Re: Lighting Impact Statement - BHP Potash Export Facility at Fraser Surrey Docks
DMD & Associates Ltd. (DMD) was retained as a qualified lighting professional firm by Hemmera
Envirochem Inc. (Hemmera) to provide an impact statement for the proposed lighting design for the
proposed potash export facility (Project) at Fraser Surrey Docks (FSD) by BHP Billiton Canada Inc. (BHP).
This impact statement:
• Supports the Project application for a Project and Environmental Review (PER) permit that wouldbe issued by the Vancouver Fraser Port Authority (VFPA).
• Presents a summary of the review of general Project lighting design, light trespass, and lightpollution (based on drawings and luminaire information provided in Appendix A and D (AusencoLighting Drawings), Appendix B (Lighting Estimate Spreadsheet), and Appendix C (FixtureProduct Sheets) for consistency with the PER Guidelines - Lighting (VFPA 2015).
• Summarises the review of potential adverse effects of Project-related exterior lighting on adjacentresidential areas and general areas offsite.
The preliminary lighting design was prepared by Ausenco, the Project’s engineering firm. According to the
VFPA Guidelines: “Lighting Plans should be designed to minimise glare, light trespass, energy
conservation, and to maintain dark skies while ensuring safety and security.” (VFPA 2015)
The reference lighting specifications and consideration of best practices used for this impact statement are
presented as follows:
• BHP Electrical Design Criteria
• Canada Occupational Health and Safety Regulations (SOR/86-304) (COHSR).
1.1 GENERAL LIGHTING DESIGN
Table 1 summarises the preliminary design drawings for consistency with VFPA guidance on lighting locations and heights, illumination types, lighting intensity, controls, and cumulative lighting data.

Most fixtures on conveyor are “hazardous location” rated (Type B and C mounted on stanchions) so they have no “full cut-off classification” (VFPA 2015); however, they will have an up-light shield as recommended to limit sky-glow. All floodlights that can be aimed (Type D) have upper visor to limit upward light trespass and sky-glow. Type A fixtures mounted on buildings will have full cut-off optics.

1 Uniformity is the evenness of the light over a given area. Even (uniform) lighting throughout an area has a uniformity ratio of 1:1. In
this case 4:1 means a ratio between the average illumination calculation points over the given area and the minimum calculation point over that area. The goal being to create uniform lighting over given area.

The design follows general guidelines for shiploader lighting, as presented below:
• Walkways are illuminated for safety of personnel. Fixtures located along the handrail will direct light to the grated walking areas only, and will be controlled with motion sensors and timers to limit the time that they are turned on. Only main access ways will be equipped with automated lights, and secondary access platforms will require lights to be turned on manually. Lighting is designed to be switched on and off by an operator.
• The end of the loader spout in the hatch must be visible at night, and will be illuminated by an array of fixtures on the end of the loader boom. These fixtures will be 4-260W light-emitting diode (LED) (Type D) mounted above the spout, and will only turn on during loading.
• The shiploader travels on rails, and will have illumination around the wheel areas for safety of personnel. Shiploader lighting will be mounted to direct light downward and prevent light pollution. Type D (6 - 79W) fixtures will be mounted above the wheel to provide approximately 300 Lux of illumination at the wheels for worker safety. In addition, both leading and trailing legs of the shiploader will have warning strobes (amber) that will flash when the machine is moving.
• The top of the shiploader mast will be equipped with aviation hazard indicator lights, but no other lights will be used on the mast to avoid creating a visual nuisance.
1.2 DESIGN CRITERIA
The Project site lighting must meet COHSR, Part VI, Schedule B for worker safety, which define target
levels of 100 lux for frequently used stairways and 10 lux for outside areas where activity is low. BHP design
criteria highlighted in Table 2 have been used for Project design to meet the COHSR while ensuring that
the site will not be overly lighted. Motors and moving parts, as described in the BHP Electrical Design
Criteria, is a defined area and activity for this Project, and is therefore included in the design criteria in
Table 2; however, the COHSR has no specific reference for motors and moving parts. The 300 lux lighting
design criteria highlighted in Table 1 is considered reasonable for this activity for the following reasons:
• These areas make up a very small percentage of the overall lighting.
• Lighting will be directed downwards to very specific areas.
The documents provided in the appendices define the basis of the Project lighting design. For offsite
lighting effects, the light levels are reduced via full cut-off optics and visors. In addition, lighting will be
turned off or dimmed when the facility is not in use. The Project Electrical Design Criteria (BHP 2017)
listed in Table 2 are suitable for the site and activities being undertaken.

1.3 LIGHT SPILL AND TRESPASS
To assess potential light trespass effects from Project lighting on local residents, it is appropriate to define
the level of spill light (lux) offsite at local residences and any defined areas of environmental sensitivity.
Spill light level limits are defined in Table 26.5 of the Illuminating Engineering Society of North America
(IESNA) Lighting Handbook (DiLaura et al. 2011)). For this assessment, no additional lighting around the
rail loop is anticipated to be required. For the Project site, local residences were determined to be a Lighting
Zone 3, which limits spill light to 3 Lux or less in the vertical plane at the local residences.
Impacts on fish and wildlife have been reviewed and assessed. However, research is limited with respect
to two key factors: dosage (amount of light) and duration (how long lighting is on for) as it relates to impacts
on a given species. Effects of lighting on fish and wildlife are much more difficult to assess than effects on
humans, therefore the impact on the majority of species are not well known with respect to dosage and
duration. That said, based on the additional lighting proposed for the site the dosage on the shoreline and
Fraser River would be very low and therefore is considered insignificant.
Light trespass from the proposed lighting will be very limited, given that it will be:
• Located 230 metres (m) or more from local residences
• Equipped with light shields
• Directed away from local residences.
1.4 SKY GLOW
Urban sky glow is a factor that can affect views of the night sky as well as sensitive receptors (e.g., wildlife),
and thus influence their behaviour. Species potentially sensitive to light were reviewed by Hemmera in the
aquatics assessment (see Attachment 4.2-W of the Application) and the terrestrial assessment
(Attachment 4-2.X of the Application). Based on Hemmera’s assessment of wildlife potentially sensitive to
lighting, no adverse effects were identified. The majority of fixtures shown on the Project lighting drawings
(Appendix A) will be aimed downwards to limit up-light2. Where floodlights are proposed, visors will be
added as per the recommendations in IESNA RP-33 Lighting Exterior Environments. Light will be reflected
off surfaces, such as pavement and steel structures, and redirected into the sky; however, this is common
for lighting installations. The visors are effective in minimising sky-glow to the greatest extent practical.

Luminaires with optical systems which limit up-light have been proposed for the Project. These limiting
systems are referred to as full cut-off optics.
Light will be reflected off surfaces, such as pavement and steel structures, and redirected into the sky,
however this is common for lighting installations. The use of full cut-off optics is effective in minimizing sky-
glow to the greatest extent practical.
1.5 SUMMARY AND CONCLUSIONS
The Project Lighting Plan and design meets VFPA guidance for the following:
• Location of all current and proposed exterior lighting fixtures on the premises, as well as the location of the proposed power source
• Type of illuminating devices, fixtures, lamps, supports, reflectors, and other devices – including the cut-off characteristics
• Lamp source type (e.g. high-pressure sodium, LED, etc.), lumen output, and wattage
• Expected change in wattage for site
• Mounting height with distance noted to the nearest property line for each fixture, with orientation noted
• Types of timing devices used to control the hours set for illumination, as well as the proposed hours when each fixture will be operated
• Cumulative lighting data for the overall lighting installation including design power consumption, average illumination, and uniformity levels.

DMD concludes that the lighting design and proposed operation for the Project is consistent with VFPA
guidance and industry practice, utilises energy-efficient LED sources, and minimises the potential for
adverse lighting effects to the greatest extent practical while also taking into account worker safety
requirements.
