1 What a Great Year PPSA Members! With the New Year in full swing, we wanted to provide you with the most up-to-date safety information. Inside this quarterly report, you will find the End of Year Injury and Illness Statistics reports. If you have questions regarding the reports, please let us know. PPSA is currently in the middle of planning our 71 st Annual Conference in St. Petersburg, Florida at the Viony Resort June 22-25 (www.ppsa.org/14conference.) What a Great Year PPSA Members!

With the New Year in full swing, we wanted to provide you with the most

up-to-date safety information. Inside this quarterly report, you will find the End of Year

Injury and Illness Statistics reports. If you have questions regarding the reports, please let

us know.

PPSA is currently in the middle of planning our 71st Annual Conference in St. Petersburg,

Florida at the Viony Resort June 22-25 (www.ppsa.org/14conference.) This year the

The Flaming Cs of Safety

The Flaming Cs of Safety…no doubt one of the ‘hottest’ and ‘fiery’ safety conference titles ever. Ok,

maybe we had a little too much fun when deciding the title, but the flaming description certainly does

not underscore the importance of a critical few attributes of a strong safety culture. We have

centered the conference on three day themes of Caring Leadership, Control with an emphasis on modern safety

innovation and technology, and the inevitable Consequence of risk that contributes to life changing injuries.

There has been genuine excitement this year around the great speakers who will be supporting our conference. Our speakers make up a diverse group from among our industry, within the safety and health field as well as some of North American’s most well-known motivational and technical speakers. We are challenged every day to do what seems impossible - create an injury free culture. What some do not realize is

that several of our own member sites are doing just that. Caring leadership that strives to build respect and trust,

cultivate open communication and empower and engage everyone is certainly at the heart of that strong safety culture.

For some the word caring means soft and if we think of the most influential caring leader in our life, most times the term

“soft” would not enter our mind. Caring leaders will use the unfortunate consequences of incidents/injuries to learn and

make their site safety management system better – seeking true root causes without a focus on blame. Caring leaders

will also seek out innovation to make processes efficient, interesting, fun and accessible to all.

If you want to know who to send to this year’s conference, the answer is simple…anyone who has a passion to be a

safety leader. The term leader does not have to equate to manager. A safety leader is any person who has a passion to

improve their knowledge in safety, collaborate ideas with fellow industry members, and be open to new and innovative

ideas. Though the majority of conference participants continue to be health and safety professionals, the heart of this

year’s theme is around caring leadership and we certainly encourage leaders at all levels of your organization to

consider just a couple days to expand their safety knowledge!

On Nov. 7, OSHA issued a proposed rule to improve workplace safety and health through improved tracking of workplace injuries and illnesses. The announcement follows the Bureau of Labor Statistics' release of its annual Occupational Injuries and Illnesses report, which estimates that three million workers were injured on the job in 2012.

"Three million injuries are three million too many," said Assistant Secretary of Labor for Occupational Safety and Health Dr. David Michaels. "With the changes being proposed in this rule, employers, employees, the government and researchers will have better access to data that will encourage earlier abatement of hazards and result in improved programs to reduce workplace hazards and prevent injuries, illnesses and fatalities. The proposal does not add any new requirement to keep records; it only modifies an employer's obligation to transmit these records to OSHA."

The new proposal would require that establishments with more than 250 employees who are already required to keep records to electronically submit the records on a quarterly basis to OSHA. The agency is also proposing that establishments with 20 or more employees, in certain industries with high injury and illness rates, electronically submit their summary of work-related injuries and illnesses to OSHA once a year. The public had 90 days, through Feb. 6, 2014, to submit written comments on the proposed rule. On Jan. 9, 2014, OSHA held a public meeting on the proposed rule in Washington, D.C. For information, read the Federal Register notice.

What would we have done, to save our friends life,

And improve things, as we carry on.

The way we expect things to be?

For the Level of Safety, on which lives depend,

Is determined by you, and by me.

The behaviors and risks, we accept as a group,

Set the bar, when decisions are made.

The rules and procedures don’t count near as much,

As the care, and concern that we’ve paid.

At each job task, as if it were new?

To be sure all the hazards, are known, and controlled,

And that everyone knows what to do.

The policies, procedures, and rules?

For employee protection, and hazard correction,

And say No, when the job is not right?

And work through the problems, to get them resolved.

Not ignored, or just moved out of sight.

When we see, someone else could get hurt?

To challenge the risk, the tools, or the job,

By now hopefully everyone has meet Phase 1 of the OSHA deadline for providing our employees with the required

information and training mandated by OSHA’s new GHS “Global Harmonization System”. OSHA required that all

employees be trained on the new label elements (i.e., pictograms, hazard statements, precautionary statements, and

signal words) and SDS format by December 1, 2013. If by chance you have missed this deadline or are looking for more

training materials OSHA has posted some good materials that I would recommend you check out on their website.

As we move towards Phase 2 “Compliance with all modified provisions of this final rule” the following Major changes to

the Hazard Communication Standard needs to be addressed.

Hazard classification: Provided the specific criteria for classification of health and physical hazards, as well as

classification of mixtures.

Labels: All labels must include a harmonized signal word, pictogram, and hazard statement for each hazard class

and category. Chemical manufacturers and importers will be required to provide this information. Precautionary

statements must also be provided.

Safety Data Sheets: Need to be in the specified 16-section format.

Information and training: Continue to train any “New Hires” on the new labels elements and safety data sheets

format, as well as all employees to facilitate recognition and understanding.

The table below summarizes the phase-in dates required under the revised Hazard Communication Standard (HCS):

During the phase-in period, we will be required to be in compliance with either the existing HCS or the revised

HCS, or both. OSHA stated they recognize that our hazard communication programs will at times have labels and SDSs

under both standards which will be present in the workplace. OSHA stated this will be considered acceptable, and we

will not be required to maintain two sets of labels and SDSs for compliance purposes see “Transition Period” in chart

above.

The United Nations revises the GHS every two years and OSHA plans manage and communicate changes to the

Hazard Communication Standard thru:

Technical updates for minor terminology changes,

Direct Final Rules for text clarification, and

Notice and Comment rulemaking for more substantive or controversial updates such as additional criteria or changes

in health or safety hazard classes or categories.

According to OSHA they expect that the GHS will be a “living document” and stated “further changes may be

adopted on a two year cycle” Presently most of the recent updates have been clarification of text.

OSHA does anticipate that future updates to the Hazard Communication Standard (HCS) may be necessary and

they can do this through various rulemaking options, including those mentioned above.

Your PPSA Communication Committee will be watch this closely and will provided any updates to this subject

as well as any regulatory activities we become aware of.

Nomination Procedure for the Executive Eagle Award

Eligibility

To be eligible for the Executive Eagle, the nominee must be a Corporate CEO, COO, CFO, Senior Vice-President or

Area, Region, Division, or Facility General Manager.

Criteria

A member of PPSA must submit the nomination. The nominee must have made a significant and sustained contribution

to the improvement of his or her company's safety process or culture and in some way impacted the industry. The

nominee must be directly involved with, directly lead, or directly impact safety. They must also demonstrate active

support of PPSA.

Procedure

Nominations must be submitted and received no later than March 5, 2014. The recipient of the Executive Eagle must

be able to attend the conference Awards Banquet on June 25, 2014 to receive the award.

The simple nomination form must be completed, but should be accompanied by a narrative document explaining why

this candidate should be chosen. The nominee's qualifications, experience, influence, involvement, education, work

history and safety successes should be outlined in the narrative. You should include any additional documents, copies

of previous awards or pictures to help tell the story. Remember that you are trying to promote your nominee and how

he or she has been involved in safety, how they have impacted safety, how they have achieved success in safety and

why they should receive the Executive Eagle.

When completed, send the nomination packet to PPSA. Remember the packet must be received by March 5th.

The Association Awards Committee will review each nomination and certify eligibility. The committee will then review

each nomination with the Board of Directors.

The Executive Eagle Award will be presented each year at the PPSA Health and Safety Conference.

Safety Innovator Award Information

The new PPSA Safety Innovator Award will go to the one facility demonstrating

the most innovative safety improvement product/process implemented between

January 1, 2013 and April 18, 2014. In order to receive this award, a facility must

apply for it using the following form. The PPSA Awards Committee will screen all

applications and narrow the field down to the top submissions prior to the PPSA

Annual Safety Conference June 22-25, 2014. The top four submissions will present

their safety innovation at the conference to all attendees. The conference attendees

will vote on the best innovation to determine who will take home the award!

Criteria and Eligibility:

Submitting facility must be a PPSA member site at the time of submission of this application. Go to www.ppsa.org to

become a member!

The innovation must be for the purpose of improving the safety and health of employees within the forest products

industry.

Awards finalists must be able to attend day 2 and 3 of the PPSA Safety & Health Conference on June 24 - 25, 2014

and attend the awards banquet the evening of June 25th. Finalists must register as an attendee for the conference to

be eligible for the finals and award.

The innovation must have been implemented between January 1, 2013 and April 18, 2014.

Application review and judging will assess the innovativeness, scope of impact to safety, and the cost efficiency with

either its design or its value to offset cost/loss. Special consideration will be given to those products/processes that

involved and engaged employees at multiple levels either in the design or implementation phases.

All applicants must agree to share their innovations with the PPSA membership regardless if they are selected as a

finalist. PPSA will honor and share any copyright and/or patent information.

OSHA’s Proposed Rule on Electronic Submission of Injury and Illness Records

On November 8, 2013, OSHA published a proposed rule to require certain employers to submit electronically to OSHA current injury and illness records. See Improve Tracking of Workplace Inju-ries and Illnesses (Proposed Rule), 78 Fed.Reg. 67254 (Nov. 8, 2013) (http://www.gpo.gov/fdsys/pkg/FR-2013-11-08/pdf/2013-26711.pdf). Included in the proposed rule is OSHA’s intent to post the injury and illness data online to provide public access to the employers’ records.

Among other things, the proposed rule would require as follows:

Quarterly electronic submission of injury and illness records for every “establishment” (defined as “a single physical loca-tion where business is conducted or where services or industrial operations are performed”) that is required to keep rec-ords under Part 1904 and has 250 or more employees;

Annual electronic submission of injury and illness records for every establishment with 20 or more employees and is classified in any industry listed in proposed Appendix A (which includes manufacturing); and

Electronic submission of injury and illness records if OSHA requests such submission.

The comments to the proposed rule note OSHA’s intention to post the injury and illness data online available to the public, commenting that

The Agency believes that public access to “timely, establishment-specific injury and illness data will improve workplace safety and health;”

With the posting of data, “employers could compare injury and illness rates and hazards at their establishments to those at comparable establishments;” and

“[P]otential customers might choose to patronize only the businesses in a given industry with the lowest injury/illness rates.”

The rule is not final, and OSHA is in the process of soliciting comments to the proposed rule. OSHA recently extended the comment period, with a new deadline for comments of March 8, 2014. See 79 Fed.Reg 778 (Tues. January 7, 2014)

PPSA Member Survey Results

Executive Summary

A PPSA member company conducted a survey with the goal of benchmarking what others in the industry are doing

around EHS training. The Survey included 9 questions, including questions about organizational size; number of training

participates within each organization, methods of training and cost evaluation. We encourage these results to be used to

inform and prioritize EHS training development within the industry.

The survey indicated that overall; more than 75% of members surveyed are employed within an organization with less

than ten thousand employees. On an average over 65% of employees complete greater than ten training courses per

E-learning and on–the-job training. Many employers (more than 85%) develop EHS training materials both in-house and

by external vendor. Responses to the survey indicated 70% of training completed was due to company policies and 30%

regulatory requirements. More than 85% training completed was due to job-specific training. Most members were una-

ware of how much was spent on corporate level training each year, while 25% estimated less than $25,000.

A non-profit, non-political, international organization, devoted to safety throughout the paper industry. From forest products to paper mills, to converting plants, to recycle collections centers, our membership is grouped by category to ensure a fair and appropriate basis for comparison.

The association began in the 1940's as the Southern Pulp and Paper Safety Association, later changing the name to reflect our widening membership base. We currently have members throughout The United States, Canada and other countries. We work to promote safety, to set reasonable and attainable goals, to educate our members, and to give the members a forum for discussion. Membership in the Association is by operating facility, such as a paper mill, box plant, sawmill, woodlands, etc. Approximately 380 operating facilities are currently members. Annual Membership is based on employee numbers. We also welcome supplier members as well. Membership in the Association has many advantages:

Participation in the Annual Health and Safety Conference and service as a member of the Board of Directors provides an opportunity for personal and professional growth.

Participation in our webinars and training seminars.

The Pulp and Paper Safety Association is the ONLY national organization exclusively concerned with accident prevention in the forest product industry.

The annual Conference provides great face-to-face networking opportunities.

The Quarterly Report provides a way of bench-marking your own performance with others in similar operations.

The Awards program provides a prestigious form of recognition to outstanding short-term and long-term safety performance by operating categories.

The Association is an excellent forum for keeping up with latest OSHA standards. In-depth information on specific subjects is increasingly available at regional seminars. The cost of these seminars is minimized by virtue of holding them on a regional basis.

The annual conference provides a fine external motivational boost to hourly Safety Committee members as recognition for their active participation in your safety program.

The cost of membership is the lowest of any association to our knowledge.

The attendance of vendors at our annual conference allows safety people to keep up with the latest safety equipment, tools and training.
