Enron 011 4 Gas Company submits nine (9) copies of tne Plan of Exploration and Ai r Quality Review. Five (5) copies are considered "Proprietary Information" and are exempt from disclosure as allowed for In subsections (b ) , paragraph (9) of the Freedom of Information Act (81 Stat. 54; 5 U.S.C. 552) as amended by Public Law 93-502. Four (4) copies are considered Public Information and are marked as such. The Information believed to be ex?mpt Is geological and/or geophysical. As Uperator of th is lease, BelNorth Petroleum requests that this information and data be considered exempt and be dispensed for use onlv by the U.S. Government.

Section 2
Enron Oil a Gas Company proposes to d r i l l 3 wells on Eugene Island Block 71 to evaluate tht subject lease to determine the potential for future development. Wells "A" and "B" wtrt previously approved on the In i t ia l Plan Of Exploration by the MMS on January 16, 1987.
Exploratory d r i l l i ng of the f i r s t well 1s scheduled to begin approximately September 1, 1987, subjtct to approval of this Supplemental Plan of Exploration and issuance of tht required Permit to D r i l l .
Exploratory act ivi ty should be complete January 1, 1988.
I t should be emphasized that this schedule 1s tentative 1n the meaning of 30 CFR 250.34-1 (a). Additional exploratory d r i l l i ng must be predicated upon the need to define structures and/or reservoir l imits. The fabrication and Installation of platforms, producing fac i l i t ies and pipelines are contingent upon the success of these wells. In addition to the dr i l l ing of wells, other activi t ies which may be conducted under this plan would be the setting of caissons or a template over temporarily abandoned wells, a velocity survey in a wellbore and soil boring.

D r i l l i n g muds containing o i l are not disposed of Into the Gulf. This type material is loaded and barged to shore for proper dispose*. D r i l l i n g mud containing toxic substances are neutral ized pr ior to disposal.
D r i l l cu t t ings , sand, and sol ids containing o i l are not disposed of Into the Gulf, unless the o i l has been removed.

OIL SPILL CONTINGENCY PLAN
Enron Oil 4 Gas Comoany has an approved Oil Spi l l Contingency Plan on f i l e with the M.M.S. dated December, 1982. The updated plan was submitted to the M.M.S. o f f i ce January 29, 1987. This plan designates an Oil Sp i l l Team consist ing of Enron Oil & Gas Company personnel and contract personnel.
This team duties are to eliminate the source of the o i l s p i l l , remove a l l sources of possible i gn i t i on , deploy the most viable means of avai lable transportat ion to monitor the movement of the s l i c k , and contain and remove the sl ick i f possible.

Enron Oil A Gas Company 1s a member of Clean Gulf Associates (CGA). The CGA has four pennanent bases in Louisiana; at Venice, Grand I s l e , Intracoastal City and Cameron, and two bases in Texas; at Galveston and Rockport. Each base Is equipped wi th fast response skimmers and there 1s a barge mounted high volume open sea skimmer based at Grand Is le . In addit ion to providing equipme!.*, the CGA also supplies advisors for clean up operations. Response time for a s p i l l 1n Eugene Island 71 could vary from 10 to 16 hours depending upon the location of the company operated workboats or workboats available for charter.
