was launched rapidly in 2005.

In 2006, the reengineering and integration of the MTN mobile customer portal into the Service Delivery Platform further enhanced their customers' experience with mobile web, wireless application protocol (WAP), unstructured supple-mentary service data (USSD), and wireless internet gateway.

MTN subsequently was able to plan and execute a cost-effective launch of new offerings, including ringback tones and streaming of video-on-demand, such as music videos, news clips and movie trailers.

MTN continues to develop new and innovative products on the Accenture SDP to increase average revenue per user utilizing the enhanced data rates made possible by 3G. The company's new content portal platform will continue to increase revenues for mobile content.

The Accenture Service Delivery Platform Solution has helped MTN advance toward high performance by establishing the company as an innovator in the South African marketplace.

Using its Service Delivery Platform Solution, Accenture has recently helped Turkcell—a major European mobile communications provider and the leading operator in Turkey—upgrade its service delivery platform architecture to facilitate new subscriber offerings such as music downloads, data services and transfers of digital photography.

The architecture upgrade was targeted at:

• Decreasing product development time.

• Reducing time spent creating and introducing new subscriber services to market.

• Providing improved coordination of the new services and offerings across multiple platforms to help facilitate an uninterrupted user experience.

• Lowering long-term requirements for capital expenditure around service delivery.

Examples of innovative applications enabled by the Accenture solution are Internet access and browsing, ringback tones, unified messaging, instant messaging and Internet "push informa-tion" services such as news, weather updates and entertainment. Turkcell's SDP upgrade demonstrates how the Accenture Service Delivery Platform architecture can act as powerful enabler of collaborative innovation involving operators and the development community, resulting in a richer set of applications to benefit end-users. Accenture has helped Turkcell drive toward high performance in today's challenging marketplace in several measurable ways:

Faster service launch: Time to market for new services was reduced by 75 percent.

Rapid campaign design: The time needed to set up a new campaign was reduced from several weeks to a single day.

Better management of third-party innovation: Within eleven months of launch, more than 30 application service providers and 53 content providers were offering more than 150 services through the new platform, and these numbers continue to grow.

Dramatic usage increases: Daily wireless application protocol (WAP) portal visits have tripled since the launch as a result of the portal's intuitive design. Just one month after the launch, the daily visitor numbers had doubled in comparison with Turkcell’s former WAP site. Content sales have risen by a factor of seven and are still rising, without advertising. WAP portal GPRS usage has risen by nearly 3,000 percent, a change that can be entirely attributed to the rollout of the new service platform.

Accenture has worked with Microsoft to define a new SDP architectural framework based on Microsoft .NET. This framework can be used both to deliver new projects and to evolve existing service delivery platform solutions so that they leverage the most current Microsoft technologies as well as Microsoft's future roadmap. Accenture and Microsoft have devel-oped this framework together with some of the world's leading operators. The framework allows the Accenture Service Delivery Platform Solution on the Microsoft platform to support our clients’ needs over the coming years, and the needs of other operators with similar requirements.

Oracle

Oracle technology is at the heart of the Java EE version of the Accenture Service Delivery Platform Solution. By leveraging Oracle products for service management and business process management, the Accenture platform is able to provide a portfolio of powerful, standards-based, converged Web, service oriented architecture and telecommunications products. The Accenture solution facilitates rapid service development

and comprehensive network service exposure, and also allows for a comprehensive integration of compo-nents with service orchestration and unified directory applications. The solution provides management of customer- and service-related informa-tion, controlling the user's access to services and enabling the Service Delivery Platform to deliver services to the end-user's access domain.

The use of Oracle technology allows Accenture to provide real-time information to tailor the user experi-ence according to connectivity characteristics and access devices, as well as implicit and explicit profiling data. Furthermore, the flexibility of the Oracle solution and the commitment of Oracle to SOA principles helps to reduce the time and risk of project setup and delivery. As a result of standards-based technology, service providers can be sheltered from technology change and solution obsolescence. Providers can realize business value more quickly and can reduce their need to rely on scarce skilled resources. Solution management can be enhanced through a simplified licensing model requiring fewer vendors.

Alcatel-Lucent

An IP Multimedia Subsystems (IMS) architecture is an important blueprint for the creation of next-generation IP services infrastructures and is therefore an important component of the Accenture Service Delivery Platform Solution. Accenture and Alcatel-Lucent have teamed to integrate the Alcatel-Lucent End-to-End IMS Solution into the Accenture SDP.

The Alcatel-Lucent IMS solution provides a complete, access-agnostic solution, allowing fixed and mobile service providers to implement a single network with comprehensive sharing of subscriber profiles, session controls, applications and payment capabilities.
