FUEL SYSTEM PROJECT (REBID)ADVERTISEMENT FOR BIDS

Sealed Bids for the Fuel System Project at Wokal Field/Glasgow Airport will be received and opened, by the Board of County Commissioners of Valley County, Montana, until 2:00 P.M., Tuesday, January 12, 2016, in their office at the Valley County Courthouse, 501 Court Square, Box #1, Glasgow, Montana, 59230.

The Project consists of the installation of two new above-ground storage tanks for aviation fuels and associated equipment at the Glasgow Airport.

Bids will be received for a single prime Contract. Bids shall be on a lump-sum and unit-price basis, with additive alternate bid items as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: DOWL, 106 1st Ave. S., Great Falls, MT 59401, (406) 453-4085. Prospective Bidders may examine the Bidding Documents at the Is-suing Office on Mondays through Fridays between the hours of 8 a.m. and 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents also may be examined at the Airport Manager’s office at Wokal Field/Glasgow Airport, 100 Airport Road, Glasgow, MT 59230, on Mondays through Fridays between the hours of 8 a.m. and 5 p.m.

Printed copies of the Bidding Documents may be obtained from the Issuing Office for $75 for each set. Checks for Bidding Documents shall be payable to “DOWL.” Upon request and receipt, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

This project will be funded in part by a grant from the Federal Aviation Administration. The proposed project is under and subject to Executive Order 11246 of September 24, 1965, and the Equal Opportunity (EEO) and Federal Labor Provisions. PURSUANT to Sections 18-2-201 and 18-2-422, MCA, you are hereby notified that the Contractor must meet security requirements and pay their employees Montana State Prevailing Wage if they are awarded the bid.

A pre-bid conference will not be held for this project. Perspective bidders may visit the site between the hours of 8 am and 5 p.m., Monday through Friday.

Other expenses to be charged against the sale proceeds include accruing late charges, escrow shortages, if any, attorney’s fees and costs, and expenses of foreclosure and sale.

The Beneficiary has elected to sell the above-described property to satisfy the aforementioned obligation and has instructed the undersigned Trustee to do so. The sale is a public sale and any person, including the beneficiary, excepting only the Trustee, may bid at the sale. The bid price must be paid in cash. The conveyance will be made by a limited warranty Trustee’s Deed. The purchaser shall be entitled to possession of the property on the 10th day following the sale.

The sale may be postponed up to 15 days for any reason by public proclamation at the scheduled sale. If there is a stay by bankruptcy or court order, the sale may be postponed up to 30 days at a time by public proclamation, for a total of no more than 120 days.

The grantor, successor in interest to the grantor, or any other person having an interest in the property, at any time prior to the Trustee’s Sale, may put to the beneficiary the entire amount then due under the Trust Indenture and the obligation secured thereby (including costs and expenses actually incurred and attorney’s fees) other than such portion of the principal as would not then be due had no default occurred and thereby cure the default theretofore existing.

Butte, Mont. – NorthWestern Energy clarified on Dec. 8 the impact of expected property tax increases on customer bills. The property tax increases were inadvertently misstated by the company during a roundtable meeting with officials of the Montana Department of Revenue and the Montana Public Service Commission on Monday, Dec. 7, 2015.

For 2015, a typical residential electric customer using 750 kilo-watts hours per month, the pro-jected increase will be 38 cents per month, or $4.56 per year, which represents a 0.45 percent increase in their total bill.

The projected increase for a typical natural gas customer us-ing 100 therms per month will be 36 cents per month, or $4.32 year, which represents a 0.49 percent total bill increase. These changes will be effective beginning in January.

NorthWestern expects to pay about $121.9 million in 2015 Montana property taxes, a sig-nificant increase from the $99.9 million paid in 2015. The above customer bill impact amounts reflect the tax increases associ-ated with the company’s trans-mission and distribution system. While the Montana Department of Revenue cited the company’s increased market value as a result of the acquisition of 11 hydro-electric facilities as a key driver for the tax increase, the taxes specific to those facilities are not included in the above amounts. NorthWestern is required to make a compliance filing by the end of this year that sums up all of the costs associated with the hydro
