A Message from Attorney General Lisa Madigan This year marks the 10th Anniversary of my annual Safe Shopping Guide. Since 2007, when 44 million individual units of children’s products were recalled by the U.S. Consumer Product Safety Commission (CPSC), my office has published an annual guide during the busy holiday shopping season to provide you information on dangerous toys and children’s products that have been recalled throughout the year. The guide also details the reason for the recall and what action should be taken if you find a recalled product in your home.

This year’s recalled products include toys, motorized/electric ride-on toys and scooters, clothing, strollers and other baby gear, as well as furniture and household items. A significant number of toys and clothing items were recalled for choking hazards, including small parts that can break off of toys or snaps and buttons that can detach from clothing. For example, Meijer recalled newborn and toddler swimsuits after receiving 11 reports of snaps detaching from the swimsuits and Hobby Lobby recalled Easter and July 4th light-up toys after a battery cover detached and a 14-month old ingested the coin cell battery. There were also 10 new recalls of furniture for tip-over hazards. Unsecured furniture continues to pose danger to young children, particularly in bedrooms, and families should also always remember to anchor dressers and TVs to walls.

Please take a few minutes to ensure that you do not already have any of these products in your home, in addition to watching out for these products on store shelves, at yard and garage sales, and on secondhand websites such as Craigslist and eBay. As friends and family often save clothing and other baby items to pass down to others years later, you never know when a recalled item may make its way into your home.

In addition, I want to flag safety issues with one of the most popular toys on the market right now – fidget spinners. The toys have not been recalled, but the CPSC has received reports of children choking on pieces of fidget spinners that have come apart and some spinners include a battery which can pose a significant threat if swallowed. The U.S. Public Interest Research Group (PIRG) recently issued a warning about fidget spinners after several purchased online were found to contain high levels of lead. The CPSC has issued the following safety tips about fidget spinners:

• Keep fidget spinners away from children under three years of age.

• Beware of plastic and metal spinners that have small pieces that can be a choking hazard. Choking incidents involving children up to age 14 have been reported.

• Be cautious of “light-up” fidget spinners that may come with button or lithium coin cell batteries. These batteries are an ingestion risk for children and the larger lithium coin cells can lead to sever burns in the esophagus.

• Warn children of all ages not to put fidget spinners or small pieces in their mouths and not to play with the fidget spinners near their faces.

Panelcraft Recalls Children’s Building Sets Due to Choking Hazard August 1, 2017. The building sets corner welds can break, allowing the panels and frames to separate and release magnets during play. When released, exposed magnets can create a choking hazard. Sold at Discount School Supply, Kaplan Early Learn-ing Company, Panelcraft and Tout About Toys from November 2016 through January 2017. The battery cover of the Easter and July 4th-themed light-up spinner toys can detach and expose the small coin cell batteries, posing choking and ingestion hazards to young children. Little Passports Recalls Science Kits Due to Burn Hazard on May 12, 2017. The battery packs included in the Science Expeditions Northern Lights science kits can overheat, posing a burn hazard to consumers. Target Recalls Water Absorbing Toys Due to Serious Ingestion Hazard on April 13, 2017. If the small toy is ingested, it can expand inside a child’s body and cause intestinal obstructions, resulting in severe discomfort, vomiting, dehydration and could be life threatening. Surgery is required to remove the toy from the body, if ingested. Medical professionals and parents should be aware that there is a possibility that the toys might not show up on an x-ray. Sold at Target stores nationwide from February 2017 through March 2017. Juratoys Recalls Toy Trolleys Due to Impact Injury Hazard on March 29, 2017. The toy trolleys can tip backwards, posing an impact injury hazard to children. Sold at various toy stores nationwide including Gig-gle and Saks Fifth Avenue, and online at Zulily.com from September 2012 to March 2017. Consumers should immediately stop using the recalled trolleys and keep them out of the reach of young children until they have installed a repair kit. Target Recalls Magnetic Tic Tac Toe Games Due to Choking and Magnet Ingestion Hazards on March 29, 2017. The magnets can come off the tic tac toe game pieces, posing a choking hazard. In addi-tion, when two or more magnets are swallowed, they can link together inside the intestines and clamp onto body tissues, causing intestinal ob-structions, perforations, sepsis and death. Internal injury from magnets can pose serious lifelong health effects. Sold exclusively at Target stores nationwide from December 2016 through February 2017. When the button batteries are removed from the toy frogs, the battery’s cap can become a projectile and the battery’s chemicals can leak, posing chemical and injury hazards. Active Kyds Recalls Children’s Toy Shovels and Garden Tool Sets Due to Lead Violations on January 10, 2017. Excessive lead paint levels on the yellow shank and black blade on the shovel, and the black paint on the garden tool set violates the federal lead paint standard. In addition, the black plastic shovel handle and bag clip on the garden tool drawstring bag contain excessive lead content levels, a violation of the federal lead standard.
