David Nelson is the Chief Operating Officer (COO) of the Army & Air Force Exchange Service (Exchange). He succeeded Mike Howard as COO. As COO, he directs overall operation of the Ex-change by supervising the Operations Group and staff elements that directly support all Exchange activities. With its headquarters in Dallas, the Exchange is the No. 52 retail organization in the U.S. with annual revenue of $8.5 billion, employing about 35,000 associates, including a small contingent of military. The Exchange operates de-partment and convenience stores, gas stations, restaurants, theaters, vending and other businesses on military installations in all 50 states, five U.S. territories and 33 countries.

Smith (S) wish you and yours a Happy and Rewarding Fall season.

The AREA has a non-voting representative on the AAFES Pension Plan. Ken Weaver recently resigned as the AREA Representative on the Trustees board and Terry Corley agreed to move from Alternate to AREA Representative. Renee Figge, recently retired as AAFES CFO, agreed to be the Alternate. The nomina-tions were approved via e-mail by the AREA Executive Officers (voting members) during the period August 8-12. Congratulations to Terry and Renee on their ap-pointments, and thanks to Ken for his many contribu-tions in support of the AAFES Pension Plan.

In the July Newsletter, I stated that we’re looking at the possibility of converting the Newsletter to an electronic publication only, much like the Exchange Post, and asked for your opinions in a survey.

We received 28 responses with 14 supporting a change, and 14 stating that would willing to pay higher dues (about $2 per issue) for a printed edition. Most of the ’no’ votes, i.e., not supporting and electronic edition on-ly, were made by members who don’t have a computer or feel they get too much email already. One member said, “I hate electronic booklets.” Nevertheless, given the publishing, mailing and other

costs associated with the current program, we’ll con-tinue to pursue this alterna-tive means of distributing the Newsletter. I’ll keep you informed of events as they unfold.

Finally, in July, I also said “AREA files have moved from President to President over the years.” As you might expect, many if not most are incomplete. I have collected as much infor-mation as I can from various members and have placed a great deal of it on our web site at http://www.aafes.com/about-exchange/retired-employees-association/.

I received requests for some albums, which I have crossed out below. (The N. Texas chapter wanted the American flag.) Four albums and three flags remain. If you want them, let me know within the next month or two and I’ll mail them to you. If not, I’ll have no choice but to destroy them.

for retiree reference documents for the Personal Accident Insurance (PAI) plan. AIG is the company who under-

writes the plan for Exchange associates and retirees.

to administer your long term care coverage. This does not change the terms of your long term care insur-

ance contract with Prudential, which is responsible for providing your long term care coverage and

benefits. Please note that you can continue to contact the Prudential Long Term Care Customer Service

Center at (800) 732-0416. There is no change at this time to the address where you remit premiums or send

correspondence, nor is there any change to where premiums are remitted, either via check or electronically.

Low Cost of Living (COLA) Predictions for December 2017 pension payments and Social

Security

Pension funding remains strong!

According to Dr. Jim Webb, Investment Manager, FA-Treasury, Pen-sions & Investments “The funding status of the Basic pension plan cur-rently hovers around 90%. This represents approximately $4 billion in assets. The General Accounting Office considers anything above 75% to be adequately funded.”

The Social Security Act provides for an automatic increase in benefits if there is an increase in inflation as measured by the Consumer Price Index for Urban Wage Earners (CPI-W). The COLA for 2017 would be based on the increase in the third-quarter average CPI-W for 2016 over the third quarter of 2014 (the last year in which a COLA became effective). The government will announce the So-cial Security COLA for 2017 this month (October).

With another month to go before the COLA is announced, current predictions are that retirees will receive a very small (less than 1% adjustment) to their December annuity payments and January Social Security checks.

While this is disappointing news to all of us, it’s better than nothing. Any COLA is a blessing in my view. Many corporate pension plans don’t provide a COLA adjustment at all, or only on occasion, as voted on by their board of directors. Having a pension has also become a thing of the past for many Americans.

Another prediction in the news is that per-beneficiary costs in Medicare’s Part B (outpatient services) will rise 3.1 percent next year. Even so, if the Social Security COLA is very low, the monthly premium for Part B could stay flat at $104.90 per month for the third consecutive year.

Is the shingles vaccine covered by the DoD NAF plan?

A: Yes, for members age 50 and older. Here are the details:

· The shingles immunization (Herpes Zoster or Zostavax) is covered at 100% for members age 50 and older, with no cost share to you.

· If you are under the age of 65 and in the DoD NAF HBP, the best place to receive your shingles shot is at your doctor’s office or a contracted walk in clinic. Do not* get the immunization at the pharmacy, as they are not considered a contract-ed medical provider (*with the exception of those pharmacies that bill for the service through a contracted walk in clinic).

· Your DoD NAF HBP also covers the flu, pneumonia and hepatitis B immunizations at 100%, with no cost share to you. As with the shingles immunization, the same places to have these administered would apply.

· If you are over the age of 65, Medicare does NOT cover the shingles immunization, but it is still covered under your DoD NAF HBP.

· Medicare does cover the flu, pneumonia and hepatitis B immunization as part of their preventive services

AREA Scholarship Program

Since 1985 AREA has provided educational opportunities to “AAFES Kids” through its scholarship program. Next year AREA plans to again award $40,000 in scholarships to twelve AAFES siblings. Amounts are two $5,000 and ten $3,000 awards. The annual scholarship program has historically been financed from the previ-ous year’s individual and business contributions. In 2015, these amounts were $8,125 and $6,500 respectively, continuing an inadequate funding situation that has existed for several years. Shortfalls have been made up using reserve funds. In 2016, our reserve fund ($264,928) was used to contribute $25,375 to make the year’s program whole. Reserve funds are available annually for a maximum annual dollar amount up to 1/8th of the fund balance to make up for contribution shortfalls. Obviously, something has to give as the reserve funds will deteriorate rapidly at the current program and contri-bution levels. We need your help to maintain this meaningful program. On page 17 is the AREA Scholarship Fund donation form offering various options for your consideration. Please consider giving to this program so we can continue helping “AAFES Kids”. We’ll remind you of the importance and the need for continued sup-port in each quarterly’s Newsletter. All donations are income tax deductible. 2017 will mark the 33rd anniversary of the AREA scholarship program. Thru 2016, AREA has provided $715,795 in scholarship awards to 337 deserving students, many of whom may not have even started college without the AR-EA boost. This program is something AREA members can be really proud of. Few events in life are more meaning-ful than helping young people get an education.

Here’s a short synopsis on how the program works:

1. The program is limited to graduating high school seniors who have been accepted at accredited colleges. One of the parents must have been an AFFES employee on January 1st of the award year, had at least twelve consecutive months of Exchange employment, or in the case of military personnel, Exchange assignment. For a deceased parent, the twelve-month employment requirement must have been met at the time of death. 2. Applications must be sent to the scholarship committee during the designated enrollment period – usual-ly January 1st through March 31st of each year. Application forms are available on the AREA web site at: http://www.aafes.com/about-exchange/retired-employees-association/community-programs/scholarships.htm. All application criteria are outlined on the web site.

The AREA administers the program through an appointed AREA Scholarship Program Director. Committee members lay out the parameters of the program each year, which are ultimately approved by the AREA board of directors. Michelle Priester AREA Scholarship Program Director

I commend you for the marvelous job you are doing with the AREA Quarterly Newsletter. Subjects are more in-teresting, and the beauty of seeing clear photographs of our members. I was President of Chapter One for a few years until we had to close out (due to the closing of the Capital Exchange Region in 1995) an the passing away of many of our original members, the difficulty of getting folks to party in the best centered location (Ft Myer, VA) Our members used to come from Dover, Delaware; Washington DC, Maryland, Northern Virginia, West Virginia, to party. I enjoyed handling Chapter One. I only had one member "Mozelle Buckler" who willingly helped the chapter with me. She just celebrated her birthday (age 90) this week, lives in Baltimore. My predeces-sor as Chapter President was a former AAFES SR, George Colter, you may have known him, He passed away two years after we drew the curtain. Sincerely, Mike Griffin

A Letter to the Editor

Editor’s Note: Thanks Mike for your kind words. I think many of you who rely on the paper copy of the

newsletter would be pleasantly surprised if you tried the faster, more colorful electronic version.

Party Sandwiches 1 (12 count) pkg. Hawaiian rolls 12 slices ham or turkey (usually take double the size of the roll and fold over the cheese) 12 slices Swiss cheese, mozzarella, or Munster cheese whichever you prefer (I like the Munster cheese best) 1/2 cup butter, melted 2 tsps. Worcestershire sauce 1/2 Tablespoon poppy seeds 1 tsp. garlic powder 2 tsps. chopped fine onion Cut rolls in half and layer meat add cheese in center. Place in a 9 X 13 baking dish. Combine butter, Worcester-shire sauce, poppy seeds, garlic powder, and onions in a small pan and heat to just boiling. Pour over rolls. Cover with foil and refrigerate for 8 hours or overnight. Preheat oven to 350 degrees. Bake with foil on (covered) for 10 minutes. Uncover and bake 10 minutes

more. Serve warm

The Aloha Chapter held its August luncheon Sunday, 14 August at Yuen King's Maple Garden restaurant. A smaller turnout showed up due to summer activities and travels but the 25 attendees/guests who did come showed up with good appetites, good stories and a warm Aloha Spirit. The Chinese buffet luncheon was begun with Invocation by WILTON SANTOS. Games, trivia exercises and Bingo were the order of the day. MC's/Bingo Hosts/Referees were LESTER TOKUHISA and BILL ALLGIRE. Our $5 bingo winners were ARDELL KATURA, LINDA SHIMIZU, BEA SHIROMA and LYNN SCHNEIDER. The chapter’s Christmas luncheon is scheduled for Sunday, 4 December, at the Pearl Country Club.

The Gulf Coast Chapter retiree luncheon was held on September 14 at Wild River Smokehouse. We had 46 retirees in attend-

ance. Enjoyed the camaraderie and we all enjoyed seeing each other after the summer break. Unfortunately the restaurant had a

setback. Another big party that was scheduled to show up at 1300 showed up at the same time we did and to make matters

worse, the cook did not show up. So late meals, no meals etc. Next month's luncheon to be held at AJ's.

The DIX- MCGUIRE RETIREE’S ASSOCIATION held its Summer luncheon on J une 13, 2016 at Sebastian’s Schnitzelhaus located in Wrightstown, New J ersey. Everyone enjoyed catching up with former co-workers, friends and new acquaintance. There was plenty of good food, commandeer and door prizes to go around. There were over 40 members in attendance where an election was held for the various Committees’ Board positions. Our members voted the new Board in with few changes. Congratulations go to:

The AREA-San Francisco Chapter held its summer luncheon at the Hilltop 1892 Restaurant in Novato, CA on July 16, 2016.

Visiting from Dallas, TX was John Gilman, an AAFES retiree and Arline Gilman's son. Arline's oldest son, Dennis, has moved to Oregon. Marion Grohoski had a mild stroke and Val reported he is doing well. We wish him a speedy recovery. We felt Noble Emery's absence - no after lunch chocolate. The next luncheon will be at the Union Hotel in Benicia on September

North Texas Chapter—Linda Dean

Our chapter Annual Benefits Luncheon was held on June 3. There were speakers on AAFES/Exchange Post

Retirement medical benefits, Aetna insurance benefits, Fidelity Investments, Social Security, and an update on the

Exchange. Door prizes and gift certificates were given away. Around 100 people attended the luncheon to ask ques-

tions, stay updated on benefits, and to enjoy the delicious fajita lunch at Mercado Juarez.

NTC-AREA members attended Theatre Coppell production of "Bonnie & Clyde the Musical" followed by dinner at Anamia's Tex Mex. Well assembled production, tasty meal and fun conversation.

North Texas Chapter—Linda Dean

The Annual Benefits Luncheon held in June was so popular and there were so many questions about benefits that a second luncheon at Café Italia was held August 31. Aetna and AAFES speakers were on hand to review bene-fits and answer questions. There were plenty of handouts on benefits for the 70 members who attended. The speakers were great, answered all the questions, and everyone enjoyed the food and service.

CHARLES DAGGETT, 80, died April 30, in Greenwood, Ark. The Exchange Manager retired in 1991.

JOHN MILOSTAN, 96, died April 8, in Huntington Beach, CA. The Fort Meade Associate retired in 1973.

Other Chapter reported deaths:

Dennis Jones passed away on July 12, 2016 at the age of 81. Born in Detroit Michigan on the Ides of March, Dennis exceled in academics. At the age of 17 he joined the Air Force and was quickly identified as a candidate for language school. He studied Russian, and during the Korean War was assigned to a post in Germany to listen to and translate Russian fighter pilot radio com-munications.

It was also here that he met Erika Krause his first wife. Together they returned to the US and Dennis completed four-year college at the University of Denver and received a Bachelor’s Degree in Busi-ness. After a short stint with IBM he hired on with the Army and Air Force Exchange Service which allowed him to travel the world and “serve those who serve”.

It was during his career at AAFES that he met the characters and individuals that would become his lifelong

friends. He was fiercely loyal to this group of friends and some of his fondest memories were the after hour esca-

pades, parties, and golf outings he had with his workmates.

Louis P. Naumann

Louis worked for the Army and Air Force Exchange Service for 30 years before his retirement. One of his greatest

thrills was the opportunity to work overseas. He enjoyed living in Germany for an extended period, traveling ex-

tensively throughout Europe and collected art and antiques. He transferred back to Texas in the 1970’s, and settled

in the Dallas area, where he lived for more than 35 years.
