1.0 – Executive Summary This BCA 2016 Report has been prepared to assess the proposed plans appurtenant to the Development Application that is to be submitted to Blacktown Council for a new residential flat building with 76 apartments and basement carparking for 130 vehicles. The assessment of the documentation has revealed that the building is primarily capable of complying with the Deemed-to-Satisfy [herein ‘DTS’] provisions of the BCA 2016 Code 2016 (Volume 1, Class 2-9 Buildings) [herein ‘BCA 2016’], and where necessary the Performance Requirements, without modification that require a development consent to be modified.

1.1 Design Considerations

1 The proponent has indicated that they intend to reduce the FRL’s of the Class 7b parts to 120 minutes, via a performance solution based on fire engineering analysis.

2 The total floor area and volume of the Class 7a & 7b parts is more than the maximum 5,000m2 permitted - approximately 5300m2. The proponent has indicated that they intend to address the slightly enlarged fire compartment via a performance solution based on fire engineering analysis.

3 The spandrels are capable of complying provided the horizontal spandrels extend past either side of the opening by 450mm.

5 The public corridors are greater than 40 metres in length and therefore must be smoke separated in accordance with Clause 2 of Specification C2.5. Currently the corridor between grid line B & F is not smoke separated like the corridor between grid line G and N. Additional smoke separation to be show on the plans.

6 The exit travel distances within the basement do not comply with this clause, as:

- occupants have 45m to a point of choice instead of 20m; and, - 45m to one of the exits instead of 40m.

A third exit from the basement towards grid line N would resolve this matter. If a third stair is not proposed the proponent has indicated that they intend to address this via a performance solution based on fire engineering principles.

7 The exit travel distances on the roof does not comply with this clause, as: - occupants have 22m to a point of choice instead of 20m between grid line J & L;

and, The proponent has indicated that they intend to address this via a performance solution based on fire engineering principles.

8 The direct distance between alternative exits within the basement is 60m as required. However, if measured from first exit door to the point of choice to the second exit door, the distance increases to approximately 62m. Also, the distance between the alternative exits on the roof is greater than the maximum 45m and is approximately 60m. The proponent has indicated that they intend to address this via a performance solution based on fire engineering principles.

2.1 – Building Location

The site is currently located on Lot 51, Deposited Plan No. 1196583. This building is to be located on proposed Lot 5, 1086 Richmond Road, Marsden Park NSW. 2.2 – Basis of Assessment

This BCA 2016 Report has been prepared based of the following:-

I. The Deemed-to-Satisfy and the Performance Requirements of BCA 2016 including NSW Variations and relevant Australian Standards;

II. Plans prepared by the Bathla Group, dated May 2017;

III. The Environmental Planning & Assessment Act 1979;

2.3 – Report purpose

This BCA 2016 Report has been prepared to assess the proposed plans appurtenant to the Development Application that is to be submitted to Blacktown Council for a new residential flat building with 76 apartments and basement carparking for 130 vehicles. The BCA 2016 Report will: a) compare the proposed building against the Deemed-to-Satisfy provisions of

BCA 2016 including NSW Variations and relevant Australian Standards;

b) Identify DTS breaches that can be altered to comply with the DTS provisions of BCA 2016;

c) Identify DTS breaches and relevant performance requirements to be considered for Performance Solutions by the fire engineering and other consultants.

2.4 – Report methodology

This BCA 2016 report initially relies upon the plans of the proposed building, and a review of the structure against Deemed-to-Satisfy provisions of BCA 2016 and adopted Australian Standards. Consideration can be given to the Performance Requirements of BCA 2016 where appropriate. Where relevant the assessment can include the following categories – ▪ Structural; ▪ Fire resistance and compartmentation; ▪ Occupant Access/Egress; ▪ Fire Safety/Protection Services ▪ Health & Amenity; ▪ Energy Efficiency. Where compliance is not achieved with the relevant Deemed-to-Satisfy provisions, recommendations will be made to comply with the DTS or the relevant performance requirements.

2.5 – Exclusions

The report is limited to the proposed buildings and excludes the existing structures. This report does not imply, nor make reference to structural design or operating capability or design of any electrical, fire, hydraulic or mechanical services. Furthermore, limited reference is made to the Disability (Access to Premises — Buildings) Standards 2010 and the Disability Discrimination Act 1992 (Cth).
