Mean Number of UEs with One Radio Link

 VS.SHO.AS.1

Mean Number of UEs with Two uncombined RLs

 VS.SHO.AS.2Soft

Mean Number of UEs with three RLs and two combined RLs

 VS.SHO.AS.3Soft2Softer

Mean Number of UEs with Three Uncombined RLs

 VS.SHO.AS.3Soft

Mean Number of UEs with Two Combined RLs

 VS.SHO.AS.2Softer

Mean Number of Three-RL UEs with Three Combined

 VS.SHO.AS.3Softer

There are 3 additional counters and they are usually 0 in commercial networks:

Mean Number of UEs with Four RLs

 VS.SHO.AS.4

Mean Number of UEs with Five RLs

 VS.SHO.AS.5

Mean Number of UEs with Six RLs

 VS.SHO.AS.6

This is because we usually set the maximum cell in an active set as 3.

These measurement items provide the mean number of UEs with different RLs.

The RNC periodically takes a sample from the number of UEs with different RLs. At the end of the measurement period, the RNC divides the accumulated number by the

number of samples to obtain the average number of UEs with different RLs in the measurement period.

The measurement is triggered at point C, as shown in the figure. When the RNC receives a PHYSICAL CHANNEL RECONFIGURATION COMPLETE message, or a TRANSPORT CHANNEL RECONFIGURATION COMPLETE message, or a RADIO BEARER RECONFIGURATION COMPLETE message from a UE during inter-frequency hard handover, the measurement of this item shall be triggered.

 VS.HHO.InterFreq.Att.RNC

This measurement item provides the number of inter-frequency hard handover requests initiated by the RNC.

The measurement is triggered at point B, as shown in the figure. To initiate an inter-frequency hard handover procedure, the RNC first sends a RADIO LINK SETUP REQUEST message to the NodeB. After it receives a RADIO LIN SETUP RESPONSE message, the RNC sends a PHYSICAL CHANNEL RECONFIGURATION message, or a TRANSPORT CHANNELRECONFIGURATION message, or a RADIO BEARER RECONFIGURATION message to the UE. Number of Attempts to Add or Delete EDCH Links due to Soft

Handover (Cell)

 VS.HSUPA.EDCH.SHO.Att

 VS.HSUPA.EDCH.SHO.Succ

This measurement item takes statistics of the number of successful attempts to add or delete the EDCH link in a cell due to the soft handover.

This measurement is triggered at point C as shown in the figure. When the RNC receives an ACTIVE SET UPDATE CMP message from the UE and anEDCH link is added or deleted during the soft handover, the RNC measures

this item in the cell where the EDCH link is added or deleted.

 VS.HSUPA.EDCH.SHO.Att

This measurement item takes statistics of the number of attempts to add or delete the EDCH links in the cell due to the soft handover.

This measurement is triggered at point B as shown in the figure. When the

RNC sends an ACTIVE SET UPDATE message to the UE and an EDCH link is added or deleted for the soft handover, the RNC measures this item in the

cell where the EDCH link is added or deleted.

E-DCH Service Cell Change Success

Rate with SHO Counters (CELL)

Number of Success to Change EDCH Serving Cells due to Soft

Handover or Multiple Links (Cell)

 VS.HSUPA.SHO.ServCellChg.Succ

Number of Attempts to Change EDCH Serving Cells due to Soft

Handover or Multiple Links (Cell)

 VS.HSUPA.SHO.ServCellChg.Att

 VS.HSUPA.SHO.ServCellChg.Succ

This measurement item takes statistics of the number of successful attempts to change the EDCH serving cells because the soft handover is performed or

multiple links exist.

This measurement is triggered at point B as shown in the left figure, when the RNC receives a PHYSICAL CHANNEL RECFG COMPLETE message from

the UE. If the HSUPA serving cell changes, the RNC measures this item in the original HSUPA serving cell. The item is used to indicate the change of

HSUPA serving cells in the soft handover state instead of the hard handover state.

This measurement triggered at point B as shown in the right figure , when the

RNC receives an ACTIVE SET UPDATE COMPLETE message from the UE. If the HSUPA serving cell changes during the soft handover, the RNC

measures this item in the original HSUPA serving cell.

 VS.HSUPA.SHO.ServCellChg.Att

This measurement item takes statistics of the number of attempts to change the EDCH serving cells because the soft handover is performed or multiple links exist.

This measurement is triggered at point A as shown in the left figure, when the RNC sends a PHYSICAL CHANNEL RECONFIGURATION message to the

UE. If the HSUPA serving cell changes, the RNC measures this item in the original HSUPA serving cell. This item is used to indicate the change of HSUPA serving cells in the soft handover state instead of the hard handover

state.

This measurement triggered at point B as shown in the right figure , when the

RNC sends an ACTIVE SET UPDATE message to the UE. If the HSUPA serving cell changes during the soft handover, the RNC measures this item in

the original HSUPA serving cell.

EDCH Inter-Frequency Hard Handover Triggered by RNC

 VS.HSUPA.HHO.InterFreq.NoChR.Att

 VS.HSUPA.HHO.InterFreq.NoChR.Succ

This measurement item takes statistics of the number of successful attempts to change the serving cell because the RNC triggers the EDCH-to-EDCH

inter-frequency hard handover.

This measurement is triggered at point B shown in the figure. When the RNC receives a PHYSICAL CHANNEL (TRCH/RB) RECFG COMPLETE message

from the UE, the RNC measures this item in best cell that the UE camps on before the hard handover if an EDCH-to-EDCH inter-frequency hard handover

is performed.

 VS.HSUPA.HHO.InterFreq.NoChR.Att

This measurement item takes statistics of the number of attempts to change

the serving cell because the RNC triggers the EDCH-to-EDCH inter-frequency hard handover.

This measurement is triggered at point A shown in the figure. When the RNC sends a PHYSICAL CHANNEL (TRCH/RB) RECONFIGRATION message to

the UE, the RNC measures the item in best cell that the UE camps on before the hard handover if an EDCH-to-EDCH inter-frequency hard handover is performed.
