NOTICE OF APPLICATION AND INTERVENTION DEADLINEThe State of Montana encourages efficient utility operation and efficient use of utility

services. Mont. Code Ann. § 69-3-1202(1) (2019). To facilitate these goals, Montana-Dakota Utilities Company (“MDU”) operates a portfolio of demand-side energy conservation programs that incentivize installation of high efficiency natural gas furnaces, boilers, water heaters, and programmable thermostats; encourage energy assessments; and promote commercial and industrial consumer ingenuity through a custom energy conservation program. During the previous year, 719 customers utilized various MDU portfolio programs to generate 8,971 dekatherms of annual energy savings and 166,630 dekatherms of lifetime energy savings. MDU can recover expenditures associated with these energy savings by requesting utility rate adjustments, which are tracked and approved annually by the Montana Public Service Commission (“Commission”). Mont. Code Ann. § 69-3-1206(1).

PLEASE TAKE NOTICE that on March 31, 2020, MDU filed its Conservation Tracking Adjustment (“CTA”) with the Commission to maintain its current Conservation Program Tracking Mechanism Rate 90 Tariff to recover $137,515 in expenditures. If approved, MDU’s Rate 90 Tariff will remain at the currently established $0.014 per dekatherm for the next twelve- month period.

A copy of the filing is publicly available online at the Commission’s website (www.psc.mt.gov) under Docket No. 2020.03.042. On March 20, 2020, the Commission issued a Notice of Operational Changes in Response to Coronavirus. Under the “Office Closed to Public” section of the Notice, the Commission outlined a temporary change for office closure during business hours. A copy of the filing is not currently available at the Commission’s business office. A copy of the filing may also be available at the office of Montana Consumer Counsel (“MCC”), which represents consumer interests before the Commission, 111 North Last Chance Gulch, Suite 1B, Helena, Montana, telephone (406) 444-2771. MCC should be contacted to inquire of any operational changes due to coronavirus. There were 44 motor vehicle stops, 42 accidental/prank 911 calls, 15 reports of barking/lost/loose dogs and nine reports of loose cattle during the month of March.

Monday, March 20446 – A male called and said

someone had broken the porch light bulb at his house sometime after 11 o’clock last night. He said this is the third time some-thing has been damaged in his house.

1426 – A female called in stat-ing she just hit a dog on Valley Drive, then it took off down 11th Ave N. She stated the dog came out from someone’s yard right out in front of her. She provided a description of the dog.

1528 – A female reported that an elderly man was trying to park in front of Western Drug and hit two vehicles in the process. He is now leaving and headed towards Markles. No damage could be seen to one of the two vehicles that was hit.

1530 – A male reported that the wind blew their gate open and now his large dog is missing. He stated someone told him that a dog matching the description of his dog was hit by a vehicle on Valley Drive. It was determined the dog had not been located. At 2001, the male called to say the dog was found hiding in some bushes with an injured leg but otherwise is alright.

1849 – A male advised that he locked his keys in his vehicle. Phone numbers were provided for the locksmiths.

2034 – A female reported that there’s an injured deer laying in the ditch on the south-side of US 2 just east of MM 546. She believes its legs are broken.

Tuesday, March 30039 – A reporting party

called in a deer that was struck in the eastbound lane by another vehicle. Information was passed along to a deputy who is on his way. At 0104, it was reported a deputy patrolled a three mile area of the location and was not able to locate the deer.

0916 – A male with the Coun-ty Road Department called in to advise of current road closures at the time.

1120 – A female at Frazer School called in to advise one of their delivery people hit one of the employee’s vehicle in the back parking lot of the school. The driver is still on scene.

1605 – A caller reported a two vehicle accident by the movie theater and there are no injuries.

1850 – A caller reported a dead deer laying in the middle of the eastbound lane of the Tampico Road.

1901 – A male reported a black car has been parked on the street on the west side of his par-ents’ house for two months now. The caller didn’t know the make

of the car, who the car belongs to and didn’t get a plate number.

Wednesday, March 41309 – A male with BNSF

RR advised they have an Amtrak train stopped as there is a com-bative Native American female on board that they would like removed.

1437 – A male called in stating he had just been hit head on. The other person involved is injured but conscious at this time. The person was transported to the hospital.

1531 – Highway Patrol is responding to an accident and reported that there’s a dark grey pickup parked on the shoulder of US 2 about 5 miles east of Nashua. There’s a man (wearing a Carhart jacket) walking along side of the highway about 2 miles west of the pickup, and the man is walking towards Nashua.

1715 – A female requested an officer at the Valley Event Center. They’re getting the fire trucks ready for something and a male keeps driving through big puddles and splashing every-thing. He has gone through three times now. At 1732, the female called back and reported that the male is now racing between the fire trucks.

Thursday, March 50934 – A male called in to

advise he got a phone call from a bank that is in Lagrange, Texas. They said they wanted to talk to him about a deposit he made. He called the number that was pro-vided and they started asking him his name and wanted other in-formation but he only gave them his first name. He then called his bank, and there had not been an transactions in his account. His bank advised him to call dispatch and make a report.

1638 – A female said she wants to mail some hearing aids to her daughter in Washington. She wanted dispatch to give her the mailing address for her daughter in Washington. The female was advised dispatch can’t help her with this and sug-gested that she call the phone company to get her daughter’s phone number.

Friday, March 60847 – It was reported there

are really bad pot holes on 1st St. N., to the point people have to go into the other lane of traf-fic to avoid them. The caller was almost hit by a vehicle the day before as a result. A message was left for the City Street De-partment and an officer was also provided the information.

1016 - A male called in stat-ing there is a car that has gone off the off ramp. The driver of the vehicle wants the caller to pull him out, however the caller stated he wants a deputy out there for traffic control. The caller was advised this may be a motor vehicle accident so MHP would have to be contacted, which the

caller was okay with. A deputy was also contacted who will try to call the caller to find out if there is any damage to the vehicle or property out there. The deputy reported back stating the car may have gone through the fence but it could also be that the damage to the fence was done prior to the incident. At 1104, the deputy advised the vehicle is pulled out.

1441 – A female reported a computer voiced scam on her message machine. She believes the message said “AT&T” then a pause then “If you want to dis-connect your internet press #2.” The female stated she doesn’t have a cell phone nor does she use AT&T.

1617 – A male is missing a Subaru key that has been missing for months now.

1713 – An anonymous woman reported that there’s a mother or grandmother sitting at the bar at the Oasis with a four-year girl. The caller doesn’t think the girl should be in the bar. When asked for further information, the caller hung up.

Saturday, March 71431 – While on the phone

with another emergency, a fe-male called in to report a female kicking in the door to a residence where the caller’s grandchildren were at. The female was said to be with a male, who is banished from the reservation, according to Roosevelt County. The caller would not give much more in-formation when it was offered to transfer the call to Roosevelt County due to everyone involved being tribal. At 1515, a deputy called and stated he was with Tribal Police and things have calmed down since the initial report.

1755 – A male called in to see if anyone turned in a pager. He can’t find his fire pager any-where, even after backtracking to a few locations in Glasgow.

1820 – A deputy is out with a male wearing dark clothing. It was determined the male is looking to pick up a ride to North Dakota.

Sunday, March 80706 – A male called in re-

garding what looks like to be a part of a round bale of hay scattered in the middle of the roadway.

1718 – A female called and said she was following a small dirty SUV who is crossing the center line and the fog line while also going very fast. The caller sped up to 77 and she is still way ahead of her and now out of sight.

2034 – A female called, who drives for PTI and has a crew with her, stating two deer hit her. There are no injuries and very little damage to the vehicle. It was stated the deer are off the road however unclear if the deer were dead. Per a deputy who was contacted, if the deer ran away and wasn’t on the road there was

no need for him to respond.Monday, March 9

1037 – A brown Ford Focus on the north side of the road was reported. At 1105, the son of the vehicle owners spoke with a deputy and stated the vehicle has a broken belt however he will be back to get the vehicle moved be-fore the end of the day. According to the deputy the vehicle is off the roadway and not a hazard.

1059 – A female received a call about all of their vehicles be-ing behind on their registration. The female stated she tells them she knows the call is a scam and requested them not to call any-more, however several of these types of calls have come through. The female was notified to just hang up on them and as long as no personal information was given out, they will be fine. The caller indicated when the scam-mers call no phone number shows up. The caller was notified that when the call is picked up and it’s determined it’s the scammers to just hang up.

1204 – A female with RCSO dispatch requested an officer to respond for a male who came into a residence, trying to fight the male who lives at the residence. At 1225, the female called back advising to cancel per the tribal officer on scene as the suspect left and the victim is not cooperating.

1308 – A male requested an inspection of a four-wheeler at an address. Information was passed along to a deputy who will be contacting the male. At 1358, the deputy advised the VIN wasn’t complete on the four-wheeler and the male needs another form. At 1412, the VIN was completed.

1837 – An anonymous caller reported a white pickup was do-ing 50-60 MPH about five to 10 minutes ago. The vehicle was on 6th Ave. South between 9th and 10th Street and headed towards the 6th Ave. bridge.

1921 – A male returned home and found a garbage can burning. He threw some water on it and the fire stopped however he thought someone should take a look at it. An officer was notified and at 1930 it was reported everything appears to be fine. The fire is out and the plastic on the garbage can doesn’t appear to be melted.

Tuesday, March 100707 – MHP dispatch called

in to report a vehicle vs deer ac-cident. While on the phone, FG called in the same advising the vehicle is not drivable and will need a wrecker. A deputy was advised of the incident.

1320 – A female called in to advise there is a motor vehicle accident in front of the Valley View Clinic. One vehicle is in the ditch and the other is a truck and trailer who was bringing in a sick cow. The vehicle with the trailer pulled into the clinic to get the treatment for the cow and the van tried to pass the truck when

he was pulling into the clinic. The caller advised there are no inju-ries. At 1334, one of the involved parties also called in to report the accident.

1334 – A male called in to ad-vise that there was a drive-off of $79.70. He stated the vehicle was a newer model Ford pickup and believed it left going westbound. Roosevelt County dispatch was notified as well as Montana Highway Patrol At 1357, the male called back in to state the driver just came in and paid for the fuel.

1729 – A deputy reported to be out with a disabled pickup.

Wednesday, March 110649 – A male called in stating

he has been in a motor vehicle ac-cident. He stated a deer ran into the driver’s side of his vehicle and there is damage to the car. He stated it is drivable, but believes it may be totaled. He also pulled the deer off the road to the north side and he is parked off the road also.

0736 – A deputy called in to advise that a male called him to report another male called and stated someone had put a wound-ed dog in the dumpster at the landfill. A male at the landfill was contacted. At 0809, the deputy advised he found the dog. He also advised he took photographs and was waiting for the video from the landfill.

1644 – A caller reported that he found a pistol in his garbage can. At 1654, an officer advised that it was Glock BB Pistol in a case and the officer now has pos-session of it.

1713 – A caller reported a vehicle that’s doing 90 MPH and passed on a yellow. The vehicle just went by Hinsdale, headed eastbound. A description of the vehicle was provided however the caller did not get a plate number. The caller doesn’t want to sign a complaint. At 1737, Helena High-way Patrol headed eastbound by MM 532 to follow the vehicle and later reported it’s driving fine now.

Thursday, March 120926 – A male called on the

911 line advising he is locked out of his vehicle. He was provided three numbers for the locksmiths in town.

1244 – A female called in stat-ing there is a train blocking the tracks and they have been sitting there for over 30 minutes. BNSF was contacted and they advised there was a train with mechanical issues however everything should be done and moved shortly.

1631 – A male said they were contacted to pick up a vehicle that was in an accident and there is significant damage. The caller thought someone may need to respond before they pick up the vehicle. McCone County dispatch was advised and the caller was patched up with them.

1640 – A caller reported that a silver four-door Ford Taurus passed him and another vehicle

by Northern Border Pipeline at a good clip, possibly doing around 65 MPH. The caller stated the driver had a hoodie up and looked back at him. The vehicle is on top of the Milk River Hill now and is headed towards Fort Peck. The caller doesn’t want to sign a complaint but thought it was rather suspicious.

Friday, March 131217 – A female called in stat-

ing they are going to be blocking an area with a truck they are loading at the Coke Plant. The area will be blocked for about 25 to 30 minutes and are starting to load now. At 1250, the female called back to advise the road is clear now and traffic is flowing as usual.

1442 – A female called in to report that someone hit her parked Suburban.

1830 –The caller just saw two boys run out of the white abandoned house on the corner of 6th Ave. South and the 800 block. The door to the house is wide open but the boys took off running towards Nemont Manor. A description of the boys were provided and both are possibly middle school age. At 1847, an officer arrived, shut the door to the building and will look around.

Saturday, March 140127 – A caller, who wished to

remain anonymous, reported an individual that was getting ready to leave and the caller didn’t believe the individual should be driving. It was stated the individual was driving a pickup and it was thought the truck had disabled veteran plates.

1041 – A reporting party called in about a wire being blown around by the wind at the old Farmers Market location. She states it isn’t sparking, she just didn’t notice it there before.

1741 – A reporting party called in to complain about the road at the intersections at 4th St. S. and 6th St. S. being extremely icy and not being able to get traction to get moving from a stop.

1945 – A female called and requested a welfare check on a male. She stated that his kids from Culbertson have been trying to get a hold of him all day.

Sunday, March 151939 – A male called in to

report a hay bale in the middle of the road.

2037 – A male reported almost hitting a black bull. At 2133, a deputy arrived at MM 577 and stated it appeared a car had previ-ously hit two cattle, who are dead in the ditch on the north side of the highway and there are car parts scattered on the side of the highway.

2021 – A female reported an injured deer, who is off the road, between the property and the Milk River Bridge. At 2050, deputy called dispatch and re-ported she was unable to locate the deer.
