Note: Studies were conducted in Rochester with the use of Rochester RHIO’s data. Researchers from Weill Cornell Medical College. Three studies have been published by peer‐reviewed journals and demonstrate significant savings in system efficiency and improved health care quality.

The SHIN‐NY is governed by an open and transparent process that brings together key stakeholders in the State to contribute input and expertise on the development and implementation of SHIN‐NY policy and technical standards.

New regulation (as of 3/21/17) did not make the changes needed to allow for including Part 2 data in community HIEs
• General rule is to ask data sources to filter out Part 2 data
• Significant issue for each QE. In general, Part 2 data will not be widely available in HIEs until technology allows for the identification and segmentation of Part 2 data.
• Rochester RHIO and all participants are a QSO, and all Part 2 data requirements are followed, in order to account for assumed commingled Part 2 data.
• Nationwide, HIEs are struggling with including Part 2 data.
