Creation of national network of environmental management

institutions, being an equivalent of European network ENEA-MA

Integration of environment protection and sustainable development in

regional policy – operational programs implemented in member states

Primary goal:

Obligation regarding creation of ENEA network in Poland has been made

during negotiating POIiŚ program in Poland, according to EC wish.

3 December 2010 agreement had been signed by:

obligating signatories to mutual cooperation within created national network

of environmental authorities and institutions managing EU funds

Promoting EU policy on environment protection, climate

adaptation and cohesion

Our actionsWe had monitored programing of new financial period 2014 – 2020

We are consulting documents for new operational programs, like

Infrastructure and Environment Operational Program 2014-2020

We are actively supporting elaboration of strategic documents, such

as : National Waste Prevention Program, National Wastewater

Treatment Program, Framework Water directive

We are promoting legislative activities especially related to air quality

and noise protection

For instance: suggestions on changing legal provisions of air quality with revised law

impact evaluation, prepared by Working Group on Air Quality and Energy became an

inspiration for proposition of environmental law amendment – so called anti-smog

bill, which get in force in 2015. Working Group activities were noticed as a valuable

source of information in National Air Protection Program.

Authorial publication of Working Group on Environmental Assessment, which basic

goal is to identify major problems of environmental assessment process and suggest

possibilities of solutions in :

- Procedural Issues in EIA;

- Environmental Issues in EIA

There are also attempts of creating publication for other entities participating in

operational programs creation and management process, like municipalities.

Cooperation and promotion

Cooperation with the foreign counterparts of General

Directorate for Environmental Protection abroad by

creating programs of study visits – among others: Hessian

Application Center for Renewable Energy and Energy

Efficiency, Environment Agency (UK), Embassy of France

in Warsaw as well as French Ministry for Ecology,

Sustainable Development and Energy;

Implementation of interactive communication platform for

all members of working groups;

The results and effects of the work of the various working

groups are available on the bilingual project's website; also

a netletter reporting on the functioning of the Network is

provided periodically;

Organization of the annual Plenary Meetings to plan

activities for the next year.

The goal of the platform is to facilitate cooperation between working groups by:

- improving communication (with online instant messaging features, forums and

conference calls)

- supporting the Secretariat of the Network in organizing the work of the various

working groups

The National Network "Partnership: Environment for Development"

– through the eyes of participants (based on the results of the 2015

annual evaluation survey):

Subjects of the meetings meet the expectations of more than 75% of the participants of

the working groups

98% of the participants of the working groups confirms, that they use the acquired

knowledge in this way in their professional work:

- mainly in preparing documents for superiors (more than 23% of responses),

- while making decisions (approx.15% of responses)

- and as part of carrying out procedures for environmental impact assessments (ca. 13%);

All organised domestic and international visits have received a general note of "very

good" (approx. 80% of responses) or "good" (approx. 20% of responses) on a five-

point scale;

More than 85% of respondents evaluates the overall functioning of the Secretariat

of the Network as "very good" (76%) and "good" (10%).

1. Our goals for the future:

ensures the functioning and financing of the Network

assisting in the development of guidelines, methodologies and expertise for

our working groups;

creating a forum for cooperation between authorities responsible for

environmental protection and management of the EU funds

at various administrative levels;

ensure the efficient exchange of knowledge, opinions, experiences and best

practices between the authorities of the Network;

strengthening the relations between the authorities responsible for the

environmental protection and managing/realization of the regional

operational programmes as well as NGOs
