F rom the launch of the Veterans online shopping benefit (VOSB) to the acceptance of the

MILITARY STAR card at the commissary, 2017 was a historic year for the Exchange.

VOSB has welcomed more than 500,000 Veterans home, which is astonishing when you

consider we only recently advertised on national platforms. At the commissary, sales with

MILITARY STAR have reached $62.3 million, with 845,000 transactions. And we cannot forget our

incredible associates. In fact, we have hired more than 1,100 Wounded Warriors since 2010, a bench-

mark second only to the Army. Through programs focused on growth and improved efficiencies, as

well as the dedication and hard work of our associates, earnings will exceed last year and once the

books are closed, we anticipate exceeding financial plan.

2017 also cemented the Exchange’s position as a leader in the retail industry. WalletHub listed the Army & Air Force Exchange

Service among the top 10 retailers offering money-saving bargains for Black Friday, surpassing Amazon, Walmart and Target.

New Age Electronics, a leading distributor of consumer electronics and gaming products and services, announced it selected

the Exchange as its Retailer of the Year during the 2018 International Consumer Electronics Show in Las Vegas. Additionally,

Consumer Reports recognized the Exchange both for our in-store and online experience, ranking the Exchange number two for

walk-in stores and number three for online retailers. Samsung also recognized the Exchange with its Partnership Award with

sales second only to Best Buy. The two main TVs featured for Veterans Day and Black Friday weekends sold more than 50,000

Welcome to the April 2018 edition of AREA’s Newsletter, the first month of Spring. The Officers of the Association – Chuck Poffenbarger (P), Tom Gallagher (VP), Terry Corley (T) and Don Smith (S) wish you a pleasant Spring season.

SCHOLARSHIP DONOR RECOGNITION PROGRAM:

AREA has a program to recognize the generous donations from retirees and other sponsors when awarding scholarships:

• For large donations of $1,000 or more, we’ll name one of our ten $3,000 scholarships after the donor, or someone else if

designated, and provide the sponsor with the student’s name and address should they want to send a congratulatory note.

• Likewise, sponsor donations of $2,000 or more are available for each of our two $5,000 scholarships.

Scholarship Fund Donation Form in this newsletter (pages 24 and 25) and mail the completed form/check to the address shown on

in-store Point of Sale system (POS).

Among the benefits, NextGen 2.0 will

prepare the Exchange for future

growth of Ecommerce and improve

the shopping experience, bringing the

ability to order online and pick-up in store the same day. Fulfilling online orders

through our stores (Ship from Store) enables us to more quickly deliver products to

customers by vastly expanding our distribution opportunities (72 locations world-

wide), typically delivering within three days or less, often at a cheaper cost.

will remember the POS

finally updating it! Our

new POS system will pro-

vide enhanced functionality

at the register, and while

filling up your car, bring

video entertainment, such

as news, sports and

exclusive Exchange offers.

Through our Customer Relationship Management (CRM) initiative we will know

more about our customers than ever before so we can better cater to their needs. At

last a single Soldier living in the barracks will no longer receive an ad for baby

diapers; that person will now see an ad about a product they are more interested in

based on their shopping history. In addition, I am excited to report that geofencing

is coming to the Exchange. This will enable us to push messages directly to cus-

tomer mobile devices in real time as they shop with us, highlighting items that are

at their local facility as they walk through our stores.

Your legacy is alive and well. You continue to make a difference through the

impact you made on others as you developed and led teammates during your tenure

at the Exchange. You can take great pride in the organization you helped build and

be comforted knowing you left it in capable hands. I am fortunate to serve

alongside such amazingly talented associates, both past and present.

Benefits Q&A—Questions you ask; answers from Exchange Benefits

Q: I was checking on my 401K and asked them if it was protected by ERISA (Employee Retirement Income Security Act). They informed me that it was not. That there was a clause in the documentation that specifically stated that it was not protected by ERISA. Can you explain why it is not? A: Thank you for your question. It’s true – the Exchange 401(k) Retirement Savings Plan is exempt from ERISA because ERISA doesn’t apply to plans operated by government employers. ERISA was enacted in 1974 and was designed to provide pension reform by setting standards pertaining to employee rights, communication, and funding of pension plans for the private sector. Although we are not subject to ERISA, the Department of Defense (DoD) requires us to follow all reporting and communication principles of ERISA.

The Exchange takes pride in the benefit package we offer, and we take our job seriously when it comes to protecting these benefits. There’s also plenty of other oversight protecting your retirement benefits. They include the DoD, Internal Revenue Service, and the Plan Trustees among others. Although our plans are not subject to ERISA, they are in good hands.

Q: Can you explain the vision care benefit? Do I need a separate card for the vision

discounts?

A: Aetna has several health arrangements to manage various parts of our health plans, and

one of them is EyeMed for the vision care part. But you don’t have to change anything in

how you use the insurance plan. Show the doctor’s office your Aetna health insurance card

when you have your appointments for your eye exam, and/or glasses, or contact lenses.

Coverage related to vision, if you are in the POS II plan and visit an in-network doctor:

• Routine eye exam and/or contact lenses fitting (one each per calendar year): coverage is 100% no copay. Note: A routine eye exam and/or contact lenses fitting is not covered out of Aetna’s network.

• Prescription eyewear (lenses, frames and contacts). Coverage is 100% no copay, up to a $150 maximum benefit

per person per calendar year. You are also eligible to use Aetna vision discounts.

Coverage related to vision, if you are in the Traditional Choice Indemnity Plan*:

• Routine eye exam and/or contact lenses fitting (one each per calendar year): 100%, no deductible

• Prescription eyewear (lenses, frames and contacts). Coverage is 100%, no deductible, up to a $150 maximum

benefit per person per calendar year. You are also eligible to use Aetna vision discounts.

Vision discounts can help you also save on eye care products and services, including eyeglasses, contact lenses and

solution, and LASIK surgery. You can even get discounts on such items as eyeglass chains, designer frames,

sunglasses and other vision accessories not usually covered by insurance. To use the vision discount, simply visit a

participating provider and show your Aetna member ID card. You can choose from thousands of providers, including

national chains such as Pearle Vision, Lenscrafters, JCPenney Optical, Target Optical and participating Sears Optical

locations. Go to http://member.aetna.com and once signed in, click on “Find Care.” Scroll down to “Find what you

need by category” you will see “Vision Care.” Click on the links to find providers who provide vision care and/or

discounts.

*Note: Discount Programs rely on stateside provider networks. As a result, it is not available overseas. You and your covered dependents

can take advantage of these discounts when you are stateside, and covered dependents living in the US can use them anytime.

You can view current and past credits online. Log in to your Aetna Navigator and click on “Incentives” under the “Stay Healthy” section of the home page.

If you’re living with one or more chronic conditions, you can call Aetna Health Connections Disease Management Program at 1-866-269-4500 to learn more

about the personal help available to you.

1. You must complete the health assessment before you can earn any credits. You are required to complete the health assessment before you are able to

begin earning any of the incentives. The CompassTM Health Assessment is a questionnaire that covers a wide range of health related topics — and it takes just

15 minutes to complete. Get started now by logging in to Aetna Navigator and clicking on “Complete your Assessment” under the "Stay Healthy" section on

your home page.

2. Get your metabolic syndrome screening and earn $150 credit. New for 2018—If you complete your screening by November 30, you will earn a $150

credit. Your covered spouse is also eligible to earn the credit. There is no cost when you or your covered spouse complete your screening at a Quest

Diagnostics Patient Service Center or another network lab. If your doctor does your screening, you may pay a fee.

3. Screenings will be held at several AAFES and NAF locations (lots of NEXCOM sites; one ARMY location; and also at HQ AAFES Dallas) this Spring. See

page 20 for the HQ AAFES, Dallas dates/times. All participants in the DoD NAF plan can go to any one of them, as long as they can get on the installa-

tion. And of course they can also get a screening done at any Quest location. Learn more about the screening and how to schedule it by going to the last

link shown on page 6.

4. Complete 3 calls with a Disease Management nurse and earn a $100 credit. If you or your covered spouse live with a chronic medical condition (such as

asthma or diabetes), help is available from Aetna’s Disease Management program. The program provides one-on-one support for over 35 conditions. You’ll

get help to understand and follow your treatment, make healthy lifestyle and avoid health complications. Complete this incentive by December 31 to receive

the $100 credit.

Earn health incentive credits to lower your out-of-pocket costs Each year, DoD NAF employees, retirees and their families have the opportunity to earn Health Incentive Credits for taking

healthy actions. Employees with individual coverage can earn up to $250 and those who cover dependents can earn up to $600.

The chart below outlines the Health Incentive Credit program.

While I correctly stated in the chart on page 11 of the January 2018 newsletter that you can now get $150 for the Metabolic Syndrome Screening anytime before November 30 (new for 2018)”, I did not make the same change to the text in item 2 below the chart. Sorry for any confusion this error may have caused. The corrected information is shown next.

AREA Scholarship Program

Since 1985 AREA has provided educational opportunities to “AAFES Kids” through its scholarship

program. In 2017 AREA awarded $29,000 in scholarships to nine graduating high school seniors.

Amounts were one $5,000 and eight $3,000 awards.

In 2018, we now have two ways to make a tax-free donation to AREA’s scholarship program. This year, we’ll award ten $3,000 and two $5,000 scholarships to high school graduating students for a total amount of $40,000, a sizable program. Option #1: Complete the donation form (see pages 24-25) and mail it together with your check to the address at the top of the document. You can also email the completed form to Pat Weaver, Membership Director, at [email protected]. Option#2: Donate any amount using a credit card at our web site link: www.aafes.com/about-exchange/retired-employees-

So how does the program work? Here’s a short synopsis: The program is limited to graduating high school seniors. General, Personal and Student Academic criteria, as well as scholarship

applications, are listed on the AREA web site at http://www.aafes.com/about-exchange/retired-employees-association/community

-programs/scholarships.htm. The same site sets out the specific requirements for making application, e.g., application period,

minimum SAT and ACT scores, etc. Applications must be sent to the scholarship committee during the designated enrollment

period – January 1 through March 31 of each year. The AREA administers the program through an appointed AREA Scholarship

Program Director. Committee members lay out the parameters of the program each year, which are ultimately approved by the

AREA board of directors. The nomination period has now closed for 2018 and the following Committee Members are

reviewing the applications: Voting Committee Members—Michelle Priester, Director; Don Smith, Bob Ellis, John Tokar,

Richard Sheff and Mary Waldsmith. We also have Dr. Jim Skibo, an active executive from HQ AAFES, as our Scholarship

Liaison Member. We sincerely appreciate the time and effort all these committee members put in on this program.

Dash of green food coloring

1 1/2 tsp mint extract (if you cannot find just mint, use peppermint instead)

6 ounces semi-sweet chocolate chips

8 TBSPs of butter

Instructions:

1. Bake up your brownies in a 9 X 13 pan. Let cool in the refrigerator for a half hour (at least).

2. Combine the powdered sugar, milk, butter (8 TBSPs), green food coloring, and mint extract. Poor over the cooled brownies and smooth out

with the back of a spoon. Refrigerate for another half hour.

3. Melt the chocolate chips in 8 TBSPs of butter in the microwave or a small saucepan over medium-low heat. Pour over the chilled brownies

and mint layer. Tip the pan to make it spread evenly. Pop back in the refrigerator to let it set, at least a half hour.

4. To make slicing easier, dip your knife into a hot glass of water and wipe off the excel water between each slice into the brownies.

Presented to Shannon Lewis for Community Service Accomplishments and Academic Pursuits

Shannon Lewis, a 9th grader at Cedar Hill Collegiate High School, is recognized for working to obtain a dual diploma by the time she graduates high school. She is a member of the Cedar Hill Collegiate Booster Club. This determined and focused young lady plans to graduate high school with her Associate Degree from Cedar Valley College in Dallas, TX and transfer to a University of her choice where she will major in non-surgical orthopedic.

Shannon was named one of the 2017 Best Southwest 20 under 20 cohort for her trailblazing in STEM: Science, Technology, Engineering and Math and Leadership.

She is currently enrolled in the Alpha Kappa Alpha Sorority Inc. signature A.S.C.E.N.D program with its emphasis on the Achievement, Self-Awareness Communication, Engage-ment, Networking and Developmental Skills of young people. The program focus is heavily on S.T.E.M activities. She has joined the Dallas NAACP Youth Council and a participant of the Dallas - Fort Worth Urban League Young Professionals- “Millennials” events.

In the community she is always looking for things to do and has become a service to all mankind by volunteering her time and resources to help others who are less fortunate. Her community out-reach is not limited to participating in the Kenny Beavers Foundation where she devotes her time to walk in the Leukemia & Lymphoma Light The Night Walk to raise money and awareness for the Kenny Beavers Foundation. On several days throughout the year she can be found serving meals at the Dallas Life Foundation and the Dallas HEB/Central Market Feast of Sharing. Shannon volunteers annual at the Brentwood Nursing Home where she helps to put care bags together to distribute to the residence. She attends the Alpha Kappa Alpha Sorority Inc. 1908 Playground Mobilization and Acts of Green events with her mom to help preserve our earth through reduction, reusing, and recycling. She is faithful with working with the canned food drive at her church that delivers goods to the North Texas Food Bank and Sharing Life Community Outreach.

Shannon is preparing herself to be a strong and successful leader in the church, school and community by attending leadership seminars. Shannon has attended several leadership seminars and academies like TSI Young Scholars, Geek Squad Academy, The Apprentice Helping Young Women Succeed Globally Summit and ILIVE EXPO that focus on the wellness of Girls and Women. Her church TBOC PEARLs Young Women’s Ministry mission focus on Preparing Every Aspect of Real Life Situation to become a great leader.

The Lamp Lighters Empowering with a Purpose, Inc. mission is to cultivate the fits and talents of teen ladies by helping them discover their full potential, purpose and leadership. Shannon is learning

through the Lamp Lighters to light up the world while walking in wis-dom and excelling in all that they are purposed to do in the community. Through her involvement with God’s Natural Pearls she has learned that A God's Natural Pearl is not a “Perfect” woman. She is one who started maybe as an irritant, but God saw fit to protect her and cover her every hurt, every scar, every imperfection and mistake resulting in the BEAUTIFUL woman HE always intended her to be: a Pearl, HIS Jew-el (Proverbs 31:10-31).

What is a biometric screening (aka metabolic syndrome screening)? You should fast for 9-12 hours before the

screening. At this event, a Quest lab technician will check blood pressure, waist measurement, and draw blood to

check blood sugar, triglycerides and cholesterol. Test results arrive in a few days, indicating risk level for possible

future health conditions. You can share with your doctor, and it can help you make decisions about changing eating

or activity behaviors to improve health and quality of life. And you’ll earn $150 in Health Incentive Credits!

How are these credits used? First - you must complete a 2018 Health Assessment on Aetna’s website; it only takes

about 15 minutes. You can do it before, or after, the screening, but credits are only available after you’ve completed

the assessment. Then, the next time you or one of your covered family members has a medical claim where you have

to pay a deductible, or a percentage of the medical bill, Aetna will automatically dip into your Health Incentive Cred-

its first and use them to cover as much of your cost as possible. This means there’s less for you to pay. If you don’t

use the credits this year, they will roll over to the next year, up to three years.

Ft. Dix-McGuire Chapter - Betty O'Brien

The Ft Dix-McGuire AAFES Retirees Associations held its annual Christmas Party at O’Connor’s Restau-rant, in Eastampton, New Jersey. With over 50 members and their guests in attendance the group shared laughter, stories and enjoyed a great sit-down dinner, which they had pre-selected. Ms. Lori Foster, Main Store Manager (Retired) drove in from PA to join the celebration. Mr. Freddie Footman, (Security-Retired) also attended. Thanks to Linda Beahm who picked him up from his nursing home. Honorary member Hank Fleming, spouse of the late Ester Fleming was also in attendance. Santa had stopped by earlier proving a wide range of door prizes to our “kids at heart” and of course candy canes for all. Some of the door prize winners included: Ruth Jones, Kay Pesini, Patti Puryear, Pat Pinto, Carrine Simms, and Fannie Anderson, to name a few. The grand prize winner of the 50/50 was Peggy Forcey. MAR 04 – The North Texas Irish Festival at Fair Park in Dallas. Members received a discount on the entrance fee and NTC gave each member $15 in food and drink tickets. If you paid attention to the benefits information on page 7 of this newsletter, and you are enrolled in the DoD NAF Health Plan, you know that you

should complete a metabolic syndrome screening before November 30 (new for 2018) to get the incentive credit. Covered spouses are also

eligible. This credit is $150 for employee only, and $300 for employees and covered spouses.

Here we are already a month into the New Year, our 2017 Christmas party and our

first meeting of 2018 are behind us. We are planning for our fundraisers and Christmas party for 2018. We had a good turnout for our January meeting at Olive Garden. Members and guests present were: Doris Aplass, Renate Atkinson and

daughter Deborah, Margaret Belcher, Rosie Boyce, Edie Butler, Yaeko Cooper and friend Maya, Lisa Denny, Bob and Fran Desrochers, Maureen Dobert,

Dianne Hobbs, Yukie Hoffman, Ken Keim, Rosa LaBoeuf, Gloria Masse, Tina

Minjarez, Phoebe Murrell, Ellen Rivera, Margie Scheatzle, Kristin Taylor,

Jerri Thomas and Stella and Michael Winch.

We discussed possible locations for our 2018 Christmas Party, we have to get reservations in early before all desirable December dates are filled. Our spring

bake, book and craft sale was on Saturday, March 31, the day before Easter.

The lucky door prize winners at the January meeting were: Mrs. Atkinson, Margaret Belcher, Mr. Desrochers, Gloria

Massy, Jerri Thomas, Dianne Hobbs, Rosy Boyce, Doris Aplass, Lisa Denny, Yaeko Cooper, Deborah Mrs. Atkinson

Daughter and Maureen Dobert. Also previous winners Lee Whistler, Aliye Smith and Richard Mason. These winners will

provide the door prizes for our February meeting. Keep in mind that the minimum cost of door prizes is $10.00. We lost an AREA family member. Eulie McDougal passed away on January 12, 2018. Please see page 27 of this

newsletter for the obituary of Eulie which was in the “Sacramento Bee”.

exchange. Following lunch we had a lively discussion concerning the location for our 2018 Christmas Luncheon. No final

decision has been made so come to the March meeting and help us reach a decision. Renate Atkinson led a discussion concern-

ing our upcoming bake, book and crat sale and the need for all members to participate.

Lucky door prize winners in February were: Doris Aplass, Margaret Belcher, Lisa Denny, Bob Desrochers, Fran

Desrochers, Yukie Hoffman, Maureen Dobert, Rosa LaBoeuf, Phoebe Murrell, Jerri Thomas and Lee Woodward.

meeting and luncheon.

Sadly we lost another friend and AREA member, Aliye Smith, who passed away suddenly on February 16, 2018.

We all knew Aliye as a lovely caring lady who we will miss and we will fondly remember her smiling face and warm

personality. Our deepest sympathy to all of Aliye’s family.

IN REMEMBRANCE—National AREA Members

DALE MADSEN, 68, died November 27 in Camino, CA. The HQ Senior Policy Specialist retired in 1999.

NANCY SASAKI, 96, died, September 21 in Honolulu, HI. The Hawaii Area Associate retired in 1974.

Euloise "Eulie" Elizabeth McDougal (Alcock) died peace-fully in the home of her daughter in Danville, CA on Friday, January 12, 2018 at the age of 79 years young. Eulie was born March 10, 1938 in Liverpool, England to Ellen and Edwin Alcock. She attended Harrington Board and Saint James Schools.

In December 1962, Eulie married James McDougal, whom she met in London, England. The couple welcomed Jacqueline and then a year later, JoAnne into their home. They moved between England and California several times with the Air Force. Eulie worked at the AAFES Base Exchanges at Beale, Mather and then McClellan AFB, for a total of 38 years. Eulie is survived by her daughter, Jacki (Maynard) Holliday; her siblings, Loucille and Kenny Alcock (Liverpool, England); and her four grand-children: Jordan Holliday, Austin Holliday, Devyn Hol-liday and Maya Robinson.

Eulie is preceded in death by her daughter, JoAnne Robinson; and grandson, Evan Robinson. A memorial of her life was held Saturday, February 3, 2018.

Sadly the Northern California AREA Chapter lost another friend and member. Aliye Smith passed away suddenly on February 16, 2018. IN REMEMBRANCE (continued)

Francisco Fernando (Fred) Martinez passed away on Tuesday, January 23.

He served in AAFES Audit Division for 25 years.

Fred was born in Chino, California, July 30, 1933. He grew up with a loving mother, Anita and father, Lorenzo. As the oldest of seven brothers and sisters, they worked the fields of California as migrant farmers. But a new dream was born in Reedley, where he washed crop dusters for free rides and fell in love with "the stick". He joined the U.S. Air Force in 1950, which gave him new roots and 22-year career. He earned his wings and flew, T34, T28, T37, F100, KC97, KC135, RF101, and a RF4C. He aimed high and served the Korean and Vietnam wars. Major "Marty" Martinez, received his "washing off", after completing his final mission as an RF4C Aircraft Commander with the 12th TAC REC SQDR at Bergstrom AFB November 1971.

Fred earned his BS degree at TCU and served 25 more years as Auditor at AAFES worldwide. He was a true patriot, loving his country, duty, honor, and public service. Fred was humble but had an adventurous spirit. His passions were, history, military, travel, nature, Kimbell museum and GOLF. He touched many lives around the globe with a smile and the “Labrado” humor. Fred married Barbara in the St Petri Cathedral in Bremen, Germany and delivered a rare 35 year love story. The magic of a Kenya honeymoon in 1983 never stopped. Special thanks to our wonderful James L. West Center family, doctors, nurses and caregivers, for their unique warm loving care. Survivors: Wife, Barbara Martinez; children, Teri and Mike; grandchildren, Jimmy, Genevieve, Duncan and Emily; brothers, Larry, Arthur and George; sisters, Helen, Virginia, Margaret and Gloria; and family and friends from around the world.

We are sad to announce the passing of Jan Brandon who was a former employee

of the HQ AAFES Real Estate (RE) Directorate. Jan retired on August 28, 2013.

The funeral was held on February 28 in Duncanville, TX. Jan was cremated and

buried in New Westminster British Columbia in the family plot.

Jan was the middle sibling among two brothers. Please keep Jan’s surviving younger brother, Daryl in your thoughts and prayers.
