1. Introduction

An informational meeting for the LA 434 Environmental Assessment/Line and Grade

Study was held at the St. Tammany Parish Council Chambers in Mandeville,

Louisiana, on Tuesday, January 13, 2015. The meeting was held from 3 p.m. to

5:30 p.m. and was open to the public.

This document provides copies of the informational meeting materials, sign-in sheets,

and a summary of the January 13, 2015, meeting events. Comments received from

the date of the meeting through the close of the comment period on January 23, 2015,

are provided.

2. Meeting Notification

Notification of the meeting was posted on the Louisiana Department of Transportation

and Development (LADOTD) and St. Tammany Parish websites.

Utilizing a contact list of interested parties developed in coordination with the New

Orleans Regional Planning Commission and the LADOTD, elected/agency officials,

stakeholders, and the public were invited to a meeting at the St. Tammany Parish

Council Chambers from 3 p.m. to 5:30 p.m. on January 13, 2015. This meeting

preceded the regularly scheduled St. Tammany Parish Planning Commission Meeting.

A meeting flyer indicating the project name and purpose, date, place, and time of the

meeting was sent via e-mail or U.S. mail to elected/agency officials, stakeholders, and

landowners within the Study Area, along with members of the public who requested

project correspondence. On Saturday, January 10, 2015, flyers were also distributed by

hand to occupants along the Study Area within the proposed construction limits. Copies

of the flyer and mailing lists are provided in Appendix A.

3. Meeting Events

The meeting was informal and organized with no formal agenda or presentation. The

purpose of the meeting was to present an overview of the proposed project and

provide an opportunity to obtain comments. Graphic displays included the Study Area,

typical roadway and bridge sections, and preliminary Alternatives 1 and 2. Attendees

received a comment form and handout that provided a project overview, purpose and

need, project schedule, study area map, and summary of environmental impacts.

Attendees also obtained information informally from exhibits displayed at the meeting

and from consultant and agency staff. A copy of the comment form and handout is

provided in Appendix B.

The meeting was also an opportunity for any interested party to request participation in

Section 106 of the National Historic Preservation Act consultation to address cultural

and historical resource issues related to the project. No interested persons or parties

requested participation in the Section 106 process during this public meeting. A copy

of the Section 106 invitation is included with the handout made available during the

meeting (Appendix B).

4. Attendance

A total of 35 persons registered their attendance on the sign-in sheets. Of these

persons, 12 were public or agency officials, 20 were members of the public, and 3 were

members of the project consultant team. Copies of the sign-in sheets are provided in

Appendix C.

5. Comments

The public was offered two opportunities to submit their comments for the record

during the meeting. A comment form was provided with the handout, and a verbal

comment could be recorded with a consultant team member. Written comments

received via U.S. mail and postmarked by the close of the comment period, which was

established as January 23, 2015, are provided in Appendix D. Comments received by

electronic mail through the close of the comment period are also provided in

Appendix D.

Commenters expressed concern for the project need citing low traffic volume and low

growth along the corridor. Support was expressed for the bridge replacement.

Additional comments included the need to first complete other projects in the St.

Tammany Parish community.

The New Orleans Regional Planning Commission (RPC), in cooperation

WELCOME PROJECT OVERVIEW

The New Orleans Regional Planning Commission (RPC), in cooperation with the

Louisiana Department of Transportation and Development (LADOTD) and the Federal

Highway Administration (FHWA), proposes to widen a portion of LA 434 from two

lanes to a multi-lane facility and replace the timber trestle bridge over Bayou

Lacombe in St. Tammany Parish, Louisiana. The following tasks were conducted as

part of this study:

Identified and evaluated alternatives to meet the purpose and need for the

project.

Studied impacts from the alternatives on social, cultural, and natural

environments.

Evaluated alternatives developed as part of this environmental assessment

(EA) and the associated environmental consequences according to the

National Environmental Policy Act (NEPA), LADOTD’s Stage 1

Planning/Environmental Manual of Standard Practice, and FHWA Guidance

for Preparing and Processing Environmental and Section 4(f) Documents.

the project may participate in consultation as provided in Section

106 of the National Historic Preservation Act.

submitting a letter stating the basis for your request to

ARCADIS on behalf of the LADOTD and FHWA.

I reviewed the plans and options provided at the January 13, 2015 meeting and offer the following concerns and comments.

18 years ago I deliberately purchased land and built my home outside of what was at the time the " Growth Management Area"

and since then I have made a substantial investment in my property. All of the plans and options that I saw to widen 434 between the Bayou

Lacombe bridge and Hwy 36 would require a substantial piece of my front yard and/or my neighbors yard for right of way. This would seriously

diminish the value of my property since the house would be very close to the new three or four lane hwy and a lot of large trees would have to

be removed. The proposed project would also cause diminished quality of life for myself, my wife and our family due to the higher noise

level that we would experience during the day and particularly at night from being closer to the new road. The plan to make such a large

development just north of Bayou Lacombe on Hwy 434 should have been predicated on only bringing traffic in from Hwy 36 to the north or

west side of the development where there is plenty of undeveloped land and access, and from I-12 down 434 where the houses are much

further from the road.
