1 Background We are working in partnership with the Rugby Football Union (RFU) and the London Borough of Richmond upon Thames to improve the pedestrian crossing facilities on A316 Chertsey Road on Twickenham Stadium event days.
We proposed to install two new informal crossings and update one informal crossing along Chertsey Road; these would offer more crossing choices, speed up pedestrian journeys to and from the area and reduce the amount of people using the formal crossings.
The informal crossings are uncontrolled crossing points, where sliding guard railing is opened to allow pedestrians to cross. The crossings would only be in operation during Twickenham Stadium event days and they would be controlled by stewards. When it is safe to do so, the stewards would stop any oncoming traffic and allow pedestrians across the road safely. When the crossings are not in use, they will look like part of the metal guard railing which is alongside the road and will be locked.
Currently, there are two formal crossings located along the Chertsey Road in this area, one near Whitton Road and one across from Chudleigh Road. Due to the large amount of people needing to use these crossings, it can lead to delays to and from the area on event days.
The sites we proposed for the informal crossings are: 1. Opposite Palmerston Road 2. West of Tayben Avenue 3. West of Talma Gardens (existing informal crossing to be updated)
The central guardrailing would be removed permanently between Whitton roundabout and the footbridge crossing located west of Talma Gardens allowing access across the road, and sliding guardrailing would be installed at each end of the crossings.
In addition to the above, we proposed to make improvements to two access points that are currently being used when the stadium is in use, these are located at: Corner of Tayben Avenue/Chertsey Road End of Tayben Avenue/Chertsey Road
2 Introduction We recently invited the public and key stakeholders to take part in a public consultation and comment on our proposals for this area. The consultation took place between 19 February and 14 March 2014. Members of the public could take part in the consultation using the TfL consultation tool online, email or post.

This report details responses received and will contribute to the decision on whether to go ahead with the proposed scheme or not. All views will be considered in the decision making process.
2.1 Purpose of the Scheme The purpose of the scheme is to improve the pedestrian crossing facilities on A316 Chertsey Road on Twickenham Stadium event days.
2.2 Descriptions of the proposals
We proposed to install two new informal crossings and update one informal crossing along Chertsey Road. The sites we proposed for the informal crossings are: Opposite Palmerston Road West of Tayben Avenue West of Talma Gardens (existing informal crossing to be updated)
In addition to the above, we proposed to make improvements to two access points that are currently being used when the stadium is in use, these are located at: Corner of Tayben Avenue/Chertsey Road End of Tayben Avenue/Chertsey Road

3 The consultation
The consultation ran between 19 February and 14 March 2014 and was designed to enable TfL to: Raise general awareness of the scheme with local residents, stakeholders and the
public Explain the proposed changes Provide the opportunity for people to contact us with their feedback about the
updated proposals The potential outcomes of the consultation were: We decide the consultation raises no issues that should prevent us from
proceeding with the scheme as originally planned. We modify the scheme in response to issues raised in consultation. We abandon the scheme as a result of issues raised in the consultation. The objectives of the consultation were: To give stakeholders and the public easily-understandable information about the
proposals and allow them to respond. To understand the level of support or opposition for the change. To understand any issues that might affect the proposal of which we were not
previously aware. To understand concerns and objections. To allow respondents to make suggestions.
3.1 Who we consulted
The public consultation intended to seek the views of residents living close to the junction, see Appendix B for local area consulted. We consulted stakeholders including, London TravelWatch, Metropolitan Police, Members of Parliament, Assembly Members, transport groups and local interest groups.
A list of the stakeholders we consulted is shown in Appendix C and a summary of their responses is given in Section 5.

3.2 Consultation material, distribution and publicity
We wrote a letter, with a map explaining the proposed scheme and changes to the junction, this was distributed to approximately 293 local households and businesses. A copy of this letter and map is shown in Appendix A and a map of the distribution area can be found in Appendix B.
In the consultation material that was available online, we asked five specific questions regarding the proposals:
1. Do you support the proposed informal crossing at Palmerston Road? 2. Do you support the proposed informal crossing west of Tayben Avenue? 3. Do you support the proposed informal crossing west of Talma Gardens? 4. Do you support the proposed improvement works to the access points at Tayben
Avenue/Chertsey Road? 5. Do you support the proposed removal of the central guardrails between Whitton
roundabout and the footbridge located west of Talma Gardens?
In addition, we had a freetext area where people were able to leave their comments.

3.3 Meetings and site visits (if appropriate)
TfL representatives met a local ward councillor on site to answer some questions regarding the access points on Tayben Avenue.

4 Overview of consultation responses A total number of 15 consultation responses were received, 4 by email and 11 online, see table 1 below.

5 Responses from statutory bodies and other stakeholders
We received no responses to the consultation from stakeholders.
6 Conclusion
Following an analysis of the responses received, taking in to account issues that were raised during the consultation, we have decided to go ahead and implement the proposed scheme that was consulted on.
6.1 Next steps Following the public consultation, the scheme will now be taken forward for
implementation. We plan to start works at the end of April 2014 for approximately 6 weeks. Properties in the affected areas will receive a letter notifying them of the works in due course.

Concerns that the removal of the central guardrail would enable people to cross the road dangerously
A Road Safety Audit was carried out prior to the proposals, this looks at the safety implications of the proposed changes on highway users. The proposed removal of the central guardrailing was not considered as a safety implication due to the fact that the guardrailing either side of the A316 would remain. On non event days, the only places where people would be able to cross are the formal crossing points by Chudleigh Road and the Whitton Road Roundabout. On stadium event days, the proposed new informal crossing points would be opened by stewards using the proposed sliding guardrail mechanism to allow spectators to cross. Once the event is over these points would be closed and would look just like the rest of the guardrailing along the A316.

Increase in noise on quiet residential roads
The proposed informal crossing points would ensure that the length of time required for spectators to enter and exit the stadium would be reduced. This would mean that potential periods of noise would not last as long.
